"You'll love. I welcome back to powerhouse politics. We are joined now by senator. Heidi heitkamp heitkamp also now an a._b._c. news contributor senator heitkamp. Thank you for joining us. Thanks so much for having me on got a lot. We want to talk to you about we wanted to check in with you. <hes> about the obviously the democratic primary in advance of the a._b._c. news debate coming up in houston but also an before before we get to that <hes> i wanted to talk to you about an issue that is <hes> sure to get a a lot of plan capitol hill over the next few few weeks and that's the question of of gun safety <hes> dealing with the mass shootings <hes> that we have now seen really appears to be an epidemic uh of of mass shootings and we are told now that the president is working on a a proposal to deal with this <hes> mitch mcconnell saying he's waiting to get his cue cue from the white house about <hes> what they will or will not <hes> bring up on the president himself has been kind of all over the map on one of the one of the central issues. He's here which is the question of expanded background checks. I just wanted to your sense because you have a unique position on this you. Are you know you're obviously a democrat crat you you you served in the senate. You were one of five democrats to vote against the manchin toomey bill which would have expanded background checks and you and you are a democrat that <hes> <hes> strongly supported gun rights so where where do you see this going well. I think odessa change kind of the dynamic because for all for everyone of the shootings the background check bill would not have prevented shooting now for the first time we have a private chris sale or unknown private sale of weapon that was used in a mass shooting and all of a sudden the argument of you know why are we focused on background. Checks checks given the fact that none of that what made any difference in any of this gun violence that were seeing odessa midland change that dynamic and i think it's interesting to watch <hes> as as as is always true given it was recess the idea is that the further we get away from it event event like el paso the further tragedy like el paso the more it it adds in people's memory odessa has brought it to the front again again coming into the return of of the senate and and you know if i know chris murphy if i know any of the senators who have been leaders peter's on the gun debate they are going to be there in mass every day. I think that the families of the sandy hook children all of these people we are going to be in <hes> in washington <hes> in a way that they haven't been there before because they feel and i think it's true that the political political windsor changing that even within the republican party there is the demand for some kind of reaction and it can't be anemic you make it can't be just grassley crews. I i saw santa cruz today saying well. Let's fix the instant checks that step he's right. It needs to be fixed and it needs to be better calibrated but we also need red flag laws. We also need laws that prevent trafficking and straw purchases of guns. We need a better <hes> <hes> <hes> enforcement mechanism take a look at chicago. Those guns are coming from indiana. They're coming from all over the country. How do we stop the influx of those guns on. How do we prosecute that out and so. I think there's gonna be a whole lot of discussion. Point probably the most dangerous thing that i see and you're gonna see the other lobby which will be the mental health lobby. Come out and be very active. I think in opposing this idea that this is this is all people with mental health challenges <hes> and the one thing i would caution washing everybody. When you say okay we're in take away <hes> guns from people who have mental health challenge in a state like north dakota if you're prone to depression if you have a mental health challenge and you know going in and getting a prescription going in and getting treatment eliminate your gun rights i will tell you many people won't seek treatment for their for their mental tells challenges so we have to be really careful..

Julian Castro vows to 'maximize executive authority' to pass gun control if elected
"And joining me now from San Antonio's former housing secretary democratic presidential candidate former senator who by the way pulling Castro sector cash will come back to me the presser good to be with his truck before I get to politics the campaign I want to talk about what happened in your home state they're in Odessa Midland this is now the second mass shooting just in Texas this month it's been quite a bit just in the last couple of years we ask you this your your president right now Congress is coming back what is your response look like there are present right now that I would do two things first of all I would maximize executive authority to do what we can to keep our family safer from gun violence for instance we would immediately re define who is a firearms dealer so that anybody who sells more than five five fire arms in a year is classified that way and has to conduct universal background checks we would also push legislation in Congress to get common sense gun safety legislation done and go put as much pressure on the swing state Republican senators who are up for reelection in twenty twenty to get them to go with something that we can compromise on at least universal background checks I think that we can do more than that in the future but this kind of an action and you know the talk that we heard today from I think that was senator Rick Scott it's the same old thing you know it's happy talk and this promise that we're going to do something we're gonna look at it but they never actually do it and you you were talking about you your gaffes and lies I mean the biggest lies that the president has told include that he would do something about universal background checks he said that twice after parkland and then after Paso in Dayton and he's gone back on his word those of the biggest things account for this president as a Texan how do you change the conversation about the culture of god's meaning as you know you know quite a few probably friends in Texas who is a here all this and I says yeah but it's