Dealing with that situation also not young so. You know it goes happens with everybody everywhere and. Maybe, today's the day I it's not. The, cat's cradle. So it goes. Yeah. Let's go back to John Calling in from California John You're back on free talk live. You wanted to know about my trip to the US Mary honest anything in particular you to cover their. Yeah. I doing why you left in the first place. Well we had a young man named Alex you gorge on the show and I think it was Thanksgiving the thanks actual Thanksgiving episode twenty nineteen. and Alex proposed his crypto utopia where he's going to go and create a crypto currency business incubator in the islands the Mariana Islands, which for those who know where Guam is. Is. There's the it's the US Marianna islands is the is properly known as the Commonwealth of the Northern Mariana islands there are I think seventeen Marianne islands six of them are in the Northern Mariana Islands Commonwealth and the southern one is Guam and it is the biggest by far the most populous island and they've got sort of some different histories and some shared histories and those kinds of things. So I can give you some idea of where it's at. I went there to a I'm very interested in free places move your projects. Yeah. Move here projects I just WanNa know about people who are starting up liberty oriented and Alex made the point that although his project isn't libertarian in nature. It's a pretty libertarian place and. You know government policies are friend any business. So there's some correlation there and I figure where you institute CRYPTO currency. Liberty will follow. CRYPTOCURRENCY, because it. Takes like the state stranglehold off of money is A. Is. An important step towards freedom and peace and variety of other things at least I'd like to see that happen. So I went to check it out and see what is this place that he's talking about and while I was there, yeah I definitely believe that it was the free place in the United States not because it's the tomorrow people or some kind of principled Proto Libertarians running around you know Swazi governments and. Excuse me you know denying the the need for government and and in fact, saying that we could all do these things by with competition and cooperation or whatever opposite yeah. Quite the opposite in fact, what it is is basically incompetence and a lack of need for. A big government. They just don't need one for fifty, five thousand people. The. Size of a county. And of aid, they get a lot of aid the kind of aid that states do and meaning. Well, a lot of problems we're taking care of. A tax rate. That's basically half of what? It's basically the same us tax code except you only pay half and there you go. That's interesting. So I want to go check it out and see what was going on, and of course, covert hit. It's amazing. How much they do have on the island you think this is just you know huts and beaches and snorkeling no no. They've got McDonald's and. Tony Roma's BUBBA GUMP SHRIMP Company. TACO bell. Pizza. Hut. You know they've got the places that Gold's gym. The kind of things that you WANNA do they've got going on there and I was never sort of I'm bored and I never had the island fever that I've had being on other islands. I did get Kinda Homesick for my family but me and my wife visited and This is great. We were intending to go back but I don't believe the family is going to be going to. Siobhan. Main. Island in the Commonwealth. Northern Mariana Islands. you were over there when the Koran virus that yes. I went through Hong, Kong in January and the coronavirus hit. Was a matter of fact they brought the aircraft carrier to Guam which is just around the corner tomorrow took it to the Marianas. Island. and. So you came back because of the corona virus. Yeah. I was my concern was is that I was going to be stuck on the island and yes, I was the third to last plane out. Be. My mother is not good with rules. and. I just wanted to keep a kind of an eye on what she was doing and you know you remember all the beliefs about what the viruses you know, how bad it is and all those sorts of things that were going on in March? Well, yeah, I mean that's all the information I had to. So I just wanted to be. Wearing my mother was. So. Otherwise, you wouldn't have come back. I really like it there I think it's great place and just a test run initially though, right? It was I'm going to go there for was supposed to be six months something like that just to see and then decide from there. Yeah. I was going for some weeks to see whether I wanted to stay for six months to see whether or not I wanted to you know make it home it is I am a resident of the Commonwealth Norman Islands and I hope that they return to the they're sort of place as what I believe to be the free as place in the United States. Not exactly a high bar these days now it's not. It's kind of interesting being. In a place where? I I'll I. Don't know how to say this as an American and sound nice about it. But this is the key I believe the United States is one of the least racist places on the planet and. In the Commonwealth of Northern Mariana Islands where you were born is so important you can't own land. there. And maybe that's not racism, but it smells like it. was maybe. Well, it's certainly an ethnocentric sort of feel to it. And You know it was kind of interesting being the. There's two percent of the population are white males or whatever. It is just being this kind of you