"So as a guy who's very familiar with New Jersey politics it's a state that's trended pretty far left over the years not as much as New York but not that far behind And do you sense a change on the ground center You sense a change on the ground now given how close the gubernatorial election was with Phil Murphy where he barely barely won that election You sense the tide turning is that the parents and the schools the school stuff the mandates I mean your thoughts being there and living it now almost full time Well yeah absolutely the tide has changed but I do want to just point out you said it was a very deep blue state We voted blue but I don't feel the state is blue I think we're kind of more of a purplish almost a red slant because if you really look at where the boats come from it's on the 95 corridor and it's usually the big cities that are blue while the outskirts are red But yeah the tide is definitely changing we have seen the anger in the parents especially with the mask and the schools When governor Murphy had closed our schools his master children but then you see the hypocrisy I'll just give you a point of reference right after the election They have a thing called the league of municipalities that meets down in Atlantic City after every election And I went down there you know everybody wanted to meet me which this is part of the thing that I didn't expect the fanfare about my win But when we went down there oh I was arm in arm and with Democrats too So the hypocrisy of them forcing children to wear masks who are the least vulnerable as we both know But then turn around and run around arm and arm and know wearing no mask So you know it's all about politics

"As we mentioned remnants of hurricane ida have been spawning heavy rain tornadoes and life. Threatening conditions in the mid atlantic northeast. A tornado warning was even posted here in new york city. Major highways are flooded with cars and buses trap and the subways are shutting down in what the national weather service says is the city's first ever flash flood emergency. Several large tornadoes were reported north of philadelphia and in south jersey. As we mentioned new jersey's governor phil murphy has just declared a state of emergency. Some neighborhoods had to be evacuated cars and buses there were stranded in floodwaters and now thousands in the region are without power earlier this afternoon. What twister roared through. Parts of annapolis maryland pulling down trees and power poles and in louisiana. Where this same storm system tore apart the state's power grid. Some low lying communities remain largely underwater. Many hospitals in the state are still running on generators and again today. The governor warned evacuated residents knocked comeback yet. The water system is really poor. And he'll redirect five agencies to address community violence joining us now to help us break down biden's executive actions. Is sabrina siddiqi. White house reporter for the wall street journal sabrina. Welcome to the takeaway. Thank you for having me. So let's start with the proposed changes to ghost guns. What exactly are they saw wall. What president biden is doing is taking steps to ensure that so called ghost. Guns are more closely regulated under the background check system because right now these are firearms. That are often assembled at home from kits or parts that are bought online. And as a result they don't have often don't have traceable serial number is so president biden wants to require serial numbers on key parts and they're doing so require buyers to have background checks so that these don't slip through the system. Oh okay and so then. There's the red flag legislation. How would that work well. This is something that president biden is doing in a limited capacity. I think because he's using his executive authority He can't actually enforce red so-called red flag laws but what he wants. The justice department to do is to effectively create a template for states to use as they craft their own red flag laws. Now those are laws that pave the way for family members or law or law enforcement to seek court orders to remove firearms from people who are deemed to be a threat to themselves or others. So it's making easier for family members friends or a law enforcement officials to prevent someone from possessing a firearm. Believe that person is fit to do so but again it's really a template that the justice department will come up with for states to use. There's no real way for a president and biden to enforce this across states. It's really just the recommendations coming from the federal government and what is he proposing to do about military style weapons like the a aarp fifteen so this is interesting because the announcement of course comes after a pair of mass shootings in march Including that in atlanta where the victims were predominantly asian american as well as in boulder colorado now the one in boulder. The suspect in that shooting reportedly used a stabilizing brace. That makes a are fifteen style. Pistols and so those are generally subject to fewer regulations than assault rifles. And what biden has done. Is he's asking the justice department to draft rules that would regulate these stabilizing braces because they effectively transform pistols into rifles. And so this is something that again would create more regulations around a certain type of firearm. That is not currently regulated like assault rifles under current laws. So i think what we're seeing across. The board is some more modest regulation. But he's not actually through his executive authority able to take any steps at least so far or hasn't take a step so far that would actually within themselves either expand background checks or a ban certain types of rifles. He's also asking the justice department to produce a report on gun trafficking What what's that about in what what's important about that. Well this is important because they're according to the administration has not been a report on a federal gun trafficking since two thousand so in more than two And so what Bite in is asking. The justice department to do is to issue an annual report on firearms