I talked to my guy in the background. So but I wanted to welcome you guys back. I was doing some research and my producers really been helping me do this because I hear people complaining about redlining. And I'm going to be honest with you, I don't understand redlining as much, but I do understand if the left is saying that it's racist is probably not and they're making an excuse. Some of what I've read and understood from redlining, you know, it's weird to me because I need to understand it a little more and I think when I research it over the weekend, I'll get a good understanding. The baseline of what I'm seeing is that they're Corning off areas and isolating black people in certain geographical locations. And the thing is is that I just have to say this. It's like, why is it an excuse that when you put black people in one area, it turns into dust and people act like that's the government's fault. It's like, well, they made all the black people living in this one area, and it's poor, and it doesn't have resources. It's like, well, wait a minute, to me, that sounds worse. It sounds like if you put black people in one area, they don't know how to sustain themselves. That's what it sound like to me. They sound like to me that because black people are poor, they can't clean up after themselves. They can't clean their own house. They can clean the streets. They can not kill each other. It's like, what are you actually saying? But I'm going to do more research on the red line thing because I want to understand people use it all the time. And I know that there's an argument on both sides, right? I can bring somebody on here that I swear before God that red line was the problem was the cost of all the problems that black people would go through in America and I could bring somebody on and say, red line is a complete myth.

"Every year in the NFL Draft, there's hundreds of kids that lives are being changed forever and they become millionaires. And if they manage their money right, they can turn that flip that money, flip that notoriety into doing something better. Football is probably one of those the most incredible opportunities for black people. And a man getting hit in the chest and a freak accident that's violence against black people on the football field. It's a stupidest thing I've ever heard. Almost everybody on the field is black. And I'll tell you what, thanks to our ancestors, we just have an advantage. I'm just telling you, we have an advantage. I just have an advantage. Some of my wife friends had no nowhere near the athleticism of my head. Was it their fault? They worked just as hard as I did. No, it's genetically, we have an advantage. And instead of black people like this fool coming out and exploring those advantages and speaking life to the great opportunity that Hamlin had, look at the support that he had. You know, it just reminds me how stupid people really are. And I use that word because I'm frustrated at the way people act. You talking about a man that collapses on the field. Who's the people after doing CPR on them? Black and white. I saw nothing but white people doing CPR on them. Now I know it's their job, but they're still white. Clearly they didn't do a poor job. They did the best they can to save his life. He got transported to a hospital, they did the best they could to save his life and I guarantee the doctor then white.

Let's talk about the issues about the people fighting for those issues in in order to get people engaged before they're off outta high school and maybe no longer thinking about also why like Voter registration through department vehicle. So when people get their license they're already registered so they're getting the campaign mailings hopefully. They're getting the campaign mailings even if your able to vote. Yeah automatic registration. I don't know why that's that such a thing that that the gop is opposed to because it just makes so much sense An anonymous attendee. senator merkley when you talk to gop senators privately. Are there any a privately. Who agree with you on the for the people act but won't support it publicly because of fear of mcconnell where they're voting base so i i think about for example. We had fifty nine votes twice. We couldn't get that sixtieth. Not one senator would break ranks with their party. Even told us privately. They agreed with the principal. And that shows you the pressure with mitch mcconnell sane look this money works to our benefit and we care about winning so don't touch it. Don't disclose it. Our donors not want to have people know who they are They want to exercise their power their manipulation in complete animated right. There's so many questions that we're not going to get to that are really good questions But i want to be mindful of your time So i think i want to end on a personal note frito I'd love to know how it feels going to work everyday. Is it hard with what's happening right now in our country so well you know take a breath because i feel like so often we expect our elected officials to be not human and for this to not be really impactful on on their wellbeing in their hearts and their souls but the five years that we've had been really difficult for me and i'm not going to work every day in that building so tell me tell me how you are. I can tell you that. Last year i was up for election and i wrestled with whether i should run for election again. Because the senate is so broken so dysfunctional. There's other things you can do with your life. i come from oregon. It's a long commute every week to go to oregon Many times i think about the state legislature being far more functional as it wasn't organized just be part of the state legislature and excite. You know. I've got to run in order to take one additional. Try of everything. I can to fix the senate and so it's that mission that gets me up every day and then i save my soul by going back to oregon every weekend. I accept that is a horrendous interns of my climate footprint. My carbon footprint. I apologize