going to turn into gun confiscation or it's going to turn into me not being able to have the gun that I want how do you how to impact the culture on this well a year from Florida there a lot of folks while watching out there from states where a lot of folks go hunting they go sporting but often times it's actually hunters and and folks that you know shoot on a range that I understand that you don't need these weapons of war is a are fifteen and and other similar weapons I think more and more many of them get it sure I agree that there are certain percentage of people that somehow fear that one day the government is going to try and take over the entire country somehow and and they're going to need their weapons but that's actually a minority of people out there that's not a majority of people and the most poignant moment over the last several weeks happened right after Dayton which was when governor Mike to wind got up there to talk about what happened and the crowd of Republicans Democrats people from different political stripes started to chant do something do something do something more more people here in Texas and across the country want Congress in their politicians to do something by the way one of that when you outlining what you would do now do you feel as if you have to bring the country together on this meaning you do as much as you can get done without making it politically divisive or do you push the envelope a bit well look I mean we know that it's already politically divisive there's no way to get around that but I do think that when you're in public office that you have an obligation to make the case you have to be honest with with your constituents with the American people and the thing is on this issue of of common sense gun safety legislation people know the arguments they know where people stand you know this is not a new argument we you know I was thinking about yesterday evening Texas and how much gun violence we've had in but you think back to nineteen sixty six and Charles Whitman of that UT tower and when that happened what a shock to the system that was sent people been talking about these things for a long long time and so I think we we need to get universal background checks done a renewed assault weapons ban and limiting the capacity of these magazines at

I'm serious like yeah. There's a bunch of other things I don't want to rank them right now with everybody and social media. But if you know what a hard day's work, is it actually means a lot. I think it can shape you as a person, so you have that going for you. And I really like that. The whole west Texas thing all in even though apparently I don't know my jogger Fay's. Well, I thought I did. What do you wanna do man? Like, what are you in five years? What would make you really happy? What current situation? I'm not talking about, like playing for the Cowboys like let's, let's be realistic here. Five years. That's tough question. I'd like to get a stable job and a good community. He'll make that suggestion. So I don't know how seriously to take his suggestion did sheriff's today. It's red meat to the to the base, you know, law and order God. Don't how many guns they fortune the guns. They have. It's go search the blackout. That's what it really means. That's what they're okay with. Yeah. Thank you. Yeah. Or knock on your door. See if you got any guns is that be cool. No, right. It's not cool at all. Right. But check here. But it's it's it's the crowd. He's where he was what the sheriff today. Right. Yeah. I mean, I again where this is going. I had no idea. This was ever even still done an apparent done on a small scale. Which again, if you've got probable cause you've got probable cause the burden should be on government to prove probable cause. Those of you who don't like that. Then I try Cuba. I'm not sure what to tell you. But if you have probable cause go for it. But if you don't let's don't make a fishing expedition out of everything, right? So the concept of stop and frisk which has been challenged in front of supreme court and some case in Ohio. And I'm sure the position was you've got to prove probable cause. But I just mentioned that at the height of the height of the program again. I don't think Trump. Starting to learn the method not even the method to the Matt just does he spews nineteen seventy-five stuff. I don't know that he really even knows what he's talking about today. He just knows that. Hey, it's fine. When back in one thousand nine hundred seventy eight when road he was around it worked fine. So what as long as, you know, stop the mobsters. But don't stop those guys. Yeah. Yeah. But. Of. Seventy percent of the people in the peak year of two thousand I think it was two thousand thirteen I'm sorry. Two thousand seventeen of those aged fourteen to twenty four seventy percent of all those stopped were found to be innocent. So does that justify catching the other five ten twenty percent that are bad? I think that that number is just wrong. I can't answer that. I can that's wrong. That numbers upside down. That's a fishing expedition. That's data. Yeah. Those numbers are wrong. Look, if you will you stop you stop five thousand people you better be right. The vast majority of the time say I've got problems will just going up to someone and say I want a fresh queue unless you've seen them do something. Agreed just I think I know where he's going. He's going and he's targeting, you know, where the home of Rahm Emmanuel to go and say all right, Chicago PD, you've got the go-ahead to go, right? Let's let's clean it up. Let's clean up the south side of Chicago where you have free rein to walk up to anybody and say who are you? Let me see your let me see your identification. I'm gonna fresh Q. I think that's where he's going at. That's what he's doing. You may not it doesn't mean Odessa Midland or something. No or downtown San Angelo now. And I say, I think he's targeting those areas that are that are very very very dangerous areas. Well, when you're wrong seventy percent of the time, and you've stopped someone. That's not okay. I know it's a tough job. This is the government should not be shaking people down when you get stopped in these traffic things that I I detest. Yes. That's a fishing