"Interim final ruling on may nineteenth it says well you can now include owner compensation for small businesses for the PDP loan and you can amend an increase the loan amount that's good right you are here unless you've already received the loan so you're caught I I mean I'm not laughing you see but I mean this is the government to a tee the government doesn't do anything competently or right and and I understand you know Steve an awful lot of a stunning number of America's small businesses are one man bands or one woman bands or if you don't have a gender one person bands is yours a a relatively small business it is it is it is an hour received initial funding but it was not easy you could not include color compensation in that funding and of course it was limited to at that time I think seventy five percent had to be direct employee compensation and my loan request I only requested the direct end payment amount to employees do not include taxes and health insurance because I pay for the health insurance for all employees they're all covered completely and all right after the fifteen years I've been in business and so now they come out now see the ruling as our real plot go to the bank because the SBA and they all say well no you can't because you border see the funds if I would then why did you issue a ruling that says you can increase your loan amount and I'm in the loan amount but you can't use it for the owner cut because just so people understand how many people do you have working for you Steve I have five okay but but you're what you're the sixth person so you're the guy who runs the business so and I know about a ton I mean I personally know a ton of businesses that are one person and excavate walk in always and here she goes out and maybe occasionally they hire some help you know on on a you know add as needed basis but an awful lot of businesses in this country are one man bands as is said one man one woman or whatever but the point is if Congress is go ahead stay in business what's the money for your employees and you say but I am my only employee that means that those PPP loans really didn't help the smallest of the small businesses out there if if all you got was money to pay your employee but not enough to pay yourself and keep yourself going then what good did it do yeah I agree and my largest client is a is a retail store chain that closed in early March and they still have not opened so so you know I had to make compensated they haven't paid any invoices since February even though we can still continue to work in the background for them but they are officially closed the ads I just find it very frustrating that they issue a ruling on may nineteenth and I received a loan on may the fifth but because of our receipts alone what you can't amend it only people we have not yet received it can get this money and then since the whole program runs out at the end of this month we're only talking about another two weeks so anybody who is able to wait all the way to the middle of June and is only now getting their money they can amend their program that they like I said what when the government does anything they couldn't run a functioning popsicle stand in most circumstances Steve good luck I hope.

New York City beaches open for holiday weekend, no swimming allowed

"A few days at the beach is typically a no brainer for Memorial Day weekend needless to say it is a little bit more complicated this year some beaches are open some are restricting who can go others are restricting what you can do there here to tell us where new Yorkers and new Jerseyans can go to welcome the summer wireless socially distancing is WNYC's Karen Yi and the Jake often hearts of Gothamist Karen Jake hello hi David it it it there is still so much we don't know about cope with nineteen but many epidemiologists say that with social distancing precautions in place heading to the beach does not pose a large threat for people in low risk groups Cameron let's start with you governor Murphy said beaches would re open for the holiday weekend is that right yes that's right so Murphy has said if speech is re opened they need to limit the amount of people on the beach and enforced social distancing so it's really gonna be up to each municipality to decide how to do that and what parts of the beaches or boardwalks to re open so remember not all of the beach is closed during the pandemic some have already re opened and some remain partially close and it's equally as complicated in New York City right Jake governor Cuomo joined New Jersey Connecticut and Delaware to open up the beaches but mayor bill de Blasio technically won't open up city beaches that's right David New York City is fourteen miles on public beaches are technically close what that really means is the beaches are closed to swimming sports picnics many of the social things people go to the beach for but you can still walk sit on the beach or even dip your feet into the water up to your ankles the idea is to discourage nothing Yorkers from going to the beach so it's not over crowded what about beaches on Long Island to Jones beach the Hamptons these are very popular spots for new Yorkers or they could be an option many all island beaches will be open this weekend but they're not exactly