"You're listening to weekend edition from NPR News and from the news. I'm Queenie Kim Piedmont School District is planning on reopening its elementary schools. Kindergarten to fifth grade students will be going back in early December and the upper grades will be back in school in January. That is if the pandemic remains under control in Alameda County here to tell us about help Piedmont is planning to do this is DS Julia McAvoy and Julia Piedmont is a small district, and that gives him an advantage in terms of reopening for in person learning. Definitely. We're talking about a district of some 2500 students. They have just six schools. So yeah, Size makes a huge difference when it comes to logistics of reopening when compared to say, you know, Oakland, which has 36,000 students. And how they're planning to reopen is they've used the cares act money from the feds and the state to redo their H vac system. They have plans for outdoor classrooms. One teacher plans to have kids use clipboards and walk across the street to the park, for example. They're using the same disinfecting methods in their school bathrooms that the airlines are using to clean their airplanes. And, you know, of course, they're going to pee pee in the masks and the testing all in places well. We're going to see cohorts, a small cohort of maybe 13 students attending in the morning and then the other cohort of 13 students attends in the afternoon, and each spends the other half of the day doing distance learning. Now the reopening was pushed by a group of parents, but it's not without controversy. Yes, Oh, board member Corey Smigel said that they decided to survey their elementary school families and that 74% of those families said they wanted their students to go back into school in person. And that's kind of what built up. I think this pressure on the board and the superintendent to really focus on how they could make it happen. One of those parents who was in favor of sending her kid back was Lindsay Thomason, what his teacher has been able to do over the computer. I just don't have words for how impressed I am That said, I do think that the in person learning environment for my kids is best and I Understand that their other families who don't feel the same way for a huge variety of needs, she said. Look, this is absolutely no indictment on the quality of schooling that the teachers were delivering. They were amazing. But her kid really needed more. And I don't mean to say that that's best for everyone, especially right now with different people's concerns, But for my kids, that's the best. Learning environment. So you mentioned the survey, and that began a Siri's of really intense conversations with parents and teachers to figure out how to make this happen. Can you walk us through that timeline a little bit, you know, listen. In September, the district finally signed a work agreement with teachers to return to in person teaching and Before that they had met for months and they'd had many emotional board meetings, trying to figure out how this was going to come together and the fact that they have an agreement right now the teachers are coming back into the classroom is something that a lot of school district's larger districts have not been able to accomplish just yet. And what if you're a parent who doesn't feel comfortable was sending your kid to school? Yeah. Parents who don't want their kids to go back, do not have to send them. They can continue with distance learning. I would add that teachers who don't feel comfortable going back who can make the case. With their health that they should not be back in the classroom can also continue to teach with distance learning. So you mentioned that the teachers union is on board with this plan. Yeah, I spoke with one teacher who said, Look, you know, I'm uncertain of how this is gonna work out, but I'm going to go back in the classroom and see how it goes. Her objection at this point is not so much the safety issue as it is this sort of moral consideration of furthering the inequities that exist in house schooling happens in America, where one set of kids with money and privilege gets ahead and the other set of Children have to scramble for resource is That was Ed's Julia.

This Am a Minstrel Stereotype, Right?
"From New York City this is Lexicon Valley. A podcast about language I'm John Mc, water and this week you know what I'm going to do frankly what I usually do, which is just bring you in what was I thinking about over the past week or two? And it was a bunch of things but I happened to be revising an academic paper that I'm writing and that paper happens to be about black English I don't usually do those but I mean exception with this one because it's a topic that really grabs me and you know when deciding what to do the show about I thought you know I'm going to do what I'm thinking about I. Don't WanNa, do it about Comma Harris or something like that I'm not. Sure. What I could get out of that I wanNA do me and so I'm gonNA share with you some stuff about the always fascinating dialect of American English black. English. It's called by academics usually. African American vernacular English but I have a hard time saying that so we're just going to call it black English and we're GONNA, look at it from various angles that I have been sitting around laying around still in semi quarantine these days and one of the things is. GonNa be the lost. Am That's what my papers about, and this is something that I've brought up on this show before, and that is the question as to whether actual