But as komo's Ryan Harris tells us, the people behind the new reports say it's hard to tell if part of it is more people willing to call police that report from the Seattle city auditor shows hate crimes and incidents with a racial bias up four hundred twenty seven percent since two thousand twelve with assaults leading the way the majority of those aimed at black people, but they say immigrants homeless and even disabled people are often targets to only a third of those cases are prosecuted with a lot fewer that end with convictions. Seattle police Lieutenant Michael Kevin tells a city council committee cases are often assigned based on solvability and whether victims are willing to help jurisprudence requires us to make sure we have the elements of the crime. We can't just send everything over that would be subjecting someone to prosecution. We can't be in that situation. So we have to have solid cases. That are winnable. New ordinance seeks to change the standards for prosecu-. So that they can still get convictions for the underlying crime. Even if they can't prove the bias factor. Let's say a a woman who is raped or a victim of incest, or when the woman's life isn't danger, and in this law, a doctor who provides an abortion gets ninety nine years in prison, if convicted now that no exception rule was the subject of a judiciary. Committee meeting in the Senate last week there in Alabama and Montgomery, and that meeting basically erupted the entire Senate. In fact, erupted in chaos because the judiciary committee asked for exceptions in the case of incest or in the case of rape. And the Lieutenant governor who's the chair of the Senate will Ainsworth basically sort of bulldog this vote through that said, okay, we're voting down those suggested amendments judiciary committee and on we go. And that that's when it all broke out. I mean, that's when people just started yelling. There was a lot of. Hey, you can't do that. And eventually last week the Alabama Senate was journ and there wasn't a decision. And so Rick. That's what brought us to today. So my sense is there will be obviously some challenges to this as written in probably going all the way up to the supreme court. And that's exactly why this is happening. Not just in Alabama. But in Georgia in Ohio and in Kentucky in. All these states. This proposed are these laws have been passed the so-called heartbe laws or these new abortion restrictions? A with the idea that this will go through the court system and wind up in a newly conservative supreme court where you have a Justice Brad Kavanagh who says he is pretty much vowed to a right to life. He's a devout Catholic. And he says he you know, he talks about the sanctity of life. And that's one of the things that they're trying to do more of across the country in all cells zones and all companies is to get these. These rather jarring alerts that come on the phone. I mean, if you're not expecting it. If you have no idea that this is coming. It will scare you right through your seatbelts. It's it's it's it's pretty jarring. And they hold. That's exactly what happens if people. Find me so jarring that they immediately take action and these texts and rather these apps these warning apps they're hoping that they eventually will replace sirens.