to everyone for that But it keeps me in this battle. And the i have seen a huge transition in terms of my fellow. Senators seen that it is. It is time to change the system. I wish we had fifty three votes right now. Not not fifty even because that makes it very hard But it does make us listen to each. And every senator among fifty and again i want to note that Mike my colleagues of joe mansion and kristen cinema their idea that this should be bipartisan discussion. And it should be supporting bipartisan. To protect the values is right. But i hope that if ultimately that fails will all be able to come together to defend the constitution and in these rights but being at that fifty focuses to listen to everyone and take that into account so Yeah it's I tried to recharge my i. The other thing i've done this is really a focused on exercise. That has a lot. I recently Three weeks ago. Hope what gives meals yes. Well the fact that We are still in this battle we have. We have not lost. A people said well. Aren't you disgraced after losing. Yesterday we did. Yesterday the goal was to have fifty senators. United ought to make a statement about principle. We made that statement. Yeah we didn't get the bill on the floor but that is a step towards the next step which is to come back and make one more effort to get the republican somewhere. We are not giving up. And i can tell you i've been involved in. So many fights took just coming back time and time again. I think about how i i went the state legislature and took on payday loan industry and the payday loan is through is charging five hundred percent interest rates so in two years and low income individuals who took out a thousand dollars. Twenty five thousand dollars in their sucked into a vortex of death. They never recover from a one year. Later it's one hundred twenty five thousand. I mean these just outrageous outrageous usery. Well it took me nine years to win that battle. And i couldn't win it until i became speaker but i persisted and persistent resisted and then when there was the moment we seized while right now we don't have nine years. We don't have two years. We don't have one year but the same philosophy is persist persists persist elizabeth. Warren made that famous. When mcconnell said her problem she persists and we were like. Yeah she does. That's what we have to do in restaurants america and inside the building we have to persist and then when that moment of opportunity comes we season and on this bill. We have to.

Thank you for all your hard work on this. I really wanna talk about the for the people act and what happened this week but i think to get there. Can you first tell us about your thoughts on the state of democracy in america today and why we actually need a for the people act. You bet i think in every republic you you have a tension between government Directed by the people through the ballot box in their elected representatives and a group of very powerful privileged individuals who hate that idea and so they wanna use all the mechanisms of power to control where the nation goes that means reams of lawyers at means it huge numbers of lobbyists that the drug industry alone has three lobbyists in dc for every single member of congress it means me campaigns to shape the vision of where we go at it means using every tool. They have to influence elections. So that's where we come down to really the heart of this battle and what we have is basically state government saying let's return to pre nineteen sixty five and put laws in place that make it very hard for targeted communities to vote. Let's make it hard for black. Americans of communities of color college students tribal members to vote. Now that is really unethical. It's racist it takes us deep into the past and they're defending it in the same way. Jim crow has defended which was rights but the states. Do what they want even if it violates fundamental democratic or human values. So we're in big trouble. And one of the tool sues gerrymandering. Gerrymandering is drawing district's to favor one party over the other and that results in a complete assault on equal representation and a lotta cynicism about the validity of representation. A second tool is money so billionaires inc's can run money through a whole series shell groups and then basically do those incredible amounts of attack ads that we all see on the receiving end. It's china drown out the voice of the people with this huge flood of dark a corporate money. And then you have these direct attacks on people voting and the the theory is this limit voting to election day because on election day. It's very easy to make it hard for people to vote reduce the number of precincts in targeted communities. You understand them. You move their location every two years. We put them where there's no parking you cut the hours in the evening. All of these and you put out misinformation about about whether locations are when the vote is being held one of the most diabolical things i saw was a strategy of putting out Social media. Sorry you missed the vote week when the vote was actually the coming on tuesday and so the remedy that is early voting remedy vote by mail. Which is why. President trump hated vote by mail. Because i want to use these instruments of manipulation for the powerful. So we're in big trouble and this act before the people that addresses each and every one of these provisions restore the integrity of elections and the power of the people in america. How did we get here. You know I kind of pinch myself and say is this really happening. But my i'll tell you my theory on this often interpretations but what trump did in his campaign and in his four years in office was make things acceptable as strategies whether it was white supremacists. demonstrations Attacking a black american demonstrations it basically pin people against each other Based saying that Immigrants who commit crimes that at a lower rate than people born in america are all rapists and murderers now words