W. stomach Devon reports even though it's not legal for businesses sell mixed drinks yet some are already doing that some business owners are offering cocktails to go already and that's illegal until the governor gives the green light William issue in is an attorney that specializes in Pennsylvania liquor laws from initial licensing to liquor license issues including citations those people if something happens somebody gets into an accident the dram shop coverage which is essentially a liquor liability coverage of third party liquor liability coverage that could be denied because they weren't supposed to be doing that anyway he says some owners of businesses that are planning to add cocktails to their to go menus when the law goes into effect should contact your insurance provider to let them know about it according to governor wolf's press office procedure and enforcement guidelines are currently in development by the liquor control board and the Pennsylvania state police John McDevitt KYW newsradio well the NBA and the NHL might be closer to a plan to resume their seasons K. I want you to note that he called actually twice while you were speaking to me and I I let the call go twice the third time they play called my family at home when they call my on my other line here so I couldn't wait your cell phone ringing in the background. That was the ugly calling on your cell phone. I didn't realize it at the time but it was. What my next question that I was about to ask. You is to try to so much of this. What's going on seems to be bound up? In the way people have been having these conversations with the president you another governors and other officials. Can you walk us through a little bit of a conversation with the president and his life? When you're talking about the need your state has and what he's trying to do. Yeah I won't betray private conversations but you can imagine. They're fact based their explicit The vice president is also very much involved in I. I would remind folks to distinguish between fact-based getting installments of what we versus having everything we need you know. So those are two different realities but the fact the matter is. There's no call with place that has gone unanswered. And even if we don't like the answer We get an answer. It just sense different from the way that we've seen him at these briefings everyday. I don't I I'm not saying this for any reason it's going to. It's going to come out the wrong way and I don't mean that their own way I don't watch the briefings only because I'm people have said to me. Hey have you thought do x? Because Governor Cuomo does why and I say let's Governor Cuomo has been an extraordinary partner but I I don't watch his briefings because I've up to my up to my eyeballs and stuff in New Jersey and similarly with the program now and now and now that the yeah no no no no. I watch news shows at night and I watch highlights absolutely And so no no. I'm not I'm not denying that that I that I know. They exist And that they don't have those conversations privately. Yeah just don't they have not listened. They may maybe they will happen but they have not happened. Including that's that's where we're again. I WANNA be explicit. We don't always agree we. We don't always get what we need or asked for so that I wanna be clear about that as well but they are very you know straight ahead. Fact-based conversations new spent the last couple of years ripping into him every which way. Yeah there's a lot of stuff we don't agree on but But a lot of that And some of it relates to what we're going through. We weren't prepared as a country as testing nodar. And and and we're going to need to do a nine eleven commission like postmortem on the you know where we were and where we are where we need to be But a lot of the stuff that we're not going to be agreeing. Is outside of the purview of the fact that the house is on fire right now and I need help with the fire brigade. The white hat suggested that some of the and local aid that would becoming they would make potentially contingent on reopening the state. Yeah I haven't I haven't heard that from them privately or or publicly frankly but it it it i. I don't think that's a prudent move because one states reality may be very different from another one. I'll be the happiest guy in America. Nevermind New Jersey when we open. But here's the problem with the state aid we've got expenses which are through the roof. Revenues have fallen off a cliff. And we're helping everybody from you. Lost Your job to your in the hospital to your small business. And you're going up on the rocks. And here's the reality that I. I don't know that folks really think this through right now but in particular for folks who are on the fiscal year that we're on so we're amid calendar year fiscal year in a lot of states are if we don't get state aid in big numbers. We'll have an armageddon in terms of services that we can't provide layoffs that will be widespread nothing We'll bring us no joy. Do any of that but will have no choice. We can't print money. I've got a constitutional requirement to balance the budget right and so the state. The state aid is desperately needed. He calls you up and he says hey fell. I mean going to reopen the really. Get going and you're not at that place where you're comfortable all. What do you do so far? That conversation has been respectful of the realities in New Jersey. It has not been associated with any financial aid coming at us out of Congress or or elsewhere if we're putting lives explicitly at risk. I can't hit the go button. If you're still in your old life and the finance world what. Do you think you would be your sense of what to do now. It'd be I think people look at things like for the Dow Jones going all over the place and are confused by what that means. They don't know whether their 401k's toast and so you're not a medical doctor but you did have some expertise in in the Holiday Inn Express last night. Just listen. I'M NOT GONNA give folks investment advice. I'd