"I'm Paul Cross. All right. Paula is eight. Oh, nine. I'm Scott Inez Orlando's Morning News on Wdbo 173 FM and am 5 80. We think it's important to stay connected to our central Florida community. So we invited Scott. How it on the show this morning. Scott is the chief communications officer for Orange County Public schools and Scott. Thanks for your time this morning. Good morning. Good morning, Scott. How are you? I'm good. Thank you. I we just got this open Mike here, and I think it kind of sums up all of our thoughts right now. Listen to this. Is there anything going on? Besides Covid? Can we talk about something else? This is getting old. Yeah, and I know you feel the same way. Scott. It's getting real old. But obviously the numbers are going the other way. So we got to talk about it. And here we are. About a week week and a half into the school year in Orange County. Where is the county right now, In terms of the numbers of kids staff either under quarantine or confirmed positive cases here, Scott Scott. Thanks for having me on. I'd be happy to talk about anything else. We have a lot of great things going on in our schools. But I know that the subject of the day is, uh, is covid and what's happening in our schools. We have a We have 1281 confirmed cases on our campus is going back to the first day of school, of course, is the ninth day of the school year for us. So, um, is it concerning? Yes. Is it surprising? No, not not where we are with the delta variant. What's happening within our community? Yeah, And I asked this question of the Osceola superintendent earlier this morning. Are we going to be able to knowing the numbers and where they are right now, and I realized That it's a minuscule percentage. But it's only a week into school here and I realize you have over 200,000 kids in the school system in Orange County, one of the largest in the nation, but I'm looking at this thing going, okay? Are are we going to be able to have a full school year with with the kids face to face learning? We're going to be able to have a full school year here. Well, Scott, we certainly hope so. I think, um, you know, the key is really, uh, you know, we have 205 schools. We have 100 or 1118 active quarantines along with those cases, But they are spread out over those 205 schools. And the concentration I think is going to be the key. And as we're monitoring that You know, we have 11 employees right now that are on an active quarantine on our dashboard. It's really about supervision of students. If we can maintain supervision and instructional continuity with our students, we can continue to move forward. With instruction in the classroom. Of course, we're practicing all of the pandemic. Precautions are adults are required to wear masks. Our Children are required to wear masks unless they have an opt out note from their parents. So we're doing all of the things we can do. And we certainly know that this is a different year because we're 100% back last year. This time we only had about 30% of our students who were face to face even in January at the height of the pandemic last school year, we only had half of the students we have today, so we're looking at numbers that are relative. When you're looking at the overall picture, but certainly having full capacity of 185,000, plus students that are that are face to face right now and growing each day. It's you know, these numbers are playing out similar to what we're seeing in the community. Orange County is one of those that you have that parental opt out in terms of the kids masking up. I don't know. Is there a way? Scott to gauge or percentage of the kids in Orange County. I know you have 200,000 kids. But is there a way to gauge how many kids are asked, actually masking up in schools, So we know how many have opted out. Our last report we had about 13,000 students whose parents opted them out of wearing the mask. That's about 7% of the of the total. We'll get another account today and see we assume that that number will grow. It's still a relatively small number. When you look at the number of schools and number of students we have You know, compliance were were relying on, um, on the school to remind students to to wear their masks and to keep their mask on when they're in class, unless they have an opt out, and you know, we're strongly encouraging parents not to opt their Children out, and I know the school board had a robust conversation yesterday. Around the mask, the masking issue and what that what options were available for them. And they'll be discussing that next week in executive session with their with our legal counsel, and also possibly at the school board meeting, although there's nothing official on the agenda at this time, and Scott here we are with high school football starting in the area some of the games last night, others tonight. Um, I mean, it just looks like you guys are going day by day, hour by hour, minute by minute here, huh? We are. I mean, we're following the data we're talking to are. The experts were trying to do whatever we can to keep our our students and our staff safe. Certainly. Football is starting. It is an outdoor event. Thank goodness and you know, we just hope and and and pray that our our families stay safe for athletes Stay safe. Our coaches