They also announced today on January second that the acting deputy Defense Secretary is going to be needed Norquist writing out his current job before this announcement was comptroller. So I think that is kind of an interesting pairing. Because traditionally I think they've normally had more of someone that is concerned about aquisition type of thing. And then another person who was more concerned about operations, but with this pairing. There isn't really anyone that is well versed in military operations. So to me that seems like a lot more of that will be devoted to the joint chiefs in the national Security Council. She's a member one of the number to the Pentagon or not both does made his acting. Is there any sense of when the president intends to nominate someone to be the next secretary? Defense Africom, nominate someone for confirmation. I mean, that's a very important point. We don't know how long passionate handsomeness Dana's job. And there's there's a decent chance that he could basically go back to being deputy Defense Secretary. If somebody else's appointed, however, Trump over the Christmas break that make it did make a point that while he was visiting troops in Iraq that Shanahan could be in that job for a long time. "So that there will be consistent and sustained competition with no winner takes all which is something that a defense contractor with definitely prefer. But. You know, he doesn't want to give him that. Because then they've got the power over the government. It's work too. Not be as responsive as perhaps the government would like so. Shannon's goal is to is to do those sorts of things. But I mean, we've seen this narrative pop up that every single time decision is going to affect going. You'll be interesting to see you know, what the reaction's going to be about that. Because it's not just Casey Forty-six. That's the first thing that, you know, the first thing that's coming out is whether or not the air force is going to take this aircraft. Even though that their concerns about particular aspects of especially the remote, visions of some. They're still the there's reports that the F fifteen will be brought back into production. You know, how that will be interpreted? And then, you know. In the far term. You've got a big decisions like ground based strategic deterrent which Boeing is one of the two competitors with Northrop Grumman for that very large contract. So these are all things that chance going to have to. This going to be hung on Shanahan throughout his tenure in this job. I. Lee Steve just painted a pretty reassuring picture that the Pentagon is still under solid stewardship. But secretary Mattis was known for his willingness to quietly, but President Trump when I say buck and argue with them and try to convince him to to you know, to change certain decisions or certain thinking in policies and was known to be pretty good at that as patching ahead going to be able to stand up for Donald Trump and say, no, that's not the right thing to do. I think passionate here and will soon to President Trump. But I think he'll do it in a quieter manner his demeanor. He's not as you cross of as Mattis at least publicly. So I think he will still advocate for the department and what he believes is right? But all of the different strategy. I also if you if you go back stork lay there are different models for secretary defense that. You know, Jim bad is comes from a particular. The very experienced national security in this case. Probably since James forrestal. Nobody has been more experienced in that in that job from national security is an operational standpoint. But there's been other sort of moles for that there's been this sort of policy wonk, you know, like, Richard Perry or Nash Carter. And there's been the industrial. You know people. I mean, you could you can name Charles Wilson, you came from General Motors. I forget the guy's. I was Ryan McNeil the nineteen fifties came from Procter and gamble. Back merit. But he he actually did serve in the military under Curtis LeMay too. But yes, he came from Ford. And so, you know, you don't I mean there are different models for what what makes the secretary defense. Sometimes you you tend to see when the White House wants to control national security policy from the White House and the national Security Council, they bring in more a policy long somebody who's there to oversee the bureaucracy and the organization leaving the military part of it to the joint chiefs and the national Security Council and national security policy to the national security to national Security Council. Of which secretary different defenses or number. So you know, there's. There's. Now patch and also he does come from a from from a background as a program manager for going. "They d and the air force are having a meeting to determine who is going to sign the paperwork for the KC Forty-six agreement whether that will be air force secretary Heather Wilson or the head of Pentagon acquisition, Ellen Lord. That's just an example of one small problem that. The Pentagon means to rectify with secretary chigney hand and has been role. Steve we were talking earlier before we started recording. There's been some talk about hey, the Boeing's got its guy in the Pentagon now. And you're saying you really don't think that's very fair. Well, I mean, it's it's a fair question to ask in general sense. I mean, the guy been at the only thirty one years thirty one years and now he's leading the Pentagon. It's true that he's recused himself of any decisions involving Boeing, however as secretary defense, there's a lot of decisions he's going to make that an impact going in some way, you would think also the people that he's put in positions. So it's important to keep watch of that. And hey, I mean like I said, I'm pretty old. So I remember covering Darlene Drouin, and that that story and how that unfolded for those who don't know she was the number two official at the in the air force, and she had built up a reputation. We all thought we were scared of her. You know, the press she was. She had this very shit. His reputation for keeping contractors in line and whipping them into shape and screaming, and it turns out. Well, that