say this will be. It'll strike a positive note. And I and I'm not just saying this to be positive. Anybody looks at equities over multi decade periods in other words. You're not trying to buy or sell the make money quote unquote this week or today. But you're looking at what life looks like over a long stretch long period of time And you make that graph as long fused time table as possible You're gonNA find that you were smart to hold equities that's just always the case And I know that's a long term reality. I'm not suggesting I've got a good answer for you. What you do from this week to the next But we are going to get through this. Just don't know when and and so you've got to hope for the best I know this is trite and prepare for the worst. You know when a hurricane as bad as it is at God knows with paid a big price in New Jersey for things like superstorm sandy and other natural disasters but they come they go you go through a rebuilding process. You try to get folks back on their feet. This is more complicated. This is a profound moment in our history as a nation. I mean we just were not ready. You were among other things in your life planets chair the DNC on point. There's this question about the convention and whether it can happen it's already been pushed back from July to August richest living in a fantasy. The that there's going to be a political convention. That's GonNa go together and do that. It's a good question. I it was postponed. Maybe that was a good interim step. I do look at the adjacency so there aren't a lot of things with mass gatherings associated with them in the summer. That have not been postponed. Yeah I mean baseball may be played and I hope it is play. But they've talked about even baseball being played with no fans yeah Harrison down based exactly But things like the Olympics a- or an obvious one golf tournaments tennis tournaments so it does stand out a little bit in the sense that it's still I don't believe either party has The Republicans were already late. August. Is I regret. Yeah so and they say that they are gone ahead as planned the DNC sense and go this August plan. I wonder though we'll sit by the way I hope. The world suggests in the place based on the facts the science data that the that they can go ahead right. So you're in a regional contact now with The governor's the northeast Through into Rhode Island York Connecticut Riot Chits New Jersey Pennsylvania. Delaware Right. There's a midwest one there's is now a Pacific northwest one with California Oregon and Washington State these are Republicans Democrats that are part of the Midwest and the northeast when they're not democratic governors on the on the West Coast. There is it weird that it's twenty twenty and we are divided up into regions like where you guys are synthesized by region what to do with reopening the economy. It may look that way It's it's less weird up close than than you. It may appear in. Let me just say in. Why just two very quick respects number one unless in In Our case admittedly less Rhode Island and Massachusetts although I compare notes regularly with Governor Raimondo Governor Baker But mostly with New York Connecticut Pennsylvania Delaware we actually coordinated not with a formal association as with established for opening up as it were but we coordinated quite closely as we closed down as New Jersey. The dentist state in the country where the densest region in the country so it felt natural therefore it feels natural as well as we think about what we need to do to reopen. We just at basically added a formality around the. Are you scared about where things are heading? This is the new reality for who knows how long I scared is not no. I would not use that word but And by the way let's not forget that this is the United States of America. We are in so many respects. The indispensable We truly are an exceptional nation. And when we seem to be up against it forget how we got up against it. We have time and time and time again Beaten back and and found our way through to victory. Whatever that may mean and I and I'm an optimist At the end of the day for for notwithstanding the toll which is enormous takes your breath away. Multiple Wars added together multiple. Nine eleven's added together so it is daunting But I believe with all my heart we we we get through this one. I can't tell you is when I know we'll have have already had thousands and we'll have more sadly I can't tell you when we at the end of the day quote Unquote Win And and it could be a lot longer than any of us want but we will get through this. We have no choice but to fight and we will fight on period and we'll fight until we win it. Well I think everybody's trying to sort through the confusion. "Governor Phil Murphy have in common well they're both pretty popular in New Jersey right now find my card and that's stories coming up on KYW newsradio one twenty two it is time for traffic and weather on the to go back over to Brian Ramona in the traffic center again we are looking at a few accidents we've had a bunch of accidents because of the wet roads today we're gonna start on ninety five this time we have a new crash this is southbound right before you get to cop and know that really there are several vehicles all over the place for the most part it's the two left lanes are blocked as you get into the area know once you pass there that earlier crash approaching Callowhill is gone but we still have that broken down tractor trailer as you pass the Girard point bridge approaching the airport it's blocking all but the right lane now the skin crawl eastbound you're still jammed from spring garden trying to get on the Vine Street expressway they're still working to clear that second spit out accident that have the left lane blocked right there at the merge with seventy six east and west getting on to six seventy six east still if you're traveling along the river by the king drive closed for vehicles exercise allowed they might need a role have you might need in order for that to to stay