rolling out the red carpet for us New York City residents several towns including East Hampton have plans to limit or entirely banned outsiders from their shores that's led to some regional contentions of Nassau County official had to walk back in down and out of towners on Nickerson beach after my colleague Sylvia Chang points out that beaches that receive federal funding must be open to the public the state run beaches like Robert Moses in Jones beach will be open to everyone but they're restricting capacity to fifty percent and governor Cuomo says people could be turned away from parking lot as early as ten AM single parking is always a problem and beaches in both states Karen tell us about the Jersey Shore is parking to be restricted even more than usual yes so again it's gonna come down to home rule it's New Jersey right so it's gonna be up to each town since sandy hook which is run by the National Park Service is limiting parking to fifty percent and so is island beach state park which is run by the state mayors have told me that they're gonna be announcing reminders on loudspeakers there's gonna be civilian ambassadors patrolling the boardwalk there's gonna be a lot of signage but really it's gonna have to come down to trust trust that people will do the right thing and act responsibly what Jake in New York City you have reported on members of the NYPD enforcing social distancing measures in physically aggressive ways in the subways and on city streets can new Yorkers expect a large police presence on the beaches what is the plan for monitoring resource can definitely expect to see a major law enforcement presence this weekend and why PDP stale has been up thirty percent they'll be joined by parks police and thousands of social distancing ambassadors similar to New Jersey if things get too crowded the mayor says they may even put up fencing literally barricading the beaches anyone who tries to swim will be ordered out well in New Jersey some mayors are concerned about not enough police presence on the beaches Cameron that what are you hearing I spoke two point pleasant beach mayor Paul Kenitra and he's very concerned about this so his speech is partially open not the boardwalk so this means that Jenkins beach is also gonna be close but the biggest problem for him and re opening everything is that he says he can't hire the seasonal officers who normally boost up as police force during the summer because all the training academies are closed so for the things that are open for the part of each that is open he says this weekend will be a test run for whether the precautions they've implemented will work we need to see how realistic it is to have our badge checkers wearing the mask and gloves and in hot weather we need to make sure that our lifeguards are able to you know the date people and do things appropriately with the set up that we have one up one down on the lifeguard stands in with the new half the filters for their resuscitation devices so the mayor said there's really no playbook for this I mean everybody is really trying out what works for their particular beach okay so if people can solve the puzzle of finding an open beach what happens when they get there will there be open public restrooms or boardwalk restaurants open for food pickup so curbside pickup is allowed for nonessential businesses take out is going to continue for restaurants a New Jersey recently allowed to go cocktails on the public restroom issue again that's going to depend on the town whether they decide to open those or how they apply limits to that the one thing that the state is encouraging is that everyone wear a mask right and it's the same thing in New York there will be some to go through the options available re sparked beaches are is open many of the vendors on Coney Island and they'll be some bathrooms and Porta potties starting this weekend and finally you keep in mind the water's going to be Difference Between a Maker and an Engineer in the Maker Movement

"Been this series of articles by a fellow who we've talked about on the show before Michael Mola's Hugh who's thankfully been around for quite a while and has not walked away like so many others have because they didn't get rich quick or something But he he's sticking to it and he's been writing a series of articles about the maker movement since make media went kind of bankrupt. They've re the make media folks have reinvented themselves into nonprofit and from what we hear Dale dougherty the guy who He didn't actually started. He started with The fellows O'Reilly Timaru Riley and Tim O'Reilly said ticket. And he got up and left and made his own little thing and and he and from what we hear. He has taken his own money and purchased from the holders. The people that owned the the properties to everything To get at the content and the titles and the names and things so supposedly Dale dougherty. Now Kinda owns it and what we hear. He's looking at making it into a nonprofit which sounds good. I think that might be the better way to go. And we'll talk about why in a second but mister you has kind of featured What's been happening to this? I'm using my finger. Air Quotes Maker Movement One thing about Mr use articles that he's never really stated explicitly and we would like to is the