"This is wet notes for april twenty third. Two thousand twenty one here on scuba shack radio. I up just after i recorded. The last episode president biden released his two thousand and twenty two budget. Well if you're a fan of the national oceanic and atmospheric administration or noah. You'll be happy in the budget. Proposal released on april ninth. The president proposed a record budget of six point. Nine billion dollars for knowing now. How does that compare well. This year knows budget is four point. Six billion wow. that's big increase. This budget really supports taking action. On climate change protecting marine mammals the ocean great lakes and coastal communities. If you recall the previous administration has proposed cutting knows budget only to have it restored by congress. Now this is just a first step in the budget proposal. It has a long way to go to get congressional approval. But i think it's a very good first step now. Here's something that's really interesting. I read this in the cayman compass online. It's about a grand cayman. Northside family found a message in a bottle. Yeah on easter. i think it was. The family was out walking on a remote part of the island. A place called the parrot sanctuary. I think this is on the east end. I like to observe my sealife while diving but these live cams from monterey bay aquarium can fill in and provide that little bit of serenity. Now here's something interesting. That came in from shearwater. You know the makers of the dive computers. They have a contest. It's going to be starting up. There was some speculation out there that the maldivian government might be lifting the shark fishing ban in their countries waters. Well this can't be good over ten years ago. Patty along with others helped to establish this current protection so the patty staff met with the moldavian ministry of fisheries marine reserves and agriculture's lead zaha wahid. Well here's some good news here at the meeting minister while he said that they were committed to sustainable and responsible management on april twentieth the ministry released a statement that said the maldives does not intend to permit a targeted shark. Dramatically modified their work schedule this as we touched on earlier, two new studies suggesting scaled up testing and contact tracing of those who test positive being key factors in any school reopening. To professionals who are facing these issues in different dates. Becky stone is the director of Alcoa City schools in Tennessee and Brian Woods Superintendent of the northside independent school district in San Antonio Texas, appreciate both of you for for being here tonight Becky the for the first day back to school in your area. Tennessee was July twenty second week and a half ago you. I know you've had four confirmed coronavirus cases. You expect so many. So soon and and how you responded that how does that change thing? Is. When we decided that we were going to open wing knew that we would have cases We unfortunately didn't go into it thinking that. No one was going to get sick because lots goes on those folks are going to get sick if they're in school or not but the first one we had was Just right. After we opened school and we met together and as attain. We did our contact tracing and because I felt like we had some really good protocols in place we really didn't the exposure was very limited and the second time it happened was last week and again I feel like because of the protocols we have in place in the safeguards there was very little exposure Interesting that that you're doing your own contact trae saying as a school That's a that's obviously a smart thing to do given the problems we're seeing with contract tracing on kind of you know on the large scale. Bryan Texas you're facing a different timelines. Schools haven't opened yet in your district, but once they do they'll be required to have full person learning after the first eight weeks. I correct me if I'm wrong on that do you think that timeline will allow you to keep your students and teachers say It's a good question and it's one that I hope we don't have to contemplate obviously our preferences not to have a a set timeline but rather to allow a local school leaders in elected boards of trustees to make decisions about what safe for their students in their staff. So a it is concerning to us that we have kind of an arbitrary time line of eight weeks, and then whoever wants to be back in the building. Ganvie. Becky I. Knew Your district did stagger started with students coming in for in person classes I think only one day week, which means I, think he'd only have a twenty percent occupancy at any given time. How is that working out? What are the difficulties? That you're finding just for other educators who are out there. That's true. We have about we're a small district. We only have about twenty, two, hundred students system wide good part. We're all on one campus with four schools on one campus we did decide. For. An option our our students could also choose to do all online and to do virtual learning. So when we say we brought in twenty percent, it's a little bit less than that because of those virtual learning students who are already online, but we did we stagger. So students are in school one day a week, and then they do digital learning the next four days until they come back to their in person day and it's worked out very well for US I can say. Got Of great feedback from parents teachers from other from administrators It does create some difficulty and you touched on that a second ago parents. It creates a difficulty for parents and I understand that and we want to be sensitive to that. But at the same time we thought why with the pressure to open, this is the only way that we could open safely and that was our first priority, and if if I know with contact tracing if a classroom if the student has positive. What happens in terms of quarantining D- do does the teacher they were in touch with does that person have to then leave school does the classroom what happens? Well. Again, because we open with such small numbers, it's very easy for classes to social distance and so Alvar staff are required to wear masks all times. Our students are not required. They six through twelve. We have strongly suggested that they wear and then pre K. through five. We have suggested that they wear if they're going to be in close groups. However. It's been good because most all students are wearing mask as well. But again, a classroom if a student test positive. There may only be for their students in that class right and they've been distance, and so when you do the contact tracing, what we have found is that very few of them have been in close contact for ten minutes or more within six feet of one another, and so the exposure has been very limited and most