indoors down thank you to the police for updating us on this they sent us a picture of the crash in Edison furlong road at route six eleven pickup truck slammed into the traffic light there expect a little bit of a delay as they continue to try to fix that problem the Delaware River bridges or fight Gloucester township police telling us that lower landing road remains closed underneath route forty two that's at exit ten eighty one forty two southbound all due to an accident and the current investigation mass transit no major problems in the care of your twenty four hour traffic center thank you so much pride and now it's time for the exertion forecast from the NBC ten first alert weather center for the rest of your Sunday afternoon and evening this misty drizzly wet weather is going to continue pretty much for the rest of the day you're gonna patchy areas of fog too so be careful out on those roads and that plenty of accidents today we're trying to cut down on that temperatures going to range from the forties.

"Hello and welcome the powerhouse politics. I'm ABC News. Chief White House correspondent Jonathan. Karl and I'm ABC News Political Director recline. So Rick. This is an emergency podcast. We of course had our regular podcast yesterday. Talking to Governor Inslee but we have an opportunity of this morning to talk to another Governor right on the front lines and one of the hardest hit states. That's right John and it's an important and interesting day for governor so let's get right to it We're pleased to be joined here on the podcast by the governor of the garden. State the governor of the Great State of New Jersey and Governor Murphy. Welcome to the PODCAST. Sir Rick thanks for having me I want to talk a little bit about the time line from here and the situation in New Jersey but I'm curious because the president is going to convene another one of these calls with the governor's this afternoon with some additional guidance. He's had an interesting take on these calls. You've been on them. I assume you've been on on all of them and he he sort of portrays it. As as trump love fest where a lot of folks are seniors praises and talking about how great the federal government response has been. Is that your impression? Take US inside what these calls actually sound like from a from. A governor's perspective. Yeah I think I've been on all of them They're productive. We don't just rely on those calls to communicate with the White House so we are bilaterally or in small groups constantly in touch with them including the President Vice President And I have to say we've never had a call that wasn't returned so I have to. I have to say that I think the calls are a video call is sort of in a couple of different categories number one. There is a dissemination of information from the White House team beginning with either the president or the vice president or both demand. People like Dr. Barks and and Other that Admiral Jawara the the whole range of folks who will fee Fima team etcetera and then the governors Go around and I would say. Their comments are in two categories. I think pretty simply in every case number one I think there is legitimate. Thanks for the support. You know a specific item. That may have happened. You know in our case whether it's ventilators or PCP or army corps sending up feel medical stations or FEMA helping us with testing and then then the second piece that invariably almost every governor and I can say that this has been the case for me every time out thank you for X Y and Z. And by the way we are we still could use A. B. and C. So I think it's it's pretty factual I have to say and you see a lot of commonality not complete commonality because you get different regions of the country different sides of the aisle. But you do see a lot of overlap it terms of what folks either got or what they need and my guess is that will continue to be the case. To what extent is this? Is this guidance of taking his direction. From where you said it. The president contradicted himself earlier in the week. As you know initially said he's got the full authority to order states to reopen. He's synced back to bit away from that but when you're listening to the call this afternoon. How much does the president get to tell the governor of New Jersey a win and how and if to open things up I actually think? Rick it is a and I believe this c completely. They're sort of three rings of how this is going to happen. The first one in. That's the most important is what we're doing within the four walls in New Jersey on the Chief Executive. I got elected to this position. I gotTa make sure whatever we do whether it's battling the virus as we are now or war gaming for how we what healthcare infrastructure. We're going to need how we're going to responsibly. Reopened it's got a workforce I for US secondly we formed a regional council of Seven States earlier this week. That was really frankly just putting a formal designation around what had been for most of those states an informal reality already. So I'll pick Andrew Cuomo. You Know He. He and I and his teams in my teams have been constantly communicating in particular as we took steps to shut things down. You don't want to have the crazy. Unintended consequence of one set of standards for restaurants in Jersey City. Another one for the lower west side of Manhattan. So the the reopening council only frankly puts a formality a level of informal an intense cooperation that we've already seen and then the third ring. It's inescapable we need to do. All of the above in concert with the indispensable partner which is the federal government. I mean the federal government plays the role that no matter how bigger or strong state or region may be. There's no escaping it so we've got to find common ground with those three rings what we're doing what our region is doing in what we're doing with the federal government so far we've been able to do that by the way We just got hope that that. That level of cooperation continues. I have no reason to