"We hit five million US cases yesterday for some perspective. The first nineteen case in the United States is believed to have occurred on February six. We hit one million cases on April Twenty, eight, eighty, two days later. It then took just forty three days to hit the two million mark on June tenth. We hit the three million mark on July seven that was twenty seven days later then just sixteen days later we rich four million US cases and July twenty third and again it took us just sixteen days to hit this five million reported case number right here in the United States joining me now is Dr Tom ingles beans, the director of the Center for Security of the Johns Hopkins Bloomberg School of Public Health Dr Ingles. Be Welcome back to meet the press. WanNa get a little big picture here. You know last week you were you put out a lengthy list of ten recommendations. You guys didn't call it a reset, but sort of like how do we get control of this virus? Now another one of your sort of colleagues in the larger sense Michael Star home is an op Ed. He's basically calling for a reset of some sort New York Times today editorial page calling this. It feels though as public health officials are all calling for some sort of reset. Partial. lockdowns things like this and yet we are not having that conversation at all on the political side of things. Are, are we doomed to sort of live with this virus now if we're not GONNA at all look at your recommendations I DON'T THINK WE'RE DOOMED To this fate I? Think we we know what to do. Other countries have done it. I think the purpose of these resetting reports these for a kind of a reestablishment of the basics. Is that we know that another country's universal masking fiscal, distancing, avoiding large gatherings. Those kinds of things have worked. If we look at countries like Italy and Spain and France, they have a total of about seven or eight deaths today and we have thousand, but it's not magic what they did. We know what they did. So I think if we act together in national unison, we can get there and that's what the purpose of these many of these reports are I want to bring up the issue of masks there've been some people that said if we had ninety five percent compliance unmask wearing, we could get rid of we could sort of get this fires under control. Is that unrealistic and we do need to do more than just mandating masks Do. Not, alone. Not by themselves or alone the solution, but they are a critical part of it. We know that physical distancing makes a big difference. We know that large gatherings are places where super spreading events occur and people have the opportunity or the virus has the opportunity to get around quickly and for. Many people at once. So we have to do a number of things together in terms of you know simple things like diagnostic testing results coming back much more quickly. It's it's unacceptable for the country to have to have testing comeback a week or even two weeks later it's not useful at that point there's no point even doing the test. So a number of that we have to do, but they're not they're not complicated they may be hard, but we have to do them kind of in unison. And all of those, they're not hard except when you when the word politics gets involved, it makes everything a little bit harder and I wanNa keep you out of the political space here. Let me ask you a question about that scenes and to sort of set expectations doctor Fauci implied that the first vaccine that we get, he hopes it's seventy five percent effective. The FDA has said they will approve any vaccine that's at least fifty percent effective. Can you explain to the public what that means what it means and what it doesn't mean and what our expectations should be for the first vaccine Well, we know that many of the vaccines that we use are not perfect. They don't prevent every case of disease but if they prevent a substantial portion of disease than that can help us get to a point where most of us are protected, the disease can spread quickly between people anymore a concept that is called her immunity. Herd immunity doesn't mean we will won't disease anymore. It means it's not gonNA efficiently as efficiently spread in an epidemic form. and. Is there a percentage figure in your mind that you think will sort of give us a huge? Huge step in the right direction is at a vaccine that is at seventy five percent or does fifty percent do you fear that could be a false sense of hope. I think we would take fifty percent because it's fifty percent is a lot better than what we have. Now we've we've no tools to no no vaccine tools or medicine tools that we can use to slow this down. So fifty percent would be would be far better than what we have. Now of course I think we all want something that is seventy, five, eighty, five. Ninety percent effective. But we'll have to see what we get and I think for the amount of time has passed since the beginning of this pandemic to have a vaccine that's even fifty percent effective in in the coming months or the beginning of twenty twenty, one would be phenomenal. But again, we hope it's better but fifty percent would be better than what we have now. Would you hey the government what would that look like could there be a formulation where ultimately you come to some kind of transactional agreement and then you announce that you're making some kind of infrastructure investment in the in the United States who you're going to create some kind of jobs I'm literally, this is the conversation that's happening inside the room among these companies. If we created some companies without yesterday we got to it. It's what did you say? I. Heard it reported yesterday when I first started reporter yesterday I thought he's just saying this stuff off the cuff he doesn't really mean it. Then I saw what he actually said I thought wow, he does mean it. I don't even know how you could possibly as somebody WHO's working on this deal come up with anything that makes any sense and Steve Ballmer Steve Balmer was with us yesterday and said as a shareholder as the top shareholder Microsoft he would love to see this deal get done at the right price. Gets an exciting proposition for Microsoft. obviously depends on the price. Price is important as well as whatever restrictions come from a government perspective but I think it's an exciting avenue for Microsoft to really increase its consumer base. I don't know how you figure out any sort of pricing right pricing when you have to then go in and add some significant number on top that you'd be paying to the US Treasury. Well, what are they? Going to happen is because this is a bit of evaluation game. And I hate to say, we're going to be using trump valuation but I think that what's going to happen is they're going to effectively. Create a higher valuation for the overall business. Then kind of create something where they can say we're giving you something and that bite dance is giving it. That's the other important part of the view at least from what I understand Turnley among these groups is that the money has to come out of China not out of a US company. So you're going to have to make it appear whatever that whatever it is that you're giving to appear that China's not getting part of that's because Peter Navarro and others don't frankly want US money. Ten twenty thirty billion forty billion dollars ending up in the hands of China for the. So there's so many sort of China. has already weighed in. On this today that China has weighed in on this today through some of the states that media where they are saying that you know the US is basically stealing us and trying to do take off with this that it's a rogue nation now at this point. So the idea that you are going to come up with something that satisfies the trump administration and at the same time satisfies the communist government in China Good luck with that I mean this is they're going to get caught in between the two the two with this because even though