know outsider. Minority. But not a vilified minority they're all happy to see be. Downright systemic to me. It's it's it's certainly systemic but. A good portion of the population is non-american. Chinese. So what was your favorite thing about being over there and like would you recommend it and how would? I would I would I be able to do that? Well, you'd have to get get on an airplane that's number one I do recommend it, and you think you should know is that your connections to the United States is going to be tenuous because you're not going to be traveling to and fro much it's pretty remote the. Basically right now, you're taking a flight from mainland to Hawaii to Guam to Saipan in order to get it I. I bet if you have some more questions hold onto because I I do like top talking about this topic. "You Gorge with in Mark here in the studio We were talking about migrating people who are interested in crypto currency entrepreneurs ores. You know people that WanNa start a business maybe people that already have a business but they're looking for more friendly place to go somewhere where you can actually import workers from around the planet in it. Not just the United States Northern Mariana Islands seems uniquely situated. Now you've looked at this pretty closely. Obviously I mean you. You're how many. How long have you been studying studying this potential move? Because I know you've looked at other places you know all the different territories I presume for the US. Why the Mariana Islands versus Sake Guam which is very nearby May Samoa Any one of the given states You know any of these things. Sorry let me turn your mic on. Go first first thing I did is look at this stage to try to figure out. Is there any place in the. US One of the states that could be ideal. I think the challenge with that is the federal government government control so taxation for crypto currencies. So as we were talking about oh it totally right so when I go if I go to the local hamburger workshop here and I buy a hamburger with dash which I did just recently on Sunday and that then becomes a taxable event because because it is considered a realizing capital gain capital gain or it could be a loss they want you to track the cryptocurrency. You bought the price that Oh you bought it at the time. Right somehow calculate The amount that you spent what you spent it at whether there was a gain or a loss was absolutely ridiculous insane. I mean it's like in almost impossible to think about how you would possibly do this right and it's pretty much zero chance. The federal government will change that like that they like having everyone. Well they WANNA scare people away from crypto currency. They made it as hard as possible to to buy and sell gold and silver too so I can tend to agree with you. Alex Alex that it's there that this is their back door. We like you probably depend on us for a lot of stuff. I'm like oh gosh. I literally wake up with us because we literally suck right? As this was a German territory that is a laughable concept. The Germans the seaworthy. Germans just conquering all the islands. Yeah. We we got it from Germany, and then there's Guam lover heard of our. She is unincorporated yet organizing obtained by the US in the treaty of Paris. That ended the Spanish American war of eighteen ninety eight. She is home to a large network of US military bases, and they have a governmental structure that matches that of Puerto Rico, and they have a unicameral legislation. That was what I found very exciting. I like that because he a camel a whole bunch. You know, everybody loves a bi-cameral. But while I'm has unicameral. But yeah, that literally I was researching waamp and it was like we use. You for military operations. Yeah. So blatantly. That's why we have Guam just we can put the military there. That's it. That's crazy. Yeah. Wow. Yes. Shot. It's gone. The next one is the northern Marian islands. They are unincorporated and organized they were obtained after the second World War in the trust treaty of the Pacific island agreement with the UN, which was basically just thing where the union was like, okay. We've all had a we've all had a really big fight. Right. And some of these countries Germany, Japan, maybe this over at union like have like got islands, and now they don't get them anymore 'cause they lost the war dried to kill half the population. So the UN was basically like, okay. Who's getting who's getting what? So we got the Northern Mariana Islands out of that. And it's a self governing. Commonwealth where the president is the head of state. The governor is the head of the government, and it has a by camera legislature. The US president is head of state head of state of the Commonwealth. That's so interesting. It's head of state of the world. Okay. Okay. Okay. The US president is the head of state, but they cannot vote for the president in the general election expense at so in excess Northern Mariana Islands. Call me break up with us this where do we go which we've talked about. They are the fourth one. They are an incorporated and organized they've been around since eighteen ninety eight after the Spanish American war. They are a Commonwealth. They have their own constitution and their own governor. They couldn't do it. All I'm like, you guys have everything go. I think they the only reason I mean, they don't I don't know how much of an economy probably it has. It's totally to do with money clearly understand just like I want..