basically creating a significant commission on about attacking people of color and their rights. I think trump took us back to pre nineteen sixty five. And so your theory is that you think that that our elected officials feel emboldened because of trump's strategy and tactics yes and a piece of the added which was very big piece was to say. Hey this last election was won by him and so therefore state legislatures go out and do these things Because hey there were fake. Vote by mail ballots There were fake early voting and all of that has been investigated and it's untrue but it is to create the facade argument feet of saint. No we're not trying to be racist. Were just trying to increase the integrity of elections And so it's it's It's kind of diabolical But but that big lie as reverberated. Through what trump called trump media the radio stations the right channels the social media That convinces a lot of people. Oh yeah hey we. We need this form of action or that form of action counter. What trump was describing. Even though what trump was describing is ally. Let's talk about solutions. How does that the act solve these problems. Well let's start with gerrymandering piece. It creates independent commissions across the country equally divided between democrats republicans and independents little bit for the listeners. Yeah you bet. So with every ten years where we have a census You have to decide how to how to split up your your state into districts of of equal size so that you have maybe five members of congress. You need five districts and the way you draw. Those should not favor one party over the other. Favoring one party over the other is gerrymander and so If if you basically have independent commissions it's very effective and saying hey you got reach agreement The dis venice after reach agreement. About what is a fair of boundaries for these districts therefore auditions. Don't don't choose their voters. Voters choose their politicians As.

The first congressional bill for this congress would overhaul elections and would require states like texas. While probably allstate's offer automatic and same day voter registration they would have to drop their tight eligibility requirements for voting by mail and then there's another voting rights act this john lewis voting rights advancement act. Under federal oversight like preemptively so election laws could not go into effect before the federal government ensured that they wouldn't undermine the voting rights of people of color. Mansion favors the Hr ones of early voting and ban on partisan gerrymandering but he also wants federally mandated voter idea requirements. He wants greater flexibility for state officials to remove voters from voter rolls. Like those are things kind of appeal. The republican side. The problem isn't that it appeals to left or right the problem is that this is a federal elections law. And i'm not down with that but they do explain that only. There's already a dozen states. That don't require ideas for most voters. So this would actually be stricter in that way..

Which is positive and so i expect that my hopeful view of things is that that would be the case in twenty twenty four as well but i am going to. I'm going to nature. At least we close at least partly optimistic nowhere. I believe that donald trump will not be the twenty twenty four nominee. I think that just after after january six. I just think it's not very likely i'm going to say there's like seventy percent chance. He's not the nominee. Anything could happen. Certainly i was. I was saying the same thing in twenty sixteen. But i really do not think he's gonna end up being the that. The republican party will slowly but surely right the ship. And we're not going to be. We're not going to have some horrible crisis. Is that in our big tent for a long time. There have been the classical conservatives. Libertarians like myself who had enough close relationships. Either because of religiosity again me or for other kinds of social reasons with your more traditional conservatives and your social conservatives in that was the republican coalition now. I think what happened is slowly but surely we just didn't recognize it. And i'll i'll i will be honest as the next person to say i did not see this. Although in retrospect i think it's easier to kind of To do an autopsy on mature right. We have seen populism come in. I think especially kind of a white nationalist populism i. I'm just going to be blunt or at least even if it's not overtly in that Vein it is in a Kind of a dog whistle way a of a of a populist which is a combination that i think is unique and i think that's something if trump is going to be go down in history as having any kind of insight. I think it was recognizing that that was a big beat piece of the republican party in a way that many of us had not recognized. And so here we see this these polls coming out here at cpac and i think this kind of coin toss position between the trump. Which is this populist view. I think in a positive way versus myself and others and and this is the turning point. And i think the question is going to be over. The next few years is we determined. That next candidate is. This is going to be the republican party Of the future. You know. I think it's telling that trump came to see pack and i think it's also telling that he came out and argued that. Hey you know that everything was fake news about me. Starting my own party. And i don't think that was all fake news. I think that was donald trump trying to decide where he had the best chance. And i think the fact that he shows up at cpac is an indication that he still has hope or he views himself as having still hope and the republican party because if we know anything trump does not care about blowing things up so if you thought that starting a party would be the best path or he would have started party. Yeah so he comes to cpac because either based on his gut or some kind of data that we don't have access to he thinks this is the way forward..

