triple a credit rating and describe how you got to the path that you're on now as opposed to him a county that has no money for a jail no money for roads has no money for anything a failing pension system getting sued on a regular basis explain what is the differential financially between Warren County and have an account that'd be great question willing to if I had the answer I would I would bottle it up if it was just one patent paying what what I always tell people it's not just one thing it's everything that we do in part of the county it's literally approving very minute work orders it it's it's keeping an eye on that check book an acting like the the government's checkbook is really your own personal families check book I think that is the number one philosophical approach that we take that we also realize that government can't do everything for everybody that there's limited government what we should be doing or things that people can't do for themselves so we've really tried to take that approach and honestly it's well over decades not just years and so as far as going forward how many counties in a hole from which you can exit itself because of massive spending and responsibilities when I speak to those in Albany County they'll tell me Cincinnati is not like Lebanon we're completely different issues different problems so when developers come to Warren County and say we want to build something out do you use a tip first of all explain to match time and what is the tip taxpayer incremental financing explain to match time and what is a tough tax increment financing is a tool for economic development and sometimes they're over used sometimes they're very valuable officially what it is if you've got an open farm field that is a hundred acres and it pays ten thousand dollars a year in property taxes because it's and it's growing hair whatever it's doing there so that that hundred acres generates ten thousand dollars a year now developer he comes in and says I want to put a hotel on this two hundred million dollars and it's going to incrementally increased the value so instead of that hundred acres generating ten thousand dollars a year in property taxes it could go up to a million dollars a year in property taxes which is going to be great so what does it actually lawyers some of those payments to where the developer doesn't have to pay those are they payment Lou of taxes or they take that money that is generated instead of it going to the county or the local on municipality or what have you that money is actually turn around and invested back in some of the infrastructure designed around that particular development what we use them for a handful of times in the past it is number one they got to take care of schools because I don't like letting people out of taking care of the school district so that's number one and number two is if that money is invested back in a particular area for the community three and desolate and infrastructure and that's actually one of the tools that was huge conservative put on make some cover your world twenty years ago Dr gamble that existed to get Mason city schools obviously have benefited from this for a long time but that we created this pot of money that we did things that were really creative around Mason cover including part of the money for the fuel turtle interchange serve to tips are an important tool but they should do you over use and I think it's just really over used in today's environment where literally governments are getting involved in giving individual for profit businesses building and landed just because you're so desperate to have people come into an attractive jobs and a lot of the southern states are actually literally giving away they can property into the team in your business or you don't pay taxes and will give you the land or buildings for free which I think is a very dangerous precedent so in one county you do an evaluation is the tenth so if a match diamonds a hundred acres or don't know contributing ten thousand dollars and after the developments complain it's a hundred and say it's a it's a million dollars at nine or ninety available to the taxpayer as long as the schools are taken care of on the front end correct correct finalist talk about I don't know about the zoo the jail because how many counties got serious jail issues the jail in Albany County is not a jail what it is is a mental health facility and it's a drug treatment facility which probably is not the same as Warren County but there's no money in Allen county for jail how did you build a jail in Warren County and by a very short means and methods and now the jail is built and the taxes stop how that happened well we when I first took office about fifteen years ago I mean the jail overcrowding in the jail this isn't an issue that's just particular to handle the county Technicolor county county will one county it is all over the state would you do with these folks especially drug offenders what would you do without until it's been an ongoing problem we've set up of jail subcommittee back when I first took office and said Hey you know people say double bond you know it's not a holiday in there right the people say wait a second the original standards and if we violated standard open our our county government up to lawsuits because of whatever problems that might arise the right to so what we do in the middle of June one county way because like your original question of why reason financially solvent we try to do something in the middle and acted like he will if this was a business problem how would we address this and then come up with is what we did was basically saying let's get the lowest of low end offenders people that that had nonviolent very low impact of offensive and let's penalizes people let's take away their liberty was not taken into a jail called eighty Bucks a day when the ankle more monitor where because part but to the age where they could still go to work they still had a job they still have some dignity okay we restricted their liberty to where they literally had to stay at home or at work they can go out drinking the could go up party and I couldn't do anything else they had to do that we actually over funded what the county's court asked for in that area instead we like that I do so so much work and US two hundred thousand dollars in this program before you're even asking for because we believed in it that much it really