trafficking. And i think that is going to effectively be a way for the government to have more data on firearms being illegally traffic across state lines. A lot of firearms are course obtained through the black market barra obtained legally but there is not currently a statute in place that makes firearm trafficking a federal crime. That is something that actually did come up for a vote. The last time congress really seriously debated the issue of gun control after the sandy hook shooting in newtown connecticut in two thousand twelve when there was a debate around gun legislation in two thousand thirteen there was an amendment to try and make tougher laws around firearms trafficking but did not ultimately pass the senate at the time so i think this is just a report. This is a report that the federal government would produce each year on firearms trafficking. But i think the administration hopes that it could help inform possible legislation to identify where there are loopholes and how people are how many people are obtaining firearms illegally. And where exactly that taking place. You mentioned how hard it is to get gun. Legislation through the deeply divided senate What about this proposal. I mean where do you see. President biden trying to narrow the scope of this To get it through the senate and what do you think is chances are well. I think it's interesting that they're not putting a lot of their political capital behind gun control as an issue Through the legislative process is next. Big priority is infrastructure I think that's just a reality that their votes in the democratic controlled house to expand background checks to ban assault rifles and high capacity magazines but in a fifty fifty senate where you need support from republicans to get to sixty votes and pass any legislation. There simply is not much appetite. Certainly among republicans there's little support for any legislation that would enforce more strict or stricter gun laws. And i think they know the math really isn't there will be interesting to see how much they try to expand their political capital on this issue. Moving forward but right now under the current rules unless biden does away with the filibuster which is a whole separate conversation. I don't think that any major Gun control legislation is going through congress. At this time. Sabrina siddiqui is a white house reporter at the wall street journal. And that's a perfect transition for our next topic when we dig into the filibuster this week. Washington received some interesting procedural news. After the senate parliamentarian the rules expert determined the democrats could pass additional legislation through the budget reconciliation process. Now we're gonna get into the weeds a bit here but come along with me. It's wonky but important. Democrats can use the budget process to pass legislation relating to taxing and spending with just fifty one votes instead of the sixty votes most bills required to pass. They most recently used the reconciliation process to pass the one point nine trillion covid relief package. It's a way to avoid the filibuster but it can only be used in a limited fashion and while democrats are pleased to have an additional method to enact their agenda. Senator joe manchin of west. Virginia and senator. Kirsten cinema of arizona have signaled that they are resistant to using the reconciliation process again to discuss. What the senate parliamentarians. Latest decision means for the democrats policy wishlist and the future of the legislative filibuster. I'm joined by. The bill is also facing backlash from another group usually aligned with Murphy's agenda. Environmentalists. You're good to go this week alongside a cold, blustery Delaware River Governor Phil Murphy stepped up to a green podium that red 100% clean energy future for years or economy was fed a steady diet. Of polluting fossil fuels refined and stored right here. Murphy was announcing the state would spend $250 million to create a port and manufacturing plant for wind energy that he says will become a supplier for the entire East Coast, but is now from this point where New Jersey and the nation's transformation from an economy reliant. Only upon fossil fuels to one that runs on clean, renewable energy begins. It's the kind of project that environmentalists had hoped for when Murphy replaced Chris Christie, who cut the state's program on wind and solar and left the regional climate change agreement. But environmentalists are frustrated with recent moves from the governor. Just last week, the state approved a liquid natural gas facility a few miles to the north on the Delaware River. Angering opponents of fracking. And the day before the governor's bill announcement on the Delaware, the Legislature rushed through a $14 billion corporate tax break bill in just two days. Eric Benson of Clean Water Action was one of several environmentalists who called on legislators not to pass the bill. We should be fixing, girly drinking water systems and identifying and replacing lead pipes. Instead, this legislation will continue to start New Jersey's budget very much needed revenue. It really is. I think one of the most shameful pieces of legislation I've seen. Jeff Tittel, director of the New Jersey Sierra Club, says the bill will allow the state to give money to developers for projects in the two most environmentally sensitive and protected parts of the state. Pine Linds in South Jersey. And the Highlands in the Northwest is the biggest subsidy bill we've ever seen. And as you know the ability to spend it almost anywhere they try to hide behind, you know, smart growth, but this is really dumb growth because it justifies building almost anywhere in New Jersey. Governor says In spite of the controversy surrounding the tax break bill, there's a lot to like, including for environmentalists. It has support for electric cars, clean energy and the redevelopment of polluted sites. But that might not be enough to win his old friends back. Nancy Solomon w N. "New Jersey governor Phil Murphy disagrees. He says the fundraiser should not have happened. It is clear that the president and his staff acted recklessly and