I'm Rachel Martin. And I know well, King. Good morning. Lawmakers in the White House are trying for a deal on a Corona virus relief package. They say they might get it done by the end of this week. If that happens, it'll probably include a second round of $1200 stimulus payments. The first round. There were mistakes. The iris you might remember sent around $1.4 billion to dead people, and now NPR is learning. There was another problem. Stimulus money that was supposed to go to Americans went to foreign workers in other countries. Here's Sasha Pfeiffer's NPR investigation. In a typical year, several 100,000 foreign college students travel to the United States for temporary and seasonal jobs. They're often from Eastern Europe in South and Central America, and they work it ski resorts, amusement parks and beach destinations as waiters, lifeguards hotel housekeepers, another low wage positions. One of those foreign workers is a 24 year old citizen of the Dominican Republic who spent last summer working at a Cape Cod grocery store. His former landlord on the Cape still receive some of his mail and recently afforded him a check from the U. S. Treasury gravity, he said, like Economy, In fact, caiman President Donald Trump Not with the chest economic impact payment Find by President Trump. Yeah, effective. NPR reached him in the Dominican Republic, where he's working and taking online classes. We asked if receiving that stimulus check had been a surprise because I wasn't affected that money. NPR agreed not to identify the man because he's concerned having gotten a check. Could put him at odds with the U. S government. Other foreign student workers he knows received stimulus checks to a couple of friends told me from the other countries like a dairy in Jamaica, Colombian also Montenegro. They get the money. Also this in fact, How many other people do you think you talk to? Who did the summer work like you who also got a check? I can say almost O get the money, almost all the people that I know like 100. The payments were intended to stimulate the US economy by giving consumer spending money. But this Dominican man is not ableto work on Cape Cod this summer. Because the Trump administration's freeze on foreign work visas has prevented seasonal workers from coming to the U. S. So he'll be spending his stimulus payment at home. There's money to be on it is a big deal. Because we can't buy food up became the also paid up cable services feels that can pay the university. This would be a university in the Dominican Republic. I think I don't think that's fair. That's the Dominican man's former Cape Cod landlord. NPR agreed not to identify him either because he worries speaking publicly could make him a target of the Internal Revenue Service. He still remembers his shock at finding economic impact payments in his mailbox for two of the foreign students. He'd rented rooms to I was saying to myself, Is this a stimulus check? Why would they give us doing this cheque? He then learned that some foreign workers in Kazakhstan also got checks. He regards many of the students who've stayed with him as family but doesn't think they should get stimulus payments. Just because these kids on citizens like these kids are all great kids, but they are part of the people that are suffering in this country that have no jobs and so forth. Only U. S. Citizens and U. S resident aliens are eligible for stimulus money. The Dominican man interviewed by NPR and some of his friends do not meet that eligibility standard. The U. S government acknowledges some stimulus checks were improperly sent to foreign workers and told NPR it's quote exploring possible options to prevent that from happening again. Government officials and tax experts say the mistake happened because many foreign workers often unintentionally file incorrect tax returns that make them appear to be US residents. They often file a form 10 40 when they should file a 10 40 N R, which stands for non resident. Some foreign workers are now scrambling to amend their returns because they worry, having mistakenly got a stimulus check will jeopardize their visa status or green card application or ability to return to the U. S. We saw a huge number of people contacting off after the first stimulus payments because they said, Hey, I got this chick. I never asked for it. I didn't think it was entitled to us have come. I corrected And a. Kelleher is a vice president at Sprint tax, which does us tax preparation for nonresidents, he said. Sprint tax has clients from 129 countries who've tried to return stimulus checks, including Brazil, China, India, Nigeria and South Korea. How much stimulus money was mistakenly sent to foreign workers is difficult to quantify. But Sprint tax did about 400 amended returns last year for people who mistakenly filed as US residents. So far this year, it's done 5000 almost 5% of the total federal tax returns it filed last year. It just 5% of last year's more than 700,000 student and seasonal workers with F one and J one visas received a stimulus check in error. That would total $43 million. Sure it doesn't surprise me that that would have happened now. Does that make good policy since Probably not. Georgia Attorney Clayton