black. American people ever as linguists call it over generalized an in two persons and numbers beyond where it would go and standard English and so for example, I'll tell you I am a person but in characters of black speech back in the day, the idea was that black people used am with all. Pronouns, and so you am this he am that we and the other thing that's something associated with minstrel shows and comic strips, and you would think you would quite reasonably think that that's something that white performers made up as a way of making fun of black people. That's what I thought for a very long time. But after a while various indications seem to suggest to me that actually wait a minute black people did once us am in a different way than mainstream. English does, and of course, it wasn't all black people but there have always been different ways of speaking even here in America and it seemed to me that well, you know as I'm always telling all of you language always changes and black English is no exception and so it seemed to me maybe actually the minstrels overdid it they were characterizing but maybe there was that different usage of an because all these things seemed indicated and in a show that I did. Probably back in about nineteen forty seven remember when I used to be sponsored by kraft macaroni and cheese way back. Then I said that one evidence of this is that there are vernacular British dialects. The US am in just that way you am we am the black country in Britain is sometimes called the people who are the Yam yams and what they mean by that is that they say you am saw gave you some evidence of that but that was that was. Back right after the Second World War and so what about newer evidence? Well, first of all, what do I mean by this as you might call it over generalized am well, here is one of the latest examples of it in pop culture. This is a highly insignificant. Hollywood. Cartoon from the studio that gave us such indelible characterizations as Casper, the friendly ghost and Herman and Catnip who were about the closest thing in real life to itchy and scratchy on the simpsons in. Any case, one of their other indelible characters was buzzy the Crow Buzzy. The Crow was supposed to clearly supposed to be this this black American little character remember the Dumbo crows while Buzzy was an extension of that, and so buzzy uses reflections of the old minstrel dialect. This is a cartoon called no IFS ands or buts, but spelled with two t's it's about smoking and this is what buzzy says about a cat who seems to have a smoking addiction listened closely. Tobacco smoking. To know. That Cat am Am Can am smokin fiend. Okay. So that's the character. But what's interesting is how often you see black American people depicted as speaking that way in many sources that you might think of authoritative and I have something even better than this is going to build up to a big fine. We're we're circling in. We're we're about to find the real thing but some other stuff. That I've found. So for example, there is a novel written by a Black Man, very conscious as we used to say black man eighteen, ninety, nine it's called imperium in Imperio, and the guy's name is Sutton griggs and for whatever it's worth his father was a Georgia slave. So Sutton griggs eighteen nine, he's post emancipation but he would have heard authentic black speech, the speech of. People who were denied education and what's interesting is that in one of his novels he is writing in very serious vain. We would today call him a black nationalist and he has seen where there's a black mother who is being humiliated by a racist white schoolteacher and she's trying to present her child and defend her child and what she says, and this is a black. Writer of black nationalist stamp who grew up with a father who had been at slave and not in New York City but in Georgia so we're talking about wear black English really arose and I WANNA say throws but that's not the were because it's thrived and so he has the mother saying about her child her son, his name and Belton Piedmont arteries, granddaddy arteries after so. Not His name is built in Piedmont his name and Belton Piedmont and she's a character of dignity. His name in Belton Piedmont not is built in Piedmont am. Arteries. granddaddy. What's Ardour ardor is after and shows how authentic this depiction of speech is in that we know that not only black people but also again regional vernacular speaking British people used arter and explains that problem with Jack and Jill. So Jack and Jill went up the hill to get a pail of water jack fell down and broke his Crown Jill. Came Tumbling after what the Hell is. Travel to Asheville, North Carolina
"I'd like to welcome the show music journalist. Bill Kopp who come to talk to us about Asheville North Carolina Bill. Welcome to show. Thanks for having me on to treat. I've learned a lot listening to previous episodes well and I was telling bill before we started recording that I about a week ago had a trip plan to Ashville. That's gotten trumped by some other opportunities. That have come up. But why should someone plan a trip to Asheville? Ashville is really ECLECTIC and Funky. It's it has food. Music Arts Performing Arts something for everyone in Asheville in one of the things that it's really remarkable about it. Is that not a big city? It's got very humid scale. Outside of the day trip. Everything here is either walkable or a few minutes drive. And it's a lot more artistic and cosmopolitan than one might expect of a city nestled in the on the Blue Ridge. Mountains