coming to New Jersey in the first place. The actions leading up to and during this event have put lives At risk. At a press conference today, the Democratic governor said the indoor portion of the event may have violated state rules about the size of gatherings. State health officials say they have contacted 19 staff members at the Golf club who worked the event and they're trying to reach all 200 guests. About half came from other states as far away as Texas and Arizona, and half came from New Jersey. We already have challenges we don't need folks coming in knowingly exposed to a covert positive individual. And then be in the midst of a couple 100 people in New Jersey. That's the last thing we need. Murphy said. There haven't been any new confirmed cases from the event so far. He urged anyone who attended the event to get a test and to quarantine for 14 days even if they weren't particularly close to the president. But not all of the guests plan to follow his advice. The governor is melodramatic, and the governor has made this into a political issue. Rick Maeda is the Republican nominee for the Senate in New Jersey. He's also a pharmacist who has worked in public health. Maeda attended the outdoor part of the fundraiser at Bedminster last week, but has not curtailed any of his campaign events in the days since. There's no reason for me to change anything I've done because nothing has happened. We weren't sitting there shaking hands or whispering, you know, ear to hear. There's nowhere in the guidance that says if you're in a proximity of, you know, 40 ft. All of a sudden you should quarantine for 14 days. You know the fearmongering needs to stop. But public health experts say it's not just the president who could have potentially spread the Corona virus at the fundraiser. Members of his traveling party could have been infectious, too. Dr. Amanda Costello is an epidemiologist at George Washington University. He clearly has an entourage that travel with him and you know, it's important to know because they may have had more interaction with, you know, the event organizer's or the The donor's New Jersey officials say they've had mixed results and reaching guests who may have been exposed. Here's Becky. We welcome Governor Phil Murphy from New Jersey. He's. He's been watching his state open up after four long months and and governor. Thanks for being with us this morning. When you get out there, you really start to see people who were back out in restaurants again going out shopping out of beaches and parks and a just wonder as you watch this. If you worry that, we're going to see a rise in cases, and what numbers you're watching how you're measuring this to decide if we're doing this the right way first of all, it's good to be back with you and we do worry. Which is why we've been taking this in very specific. Phases in terms of reopening. Outdoors is a lot less concerning than indoors. That's not to say there aren't concerns outside, but the the concerns pale in comparison to say inside lacking ventilation sedentary close proximity. That's a bad. Those are bad characteristics for this virus. The things we look at most closely in terms of our guides are rate of transmission. If it's under one that means less than one other person is getting infected if they're in contact with someone who has got the virus. The spot positivity rate, meaning what percentage of folks getting tested are actually positive for covid nineteen, and thirdly as new hospitalizations, those are the three here and now data points. We look at a lot of data, but those are the three that matter the most we have seen things. Get a little out of control in states like Texas. Florida Arizona, even California you're starting to see some real pickups in these things and we spoke with Dr Scott. GOTTLIEB I know you're familiar with Scott and I'm well. He said that contact tracing is not being done very effectively in a state like Texas. They don't know why young people are getting it. These states are really doing. Very good contact tracing where to isolate the source of the spread. They think it's congregate settings where young people gathering because young people are the ones who are getting infected at a higher percentage, and so they've. They've identified the bars. And most of the people, apparently most of the people who are presenting sick, the young people preserving sick have identified that they've been in barbies. Lay or a lot of them when I talked to the physicians, but they don't know for sure qepared. Are you in New Jersey in terms of contact tracing? Try and figure out if there's a spike in cases where it's coming from and what? I can't. I can't speak to the specifics of Texas Scott is a great guy and has been a great adviser Jersey Guy by the way. We have we have since day? One remember none of us at any of this at the beginning, so what if you're looking for a source of comfort, folks or silver lining its testing tracing plans? Ties isolate folks who have the virus. We had none of that as a country or state three or four months ago. We now test him the top couple per capita states in the nation. With the great help of Rutgers, our flagship State University. We're adding meaningfully till the already nine hundred contractors we have. We hope to get up over two thousand within the next couple of weeks. I hope and believe that our approach will be effective. Again our numbers have gotten notwithstanding the loss of over thirteen thousand people. It's hard to believe we've lost that many in New Jersey alone. Our numbers have gotten dramatically better, so we've been able to do the contact tracing up until now at least with local and county tracers. We have nine hundred of them on the field so far so good, but we WANNA. Make sure we've got a capacity that looks like our testing capacity. Just in case and I think we all have to be prepared for this. We hope for the best, but prepare for the worst that this is going to flare up. And we need that tracing infrastructure in place. anecdotally again, it's far more concerning inside than outside. At least a New Jersey I can't speak for Texas. That's where our biggest concerns are governor.