distinct and explicit difference between a maker and an engineer. So let's make something clear. People have been making things for quite a while. We've had the wheel for a while. Now it's just a few years. I didn't get invented when make make magazine came out. You know the fact. We've had these people. These strange beings go by the handle engineer for quite a while. Now but what's the difference between an engineer and a maker and there is a difference. I mean you can be an engineer and a maker of course sure but we believe that. There is an explicit distinction. That makes a person a maker versus engineer. And that's a person who's making something just for the sake of making it. They're not making it to meet a specific objective for some external pressure. Thing like you got to make this. They're not they're not. There's no gold. There's no necessarily a contract or a thing that has to be fixed because nobody really needs a life-size animated giraffe that they can drive around make refer cool and nobody really needs a giant statue with flames coming out of who knows what orphans. You really don't have. Don't give them any ideas. And if we look at the roots of the even the maker Faire and make media they themselves went to the artists from the burning men community and brought them in along with the folks who were the. What do you call them again? The the Jules Verne fanatics that water steam pulse team. And they do things just for the sake doing for the fun of it for the art of it for their motion of it and and we believe that defines a maker. That's what makes them maker and there's some differences in that in that light because now a maker does not necessarily mean they're an engineer. They could be an artist. Could be musician. They could just be a ten year old kid. Who's not sure what? What are your she wants to be or do that. But it sounds like fun to make this thing. That could be fun. It would be cool water. Some of the more impressive things you see more. Technically complex things you see are being made by people who are in their day jobs engineers and some of the ten year old kids grow up to become engineers because they were inspired by it in their in their youth. But but yeah. I think you're right in the. The central motivation is different now. Going to a university and interviewing some engineering. Phd's about the maker Movement. Is that kind of problematic? Because are they makers well? Yeah they're makers doing things for the fun of it. Some of them are the market. They've they've got their their budgets. They have to meet. They've got their students that got to teach the their goal directed there. I mean they could be makers they monto sit back and develop something fun. That's well within the realm of reality for them but that's not that's not their career. They're not making a career as a quote maker. Very few people do right. And as such what has to question if the whole idea of a maker movement makes sense for a financial endeavor probably not Does the maker Movement make sense as the basis for stem Maybe to get the initial interest. Yeah it's motivating that would be great but as the foundation for Stem I. I don't I don't think so. I think traditional education environments are essential for stem. You still have to learn the basics you still have to have the foundations all right and to be an engineer. You still have to know details that most makers just don't want to sweat sure but you can you can when you're trying to get kids motivated to learn stuff showing them you know some application of it that that interests them. Yes is much much more important. Oh Yeah Oh sure I mean I. It's it's in my opinion. It's a lot more fun than shooting at Aliens on screen sure area. But but I mean I I I show my kids. You know something that they're interested in. They're interested in building. Somebody I say okay well. Here's here's you know how you start but then you need your math. You Gotta learn this math in order to do this process. You know all right. So there's some motivation to learn some math skills that ordinarily most young folks say. Why do I need this? Yeah well you need it. In order to make the bullet go further right exactly. The Little Arrow go further at that. Get that piece to fit better. Whatever and this was never made clear by Mr you in any of his articles each simply kind of like most of the make media related kind of stuff just kind of glossed over the fact that there is a big difference between Disciplined Foundation Engineering and shoot from the hip having fun maker. Let solder it together and see if it works. It doesn't make is not synonymous with open source. No I don't agree with that Open source has a strong engineering foundation. All Open source came came from the software world. I mean I remember the early. Pdp Lebanon's they. The deck people sat here. It's open source that you could play with it and do whatever you want with it. But in the end we want in right and a lot of that is happening in this commune. This word. Yeah we do see that So it's not automatically you know. Open source equals maker. No I don't agree with that But there is overlap. Yeah definite overlap But that doesn't equate open source does not equate to the maker.

What Lead to the C Programming Language?