believe it won't but that's what we need if you're told there's a date if the federal government mandates a date as the president has been suggesting there would be Does that does that drive an outcome. So far is the regional. Governors are concerned. That mean that you and governor Cuomo and Governor. Lamont are all going to go along with that necessarily I would expect. I'll speak for myself. I would expect that we would but only if the predicates steps are in place in other words only if we believe we have largely Snuffed out community spread of the corona virus in our state that we have a big a big point here that has to be said we have got to have what we have not had as a nation and we may do in New Jersey. I think we have the fourth most number of tests for corona virus of any American state in the three ahead of us are a lot bigger but we must have a broad scale rapid testing regime in place We've got to have contact tracing assets in place And can we had those by June? I I I would. I certainly would hope so but we won't. We can't probably do that by ourselves. We're going to need the federal government as a partner in that so I would say we're all listen. I'll be the happiest guy if not in New Jersey. Maybe in America around the planet if we're able to start getting back on our feet on June one but we've got to have broken the back of the virus we've gotTa have that healthcare infrastructure in place and we've got a plan that both works for us for the region and for the country Governor Murphy Giancarl here. How are you John Welcome? How are you good? One of the big challenges it seems to me for for the New York Metro area from New Jersey Connecticut. New York is the question of mass transit. When when do you realistically think you'll be able to a to basically reopen mass transit? And how do you? How do you figure out how to do that? It's a good question. We actually are still open. Theoretically NJ transit. Both train and bus are functioning. I think they're they're down. Roger Ship somewhere ninety three to ninety five percent and by the way just it just came out this morning. It's it's leader. An Extraordinary Guy. Kevin Corbett is is battling Kobe. Nineteen so we keep him in our prayers. So we've put a pretty significant protocol in place for NJ transit and my guess is that will only be intensified so we've said Fifty percent capacity at best on any car or bus We Nj transit must provide personal protective equipment for its staff Folks have to be wearing face covering to even get on a bus or a train We're we're going to see John. Without question that continue. I don't see any scenario where it doesn't My hope would be would be running more buses and more trains than we are now. Not only as ridership. Dab Capacity is down But we're going to have to stick to those adherence. I by the way we say this whether it's Nj transit a bar a restaurant a warehouse supermarket a Ballgame. We will be in a whatever we define as normal going forward. We'll be different than the normal. We were living three months ago. No question about it. Do you think in terms of major events? He mentioned ballgames. Major Events Concerts The the meadowlands I mean. Are we realistically going to see any of that happening before? We have a vaccine and everybody can take I as a non medical expert. I don't I don't know. I saw the Germans overnight if said no concerts and no no ball games till August thirty first so I'm sure there are a lot of soccer hearts bleeding over there on the former. Us Ambassador to Germany My guess is that there's a period of time here and I just don't know how how much it will last longer. Where we will not be able to congregate I just I just can't see it I do think listen if I think this is. I'll describe what I think is a good order of events and if we could achieve this not just in Jersey but nationally will get to that faster which is raked the back of the Dr Virus. I mean the economic recovery does not happen unless it's on the back of a complete strong healthcare recovery break the back of this thing secondly we have the healthcare infrastructure in place that I mentioned a minute ago. Broadscale testing contact tracing plans to quarantine If need be so that. We don't reignite reignite this thing we then simultaneously with that hopefully you begin to reopen with protocols depending on what we're talking about here but a restaurant. I could see the following. You get your temperature check. Going in. Every server is wearing a mask and gloves. There's a hyper protocol around cleaning services. Fifty percent capacity of most tables have to be X. Feet apart I see sort of a fair amount of that next step the experts and again. I'm not one of them will will say that there is a possibility fall winter for therapeutics. That aren't just used from malaria. Hey let's try it for code. One thousand nine hundred but that actually begin to be available for direct Kovic Nineteen Symptoms and realities. That would be really good and then Tony Fao ci again. He said this to me privately. And I think he's reiterated today a year year and a half from. Now you've got broadscale safe vaccines that's a you know. I think what I've just described is a best case arc of events. I don't know where the you know the. Nfl football game or the big concert Fits into that ARC But my guess is It's to be determined. I I don't think any of us right now can can pick a moment in time and say with any amount of conviction that we are there for this or that but that arc up just described to me feels like one that we if we could do it. That that that's a path to success governor. I noticed a Bloomberg News Story. Just this morning It's reporting that you are floating a bond issue to try to balance the budget obviously billions of dollars in lost revenue. That you didn't his fate in your your budget. I think states across the country or going to cope with the same. Is it just the fact that people in New Jersey and people across the country but specific to your state we're going to have to pay higher