"Welcome back home on Pat, light radio with us now is Kristin Kristin. Thank you so much for joining us. And and first of all I want to say thank you for the incredible work you and your colleagues are doing to advocate for animals in Pennsylvania all across our country. So let's start by talking a little bit about twenty seventeen. And what successes we saw? I mean, I know being on social media. I saw time in and time out with this little dog named libra. Tell us about libra and the story and what happened with the stock. Yeah. And I am so excited to have the opportunity to talk with you as well. And just the mentioning of the Pennsylvania SPCA, and the humane lawn or sector of the work that they do they were actually are humane law enforcement team of big year this past year. So I just thought that was worth mentioning, and it's for the work that they do to ensure that are animals. Are protected from abuse and neglect. And so that's just really inspiring to me to hear that you have a background with that amazing organization, and they were an incredible advocacy partner with us on act ten of twenty seventeen dubbed Leib raise law and LeBron is law was the most significant strengthening of our animal cruelty laws in thirty years. This was his story landmark legislation that we had advocates across the state calling and emailing and using social media to contact their legislators and urge them to improve our animal cruelty and neglect loss that was all inspired by little LeBron the bug-eyed miracle who was founded a Lancaster county farm, and I love this story because it's really the hopefulness of animal advocacy, and when a good Samaritan. And came across LeBron. He had asked the farmer. What was wrong with him and the farmer replied, he didn't know he wasn't eating and then Dexter this. Good Samaritan said will I have him in the farmer said, I don't know why you'd want him. But yeah, you can take them have them. So it all started with one compassionate acts of kindness. You take this puppy. He then contacted officer gen Neil to his now, a humane officer with the Pennsylvania SPCA as well. And Jan contacted Janine at Speranza animal rescue and from there Janine contacted Dr prior who literally saved leap. You know, I think that the other side of this was the direct care and rescue that then led to the first day, I personally met LeBron was with Senator Richard Alloway who was the prime sponsor of Lee braced law and that day that we met him. The Senator looked at me and said, what legislation applies to this case that we don't have how could this happen? And and I said, you know, I offense felony torture an animal, and that we were one of only three states who didn't have that law. And that law should include the definition of starvation, which is exactly what had happened and the brace case so from their as law was born libra is law isn't just about what happened with this specific dog when you look at the statue overview, there's a lot of things that are included here. Can you talk to us a little bit about how it evolved and the other things that are included in this law? Yes. And no one would've. Believed that this was actually just over one year ago that this Bill was signed into law by governor wolf, and nobody would have predicted tremendous impact that this would have on animals in our state and the guardians who protect them. So there are five key components of this legislation and the first is mandatory forfeiture. So under previous law. Someone could be convicted of animal cruelty and have that same animal. Abused return to them under this new law. Mandatory forfeiture requires that upon felony convictions that that animal beep or fitted to an animal shelter this second component, which is really important because we are getting into the winter months, and it's a statewide anti tethering legislation. So for the first time in our state history. We have a law that prevents twenty four. Seven chaining of docs, the third component is simple unity or are. Veterinarians and our humane police officers, which is huge news because we should be protecting those who are protecting our animals, and then the final component of this legislation is there's two pieces. Really the next component. Is that our cruelty laws are now no longer specific? So originally this was added protection for horses because under our old cruelty laws misdemeanor charges applied to dogs and cats. But now our cruelty laws it is based on oddly injury to the animal. So it does not matter. If it is the smallest animal to the largest animal it is not species based it is based on bodily injury. And that is a major significant change in our cruelty, boss. And then finally was Senator Richard always LeBron. Law which increase penalties or heinous animal abuse wonderful. Yeah. You know, one of the things that really hit home with me that you were just talking about with something that I really lived breathed every day in the shelter environment was the forfeiture. I mean, the number of animals that were held under quote, unquote, protective custody within the shelter environment. While I was at the Pennsylvania SPCA was just heartbreaking. And and for people who might in these cases, what happens is these animals are really the victim of the abuse or neglect, and they're also the evidence, so when they come into a shelter if the owner is not willing to immediately forfeit ownership or surrender that pet to the shelter. The shelter is then responsible for housing and caring for these animals at their expense with potentially the hope of getting restitution down the line. But you know, we all know that's not easy and someone's going to do that work, but these animals are sitting in cages and a shelter environment. And with cases that are maybe a little less in the public. I some foster arrangements can be made. But typically it's pretty strict that these animals have to stay within the shelter under someone's watchful eye ensuring that they're safe, and it's just it's went into a central being. It's just not fair. So this is a really big deal. It's something that I like, you said just believe this historic. And it's just makes me smile. It makes you happy. Yeah. And we were the most improved state in our humane state rankings based on the animal legal defense fund, the humane society of the United States ranking reports, and that was really exciting to see that Pennsylvania is a leader has become a leader in our humane laws, and and how we're building a more humane, Pennsylvania. And it's something that a lot of people. I think a lot of people think Pennsylvania, they think Lancaster, they think puppy. They think oh gosh. So to hear that we're actually are now being seen as a leader in the animal welfare space is really exciting. And and it just shows that, you know, people like you the impact that you're having and the good work that you're doing is really making a difference in the lives of all these animals. The other really cool thing about LeBron's law that it just makes me smile to is the civil immunity for veterenarians because I know my husband's a veterinarian he owns that Mary hospital, and and there's been plenty of times, and I've seen it at the shelter. But there's been plenty of times where there's something. I think a little questionable comes in. And you start wondering, you know, should I report this doing our report it, and I think, you know, not with my husband, of course. But I think there are Marion's and people who work in that field who sometimes I'm like, well, you know, they've been a client for a long time. Maybe they just don't know like they're worried. They're worried about the repercussions this immunity is a big deal as well. It is. And and that is also you had mentioned to the efforts of the advocate based and people who are giving a voice to these issues, and I'm really inspired to by the advocates in our shelters and rescues across the state, and and our humane legislators who have really worked together in a bipartisan way to help the animals of Pennsylvania. I think that one of the most interesting aspects of animal welfare is that you know, you have in this particular case, a Republican from a Gumri county working with democrat from Erie. In a nice bipartisan way. So it really shows you that this issue. You're the animal party really has. No, Artie, and we're all supportive of animal protection measures. Then that was something that I just thought was important dimension. And the invaluable leadership that our legislators have had and have stood with us to be a Boyce for the voiceless. Yeah. I know it's such an important point to call out, especially now in such decisive times that we're in divisive that we're in that when it comes to animals, and the unconditional love that they provide to us there really doesn't seem to be any major political affiliations when we're fighting for what's right for animals. So so, yeah, I think that's really important to call out. So right now, we're gonna take a quick short break here.