was going on she was steering things to Boeing and in the criminal prosecution. She went to jail it was revealed that she accepted gifts from Boeing also steered got going to hire her daughter into physician. I think our daughter's husband could be wrong about that. And Mike Sears the chief financial officer upon his tied up. And so anyway, these things happen sometimes you can't -ticipant, and it's bizarre because everybody knows this is against the law. So you do have to keep watch on it. However, I mean, some of the things that have been said do their bit over the top. I mean, I've seen stories linking, you know. The three contracts that Boeing got last year. From the air force. And from the navy. To the fact that well now dip the deputy secretary of defense was used to work for going. And of course, while that's true. It's also true that Boeing underbid their competitors heavily, and that's a matter of public record. There's no denying that. And you know, they Boeing strategy was to accept pretty extreme financial risk of front in order to win contracts from established competitors for those for those contracts. They need new business in their defense of court folio. And so so that, you know, so there's a balance to this. You also my sense of patch a hand and even elven Lord is that. Their various student. They did give up huge. Financial packages at Boeing and for Eleanor Textron to come into the government. And they know where the bodies are very they they know the tricks that the contractors can play, and it seems to me that they've been pretty shrewd at at coming up with strategies to counter that a great example. I think came out a few weeks ago. When patch laid out his vision. For the future of an industrial base for this new thing of common or Atari glide vehicle for a hypersonic weapon. Nobody's ever made a glide vehicle before. So there has to be this whole new industrial invented for them. A lot happened at the Pentagon President Trump's suddenly announced that US troops would be leading Syria. Prompting Defense Secretary James Mattis to hand in his resignation effective February twenty eighth of two thousand nineteen. But no said Trump you need to leave now which led maddest to exit onto some of the thirty first he's been replaced on an acting basis by deputy Defense Secretary Pat Shanahan who before coming to the Pentagon in two thousand seventeen spent thirty one years at Boeing hair to help me understand all of what's going on. And where the bending on his heading our Aviation Week defense editor Steve Trimble and Pentagon editor Lee Hudson. Steve let's start with you. Because you've known Pat Shanahan for fifteen years cover them from fifteen years. Let's see like, I guess that means on. I remember. Meeting patch union and for the first time on the ramp at Boeing's rotorcraft factory in Philadelphia. Where they were doing the C H forty seven at that time as well. As now the twenty two and. And so I in various roles I felt his career ever since. And until he came to the Pentagon. But the thing about Pat, you know, if you've covered Boeing, I chance to cover going both on the commercial side and the military side, you know, that his background at Boeing was. He was the, you know, the corporate problem-solver starting out with the triple seven program in the nineteen ninety s as that program was dealing with a wing issue. He was the one that sort of credited for for fixing that problem. They moved to over to be the program manager for the seven five seven for a while. And then an interesting thing was going on in Philadelphia the time that's where they make the like I said this age forty seven b twenty two two thousand two thousand one was very bumpy time there. See forty seven was going through a number of Kirti bridge was behind schedule cost overruns and all those things be twenty two is also in a very perilous state in its in its history. And so what do they do? They brought in patching and turn the place around and. You know, he's widely credited for accomplishing that feat. And. Chinook and between two are still in production. Today, he moved onto Missile Defense Agency. Right after that, right. At the time that that program was dealing with a crisis with ground, based, of course, defense system also with suffering from scheduled delays. Cost overruns and technical problems. And. I'm not sure if I mean, he fixed everything that was going on there. But he was certainly, you You know. know, you did notice the things stop getting worse once he took over that program. From that. This is going into two thousand seven going into two thousand eight that's when the seven eight seven program, very famously fell apart, which at that time, I happen to be writing about it. And sure enough going brought in at Shanahan to fix that program to. And. Harbert harder to say what his impact on that program was because in fact, the bad things kept showing up on the seven eight seven program. Even after he got there. There were more scheduled delays. There were more. There were new technical. Design problems that they had to fix. It's not clear how much of that was built into the program and just popped up after he got there or stuff that he could have foreseen in fixed head of time it's impossible to know from the outside. But he was certainly always in that position. Whenever going had a problem. He was the guy they sent to to fix it. So now he's at the department of defense. He got. It was confirmed in July two thousand seventeen we we were at AFA. Leeann I when he gave a speech where he talked about how much he loved his new job. He said, I think there's quote was. It's like about taking this job as deputy secretary of defense is like leaving your girlfriend and finding the love of your life. And you know, so you get that sense that he really likes this job. Yes, that's right. And with his history of Boeing they're trying to figure out right now, the Pentagon how they're going to make acquisition decisions with Boeing related programs because when secretary Mattis was in office, he was the signing authority because secretary Shannon hand has had to refuse himself under his ethics agreement and actually today on January seconds..
