We're talking about the death of federal inmates at a prison here in south, Louisiana that cove nineteen related death has raised yet more questions about jailers ability to respond to the pandemic Nick Crystal reports. New was a sixty seven year old diabetic his double amputee in in a wheelchair, and he was being held at at the Oakdale Federal, prison in Louisiana on on a drug charge He had served about twelve years of of the sixteen year sentence But back in mid March she found out that he was going to be released to home. Confinement and this was presumably due to the the pandemic, if found that out in mid March and He, he called his son to have his son prepare. Prepare his home where we're Georgia's going to be staying. And then. One actually someone from a halfway house actually visited his son's home to make sure that it was an a comfortable place for for George. Steady staying and George was given a release date of May sixth between mid-march nurse April and and may six. there was a coronavirus outbreak in Oakdale prison And and George on April Fifteenth He he contracted the virus, and he went into respiratory failure and with them to the hospital. and he was there for about three weeks. And until he died on May eighth, which was two days after the the day that he was scheduled to be released. Let me, get this clear. Let me get this straight. The arrangements his release began. Mid March. He died. On May eighth. What on earth? Caused this delay. It's a very good question and one that I don't have an answer to. you know. I it it was becoming very clear by the end of March that the president had a very serious chronic virus outbreak it. To the Bureau of Prisons mandating and specifically mentioning Oakdale. That, they should be releasing of prisoners who have been approved for. Immediately. those are the words used and. You know it was and extensively. had been approved she, but he would. WHO's not immediately released and he stayed in the prison until until April can't win. He contracted the virus and and and then yeah, eventually passed away from it. Okay, so it doesn't sound like you're getting a lot of answers right now. From the Bureau of Prisons What about his family, what about his legal counsel for that matter? Here's family I talked to his son including the one who. Who was going to to be who Jordan's GonNa be living with when he got out. and they're devastated, and and you know the whole, the prison responsible for not. Moving quicker to to release their father I did talk to a lawyer there was there was a lawyer who. Who was was actually initially unaware of the fact that the estimate was being scheduled for release he was applying to get after me a compassionate release and this this was already after hit been diagnosed with the virus. so that that legal claim basically came to an end. They're really not getting any answers from the bureau of Prisons, either. and and you know it'll be interesting to see I don't know if if they're considering if the family is considering any Legal action against the bureau It's not something I discussed with them, and I'm not sure that it's something that they thinking about yet, but. There's a bit of a development at New Orleans Criminal Court. Yes, so last week. A few plea deals took place via video conference. at New Orleans criminal district. Court, which is something that that hasn't been going on since. The court closed back in mid March and and that. Is a product. Both of them I think figuring out logistically. How did do it? in order for a a legal plea deal to to take place. the defendant needs to be being legally advised by counsel They need to sign some paperwork and fingerprints. I'm something so so trying to figure that out during this. And Democratic with a challenge Of the defendants are in jail, so so it was hard to get them get them. setup for for video conference. But. they were able to figure it out and last week. They started doing these The other thing is that the public centers for the in the first weeks of the pandemic. We're really focused on. Trying, to get as many people out of jail, as possible, which meant. Filing lots of bond reduction motions and you know arguing or A. dixie convince judges to to. Lead their clients out in the face of the in the face of the pandemic, and that sort of work. I think has sort of plateaued a little bit. They said that. now. To be negotiating with the District Attorney's office and trying to get some of these charges reduced or or find a way to to negotiate a deal for for some of these people who are who are still in jail, nick, thank you very much craft on the criminal justice. The impact of COVID-19 on Rikers Island
"Rikers island. New York City Jail Complex Housing. Four thousand inmates across eight facilities is now among the most infected workplaces in the country. Correction officers. Say they're working longer hours and are worried about catching the virus and spreading it to their families. Wall Street Journal reporter Deanna. Paul has been looking into the situation and joins me now. It's Hannah. There are inherent challenges to dealing with. An outbreak added jail or prison. Inmates are in close quarters and correction. Officers aren't always able to adhere to social distancing while doing their jobs. How're facilities across the country handling this since we've seen Kobe? One thousand nine hundred increase across the country there've been prisons in jails both the state local and federal level that have released prisoners at Rutgers New York City. They've opened up separate housing units in order to quarantine inmates who are either presumptive positives or are symptomatic or have been confirmed to have the virus. So let's talk more about rikers island jail in New York City which is now seeing one of the worst corona virus outbreaks in the country. What happened there? What did you hear from workers so rikers island is the biggest complex jail complex in New York City? Amit has eight different facilities on it. We've seen over eight hundred corrections employees that have tested positive. And there's been about three hundred and fifty inmates the issue with rikers. That is different. From state level or federal facility is is the turn of people that go in out jails are typically housing people that have either been sentenced to more minor crimes so of under a year or people that are pending trial depending sentence so people are going in and out so go to court. People are getting arrested and being released I think. Fifty percent of the people that are admitted to rikers are released within the first fourteen days. That there there you also have workers that are going in and out. You have people coming to visit the inmates and so all of that is bringing the virus in an out especially in a time where we were still learning a lot about it and weren't realizing that people who are asymptomatic could be spreading the virus and so the first inmates tested positive at rikers March. Eighteenth the first officer tested positive on March fourteenth and you didn't see the jails suspension until both of those had already happened. They also had a shortage of protective gear. So guards were being given the right types of masks or gloves or anything like that even if they were overseeing inmates who had tested positive Deanna. What are you hearing? From the city in response to these claims about preparedness at rikers island. The Correction Officers Union actually sued the city in early April. I think on