In our system they're responsible to their constituency and because they're responsible to constituency those individuals who fall in that mice because that's what's going to get some elect reelected right because again we we mentioned earlier in the show that that's the primary. Neil so you were mentioning kind of your prediction for the For the filibuster to change. Do you think that's likely if you simultaneously think it's likely the mansion would swell flip parties. Yeah that's a great question. And i think it's more likely that mansion will agree to like i said a limited change to the filibuster where will so allow them to keep his word on that but again. I think that we have to consider the possibility that it just makes more sense for him politically especially if wants one more term. Which which everything. I've heard suggests that he wants to at least one more term to say you know what. Even if i modified it i would take too much flack and maybe it's just going to be easier for me to become a republican and again for a lot of people that seems like oh that would do but the fact that the governor of west virginia just did that a few years ago. I don't disagree with your analysis on the sense that the more disclosure is not going to be the thing that the average voter is using vote. But i think that one of the ways that we see less informed. The average voter vote is through cues from more informed individuals least. That's the traditional model. Mike and so i think that if junkies like us and others can pay attention to that that might then filter down into cues for voters the way we see other kinds of juice filtered down for voters so i don't disagree with your analysis. Guess would be modified in some way to disallow the filibuster for voting rights issues. Maybe or some other things. But i think for voting rights issues. They're really ties into the sort of message. We've been hearing. And the actual history is that the filibuster does have that kind of jim. Crow legacy and you look back in the fifties and the sixties kind of like that that area where that's where the filibuster was almost exclusively used to defeat civil rights legislation. And so i think that's going to be the more moderate route and also that allows joe mansion to keep his promise to say i will never abolished filibuster and just say well. He was modified. And so i think that happens. That allows a number of these things to go through. And and i think that that also means that the the process becomes more small d democratic. Because what these things tend to do is they will tend to expand the electorate and expand the electorate probably in a way that is going to give a short term benefit to democrats. But here's i think the larger point is that. I think that this actually makes a lot of sense for republicans in the long run to because if you look at state legislatures especially republican controlled state legislatures across the country. There are a flurry of bills that are working to make voting more difficult and arizona. Yeah arizona georgia one. There are a whole bunch of the reasons are understandable. It seems to me the dominant. Republican strategy is well. Who are the people who elected us. Let's make sure let's concentrate on that ever-shrinking segment of the electorate and if we make more difficult for people who don't vote for us to vote we will stay in power and that's going to work for a certain period of time but eventually that's going to stop working and the problem is that prevents the republican party. I think from becoming more of a party of ideas and party that can more. Broadly appeal to folks who are outside the traditional shrinking. White person coalition. Can i ask you a question about the cove in here because one of the things i've wondered about is it feels to me that we've kind of had this experiment in with direct payments with an idea of a reverse income tax. Know kind of rolling that into a singular kind of okay with this idea of direct shacks but move them away from a targeted income but rather targeted on tax returns throughout the year. I think democrats could do better on i. It was a little baffling to me. That this is how they want to spend the money and we didn't talk in any of that abou- say the infrastructure bill. But i'm but you're right. I think one of the things the democrats are going to have to recognize in that. I mentioned this earlier. And that is when you're the party who's not in power it's really easy to get complacent and thinking that you have uniformity on your team right. And i think that's one of the things that maybe was problematic for republicans. And i think it was pumped problematic for me. When we opposed a lot of the policies of the obama administration. There was a thought that we were still on the same ideological page. Then trump comes on the scene and clearly. It's not and you find yourself being in a weird position like myself but now democrats are going