became a mom all for Ohio how you do these pre trial services and we greatly expanded that program we also been outsourced part of our inventory thinking of elected to this house our inventory of of our printers double our county they had built a very significant jail very large scale and excellent good folks up in Butler County worked out a deal with us and we are actually helping our prisoners there for a period of time so we were paying that fee but then it became a point where harsher blurry since he does a great job here to me these emails over the years kept going on Peter Burgess he released who's getting out early and it started number one from you know probation violation failure to pay child support you guys that were in for burglary for drug offenses for trafficking these people started getting out and it's like okay we we can't keep doing what we're doing which bought us literally twelve years roles in during that time we can one Callaway we actually started saving some money toward the ultimate jail which we knew was coming so over that period of time we knew this was coming from start saving money and once these level of offender started going up we said we got to build a jail once we passed the Rubicon will building a jail this is not cheap willing so it's not like you're palatial Satan but you're up and you're parked it's costing close to sixty million fifty seven million dollars for this four hundred and eighty four her ninety something bad the story on this part about this whole thing at all but while the money will have on the sixteen million cash laying around we do have a ten million dollar saved upwards to what we decided to do it again I think that we in Warren County have some bona fide fiscally conservative credentials of knowing that were very limited we don't like spending taxpayer dollars if we ask for something we actually meet me at hand we need it it's not want it to me so we went on to the folks of one Kalyan told the plan we have public hearings and what the ultimate decision was we raise our sales tax a quarter of one percent which basically brought us in line with all the surrounding counties that generates we projected again we were being very conservative ten million dollars a year actually more like twelve million dollars a year we are very conservative instead of very aggressive in our projections like what happened at Paul Brown stadium we're very conservative in our projections and we said we know as politicians that once politicians get a revenue stream what it had to be willing they hate to get out yeah so we actually unscented this provision by statute for the five year period so we only get this collective sector sales tax for a five year period of over ten million dollars a year so that quarter percent sales tax is going to pay for our sixty million dollar fifty seven million dollar jail in and of itself so essentially we're paying almost cash for temperature over a five year period and by doing that Willie into typically do this made they stretch out the bond payments for thirty years or whatever it will cost the taxpayers eighty seven million on that jail right versus fifty seven million it would have been an additional thirty million dollars with our financing partners if we would have done it this way so essentially we raise taxes we're collecting the money were basically paying cash for them that revenue stream does a way and one of the better parts is the majority of folks are I don't think majority a lot of the folks in our jail do not live in Warren County their their gas from other counties that are common to county done bad stuff and so now also there's been some time in our jail this sales tax sixty percent of it is paid for by people that do not live in Warren County so six percent of our general is being paid for by people that don't even live in our county David you when you're you're you're having county resin for a long time then move the Warren County city Cincinnati lost forty percent of its population in the past forty years how many counties lost a hundred thousand people in the last thirty years Warren County is growing let's take approximately say nineteen eighty population Warren County the twenty twenty that's a forty year period what's the population approximately a Warren County today to learn thirty thousand people and higher second fastest growing county told in thirty thousand mentioned thirty forty years ago it was less than half that much less and is continuing to grow because one of the reasons they've young one of the reasons why I think people are people wise Willie you know America is all about self determination they they want if we get in trouble we want a hot hand up to the sensual people a little worn county I think it really throughout the country in large part maybe the vocal for the non vocal majority of people want to be left alone they just want government there for certain things so what we try to do and in one county.

Well we have a degree of uncertainty and I dare say instability in the party that has created a wide open racing. I think given that Mayor Bloomberg has taken the opportunity to throw his hat in the ring giving his unique background unique experience dance and the openness of the Democratic race to newcomers and outsiders as well as established successful political business and philanthropic leaders. Like himself well. You know you have A. We're finding people say we're fighting for the Solar Democratic Party. You have people that are moderates and are scared to speak out You have people are extreme Democratic Socialist List and. I think everybody used Mayor Bloomberg as a businessman of a moderate with some Tom Views on health etc etc.. How do you see it? I see them as somebody with unique experience. fiscally prudent and businessman's created thousands and thousands of jobs provided health care for the needy educational services for those who can't afford it in the Single most prominent leader on climate change in the United States the UN's representative live on climate. And so I think he's got a unique record. A unique agenda and most of all a record of accomplishment that is unique for any the abuse candidates and he's willing to spend the money he needs to spend. I mean I I think he doesn't mind spending a billion or two well. Oh we will see What the campaign costs? But I would say having worked with him before he has never left the cost of a campaign stan between