Others had some questions back and forth. And I thought a pretty good compromise and I can't remember the exact counselor who brought it up was Listen. We've had an amendment here. We've got a lot of questions. Why don't we pump the brakes reassemble? We'll talk things out a little bit, and we'll come up. They bipartisan plan where the people won't be embarrassed by this, But that wasn't good enough and they rushed it through last night. Do I have this correct? Wasn't it telling that the original comments were from the The counselors that introduced this is that we want to put the public back in public safety. Yet when their proposal is being heard, they never did publish the actual proposal until 10 minutes before the meeting on then, last night, amendments were reviewed and approved without any public input and no publication of those amendments. We're actually told that the amendments and the amended proposal would be completed and published once they had already voted on it. On. Then we're at a public assembly room where the public wasn't allowed to come in way had over 100 residents, police, families and business owners who were shut out and required to stand out in the hallway due to quote unquote covert restrictions. But yet they had 100 people standing together in the hallway, and those folks stood there for five straight hours waiting for this vote, and they were not allowed to share their thoughts. I just think we could be doing this better. It's a classic example of overreach and this approach to what is being called reform is going to start our police perform and not in a positive way, way better with this revolver, middle ground which gets and civilians on the board. Keep the authority with the chief of police so that there's also a single person who is accountable. And that way we avoid our politicians pointing fingers at one another, But hammer I ask you again. That's exactly what you sold, not meeting last night. Was everybody pointing fingers at one another imagine when lives are on the line. So we still have an option available to us, the mayor of Indianapolis has the opportunity to Sinus into a wall or two veto it, send them back to the drawing board and encourage additional input from the community. Well, I don't know if you saw that our officers yesterday after and actually made attempt to go to the mayor's office and speak with them in person. Yes, they were pretty serious about about the issue because it's serious. What is going on here now? He wasn't able to meet with them. But he has made the offer that he will meet with Those folks before he makes a decision, and I strongly encourage him to do so. I think that that would be helpful. Listen, there's nothing wrong If the mayor says Hey, let's take another look at this. That's good public policy to kick that back and get further input. I've said it before. Change for the sake of change doesn't make good public policy. Deliberative steps that involved everyone and actually find good middle ground. That's what makes good public policy and moves are police department for. We're not afraid of change and and improvements. I think this is just a classic example of overreach, and I think the mayor has to make a decision if he's going to abdicate the police department. Our officers really believed him when he said he would be the director of public safety when he said the buck would stop with him. We just want to make sure That this isn't going to be ah, time and place where the buck is going to get past and we can't have that happening. So it's his police department. He needs to maintain control of it, and also responsibility for Thie. The citizens elected him under that premise. And don't forget. Officers supported him under that premise, so we'll see what decision he makes. I think he'll make the right decision. We're hopeful that and hopefully we can keep the communication going and get to a good result that everybody can be happy with. So let's start from the very beginning here. What took place last night in regards to policing in the city. Well. Last night, we had a special session of the Public Safety Committee meeting on the night that they normally do not meet on on with an agenda that once again was published very late. For the community and resident Stephen Be aware of, and this was a special designated meeting to hear a proposal that would create what's called a General orders board. What's that mean? It will be a new board, impaneled by politicians that will direct create right. Amend On the policies for the Indianapolis Metropolitan Police Department that currently is under the purview of the chief of police. He or she who hold that, Ah, that appointed position, which is reviewed and affirmed by the city kind of council, the people's representatives. They not only direct the policy for the police department, but they are a single point of contact for accountability for those policies that's not going to be stripped away from our current chief of police. The council wants to created a civilian majority board that will actually have a controlling vote that usurped the authority of the chief of police and starts Tio change our policies. So, basically what's goingto happen here? And the writings on the wall. It looks like this is going toe happen. The authority of the chief of police is going to be in essence, taken away in a civilian led bored people who really Don't even really know the law or anything about policing will have control of the policies of the police. Is that correct? And that's the key to station guys we're not talking about, you know, a new aversion to civilian involvements will unit input. In fact, we welcome that. Remember, we are the Fraternal Order of police, who called for greater civilian involvement. Ah, all the way back to 2018 and actually watch launched what we called the think bigger initiative and said, Please, let's get our our athletes. Let's get cold players to the table to meet with police officers and get perspective and have these tough discussions so that we can see each other's perspectives on these topics. We've engaged in our communities. We've met with multiple multiple Neighborhood associations and community organizations over the last two years. We have no opposition to that. That's not what we're talking about. In fact, we said, we welcome civilian engagement and providing perspectives while we forms later policies, But I don't think any resident thinks that it's a wise move to turn that the not just the policies but the authority to create those policies. Completely over to a civilian panel Births is your chief of police, who is a seasoned law enforcement officer who has the knowledge, the skills and the abilities and then answers to the community they serve. How are they gonna pick who's on the panel? Rick? How? I mean, how is that going to be decided? Any idea? Well, here's the big thing that was disclosed last night during the meeting that once again I don't think our community knows about which is this. There's no stipulation related to any kind of criminal history prohibitions. On this board. Let me put that out for you. That means that you can serve on this board even if you have a criminal conviction history, including Felony convictions. They disclosed that last night while at the same time and this is the crux at the same time, they have taken special steps to ensure additional language in there that prohibit prohibits not just a law enforcement officer but even a retired law enforcement officer from participating in this and it goes even further. Anyone who is related to a law enforcement officer cannot participate in that. That means that we have a lady who has lived in Indianapolis