They determined parks was riding an E scooter in the southbound lane of old Washington road when he was hit by a car from behind, pushed across the road and hit by at least one more car going northbound. D.C. police say the three vehicle crash happened near southern avenue and valley terrace in southeast, just before 9 o'clock last night.