stay safe. That everyone, um, practices those precautions even if they are outside to make sure that their social distancing whenever possible, and they're wearing masks whenever they can. So there are negotiations going on right now for this for a pandemic Relief bill, And there's a group of both Democrats and Republicans in both the Senate and the House. Who have come up with a covert 19 relief build about 900 billion, which would extend a lot of these benefits into April and They are. They were hoping to actually have a bill out yesterday, but they're running into a little trouble, um, reaching agreement on the bill. Couple different ones in particular. What What is the roadblock? I mean, is it the Republicans? What do they want in one of the Democrats demanding at this point? Well, the Republicans want liability protections in the bill. Um, basically, what they're looking for is if businesses follow all the safety protocols that they're supposed to follow in organizations as well. That there would be a pretty high bar for employees to sue those businesses organizations if they get the coronavirus when they're working. Democrats in general are resisting that, um the other thing that's going on his state and local aid aid to state and local governments. Democrats are very much in favor of that aid. Republicans are not totally opposed to it, but they but many of them are opposed to it because they don't want state governments, which they feel have mishandled their finances to get this pandemic money and use it to basically Make up for the their mismanagement of their finances. So those are the two issues right now. Is there a trade to be made here, though? It seems that you know, with the circumstances that we find the American people in many people are really Really hurting unemployment benefits, etcetera, etcetera that they could come to a deal and is in advance or a nest elation or an improvement of unemployment benefits part of this package. Yes. Yes, it is. It's part of this package. Um $300 in it additional unemployment benefits in this package. There's also a package that Senate Majority leader Mitch McConnell has put out, which is, um 500 billion package rather than 900 billion. It also has the unemployment benefits and various other benefits. The benefits are not extended quite as long in the McConnell bill, um and they should be able to reach an agreement. But you know they've been negotiating for months and months and months, and they were unable to reach an agreement. Before the election, and they should be able to reach one. Now they should, but but it's not clear that they will Is the direct our our direct payments included in this package like the 1200 bucks that most Americans got last time. No, no Direct payments were not included in either package. Um, at this point, and they probably won't get in. There are some Senators and Congress. Congress people who would like to get them in, obviously, um, but it it they would add. I think it's a two least something like 300 billion to the cost. So there's little chance they would get him. It will fall in there a little over $500 billion still left over from the last relief package that we haven't is that 500 included in the 900 that they're talking about. There is money left over. I'm not sure that's all the way up to 500 billion. I think it's less than that. But you know, but both of these proposals would would use that money. Uh, that that's left over. On dad. As a result, they would not cost as much as you know the full 900 billion price tag or 500 billion price tag. They would, they would cost less. Well, if they give it up on the idea of a budget, I mean, it was last time we passed a budget. Well, they're trying. That's the other thing. There are separate negotiations going on for the budget for the spending bill, Um, for the another fiscal year has already began. It began October 1st. But they still haven't passed the spending package for this for this year. And so there it's 12 different bills. Um and the Senate and House are trying to reach agreement. On those bills, and, um, they have today They are expected the House today. The House of Representatives is expected to put out a temporary spending bill today that would last until a week from Friday. Give them more time to try to reach agreement on this boy. Don't I keep it all straight to just crazy people up there, and you're the same one in the middle of all of it. We appreciate your time this morning. Enjoy your work it CQ roll call. How much money do we have Left over for entertainment, honey? Oh, well, let's see, We got the grocery bill like I did in 12 pots. You had a cold, but it's gotta be balanced. Oh, what do we do now, if you had to have a balanced budget Bye Bye. Law and this pandemic it What would you do then? Make the tough decisions that they don't have the guts to make on a regular day. Yeah, I know. But you know, we're the biggest pots of money. The biggest pots of money or military, right? You know, I mean, I don't know many that that that's the one thing that would really be a extreme problem. If you had some time for an emergency, and in that law, they probably have to have a national emergency declared before they could break that budget, and maybe that's the way to get around it.