China may not. Necessarily, be looking for some of the same angles. It's not going to say, okay, it's okay for the US to come out looking like this and stealing our company and don't worry about it. CEO of Tiktok you know or bite dance don't worry about it. We'll live with that sort of a kind of a slap in the face. To all this stuff we're talking about it. Sorry Andrew it. It overshadows the the lead of the story right and that's that there are possibly other suitors for the US. Are they based in the US or are they elsewhere? It would be very I. I would imagine it would be very hard for Google or Amazon or an apple etc to try to buy this company given the anti-trust pressures on them, I. Think my understanding was that the White House preferred that liked the Microsoft choice from a regulatory perspective. So it's all very interesting by the way the other piece of this is the part I. Really don't understand if you're apple today, you know we're talking about this two trillion dollars market cap that keeps going up and up and up. Given. Given. The China risks now now, maybe look they foxconn supplying hundreds of thousands of people if not more than are making these phone so maybe they can't just say to Tim. Cook. Good luck to you but I would think there would be risk if we do this to a Tiktok what kind of a backlash reciprocal. Backlash is China going to have for some US companies doing business there? That's the part I don't understand say knock built into any of the. It it's it's no different than the same conversations we were having during the depths of the trade war. Right? We push too hard if the tariffs are to punitive companies are companies like apple, the ones that are going to face the pushback or the retaliation in some way and I think it's fair to say that that that never really came back to these two tech companies I mean, she didn't say where those tech companies were based and and I wonder what the US would do that if if it was being pursued by a company, another technology company based in China but not based in the United States either how would Sylvia's see something like that and would they still threaten to turn off the the APP in the United States if it was not a US company?

"To help us break down the effects of the trump administration eight policy with China I'm joined by Alex Lawson editor at large at law three sixty Alex welcome back to the show thank you so much Zina so we just you heard our conversation with Peter Navarro and about the trump administration's policy on tariffs any specific points that you'd like to respond to clarify he I thought it was interesting that when you pressed him about the the fact that manufacturing has contracted to its lowest point in just about a decade he quickly pivoted to placing blame on the Federal Reserve and it's you know reluctance to do a rate cut that's a fair enough point I suppose but I think it's worth noting that in that study that you sited to him specifically the actual manufacturers who were interviewed for it cited the tariffs and the you know there's the proliferation of those tears as a reason for why they have contracted at their output is lower than it is so I mean it's not as though we can just glide pass this pretend it's not having an effect it is the administration has tried to sort of blunt the affect the tariffs in choosing which which products they apply to and rolling them out in a strategic way but it's very clear that it's having an impact so we're heading into talks on Thursday. US and China are back at the negotiating table are you expecting anything different to come out of these talks it's tough to see okay I mean I we've we've been at this for just about two years now and all that there is to show for it is you know a tariff on basically every single US it's going to China and about seventy percent of Chinese products coming in coming into the US with tariffs and at every stage it's been you know couple steps forward and maybe a couple of steps back back they were sort of sounding optimistic heading into this round but I've until some concrete progress is made I don't I think that there is any reason to think that it actually will both governments have made clear that they are willing to sort of go to the hilt on Tariffs and even going beyond and tariffs in terms of trade actions which which we can talk about a little bit if you like well I wanted to get to trade in a minute but we the president postponed the tariffs that were supposed to go into right right now before the holidays but are we expecting Christmas tariffs and could that turn the tide and change public opinion about what's happening that's sort of the the big that that that that's the next big looming monolith here which is that there th there's a tariff hike that's supposed to go into effect on October fifteenth that those are existing offs that are going to go for my belief twenty five percent to thirty percent but but but the next thing that's really looming is this December fifteenth tariff hit that you're talking about and this is sort of the land this is like really been considered the third rail of this entire thing because as I indicated before the US has has for the most part tried to just keep tariffs applied like industrial goods things that are used to make other things they've tried they've tried their best to avoid them on consumer products with a few exceptions but the ones that are supposed to take place in December without some other delay which could happen are things like laptops televisions toys clothing things that you and I by that we are therefore more likely to feel the price effects of until now you know when you're a little bit up the supply chain on some piece of steel that's us is to make some other thing you know businesses can hide the ball a little bit in terms of how they're raising prices but when it gets down to actual expensive consumer goods that you and I I definitely possible that the prices could be going up significantly we asked Peter Navarro about the the trump administration's authorization to billions of dollars in aid eight for us farmers that are apparently you know they're needing this after the tariff and how well is that aid package working out for farmers and how is it playing out politically yeah it's important to note that that came about because it's not just the US tariffs that exist in isolation China has responded in kind and that has an outside affects effect on the agricultural sector so just putting that out there the sort of reports that you hear from farm country are somewhat scattershot where it's like Whoa certainly appreciate that the government is going to give us money to blunt the effect of of this trade skirmish they've gotten into but like any government probe program there are there are reports that stuff is quite getting there on time there's a long bureaucratic process to go through there was a report I believe in Bloomberg that the US is paid something like a million dollars in interest for late payments on these things because it's taking time to filter down and almost to a person even the the the farmers were interviewed appreciate the help almost to a person they almost always say this is nice but we would much rather not have to like depend on the government for payments that may or may not come at later defined date we will just able to trade as we were before and that is we're not really close to that happening anytime soon we also asked Peter Navarro about this assist the economy's been strong for the past few years but we have a slowing bond market economists are warning of the risk of recession the future partly because of this trade for what could happen to the economy if that happens and if terrorists continue to rise it's very tricky I mean you never did the the sort of economist Party China's like tariffs will never cause a recession but it definitely not going to help you and I think it's I mean it's it's pretty clear I mean the sort of advance.