taxes T to make up for the lost revenue is that is that really where this has to be headed given the fact that so many states yours included orbi coping with this enormous. Hit Out of your editor revenue. Yeah listen you cannot understate that enormity by the way we're at the front lines whether you've lost your job you're a small business that's gone under or you're in a hospital under care or any number of other roles that we're playing are are we are at the point of attack. Our expenses are going up in our revenues. Have Fallen off a cliff. So the bond that I think you're referring to is merely taking advantage of what the Federal Reserve pronounced last week in terms of their willingness to inject liquidity including by municipal bonds of a tenure of a term of up to two years We're actually I've got a meeting right after this to go over that very point And that's not an idle interest on our part We WanNa make sure that we've got the assets in the liquidity that we need. I'll tell you though guys wear the the big slug needs to come from. I hope it's not on the back of taxpayers. Because we're already a high tax state you get a lot for what you pay for New Jersey. We get the number one public education system in America Location that second and non and all that but it's already a high tax state We need a big slug of direct cash assistance from the feds. So the cares act and I hope we're able to get through the the the the weeds of how the the support is is Is defined in. That will get our share of that. But we're GONNA need a lot more so this is a particular role not only do we need the federal government on things like healthcare infrastructure for testing. We need Congress in the in the administration to come up with a big number direct cash into states and the the National Governor's Association had put a five hundred billion dollar Number for states. I I I don't WanNA speak for my fellow governors. I think our region alone and I'll I'll define that as New Jersey New York Pennsylvania Connecticut. I'll bet you that numbers one hundred fifty billion for our four states alone that to me is where money needs to come from and it needs to come urgently governor Murphy. I mean this is just such a roller coaster and the health is one thing but people are losing the shirts off their bags and they are really really worried to your mind off governors central banks and ministers saying doing what's necessary now. I think we're beginning to and many governors across the country heard Governor Murphy from New Jersey. Our governor walls here in Minnesota are taking this very seriously. They're closing down shops. They're closing down restaurants in schools. Those are Putin measures to try to slow the spread of the virus but of course there are economic costs with doing so. Many businesses are going to be under tremendous strain and probably laying off many of their workers and so this is quickly going to become an economic crisis for for America. The question is are we gonNA follow? The path of South Korea and Japan would seem like they've done a good job so far managing the crisis without shutting down their economies. Or we're going to head to Italy and Spain where we would have to shut down our economy effectively for the foreseeable future. That could lead to a very very deep recession. And so it's very important that governors and national policymakers are stepping in to provide support to businesses and workers. They're going to need the help so to your mind. Why is it that those countries in Asia that you mentioned Japan South Korea have managed to get a grip on this and have not closed down their economies? Why is the West in such dire dire threat here a good question? People say that the Asian countries had more experience with avian flu and prior episodes of different types of diseases and so perhaps they were better equipped to scale their responses quickly. I actually don't have a good answer to that. One of the key questions is China appears to be coming back online many of the multinational firms headquartered here in Minnesota have told us that they are ramping up production backup in China. They're reopening their stores in their factories as China relaxes their economic controls. Will the disease flare back up again? That's an open question I hope not but it's certainly possible and so one of the key questions that's causing financial markets to be so volatile is no one knows. Do you have to keep the controls firmly locked down until we get a vaccine? Which is a year or more away. This could be a very long crisis with profound economic implications and unfortunately there's more that we don't know than we do know at this point. Okay so you said that. Those countries have experienced you to have experienced as we said you were in charge of implementing. Tarp the troubled asset relief program in two thousand eight for the Bush and Obama administrations. What experience did you gather from doing that? That's a tool relevant now. Two things I mean. Well I of course. This is a health crisis not a banking crisis. At least it's not starting out in the banking sector but there are two key mistakes that we made that I think are relevant today number one we were always late and we're always too timid in our response in two thousand eight. The reason is we didn't know how bad the crisis would end up being and we didn't want to overreact. Well when the downside scenario is a deep deep recession with millions of jobs lost the right. Answer actually is to overreact to try to prevent that scenario from happening. That was a mistake. We made in two thousand eight. I hope we don't make today in two thousand twenty and then second. We were trying to be very targeted in our responses to really focus on firms and individuals who just needed certain amount of help. Many Americans didn't like the idea of bailout either for big banks or for their neighbors that are targeting ended up being a mistake as well. We ended up rescuing far fewer homeowners than we would like to have and I