to have to face the same issue and the other thing that you have to talk about and you talk about kind of momentum. I'd like to talk about an in terms of political capital in even if you don't think you can spend so much There's there's a point where you don't have the political capital and will get a further issues done and you're already shooting one of your abilities to pass a bill without having to worry about a filibuster. I i agree with you wholeheartedly. That i think that this bill could have been tuned. Much smaller still met the promises of biden but allowed to have some additional momentum to do things i think would would have been probably more beneficial and i also think that there are. There may be some democrats who feel like this is our one by the apple and we'd better make sure who knows if we're gonna be able to get something else through because of course what can go through are not under reconciliation. You've been on the hill all week and it's pretty much been all is on the covid relief package for very good reason. But that's well on. Its way to becoming law. The democrats are looking good for getting. It passed before the march fourteenth deadline. That they're worried about well. We were all looking at the covid relief. Bill what else did we miss the senate. This week has largely been focused on president. Joe biden one point nine trillion dollar stimulus bill but the house passed two other bills. That people should know about those being the house passing the for the people act which would provide sweeping reforms to protect voter rights and then they also passed. The george floyd justice and policing acts but should usher in a series of police reform measures in the wake of national uprising. Saw summer and protest against police brutality and we saw a lot of support for police reform over the summer and this is also not the first time that the democrats have passed this bill. Isn't that right. Yeah so the. George floyd in policing act was actually passed last year. But senate minority leader mitch mcconnell. Who was the majority leader at the time. Didn't bring it to the floor. And since then we have actually seen support for. Police increased quite a bit in recent months so now that the democrats have a majority in the senate. It's a very slim one. Literally one person vice president khama harris there. Are they gonna be able to get this. Bill passed because this is not a reconciliation bill. They're going to need a two thirds majority for this to become law or at least they're going to need sixty votes to get passed a filibuster rate so are any republicans going to get on board. Yes they would need to have ten republicans. Join all fifty democrats in order for this to pass. But republicans have specifically taking issue with the qualified immunity provisions and the qualified immunity provision is a legal doctrine that showed police officers from being held personally liable in civil court. So republicans are arguing. That people will sue police officers. Try to take legal action against them if they simply disagree with being arrested or something else so. Republicans are arguing. That police officers will no longer be protected and that that is unfair for first responders law enforcement officials but how democrats feel about taking that provision out of the amenable to that kind of a compromise. You know i don't think so. There might be some movement with some of the moderates on in the senate side but progressives like cory booker who has really been the point person for democrats when it comes to policing hasn't been hasn't been wanting to budge on this. So i don't think democrats would be willing to take it out of the bill and for those of us who just absolutely love political fine print. There was also a campaign finance reform. Bill passed in the house this week was there not that is correct so the house also passed the four of the people act. And that's going to look at expanding. The voting poll and seeking to increase. Voter turnout by expanding. Early voting lessening identification requirements allowing same day registration and. It's also going to fight against gerrymandering. Boy this sounds like it is in direct contrast with a case that we are seeing in front of the supreme court this very week. So what do you think is the campaign finance and voter reform. Bill gonna make it through the senate. It faces a lot of the same issues. In the with democrats needing ten senate republicans joining them to break. Gop filibuster and for this act a lot of senate. Republicans dislike it and have actually called terrible. Senate majority senate minority leader mitch. Mcconnell has taken a particular dislike to it and one aspects that they dislike is that it will allow states to establish electronic voter registrations a permit voters to actually register on election day and republicans. Say that it's gonna make verification harder and may lead to an increase voter fraud