him and the three victories. He has had in New York City his racist for mayor and now it's getting attacked and Democratic Party and I'm not even approaching and now you're going to talk about Donald Trump Republican party because let's let's stay with the Democrats Democrats. He's being attacked by both sides and all sides. I understand that If it goes to the convention because he's not GonNa take certain early states in primaries if it goes to the convention and the first vote comes out with nobody in super delegates on the second vote come into play I explained to the American people had that works. Well what happens is we elect. Our delegates in caucuses focuses and then primaries but as you were saying John if on the first ballot no one gets a majority there are about twenty percent of the total delegates it gets are appointed by the Party officials. They don't vote on the first ballot but on the second ballot. If it's deadlocked they do vote and they can change changed the direction of the nominating process if they all get together behind one candidate or sorry to cabinets and in those five hundred super delegates or six hundred whatever that number is are they. Obama delegates are the Hillary delegates or are they Delegates Gates just been appointed by the DNC chairman and. Nobody remembers his name because he's never on television. Well that's Tom Perez. And I I think what happens. is they get appointed by leaders within the Party and some of them could be people who were In two thousand eight and two thousand Twelve Obama delegates against and Twenty Sixteen Hillary Clinton delegates. So it's it's something of a wildcard who they are and what their history is. But one thing's for I'm sure they are motivated. Much more by party opinion and party leader opinion than they are by public opinion and any any pulse on that situation well You know you would think that the super delegates would say Joe Biden is very close going into the convention hypothetically put him over the top similarly if Elizabeth Warren is Close House put her over the top. Or as we're seeing now in the polls if mayor Peter Burgess well they could be drumbeat of the super delegates to nominate. Ah Very fresh face with very limited resume mayor Pete. Now there's rooms around just before he announced last week weekdays weeks before that he was gonNA spend one hundred million thirty million on anti trump as he and I've seen his last commercial commercial commercially came out with last week. And I it's more of I'm Mike Bloomberg and this is what I've done in life. So has he switched strategies. And saying you know I think he anticipates both doing voter registration John and also running a separate track of anti trump and it's I don't know when they will appear but I think Americans should expect to see ads touting Mike Bloomberg also attacking Donald Trump now you In in previous discussions you have liked Donald Trump During during the impeachment hearings and you it was a little bit unfair. How do you feel about it? I mean I've talked to friends and he said to me well if Donald Trump is mike guy but if Mike Bloomberg is the Democratic nominee I would have to think about it. Here's my take on it. Look it is clear to me there. There was Behavior from the president and the administration that arguably Was it appropriate. I should not have occurred vis-a-vis the aid for Ukraine. It isn't clear to me. Two things that It is is it. Clear impeachable offense. I think there's an argument for it or I think that I can well understand why the vast majority of Democrats are voting for war. It but it's also clear to me that there's no way given the current information as we have John that they'll be conviction in the Senate and removal move from office so given that I've been among those who said let's consider in both chambers a censure of the president for inappropriate behavior take make it a win for the Democrats and move on to issues like healthcare job creation climate. Change Gun control where the Democrats can and have won support rather than endlessly focusing on something that will end up with a victory for trump him. Stay in office. I've said that to Nancy Pelosi said why. Can't we pass the trade agreement between Canada Mexico. United States a lot tens of thousands of new jobs for our country. Now you're right John. You close advisor always to mayor Bloomberg If if you're sitting there and you have his ear one of the three most important issues that you would want him to concentrate on well. I really the issues. He has been focusing on. which is he's focused on climate given his role as the ambassador the special representative of of the secretary? General and point guns certainly he has had great success. They'll say anti gun violence legislation of the state legislatures. I I would also tell him to focus on education When he was a leader in New York he's Health brought a medical school and run Johns. Johns Hopkins provided enormous amounts of scholarship aid. There and I think ultimately he needs to tell the story of how he's created thousands thousands of jobs and we need to do as a country to reduce income inequality because we have very high employment with the gap between between the rich and poor has gotten greater and I think people really require opportunities that give them a chance to close that gap doug last last question. The Republicans and Donald Trump says economy's great. The black people are doing better than ever. The Asians are doing better in Hispanic to doing better than ever. Why make a change? Well I think there have been certainly vibe by John Polarization Zeh should've division in our country. That rather than bringing groups together has been in what group against other. I think that's been harmful. I think 'cause I would say okay. We have Had A tax bill that emphasize corporations of the rich over ordinary working people and I think we need to do more to reduce induce. He'd covered equality the issues. I mentioned before jobs. Healthcare education of gun violence I think we needed agenda agenda that says Yes to change rather than at every juncture saying no so. It's not like I'm sitting here saying the economy hasn't been better but I think there's it's a lot more to do with to have a job creator. Centrist somebody who brings the people together like Bloomberg with a unique record of accomplishment. I think that makes David arguably old candidates for the presidency.