excellent. Well what are you gonNA recommend for us to do? When we come to Asheville North Carolina a one week itinerary for example. I would suggest three days downtown two days on the outskirts and then potentially two or three days worth of day trips because in an hour of here by car. Of course there's a quite a bit of things to see and do that are different from the experience of being in Asheville proper. We started as downtown. What are we going to do downtown? When you're downtown Nashville. My suggestion would be to take as much local color as possible. Try to do and see and do the things that make Ashfield. You need that means skipping stuff that you could do elsewhere like golf and chain restaurant Golfing. We obtain restaurants those great but experiencing those doesn't really play into the things that make Ashville different from any other place will and when you say downtown. I assume we're downtown there amidst the skyscrapers. Not Not really okay. I haven't actually counted but I would say the number of buildings we have their over ten stories. Kp More than a dozen skyscrapers definitely not. It's Not New York City when you're walking down the street and you're in a canyon with giant tall buildings on either side. You could actually walk from one end of downtown to the other assuming you don't stop and there's plenty of reasons to stop in about twenty minutes about a mile across at the most. And what are we doing? Big thing to do here is to park your car and get out and walk around. People Watch dig into our local history which includes figures like Oh henry quote unquote favorite son. Thomas Wolfe Robert moog pretty much the inventor of the Synthesizer Buckminster Fuller Scott Zelda Fitzgerald. All those people have significant parts of their history. Spent living working and creating Nashville. So there's all kinds of things connected with them. Asheville has more art deco architecture per capita than any American city except Miami which is a little unusual the reason it does is because the city was in such dire financial straits after the depression that for many many many years the city was mired in debt and couldn't afford to knock down the old buildings so when things improved. Those buildings were renovated and fix back up. Now we have all these beautiful old buildings that we otherwise have and that you are likely to find in another city our size opinion down to be a little more specific here so if I want to see some of the best of our DECA. Let's say where am I going to start walking? In what direction. GonNa head start at City Hall. Which looks like a wedding cake okay. It's an unusual looking building there. A couple of their buildings right around but it started there and that's pretty much on the east end of downtown and so from there block West towards the mountain manager in every direction Ashville. Is it about twenty two hundred feet above sea level but if you go in any direction where South East or west. You're going to get to mountains in a little bull. If you go west about forty five minutes you drop out of the mountains down into the the Piedmont you drop a good thousand feet elevation. So we're right on the edge of the out range but we are in a valley so we're surrounded by aunts and you say go and People Watch best place in Ashville for people watching a place called Pritchard Park. Which when I moved here twenty years ago was a bus terminal and now it's a city park a triangular park probably nowhere near acres quite small. But it's a great place to people watch. There are permanent. Chess sets set up for people to play on and on Friday nights. One of the most quintessential Ashville things of all the drum circle. I saw pictures of this. Okay good people from every walk of life. Young old doesn't matter what show up. Some of them are serious poly rhythmic percussionist. Others of the May have never hit a drum in their life before. And they all come together and beat the heck drums and it's a communal experience. And it's not one of these sort of things. Where if you walk up with tambourine or a drum that you've just bought or borrowed or something you're not gonna get dirty looks from the local saying who are you. It's a very open welcoming thing and it's like nothing else and it's loud but in a good way and when you say drum circle I. Emily think there's a little bit of a hippy. Culture left Nashville. I've been here twenty years and I moved here from Atlanta Bailey because I really wanted to make a lifestyle change. I wanted to get out of the rat race. Maybe not most of the people but it's quite a few of the people they've moved here because of quality of life issues. They didn't move here because they for some corporation that transfer the here. There's not a lot of work here. It's not that kind of the city so it's very very laid back. It's very Bohemian. And there are a lot a lot a lot of seventy year old hippies. Okay well and you mentioned some of well known people who have lived in Nashville including I think he's mentioned Moga and Henry and Fitzgerald there. Zelda actually died in a fire here in Nashville isn't it? It's not a lovely story. Scott and Zelda spent a good bit of time here and Thomas Wolfe who look homeward angel in fact. His novels are about Ashville. They're classified is fiction but they're really nonfiction. You've changed the names and he pretty much got almost got run out of town because there was a little too much truth in them. Perhaps so yes. We're talking quite a number of years ago. What happens when the local hospital shuts down?