for entire life, and she now sees an opportunity to participate in her form of government. And help provide insight on the number one responsibility of government, which is a safety of the public, but her brother happens to be a police officer in California. He now becomes a second class citizen and cannot participate in her own government by the rules of the government that they're getting ready to pass in this proposal, Yet someone who just happens not to have that relation, made bad choices in their lives and has a felony conviction. I'll have the ability to direct a policy for our police department. And they specifically have made clear this is to determine how we investigate criminal cases and make arrests as well. What This proposal entails. Well, you pretty well. Now that we have a proposal that was introduced by City County councillors that would create a new general orders board that has a civilian majority on the board now, well, we welcome civilian input. And quite frankly, we desire civilian participation in discussions and review of what we do, how we do it and why we do it. We do have significant concerns when politicians introduced an idea and a concept that really strips the chief of police, the duly appointed chief of police Of his or her authority to establish the policies for the police department. We have a political structure that has an elected mayor, who is elected by the citizens of the city with the expectation that he or she will point the chief of police. With the review of the City County Council, who is in the subject matter expert to lead the Police department and step four consistent with wall and consistent with state turning standards. A policy that achieves that with their law enforcement, background and expertise. So, Rick, for those who might not be privy to the way these things work. What would be the point of having a chief of police, then? Well, there really isn't one other than carry out whatever is directed from this civilian board. The problem with that I can't speak for the chief of police, but I'm quite confident in discussions with he is It's really a political step that cuts the the the the knees out from underneath the chief of police, especially people police who is trying to make significant changes and improvements in our policing practices. Um and not just our policies, but our practices. And I'm working to do that. Now. What we have seen is in those efforts anytime those steps have quite frankly got hijacked by politicians. They're created unnecessary. Um ah, unnecessary conflicts with clearly established law and state training standards. And so that's where we come in and say, Wait a minute time out. We got to do this right? We think improvement, constant improvement in policing, but it's got to be consistent with the law and consistent with nationally best practices. I think most people would agree with that and say there's a certain subject matter expertise that's involved there. Yeah, I would also be the first one to say we also need the perspective of the citizens the civilians at the table. I think the question just flies in isn't really effective to give them complete control over the chief of police. Is that really what our entire community wants? And Rick without sounding like I'm being a smart ass or anything like that. Here. Seriously. Question Who is running? I MPD right now, is it? The mayor isn't the chief isn't the City County Council? Because based off of what I heard last night, it sounds like the City County Council might be pulling the strings here. Guys that exact Ah problem. Here is the confusion that it creates for officers. And, more importantly, the residents in our city. That's why we have political structures that specifically oversee police see, but are separate and distinct from the police in practice. What I mean by that. I mean, we have to keep politics out of policing decisions. How many times have you heard me? Come on your show and say Do not let politics get into your police. That's exactly what's going to go on here. Proof positive. Take a look at the organization held across conference yesterday, hours before this policy was introduced. Conveniently and coincidently hours before it was ever publicly published to where the residents of the community could see it. They came out and endorsed it. Well, what's that Tell you about their role. In the development of the policy. Probably quite hands on the concern is when we start allowing political politically active and is into driven groups to start Tio Ah ah, getting bald. In a way that overtakes they're impartial police in our community. We cannot have politically political agendas, driving our police practices and our police decisions. The rest F o P. President Rick Snyder is this proposal in any way, shape or form would you could be considered sort of like an end around to defund the police the sort of the mantra that's going around the country right now and I know not necessarily flat out. Nobody's really said that here in Central indeed, but it's this. Could this be considered like a back door to that? Well, In fact, they have go back to the original press conference worth. This concept was originally discussed. Back in July of this year, We had a featured speaker Ah, at the at the invitation of the counselors who are in a proposal that made it very clear he was calling for the de funding of the I M P D. But let's demonstrate that let's complete this budget process. Let's back that up with actions. And at the same time flow of proposals like this down, let's get people around the table with value. The input of our employees are officers who are risking their lives and say, Let's get advice and review from US civilians. But let's keep that legal authority with the chief of police. Not because we got to say, Hey, there's one person in charge, but it means that there's one person who is also accountable and guess what? We've got a check and balance on that already with a civilian Police merit board. We've got a civilian complaint Review board, and now we're seeing that they want to add another layer of bureaucracy to slow down effective policing in our city. One of the problems that I'm seeing here is that when people went out and voted for their local city County Council members that was To do their job as a councilman, not to run the Indianapolis Metropolitan Police Department or to put in policies for the police Department. That's not what people went out and voted for all of a sudden it sounds like now they've got the power to do that. What's been the response of your officers that you've had a chance to talk to? Well, they have significant concerns because it raises this issue of the fundamental responsibility for the executive branch and the separation of powers issues is that the city comes a legislative branch that runs the police department. Or is that the executive branch? The mayor, where the police department is on the structure within our city? It blurs the lines of accountability is with you. Again. I got to tell you, You can't have that yet. It has emboldened those that want to do harm and inflict harm upon our communities. And so lawlessness follows the path of least resistance. I'm sure that what you guys time and time again. Remember when in May when we had people who were openly publicly threatening to murder police officers and their families are elected officials styling. It took our city County Council 14 days. It makes you a letter condemning such threats. 14 days that would be a no brainer. Yet when folks stand silent and emboldened the ones who are going to create violence and strike in our community, That is why we have to stand in solidarity.