expedition. Of course that this is adds a different Alabama. Like, okay, we're gonna fresh gear. We're gonna fresh Q. It's not a fishing expedition. If you stop five thousand people in ninety five percent of them are guilty of a crime. When seventy percent aren't. You're just shaking people down. It's not okay. And you're mostly minority recourse by many means necessary should not there if this would have been suggested by someone other than Trump the phone lines lit up of people going governments to get us there to take my gun. Bob a block. All right. It is Brent your on K LBJ. You spoke earlier about the vet that shot the cat. This year. I heard on your station that she was reapply for get her license back. Oh, okay. Yeah. It was it was under yard or something. Yeah. What's next tour? I think took a picture posted on fail. Yeah. Pharaoh she's fareless needed to be. Shot in the head. And Secondly, I don't think this. I think that this shakedown on searching people is going to go over like a live learned a lot about that real quick. Well, yeah. I I don't like I said, I think we got a. Isn't that place? So if you're walking down the street, do you want to get a Cup say, hey, who are you? Okay now. Okay. Chance up in my opinion. It's none of your freaking business government. What have I done wrong? If I've done nothing wrong. I'm not a suspect. Get your hands off me. We all know, I'm not gonna get stopped. White guys won't get shot for the most part. I yeah. Got to check ourselves this. This may be one probably one of those times. Trump's just babbling you throw in something that came to his mind. Hey, wait a minute. Some cops. I remember in one thousand nine hundred seventy five we do this thing probably completely unconstitutional. He wouldn't say that we did this. Let's try that L fix it. I don't know that there's any plan to implement the policy. I just know that it's the first time I've heard this in a long time. And I don't know why anyone is even okay with the concept. It's should make you uncomfortable. Yeah. It should make you to be eligible should make you very uncomfortable. But again, let me just say this, and I may be wrong, you may have a different opinion. But I think in some of those intense high crime areas of the country, and I'll give you the south side of Chicago that nothing seems to work there. Nothing seems to work and they've got carnage every weekend. Okay. What do you do could you implement that there where we know? There are a lot of guns. And we know there are a lot of people who like to shoot guns hair. Okay. I'd like to see us employment. This in rural Ohio. Can we stop can we stop enough of beat up cars in Ohio and rural Ohio and try to get them for opioids what we do that too. Will we? About we want. We all know what this is about. We all know what the intent of the comment was. Me. I'm gonna say the same thing. I'm sorry. People are shooting each other. I'm sorry rural Ohio. They're they're getting high and dying. I'm sorry. Lot of terrible things happen. The government has to have a burden of proof the fourth amendment should matter. If you get it, right? And you stop somebody in their criminal. So be it. You go and just shake him down. Because you think they might be. Enough of it. No, it's not cannot be okay. And under any circumstance, and it should be applied across the board. If we're so worried about south side of Chicago. Why aren't we equally as worried about rural Ohio? It is very chilling to think knock on the door and say I want to see if you have any guns now. No, no, no, no. No, no. I mean, I'll say this. I'm sure a lot of cops a lot of district attorneys. Giving them the benefit of the doubt and say this was just Trump throwing throwing a line out there that somebody who seventy-five would like to hear I don't know necessarily that. This means that cops are going to go rogue and start shaking people down. I'm going to give them the bitter for the data and see the day and their bosses are probably going to be more aware of the constitution than than his throwaway line. Jeff Ward and Ed Clements. "It's up a lot of thirty percent thirty cents in the last year forty percent since about a year and a half remember oil which is now ended today at sixty seven eighty eight gotten up to about seventy two dollars a barrel earlier this week about a year ago it was like thirty yeah it was certainly under forty i remember that i mean got down to the high twenty s at a certain point there and so from even from say thirty to seventy now i mean it's more than doubled in the short period of time and some of it is the increased demand because the economy is stronger around the world but definitely less supply opec did this on purpose they want to boost the price so they particularly saudi arabia and russia which is not part of opec but they kind of went along with the party here to increase to decrease the output and therefore raise prices and other things are happening to for example venezuela is a complete basket case so they're not producing anything close to what they did in the past and other countries like iran because of the new embargo now we're going to put sanctions back on them that'll take about a million barrels off the market as well so us has responded with higher production we're the second biggest production producer in the world now after saudi arabia where to battle ten eleven million barrels a day but not enough to make up for those other things and then increased demand so i i think gas prices are going to go higher as oppressors whatever happened to all that talk about with all the shale oil that we had developed that we were energy independent we're we're close to it we still import a little bit but we're a lot more independent than we had been in the past because of shale oil to some extent there are bottlenecks out there jim for example one of our biggest producing fields as the permian basin in odessa midland area of texas they have a lot of oil to produce but they don't have enough pipelines to get into the market so that's a you know doesn't make it easy when you can't get into the market if there's a demand i mean shouldn't the supply just hop right in hey we'll build your pipeline i mean economics is supposed to take right.