"According to the good people at the government, accountability office about a dozen rural hospitals in this country. Shut down every year just close as about twice the number that was closing a decade ago and more than three quarters of them are in the south losing a hospital like that can put a town as well as the health of its residents in peril. Of course. So from W A B M Whitehead takes us to one Georgia community that found an alternative back in two thousand sixteen gilmer County Georgia had a problem the hospital in the community, eighty miles north of Atlanta, and the Appalachian foothills was closing the hospital wasn't admitting enough patience and filling enough beds. Charlie Paris that chair of the county commission says people took the closure hard. It was seen as a very tragic situation, very emergency type situation. Paris worried less access to medical care would scare away people in businesses that were thinking of moving to the area. Usually, they're their first question is show me your hospital. We were concerned about you know, how are we going to respond to that by one count more than one hundred rural hospitals have closed their doors since twenty ten says Erica Rogan with the American hospital association. They just don't have as many patients coming through the door as other geographic areas may have. And so that can be problematic. When payment for their services is based on volume of care for gilmer county residents. The next best option was a hospital about twenty miles down the road. Denise Ray runs. Piedmont mountainside hospital. She says her facility felt it when the one in gilmer county closed our emergency room was slammed. So he just really felt like we didn't have the capacity to to manage everything that was coming through ran or colleagues saw an opportunity in the closing hospital. My opening an emergency room there. They could take pressure off their ER and hold onto their market share. In gilmer county. We were already serving a say thirty five forty percent of the market to hold onto those patients. They'd have to beat any potential competitors. To the punch if a different facility had opened their they might have changed for. They were receiving services. Says Piedmont spent two point two million dollars building a modern emergency room, the ER opened about a year after the old hospital closed, and is the first of its kind in the state of Georgia county Commissioner Charlie Peres says residents weren't sold on the idea at first we are not real wild about being the first to adopt anything two years in the ER has been well received by residents and business. Leaders says page green who rents the gilmer chamber of commerce. She says communities have to move past the notion that every small town needs its own full service hospital, and the reality is that if you're paying attention to what's happening in the healthcare space. We have to accept the those days are probably behind us on a recent afternoon. Only a few of the ers eight beds are filled the facility sees about thirty three patients a day. Denise Ray says both ers the standing one and the one at Piedmont mountainside offer, essentially the same services. We have to be J C T scans. We have to be able to have respiratory services, and nurses. You've got to have access to s in order to transport a patient from here to the hospital. Other shows it's not uncommon to have to transfer patients who need more care that happens about six percent of the time. Doctor Tom win says that's the only real difference. He's noticed from the other ers where he's worked the challenges probably transferring patient because you know, auto patient that needs to be admitted they have to be translating. We'll have any of those folks for now, the freestanding ER isn't losing money hospital. Administrators say they're covering their costs. And can even see expanding it in the future, depending on what the community needs. And what it can't support

"Oakland. Chris. It sounds like Piedmont will continue to be sort of this city within a city the Vatican of the East Bay if you will now I know our question asker de L had a few concerns about how Oakland and Piedmont interact, did any of those issues sort of come to light for you as you are reporting the story, I learned that both Oakland and Piedmont have an agreement to back each other up when it comes to fire and police services and that Piedmont pays the city of Oakland to use their library since they don't have any of their own. But when it comes to resident resident interaction that relationship is a little bit more strain than people would admit on tape in. General Piedmont residents enjoy having the small town feel within their city. They know their public officials by name, they they know their neighbors. But it seems like some Piedmont resonance full judge for being able to live that way. And on the Oakland side. There's this feeling that Piedmont residents have been more deliberate and separating themselves and the. They did that along race and class lines. And why do you think there's this perception where does that come from think it kind of stems from back in the nineteen twenties? Piedmont had a police chief by the name of Burton Becker and Burton was an active member of the klu Klux Klan, he held clan meetings inside of his house and at a time when Oakland had banned the clan because the jurisdiction was different. He was shielded a little bit from persecution. Being in Piedmont. He could not be banned because Piedmont is its own city. And then after World War Two when many African Americans were migrating to the bay area from the American South Oakland's housing stock was more Ford -able than Piedmont. So people ended up settling in Oakland, and Piedmont is predominantly white. According to the two thousand ten census. And so some people view this as evidence that Piedmont created a community that excludes based on race and class. I understand. There hasn't been any like super serious effort to, you know, merge, Piedmont, and Oakland, but. There was a social media campaign a few years back. Can you tell me about the liberate Piedmont movement? So a high schooler named Noah Goldstein wanted to explore. The possibility of merging Piedmont and Oakland because he felt like Piedmont residents. Enjoy the benefits of Oakland without having to pay for them. And Piedmont residents pay hefty taxes to support their schools and their city services, but they pay that money to the city of Piedmont. But it sounds like Piedmont residents weren't super keen on this idea of becoming a part of Oakland it that. That's what I gather. They have a degree of comfort with the way that their life has now. And even though the city founders weren't able to keep that