"So when John McCarthy I publicly talked about time sharing at mit in this speech he gave he explicitly explicitly compared it to electricity and said this is a way everyone can have computing not just in universities and schools are businesses is but also in their homes going back and reading articles and documents from that time no question in many people's minds that there would be a computing in utility and that it would and could be regulated so there was a lot of faith and support for this sort of national national time sharing utility so it's interesting is that by nineteen seventy. IBM actually pulled out of the time sharing industry even ge they sold their mainframe computer division but they actually retained their timeshare part of the business. Let's talk a little bit about that. What happened in nineteen seventy? I think nineteen nineteen seventy has become sort of a marker of maybe an artificial marker of the fall of the promise of computing utilities or the time sharing sharing industry in some ways. It's false I think sort of it was by the late sixties it was clear that MIT and Multidex were struggling to sort of create create this thousands and thousands of terminals time sharing system and it was a very public prominent project and at the same time in the nineteen late nineteen sixties he's tens of time sharing businesses sort of providing computing on this utility model had sprung up around the United States and we're booming sort of it was a check bubble and then the enthusiasm fell away not completely because while Ge sold it's time sharing sort of mainframe computer business they retained their time sharing as utility business through the nineteen eighteen seventies in one thousand nine hundred eighty s and it was profitable that's very and universities like mit continue to run time sharing systems also uh into the one thousand nine hundred eighty s so there's I think a public memory that time sharing was like a tech bubble that just died out in the nineteen seventies is partially because there was so much attention to multi struggling yet it actually if we sort of go back and look at act how people were using it and how profitable it was and how successful it was it thrived through the nineteen seventy s now back at bell labs a group of four technologists one at a time sharing system of their own Ken Thompson Dennis Ritchie Doug mcilroy and J. F. Asana but they didn't want multiplex they wanted to leapfrog towards something cleaner and more powerful something they called UNIX multidex WCHS was I would say the inspiration for UNIX in the sense that some of the programmers who were working on multidex so enjoyed read the benefits of programming on a time sharing system that they wanted to create that environment for themselves when when it was clear that multi was struggling these were programmers at bell labs and they decided to try to create their own programming programming framework and sort of time sharing system and that's what became UNIX joy rankin is the author of a People's history of computer and the United States Dennis Ritchie he would later describe him and three other bell labs co workers as a fellowship. The fellowship wanted to work as this tight quartet of developers and they needed the hardware to accommodate their programming but bell labs really had moved on from the time sharing dream and as much as bell labs APPs could be a utopia for research. This was a case where they'd hit their limit so they rejected proposals that new hardware it was just too pricey. See why take the risk but the fellowship soldiered on Thompson and Ritchie asked for a machine like the G. E. Six forty five which which they'd been using to work on Multidex when they couldn't get the funding for that the scribbled ideas about file systems on paper eventually they they manage to implement some of their ideas in a game they called space travel which ran on a p. d. p. seven they kept on working with that. PDP seven which was basically in the same class as a commodore sixty four bit by bit with no backing from bell at least at first that fellowship gave their time sharing dream new life in the form of something they called Unix but here's the thing the UNIX operating system was being created in assembly language. I mean these guys were transferring files to their. PCP seven on paper tape so you can imagine they're they're trying to build this groundbreaking thing with less than ideal tools and again with no backing from the bosses UNIX was coming to life but it was still missing language that would really let it saying

The annual enrollment period has come and gone and the Medicare Advantage open enrollment period is here, how can you make the most of the special election period by selling prescription drug plans or PDP's for short during a EP your clients may decide to enroll in a private MA or PD plan, but with their high out of pocket exposure and network restrictions beneficia-. Aries sometimes find that their new Medicare Advantage or Medicare Advantage prescription drug plan is not the right fit. If these beneficiaries are new to Medicare and enrolled in an MA plan during their initial coverage election period or is E P. They can switch back to original Medicare during the N A EP which runs from January first through March thirty first if they make the switch your clients can pick up a Medicare supplement plan, which has less out of pocket exposure and no networks to fill in their coverage gaps. However, they will also need to join PDP in order to avoid paying a penalty for not having prescription drug coverage in to cut down the costs of their prescription drugs. That is where you come in by selling PDP's during the Medicare Advantage. Open enrollment period. You can help your clients get the coverage they need. Beneficiaries can only change PDP's during their initial enrollment period ADP, the EP or a special election period. If your client goes without creditable, drug coverage for any continuous period of sixty three days or more. After their initial enrollment period is over they may be