of the time both have on mass. So they can continue come to school and the teachers continue coming to school. Even though they they've. Been in the area of of a student, but not for a prolonged time. That's correct. Now, the student that tests positive obviously would corentin for fourteen days. Okay and and then anyone else that we find that may have been in close contact with that person and may have some exposure. They would also contain for the fourteen days. Brian's Brian the guidance for Best Practices for schools has been a moving target of both federal and state levels of Texas Office of in a hot spot for the virus in recent weeks how has that changed your plans and preparations have? It's changed dramatically when we surveyed our families in early June, we had about three quarters who indicated they wanted to come back for in person learning than we sent the same survey out in mid-july that was down more like a third, and so it has altered plans dramatically unfortunately in Texas we've had constantly shifting state. As well, and so I don't honestly know which version of the plan were on at this point I lost track a long time ago. But the the prevalence of the viruses. Shifted our plans but I feel good that we got a good plan on. Nimble plan. Going forward, and we'll be able to serve families either in the building or in distance learning well O'Brian woods and becky stone I appreciate can't imagine how difficult it is to be an educator right now and not appreciate all you're doing. "Of Ah, Let's see. They are Chicago public schools alums, and they are writing a letter. They wrote a letter to the mayor and Janice Jackson alumni for the abolition of police in schools and basically, let's just read some of it to you here. As graduates of Chicago public schools. We urge you to terminate the CPS district contract with Chicago Police Department in advance on the August 31st 2020 Deadline. So City Council was supposed to take it up again and in the summer to see if they renew it or not, but they want it done now wanted over and let's talk Tio. Let's talk to one of people was part of this who wrote this letter and as part of his group Rest E fu phone on. I hope I said that. Right? You're what did I do Okay with that Rusty You did a great job and I'm happy to be here. I'm happier on too. I mean, look, I'm one of those who believes that should be up to local principles and local schools. You are not one of those people. You want this terminated right now. You don't think police belong in the schools. And I guess explain to us your position. Why? That is So I really think that you know the money going towards funding. The contract could be used to fund better resources to create better burning environment. You know, the contract is worth $33 million. That could be funding. You know, over 300 social workers, psychologists. This position is not really a firmer evidence rather than criminalized. Um, well, I think principal could make that decision and 33 million box. It's not you can't purely be a financial argument. I don't think Rusty because 33 million bucks is a lot of money to you and me, but CPS budget of 7.7 billion. And if you think about how 33 million is distributed, I mean, look, I don't have that goes. I just understand why, if a principal and the local school council which ultimately be ideally represents the parents, the teachers, the administrators and everybody, you know the community leaders and community groups that if they all believe that you know what our school one needs a police officer What? Why wouldn't it be okay? Well, you know, you have the loc it up completely. And then you have the students who are actually going to school. Dealing with the school resource officers on the day to day basis on the fact is that most people do not feel safe. But the school resource. No district of you know, almost 89% of color and I'm 36% of students are black and on a national scale black students are 2.2 More times likely to be referred tomorrow enforcement. So kind of, you know, message that thunder students when we have the story starts off in our school. How do you know most students don't feel safe. Has there been a pole of Students. I mean, how do you? How do you know That's true? Because look, I'm sure if I went out there, you could probably find people who say that they they've had a good relationship with the police officer has been stationed in their school for 15 years. Doesn't that exist, too? Well, you are on a local level. At my side. We had a debate about the student body and other responses will be collected. You know, over 90% of students out that we should remove school officers. The 10% felt like we should keep them. They you know they were in favor of having those peasants police officers for a shooter. Situation and, you know, data showed that resource officers don't really make a difference in that situation. All right. So you're you're you mentioned what kind of cut out there for a second. But you mentioned Northside Prep College prep, which is where you went, and which is with one of the schools that is making moves to remove police officers, right? I think I saw a story about that yesterday. Maybe Yeah, you know, we believe were one of the first actually vote to not retain our school resource officers, But I guess my my pushback on that rest he would be. I mean, you've got to be a bright person because no one gets into Northside College prep. First of all, Let me just put that out there because, of course, you have to score like 99% of all the tests in order to even get we've looked at. It's Ah, It's not a school that's known for violence. I've covered crime in the city for years, and I responded to violent crimes. Many many, many times many, many, many days I went to schools. Many, many times as well. I never went to Northside College Prep, and I didn't want to Lane Tech either, which is one of the other schools you attended. Those kinds of schools may have different needs. Isn't that fair to say? That is hard to say. But I think you know whether you're at Northside or whether you're a student in the throes of Inglewood. We all believe that we should have, you know, a better learning Thio more, you know, affirming learning community one where the horses are going to, you know, dealing with trauma that we experience growing up in the city rather than you know, having Cory and criminalize criminalizing them and sort of perpetuating the school president Pipeline. Is, um Is there some way of just kind of polling schools are we are sorry students because that's what you're pointing out. You're saying it's the students who really want this? Is there some way of truly figuring this this out? What would their with their concerns are there with their poles? Are is that is that something you guys are trying to do or so left unmentioned.