development from happening, you know, the area's just one point eight square miles. "The city of Piedmont in the East Bay is a bit of geographical oddity. I looked at a map, and I saw the Piedmont was almost like a Donut hole in the center of Oakland. This is D L. Our question asker today on the map. He saw this tiny city, not even two square miles and size surrounded on all sides by the city of Oakland. If you take a close, look the borders of the city seemed to make no sense instead of falling streets or physical landmarks like the borders of most towns in Piedmont the borders snake around sometimes through the middle of homes. All this got DL wondering, why is Piedmont a separate city from Oakland. This is big the podcast that explores the bay area. One question at a time. I'm Alan price this week. We're bringing you the Piedmont origin story stick around. Now, this is a story about Piedmont, of course. But as soon as we started digging we quickly found out the story of Piedmont starts in Oakland. Reporter Chris Hamrick. Brings us the tail in the late eighteen hundreds Oakland Inc. Going from ranchland and small settlement clusters to becoming an official city almost immediately. It started to grow. Oakland leaders were under a very ambitious program to enlarge the city's boundaries and increase the population that Steve love while. He's an Oakland librarian who curated an exhibit on Piedmont history. This program to expand. Oakland's boundaries was called the greater Oakland movement. Sitting leaders wanted to add more land and more residents. This movement was not so much motivated by economic interests. But it was motivated by the anti monopoly group felt debt small cities were ripe for corruption. They thought the smaller of the city the greater the chance that greedy folks, would do something like Ray the treasury or discourage competition among businesses. The original plan would have created a largest city on the Pacific coast at the time. This large city could only come together if they could convince all of the neighboring towns and communities without their own governments to join Oakland. Oakland started at about one hundred and seventy city blocks in size, it grew from there by absorbing surrounding towns whose name you might recognize as neighborhoods today, tennis, cowl, Brooklyn, fruitvale, elmhurst, Melrose. They tried to get Berkeley. But Berkeley said no, thanks each n exertion required. A vote by people in the town. You know, it wasn't like a aggressive gun a corporate takeover anything. It was more negotiation with various town councils, that's Oakland. Librarian Dorothy, Lazard Oakland, city leaders kept eyeing new territory and soon Piedmont was squarely in its crosshairs. The city council took a measure to vote a annexation of all the land in. What is now Piedmont and a whole bunch of other you still Clin hamlets? Oakland city council set the vote on annexing Piedmont for January nineteen o seven. But then something went wrong. In their paperwork. They fail to name one of the districts that they wanted to annex and the vote was postponed until March this left a really big opening for mayhem. In the meantime, a group in Piedmont who opposed annexation jumped on the opportunity to try and incorporate Piedmont as a way of preventing annexation into Oakland during the delay in Oakland vote. Some Piedmont residents a mix of bohemian artist and business people filed a petition to hold their own election to become a city if they could beat Oakland to the punch they hoped. Piedmont would remain rural and undeveloped. Piedmont historian, and swift says convincing other Piedmont IRS to incorporate was no easy feat. They're having meetings every other night practically trying to rally the troops and get everybody excited about creating this new city. But there was also opposition something that happened back in eighteen ninety two weighed heavily on the minds of voters. The Piedmont springs hotel, which was great huge three story white clever edifice that sat in the center of the city caught fire early one morning in November. That Grand Hotel. Was Piedmont biggest tourist attraction a place where wealthy San Franciscans came to relax. Piedmont didn't have city services. So Oakland's fire department was summoned to come put out the fire. Gives in those days. There were no fire. Hydrants you had to bring the water with you will imagine a team of horses dragging a big tanker full of water up Oakland avenue, for instance, very very difficult and slow going. So by the time the fire wagons got to the hotel. They were just sitting with everybody else watching the embers burn. It took Oakland's fire department. A whopping two hours to get to the hotel. It was completely gone. And that was what happened if your house in the Piedmont hills caught fire so Piedmont as were adamant about wanting their own fires all the Piedmont residents agreed that they needed a better solution for fiery spots, but they differed on whether betterment being a part of Oakland or figuring it out as their own city. Piedmont had no experience with levying taxes and valuating property and providing all these city services, and so all of that was going to have to be created. And there was a sizable part of the city who thought there was no need to go through that the big vote on whether Piedmont should incorporate happened in January nineteen o seven eighteen more men voted to become a city than voted to not become a city, but here. Is where it gets tricky Oakland's vote to annex Piedmont still went forward and in March a majority of Piedmont residents voted to join Oakland. But this was impossible now that Piedmont was its own city. So the only thing that the opponents in the Piedmont hills can do is to hold an election to disin- corporative city. So they hold another election in September. And more people vote to become part of the city of Oakland to distant corporate Piedmont, then vote to stay city. So I always ask the school kids will so how come I'm not talking to you in Oakland city hall. It's one of those little nuggets of law that people don't know much about or care much about until they have to it requires two thirds vote of the people to disin- corporative city, and they failed to get two thirds Piedmont status separate city, but it's edges weave in and out of Oakland. This is. Because in their haste to file paperwork to incorporate Piedmont, proponents, grab the only math. They had on hand to define the boundaries. It was a map of the sewer lines that snaked underneath the houses in Piedmont. So what does that mean? For the borders of Piedmont today. It means that they're one hundred and thirty six parcels a portion of which are in Piedmont and a portion of which are in Oakland.