required to pay a penalty. That's why even clients who do not take prescription drugs may require your help selling PDP's follows the same CMS guidelines as Medicare Advantage plans. Scopes of appointment are required and to sell PDP's agents must complete part D certification for each carrier that they wished to sell through certification requirements. Vary by carrier. Don't wanna go through another certification process. Some carriers offer a referral program contracting option that does not require. Certification under the referral program agents. Don't sell PDP's rather they refer their clients directly to the carrier to enroll for their service agents generally receive a one time payment for each referral shopping around for PDP's can be a fresh strating experience for consumers their coverage needs depend on what prescriptions they take and their coverage options vary by carrier and service area that leaves quite a bit of room for them to enroll in a plan. That's not the best fit for their budget and needs agents like you can help beneficiary sift through all these options and make a better choice. Running appea-, quote is as simple as utilizing carrier PDP quoting tools or visiting Medicare dot gov, though, keep in mind that carriers post changes to their formularies immediately. So they're quote engines contain the most up to date. Information. It takes more time for Medicare dot gov to update their information since they must receive the changes from the carriers, and then post them PDP's lowered the cost of current and future drugs your clients. Doctors may prescribe an offer beneficiaries peace of mind, if your client is in need of party coverage, and you don't offer it. Another agent may come to their aid be a one stop shop for your clients. Protect your business by making sure you have AP in your portfolio for more information on selling prescription drug plans. "Use the code twits. Picture the week. So Oscar is someone I've mentioned before. He's this amazing craftsman he he produced a clone of the venerable deck PDP eight initially, and I talked I own several of them are Steve's right shoulder. Right now, though, though, those are actually different. Oh, those are. That you Bill. While his Oscars different. Oh, these the ones over my shoulder where based on the the Intersil sixty one hundred chip which was an actual PD p eight on a chip, oh, the problem is those are all gone, they're like hen's teeth now Dan's have teeth. Anyway, they don't that's the whole point. Rarer than have I get it the goals. So the problem is if you can't get a PD on a chip, what are you going to do what you're gonna do is you're going to emulate the the the machine on a raspberry pi, of course. So it's probably more powerful than PBA was. Oh my God. Yes. Way fast. So and in fact, there is a whole underground. Well, I guess not really under the ground, but they're off to the side. They're out of the mainstream. That's what we want to their non-mainstream. But they're fascinating people who are keeping old machine architectures alive by by creating mature simulations of the their architectures me to the point where they can run the original operating systems and mount disk packs virtual disk packs and do everything like you used to you know, with the raised floor in the air conditioning virement. Everything's awesome. Okay. So so Oscar's first piece of work was a PD eight this one is a PDP eleven this beautiful. This is just hunting, man. The and including the switch. On the front. He he did custom injection molding for the toggle switches, and the panel the whole thing is an exact duplicate of the PDP eleven seventy and in fact on his page. It's obsolete. Scence? Is website, doc dot wick, site dot com. I have a link in the show notes for anyone who's interested. And for some of our listeners, you will be when you understand. And I don't understand this at all. I don't get it that he wants to sell these kits for two hundred and fifty dollars. I mean, he is selling them for two hundred fifty dollars apologizing. He says I apologize because that's almost ninety dollars more than the PDP eight. But if you knew the up front cost of making that injection molded case, you would understand it's not because I am turning commercial. This is still very much a hobby project, although one that got slightly out of hand. Anyway. So okay. So again, there's a raspberry pi behind the panel. So what he did was he he exactly duplicated the functioning of the front panel. Blinking lights switches, this is amazing. It is just gorgeous. Anyway. So so he he's sat with a buddy in front of an actual eleven seventy and like push switches while video recording in order to get any educations of the way, the actual eleven seventy front panel operated. So that he could exactly emulate it. And then look at the screen on his laptop that he faked a CRT benzel. On his ThinkPad to show like the way CRT would look with the biz all for the for the actual console went one when you're logged in and giving commands to the PD be eleven now. Okay. So there's elegance to both the eight and the eleven that elegance of the eight the PDP eight was, you know, could you make a computer with you know, five and gates. Okay. Well, not quite but still, you know remembered that the opco was three bits on a PDP eight. So you had you had eight total of eight instructions, and you know, like, there's no subtract you have to jump through hoops to to pretty much do anything. So the PDP eight is arguably a perfect platform if you just kind wanted to like get. Started to like show someone that the concept of of how ones and zeros and with a few instructions how you can do something. And frankly, I'm stunned by the fact that you know, there there's S eight is an operating system for the PDP eight written with eight up codes. I mean eight instructions, so okay. But the eleven is different. The eleven is is the other end of the spectrum. It is a stunningly elegant instruction set. And it was the birthplace of Unix. It was on a PDP eleven that that the the c language was born Thompson..