think the correction was worse because we were so narrow our response in a sense we were penny wise and pound foolish. I think back then and now policy makers fiscal policy makers should err on the side of helping as many businesses as possible. Keep their workers and whether this downturn so that we don't have these devastating economic consequences. Well you can certainly see people who resented bailouts for their neighbors have done an about turn now. Everybody is begging for bailouts everybody from the airlines to the restaurants and the gyms it's terrifying situation for a lot of people to that end. We've seen the chance of this check here. We've seen a president trump and his team. I'm Congress go from you. Know an eight point three billion dollar agreement with Congress some two weeks ago Tunisia trillion. I mean they're talking about eight hundred fifty billion and it could go even higher here masses and masses of hundreds of billions of pounds of being pledged. Are they doing? What's necessary now to your view and in your experience I think they are and I think the key is going to be not just the size of the response but the speed with which it can be actually implemented and this is where sending checks to Americans. They're talking about that. I think that can be done fairly quickly. A key question in my mind is. How do you get help to the individual restaurants? The bars the coffee shops all of the small businesses that employ millions of Americans across the country. How do you get assistance to them right now? Because they need it now. They're going to be making layoff decisions in the very near future and while we have unemployment benefits. It is much better for the economy. If the workers can be retained at their businesses once people are laid off it takes years for the labor market to recover so we want to keep them employed so the assistance has to move very very quickly. Okay so that's interesting. Because president trump today said that actually the economy will pop up once the country emerges out of the health you know. Health emergency and say not necessarily. What do you predict wants? The health? Emergency is flattened goad soon. What do you predict for an economic rebound? Well I think it's going to depend on. How long this downturn is. If it's just a few months some scientists are saying when the summer comes the virus will become more dormant. I hope that they're right and give the healthcare workers time to catch up before the fall comes or it could just go raging right on through so the duration of the health epidemic is going to be very important here but we saw from two thousand eight. I mean it took a decade or more for the labor market in the United States of America to recover from where it was before the financial crisis a decade or more of job growth to bring all of these workers back in the longer. Somebody WHO'S UNEMPLOYED? The longer it takes to find them and bring them in reattached them to the labor force and so it is much much better to keep people employed if at all possible than let them go through the unemployment cycle and then try to bring them back later. That could take years Something I think you've said or certainly others said that they just don't seem to be the right tools in the toolbox for what's happening right now. This massive tsunami of everything colliding at the same time. And just just just not quite enough. You've seen obviously where you are. The Fed cut the rate several times. Here they cut the rates and it didn't didn't make a difference. The markets kept plunging. And now you see posturing in a way. There's some bipartisan agreement in Congress but there's also some posturing about what's the best you know the phases of the stimulus and this and that just give me your view on why the Fed rates didn't work and whether these various phases of stimulus are going to work. Well I think the markets are responding not so much to the Fed. They're responding just to the fundamental uncertainty. My base case scenario is the. Us economy is likely headed into a recession. This year my base case scenario is there could be a fairly mild recession like after nine eleven. But it's also possible we could be heading into a two thousand eight deep deep recession. We just don't know we don't know what the Fed the markets don't know and when there's this wide uncertainty financial markets don't know how to price risk they don't know how to price investments and that's why you're seeing these giant adjustments and until that becomes clear for them and for us. I'm afraid we're going to see more volatility until the science shows us the way through. Are You satisfied? I mean my experience is sort of war and disaster and watching the response to that and there's generally sort of immediate coordinated global response at least amongst allies in order to tackle an enemy. It hasn't happened up until maybe now it may start to be happening. Is that a fair characterization. And do you believe that that the lack of global coordinated response has gone some way to what has been inoke incoherent response and panic inducing response. I think more coordination is clearly better. I think we if we had learned all of us I think are on the hook here. Had learned from what was happening in China South Korea some of the Asian countries that were on the front end of this. You know we could have been better prepared so I think that that's something that we need to take. Away and certainly global coordination is needed going forward. But I'll tell you this. I'm positively optimistic by what we're seeing on a Washington. We are seeing both parties. Come together they may have some differences on the margin but they both seem to be putting politics aside and saying let's do the right thing for the US economy for the American people. And I. I didn't know if that was going to the case given that this is an election year so I'm really happy to see it and I applaud our leaders in Washington for coming together and putting the country first so given.
