President Biden is telling workers at via sat in Carlsbad outside San Diego that their work matters to bring technology products back to the U.S.. What you do here at this company really matters. So much of it depends on semiconductors, those tiny computer chips, the size of a fingertip, the power our everyday lives and power more and more of what we need. The president also said the U.S. can't rely on supply chains from other countries, including China, so technology needs to be produced in America. I'm Brian shook. I'm Barry Ritchie, listening to masters and business on Bloomberg radio, my extra special guest today is Edwin Chancellor. He is a journalist and financial historian and author of a number of fascinating books, most recently, the price of time, the real story of interest, so clearly the cover of the book has an hourglass showing time slowly seeping away. How important is time to those of us working in finance and engaging in transactions where capital is put it at risk, but it's fine too, but I'm first I'd say time is important to all human beings, and what's called time preference, peoples, tendency to prefer that present to the future to dis what we call discount the future appears to be a universal phenomenon, as people some people are another way to talk about is impatience. Some people are more impatient than others. Everyone has their own internal interest or discount rate, in finance all finance is about transacting across times lending investing and so forth. It's absolutely central to no activity in finance that doesn't involve an interest rate. And I cite a description of the failure of the Soviet economy. Even if you have a Soviet planned economy, you need to allocate resources across time, and if you're not guided by the interest rate at which the Soviets weren't, you're going to have these misallocations of capital that eventually clog up the system. So let's talk about that. I love this quote. Interest rates are the most important signal in a market based economy and the universal price affecting all others. Your suggesting because that signal was missing from the Soviet economy, it eventually crashed and burnt. Yeah, among other reasons. What I'm saying is that every society because it's innate to human because all humans are constrained by their mortality, all action take place, economic actions take place across time, that even if you didn't have a capitalist or market economy, something would need to ration or to direct your resources or direct your behavior across that. In a way, it's more explicit in a capitalist economy because you're paying a certain rate of interest on your loan or you have a certain required hurdle rate on your investment or your applying a certain discount in the valuation of an asset. So in that sense, the time value of money is sort of the first thing one learns in finance. So prior to the financial crisis, I never thought about zero interest rates. And I certainly never thought about negative interest rates that the decade that followed that seemed to have create all of these negative rates, how do they affect economies? How do they affect trade and how do they affect the consumer? Save zero rate leads to these build ups of financial instability and at the same time contributes to a misallocation of capital. You're not getting any yield on fixed income. So you tend to go to more speculative. Exactly. The whole Tina, there is no alternative. The English 19th century finance rate award badge at where he says, John bulls, near the eponymous English man, John bull can stand many things, but he can not stand 2%. And when people, we talk about yield chasing or carry trading when rates very low, with the negative rates. Do you remember the argument negative rates was that they were going to turbo charge the economies? This was a phrase used by Ken rogoff the Harvard economist who read a book called the curse of cash, in 20, I think 2016, we argued that you need to get rid of cash so that we could have properly negative rates. Well, the way I see negative rate is, it's a tax on capital. Which is instituted by an unelected Central Bank. Central Bank or policy maker without any one without any one voting for it. These people who wanted us all to have accounts with the Central Bank with the Central Bank having an authority just takes much of our capital away. Seem to undermine property rights. But leaving aside that, where we see you in a place like Japan and Europe, there was no turbocharging of the economy. In fact, as you know, banks can't make money and negative rates. And they are reluctant to lend. This is a point that Bill gross, pimco's former Bond king, was making very early on in the era of zero rates. He says it's sort of created was sort of leukemia in the financial system. The next race that destroyed the vitality of the banking system, but he said, you know, he says that you need positive carry for the financial system to carry on making lands. Now, negative rates make things a lot worse. I mean, what you saw when the Japanese went over to negative rates in 2016, articles in the newspaper about Japanese buying safes to store their money, and one of the large German banks also announced that it was going to be storing cash. And then you get these absurdities. So I don't think it's impetus to credit growth, but you have this absurd Danish home buyers actually receiving payments on their mortgages. So you're having a transfer of wealth from savers to borrowers, and then you which makes no sense. No, no. Look, we've been living in Alice in Wonderland world today. I mean, I think it's just the Lewis Carroll world. I mentioned however long dated Japanese bonds at negative yields that some Japanese life insurance guy who I said yield state matter and people were by buying long dated months at negative yields in anticipation of them going lower. Of yields going lower and therefore you could get capital gains from bonds with negative yields, and if you wanted income, you had to buy equities. How is that any different than the people buying some of the coins you mentioned or the NFTs, you're buying a negative yielding instrument, I'll give you a $100 for a century, and in a hundred years give me back $98, how is that any different than buying an NFT? Well, I mean, you're right. Other than you get your $98. Credit of the government. But look what happened in the guilt market. Recently in the UK quite recently. So you had these long dated index linked gilts. The one eyesight that 2073 linker. The equivalent of a 50 year bond here in the U.S.. Yeah, but actually trading on a negative yield at last year of two and a half percent, been trading down for a long time. This year, that Bond has lost 85% of its value. At the trough before the Bank of England intervened to try and sort of stop the guilt market completely blowing apart, it was, it was yielding to redemption 1.1%

The Associated Press says that the elite Russian hackers who got in didn't have to do so by attacking systems, one by one, they got in by sneaking code into a software update that was then pushed out to thousands of computers. Government agencies and private companies and now U. S. Officials and cyber security experts are saying they've sounded the alarm on this. For years. It was carried out by simply attacking what's called the supply chain network of people and companies that developed software just like every part in a car isn't built by just one company. Software applications are also handled by a network of contractors handling software design, distribution, functionality, even testing in this most recent hack. It's believed that Russian government hackers inserted them all. Wishes code into a software product made by a company called Solar Winds, which gave them remote access to multiple networks. I think they tell us that we need to get covert in the rear view mirror. Think they tell us that there's a limit to what kind of recovery we could have when people are fearful of going outside and getting more fearful. And so I think the number one message from this statistic is the importance of doing vaccinating better than we get testing. And it doesn't look like so far. We're doing a very good job of that. That's gotta be priority one priority to and priority three for the new administration. And how much of that Larry will require some very targeted stimulus because one of things that we here for a lot of people have small businesses is what it's all about, Particular comes to job creation. And obviously a lot of the small business are things like retail and particularly leisure and restaurants, things like that. Look, David, It doesn't really matter unless people can go to the store and unless they can go to the restaurant we've done okay with the P p p. I'm more worried about the mass layoffs that's taken place in state and local governments. And I'm more worried about the fear that's keeping people indoors. That's keeping people unable to go out and engage in the kind of spending they want to. And I think the longer we have this and the longer we respond just by throwing money, the more complicated problem we're gonna have off huge pent up demand. Whenever we start to make some progress, so I'm very focused right now less on the macro economics, then on the having effective public health strategies, and in all honesty, I don't think the only culprit Has been politics of the Trump Administration is terrible as it has been. I think their medical establishment has not planned in the way it should have for a satisfactory uh, that scene roll out and I sure hope That is going to change. In a way, David. I link to events. I link the failure to protect the capital and the failure to be able to work an eyes the use of all the vaccines that are being delivered. Though Megan Greene of Harvard's Kennedy School did go through the wrist the Fed may be facing in 2021. This isn't the most earth shattering minutes, but there were a few things in there. For starters, they change their language around. Continuing bond purchases, though it's been saying they'll continue for coming months. They said they'd continue until they reach sufficient progress on hitting their targets. But they were also pretty careful to say that those targets wouldn't be quantitative. They be qualitative. So if that feels kind of frustrating in Vegas, it is and it's intentionally so there was widespread expectations.