April second overlays asking for testing to be made available to correction staffers asking for protective equipment to be made available to staffers. The Union actually bought tens of thousands of an ninety five masks and started giving them out to its officers because the city hadn't done it since then. The city has started testing officers. Who are symptomatic. They've also started making more readily available the protective where necessary. But that didn't happen until we were already. In April we're also seeing facilities across the country. That are released inmates that they're deeming not a danger to society in an attempt to get a handle on this. How does what's happening at rikers compared to what we're seeing across the US at rikers you've seen eight. Staffers have died. The eighth one was two days ago. And you've seen to inmates who have died and I guess I'll say that's at rikers at the same time. You also have gels in prisons all over the country that are still seeing pretty severe outbreaks in Ohio. There's a correctional facility in Marion. That just reported close to two thousand. Inmates tested positive earlier this week. And one hundred and fifty staffers. The Bureau of Prisons on the federal level has also seen a number of inmates. Die Out of oakdale among other prisons OAKDALE SUSANNA. Any other containment tactics. You can point to. They've made so readily available as they stopped charging inmates for for soap and things like that. I think in a prison setting were jail setting where inmates are kept so close together. It makes it really hard to do things like flat in the carver. Socially distance all these terms that we've recently come to be very familiar with those setups aren't really made for those kind of purposes

They're reporting that they have thirteen in custody who have tested positive for corona virus. that's actually down from from fifteen on Tuesday they have have released a number of. Prisoners who who tested positive. The jail has been in touch with the Department of Corrections the State Department of Corrections. They're they're considering transferring. Some of the prisoners being held at the Orleans Justice Center to stay facilities so specifically to Angola or Allen Correctional Facility finally. You followed Monday this motorcade protest. Yeah, this was a this was a protest socially. It's been distant. Protest of Parson drove drove by the. Center which is demand and demanding a further decrease in the jail population Krona virus. It was organized by the New Orleans Workers Group. So this this is really this protest is part of broad puts that we've seen in the last few weeks to to really reduce the jail population. You know medical expert and have been warning that. If there's now breaking you know jail it can be, it can be hardly detrimental, not just for for the business inside the community. At Large, there's dozens of cars. They I'm not sure exactly how many but stretched for you know two or three blocks, and they. They drove around. The jail they drove around. If you've been out justice center, they drove around the. ICEFIELD office the Immigration Customs Enforcement Field this here in new. Orleans and and we're really just calling for for a release of. Prisoners? Locally and throughout the State Okay and certainly emigrant detainees in federal custody at this time of which there are several thousand in Louisiana are another point of concern as far as the the potential spread. Barr Expands Early Release of Inmates at Prisons Seeing More Coronavirus Cases
"Covert nineteen is spreading quickly through prisons the federal bureau of prisons says a hundred and thirty eight inmates and fifty nine employees have tested positive and at least seven inmates have died here is NPR justice correspondent Ryan Lucas with the story of one prison where things are especially Pat the Oakdale federal correctional complex is about a three hour drive west of New Orleans and has three low security facilities and is home to almost two thousand inmates they're all really afraid they feel like they're sitting ducks really just kind of waiting to get infected because it's getting out of control over there pretty quickly that's our John Thompson her boyfriend Brandon live this isn't telling me they're in touch on a daily basis via email and phone she says life is usually pretty stoic but last week that changed Brandon sounded really really panicked just terrified that he might die in there and he's like I'm not going to die like this those worries are not unfounded five inmates at Oakdale have died from cove in nineteen twenty two have tested positive as have for staff according to the bureau of prisons a week ago the bureau announced a fourteen day lockdown at all federal prisons to try to slow the virus is spread inmates are to be confined to their cells but for life is a hundred and forty or so others at his facility there are no cells to be locked in they sleep in barracks style buildings and bunk beds and about three feet apart again Thompson so there's two rooms at seventy banks and all night long he has a hard time sleeping because of the coughing her boyfriend she says is diabetic and has acute pancreatitis underlying health conditions that compound their fears Carla Lunsford is in the same situation she worries about her son Donald few get who's an inmate in another part of Oakdale he's worried and I'm worried because Donald has a birth defect yet one of his lungs are smaller than the other he has had some asthma problems from that he's told her that he fears catching the virus from the guards who rotate among all parts of the Oakdale complex he says guard sometimes wear masks and sometimes they don't the drumbeat of confirmed cases and deaths out of Oakdale make her nervous so it sure does it scare you caring about a minute you know Attorney General William Barr on Friday ordered the bureau of prisons to shift more inmates to home confinement and speed up the release of high risk inmates particularly those in Oakdale and two other hard hit facilities that has raised hopes for an early release but okay all inmates are not alone in their fears the prison staff are also scared right now Ronald Morris is a maintenance worker at Oakdale and the president of a local prison workers union we are at the epicenter of the pandemic from the bureau according to the union's tally Oakdale is even harder hit than the bureau statistics suggest Morris says that as of Sunday twenty five inmates attend the positive including the five who have died more waiting on results on the staff study says there are twenty one confirmed cases and another seventeen who are waiting for results now I absolutely believe I've been exposed I believe it would be safe to say that eighty percent of the staff out there have been exposed already the toll from the viruses for staff to work double shifts Moore says his biggest fear is catching the virus and taking it home to his wife and three teenage kids he says he does what he can to try to prevent that when he gets home every day he kicked his boots off outside and spray them with Lysol he strips down in his utility room and throws his clothes directly into the washing machine and then run straight into the shower the virus doesn't care if your prison staffer an inmate he says that's just the dangerous nature of what Oakdale dealing with Ryan Lucas NPR news

I've always wanted to see the world so I decided to go and see it to have a great adventure and it has been great.