This is a great deal with Japan I'm surprised actually that one would question was one of the great deals that we've struck so far to date We struck the deal with Japan we have the Canada and Mexico deal on the table waiting only Nancy Pelosi to put it on the floor this president is doing remarkable things we have China to the negotiating table It would have been a horrible mistake for the US to enter the trans-pacific partnership we basically would have had to divide our manufacturing base up between eleven different countries in order to get very modest benefits you said As we mentioned at the top China and the US are at the negotiating table starting later this week trade negotiations are about to re- zoom what's GonNa Happen Peter for you to consider these talks a success it all begins with what I've referred to as the seven deadly sins the seven structural problems that we face with China and for your listeners it's it's really important to understand that context let me go who them quickly and briefly you have The cyber hacking of our business computers to steal our trade secrets you have the intellectual property theft which costs America you order of several hundred billion dollars a year for technology transfer is a condition if you're an American company and you want market access to China absolutely against the rules of the World Trade Organization China massively dumps products below cost into our markets costs US factories and jobs they run on state owned enterprises against American corporations massively subsidised that's not fair currency manipulation gene is a huge problem and one of the things that really is important to president trump and myself made in China Fenton all and other opioids will kill over one hundred Americans by day's end over thousand by the end of this week and over fifty thousand a year and the Chinese keep promising they're going to handle that they have and so that's the context we did have a deal with them about six months ago on the table to deal with oh seven verticals it would have been a great deal for the world they backed away from it so success metric here is based on that original deal that they reneged on let's see where we get to talk a little bit about how politics is going to play into this Peter I mean in advance of these talks with China the president asked China to invest it gate his political rival Joe Biden do you think that's going to have any effect on what's happening this week no well the house impeachment inquiry speaking about that is taking up a lot of the president's bandwidth rate now do you think China I mean can't China just afford to prolong these talks up until the election the next election so there's really two questions there I think it's a it's a tragedy for this nation for the president to have to take it up so much bandwidth as you referred to it for me there's only one question related to impeachment that needs answering I and that's simply this or the Democrats trying to overthrow a duly elected president because they can't beat him at the ballot box I call it at the Al Green question because that's what Congressman Al Green admitted it's it's it's this is a divisive process the thing I can tell you misery Being at the White House from day one and going through an earlier witch hunt with muller crisis is the president stays absolutely focused on the mission which is to create good jobs at good wages for the American people we're at six million jobs in county over half a million manufacturing jobs and we have the lowest unemployment rate sense a man walked on the moon impeach that well we're talking with Peter Navarro Assistant to the press didn't Peter up I want to touch on a number of things you just mentioned here will pivot for a second here to the US economy you were on CNBC on September thirtieth and you're asked Pacific really about manufacturing. This trump economy is strong as Iraq manufact- actioning as strong as Iraq so let's break that down into your point unemployment has hit a fifty year low here in the United States but manufacturing killer Peter is not doing so well the day after you or on CNBC the Institute for Supply Management Factory Index showed that the manufacturing sector was at its weakest point since the great recession how do you respond I look I look very carefully at the numbers the biggest problem that we're facing right now as the Federal Reserve's policy on interest rates which is widely out of synchronization with the central banks of the rest of the world when Jerome Powell assume the chairmanship of the Fed he began a very aggressive rate hike now what that does for your listeners to understand is that that drives up the higher interest rates than drive up the value of the US dollar then a stronger dollar reduces our exports and that really uses our export growth and we saw that in the Q. Two numbers where we lost two thirds of a point of growth we were down to around two percents a two point.