Cartwright specializes in immigration tax law and has a background in accounting. He said Congress wasn't what he calls panic mode in March as the American economy was shutting down due to the pandemic. So it rushed stimulus funding out the door. Damn the torpedoes full steam ahead. We've got to get the money out, so they just do it and just live with the consequences, including unintended consequences. The IRS says non residents who mistakenly received stimulus money should return it. But Kelleher of Sprint tax predicts if more stimulus gets distributed, some foreign workers who sent back their 1st $1200 check will get a 2nd 1 Sasha Pfeiffer. NPR news First baseball than basketball and now football is back. NFL training camps are underway and the season is set to start in September, But some players are opting out because of the threat of Cove it and one head coach has already tested positive. So how does the NFL plan to keep team safe? Dr. Allen Sills is the league's chief medical officer. We always say that the game of football and physical distance do not go together. That's for sure. But he realized that the three hours of the game time represents a small fraction of the overall week of the team being together. So I think part of how we address that is trying to make sure that everyone who gets to the field is not infected, and we do that again. Through all of the protocols we have in place. We also have a very extensive testing program for surveillance, trying to detect any new cases as quickly as we can. Make sure we get that person isolated, treated appropriately and removed from that team environment to prevent outbreaks, So I think part of how we mitigate risk on the field. This is arriving to the field uninfected, but we've also again looked at some things on the field that can mitigate risk, such as these Oakley mouth shields. You may have heard about it, but it's basically if you think about an eye visor that some of our players have warrants an extension of that, where you have a multi layered plastic device with a filter in.

They're not next, Burton this whole thing, but they're trying to figure out ways to make it safer. Now the MLS kicks back in Orlando in their MLS is back Tournament World Top round robin style. I mean, it has been fascinating watch, actually games late games early in the morning. And they have masks before they get to the field. Then after they get off the field, But when they're on the field, no masks at all bumping into each other stuff like that. I guess there is little social distancing but is an interesting role. And then the biodome down in Orlando, one person got in, so they're trying to make rules to make sure sport did happen in the middle of this world with, you know, dancing around the guidelines while trying to be his healthiest boss born Oakley. J. What's is the designer of this has never played football outdoors in Texas, and then other players were hopping onboard. Like, how would this be inefficient exchange of this entire thing, Because if guys were tackling each other, and we're sweating on each other in their hands or getting on each other And I guess that would help out blocking, being able to breathe in somebody else's there if they're standing directly in front of you, but what is also doing is potentially stopping you from breathing in. That whenever you put it on, okay, game time your head kind of flips into a different space. At that point, it's already uncomfortable for some people After you wear it for a long time, it obviously becomes more comfortable. Yo driven sport. So the thought of blocking the wind in blocking the air to somebody's mouth, which is vital in the game of football. You've seen people have issues whenever they get overheated in football and condition or whenever they have get too tired or some stuff. B. J had the Joker on his one time. I mean, there are some awesome visors. But for me, I wasn't mentally tough enough to be able to look through the fog and my face mask was set up in a fashion that it wouldn't meet the thing. You know what I mean? That's gonna be a little bit tough. She's not home, and I'm sure this is just a prototype. But if you look at that thing, and there are quite a few holes in that, where, Ah some transmission could still get in and get out. It doesn't look like that thing's airtight. I think a good move would be you know that. Mile high masks that came out. Yeah, I think guys just wear those the ones that make it impossible. O you see, like Marshawn Lynch made pop there whenever he was running around. Maybe just having everybody where those like It's like it's like you're a pilot or a top gun, and you have to strap one of those on honoring the helmet. And then maybe even Ty something like around the chest. That's like a little bit tighter. So you make it hard to breathe both from the chest and from the mouth and then we see who really are the best athletes out there. The NFL on NFLPA worked with Oakley to come up with a new product called the Mouth Shield, designed to help mitigate that spread across a virus on the playing field. Now comes another big challenge that's getting players toe wear them as we saw with the vices helmets a couple years back.