A doctor may prescribe antibiotics a painkiller or more complex pill regimen. However, those who visit the pharmacy hoping to find healing are increasingly coming down with another ailment sticker shock. Most seniors live on limited incomes and suffer from at least one chronic condition, skyrocketing prescription drug prices have made their pills pretty bitter to swallow. As a broker. You can help ease their pain by promoting sound prescription. Drug plans also known as PDP's. How can you streamline these sales and ensure you set your clients up with the right plan for their budget and needs considered these best sales practices? One be up front, ask your clients about their prescriptions right away the sides. Having your clients, sign of scope of appointment or SOA. One of the first things you should do is get personal and asked for a list of their prescription drugs. Knowing what prescriptions your clients take is key to finding them the best plan why they'll wanna PDP that makes their current medications more affordable, wouldn't you? You can ask about their prescriptions when you scheduled their initial appointment, getting this information as soon as possible allows you to work quickly and efficiently, which shows your clients, your proactive to simplify the process. Seniors can obtain prescription drug coverage through either standalone PDP's or Medicare Advantage prescription drug plans APD for short, your clients, current or desired form of major medical coverage determines which type of plan they may choose if your clients have or will enroll in original Medicare. They can select a standalone PDP. On the other hand, if your client's desire to enroll in a Medicare Advantage plan, they can enroll in an MA PD plan. If one is available, a small number of counties in a few states do not offer an APD plan in these counties. Individuals can enroll in a Medicare Advantage plan without prescription drug coverage and a stand alone PDP, but only in. Those counties again that do not offer the PD plan. It's important to also note here that if your clients have an PD plan but choose to enroll in a standalone PDP, make sure they know they will be disembowelled from their current plan and enrolled in original Medicare. Three find out if they qualify for additional help according to the centers for Medicare and Medicaid services over two million Medicare beneficiaries who aren't enrolled in the extra help program may qualify for it. Extra help is a government program that can assist your eligible clients in paying the co pays premiums and deductibles of their PDP's to be eligible your clients. Incomes and assets must be below certain levels determined by their state. Those who have full Medicaid coverage membership and Medicare savings program or supplemental security income benefits automatically qualify for the program for your clients who don't qualify for extra help. They may qualify for a. Pharmaceutical assistance program or S Pap S pops can pay for your clients. Part D coverage entirely, or at least lower the cost of their prescription drugs. Their availability and eligibility requirements vary by state and can be found on Medicare dot gov. And just a quick side note, we'll make sure that link is in our show notes for you programs like extra help and S paps can save your clients, thousands of dollars on their prescriptions annually, more notably they can put your client's medications within reach because your clients financial circumstances can change at any time. It's important that they contact you if their income or resources decline beneficiaries who become newly eligible for Medicaid or extra help qualify for a special enrollment period to enroll in a new plan for us. The Medicare plan finder to compare plans. Once you've determined if your clients qualify for additional help, you can get to the core of your work fine. Finding the right PDP's for them performing a simple search using the Medicare plan finder. Online tool is a great way to compare options as you're searching your top priority should be finding PDP's that work with your clients medicinal needs.