"How customers make. Purchases. But also how these businesses make their payments to employees and to. That's right for taxes for them to to actually make their payments to the state and federal governments issues arise when they're trying to make those in large cash payments. Wow. I hadn't even thought of that paying their employees and and paying taxes. I know Florida is you know, should make a lot of money. This is after all this sunshine state that the stuff grows like weed and. If Florida's always behind the times, anyway, so I'm Mason divert is with us from the marijuana policy project there at M P P dot org on did you say ten states now have legalized marijuana for recreational use? That's correct Michigan became the ten state. And that's in addition to Washington DC and the US territory the Northern Mariana Islands which recently adopted some legislation to that effect. Okay. I know that we just became legal in Canada. And did I also read that Mexico was legalizing it? It appears to be headed that direction. What happened is the supreme court in Mexico has essentially ruled that marijuana prohibition in its current state and Mexico is is unconstitutional and his essentially directed the government to address it. And so at this point, it seems quite likely that this will occur. We've already seen legislation introduced by a key lawmaker in in Mexico, and we've we've seen some positive comments from the incoming administration there about this issue. So it really does seem quite likely that our southern neighbours are also going to be moving in this direction. In addition to those up north well was this a long time coming in Canada? Because I I guess I don't hear a lot of Canadian news down here in Florida. But this took me by surprise. It seemed like it was out of the blue. It's been in the works for the last really couple of years. I suppose you could say Justin Trudeau had really made it a big part of his campaign. He pledged if he were to be elected and the liberal government to be elected that he would make it a priority to quickly move to end prohibition and establish a regulatory regime that would really treat marijuana little more like alcohol, and that's what we saw is once he took office. They began moving in this direction. The parliament began considering legislation. As always that process. Certainly took a lot of of of debate and compromise, but they did alternately pass legislation and set a date in the future which recently came and went and as of now, we we now see number of provinces where marijuana is regulated some still working on their rules. And getting these things going some are are not going to allow sales and simply allow possession. But this is really the type assistant. We would expect to see the same with how we really see alcohol being treated where it's essentially legal at the federal level. But the details are largely left to the local government or state or provincial governments. And that's what is happening there right now with that. I mean, you don't know what the rules are from state to state. I guess a good rule of thumb is don't don't carry any across state lines because the laws would be legal anywhere. So it's it's really should be viewed more as as as how we see wet and dry counties here in the US where, you know, even if you live in a so-called dry county that means that alcohol sales or not allowed, but you can still possess alcohol. You just don't see sales taking place. So basically what you would see our. Some provinces there will be regulated stores where people can purchase cannabis. There's also the ability to purchase it online real. And then their possession would be legal throughout the country. And that's also what we're seeing with states here in the US where for example, in Colorado or California, there might be a local government that opted out of allowing sales, but it is still legal for adults to possess marijuana in those places. Right..

"But the way that Nipah process works is that if you have a plan you have to reveal the whole plan. You can't, you know, cut it up into little chunks that up people aren't gonna get mad about until it's too late. You know, which is what the navy did. It doesn't make sense to move marines to wom and not have anywhere for them to train. It should have been. We're going to move the marines to Guam which was that loud plan was released in two thousand eight. So we're going to move the marines Guam and they're going to train in the Northern Mariana Islands. And instead they cut a big Fisher between the two plans and it says in these PowerPoint slides cut the plans into two or reduce the scope. So that we can avoid litigation. It literally said that so so then that lawsuit is ongoing, and until that is resolved. They're not gonna be able to to move forward with their plan. Unfortunately, hand can just lost in Northern Mariana Islands district court, which is like a head scratcher, but he's a killing to the ninth circuit San Francisco. And so we're going to find out if they're going to hear the case later in December, and we'll see how much sympathy San Francisco has for the middle of the Pacific just to add a little darker tone to this. Could you explain why the marines had to leave Okinawa? It's so bad. Yeah. I mean, actually just Okinawa hates the presence. Like the navy presence. US navy presence on their islands like they've been protesting for a while. But their most recent protests in August, like tens of thousands of people came out, and they were protesting in the pouring rain as typhoon was approaching like they are. And it's because the the marines are horribly behaved and most recently like the biggest upper was that it was like a gang rape of a twelve year old Okinawan girl that was in the nineties. But I mean, it's even if like the marines were well behaved these basis are just like horrible for the local environment. And there's really like the Okinawans don't benefit in any way, the only lose their pissed that they're there. And so this kind of gets into, you know, as you were pitching me this story when we met last month what I think both of us. Find particularly interesting about it is just kind of how it's of the kind of slow continual grind of American empire in ways that are, you know, feel like very nineteenth century almost like the whole thing around creating this arrangement with threw up promising treaty with the you know, between the military and the local population and then just immediately. Going back on the treaty itself that that's like nineteenth century Indian territories shit. Or is that that's at least what comes to mind for me. It's, you know, you know, right now and in courts that are being tried soon in San Francisco, you know? Yeah. It never ended people think it ended like manifest destiny. Just like chemical Sheikh know like now, we're in the Pacific, right? And then there was also something you were telling me about the basically the administration of the island is sometimes just totally taken over by the United States, for whatever reason in the example that you were giving me was the immigration system. Yeah..

"Could you talk about how many about how many people live on the Marianna Zain in their national origin his? Yeah. So there's about fifty five thousand people across the fourteen island to the Northern Mariana Islands in Guangdong one hundred sixty thousand people and the indigenous people of Marianne is called the tomorrow's I am part tomorrow. And it's like one of the oldest continuous civilizations. Still in the Pacific they'd been in those islands like four thousand years, and they've been calling is by like, so many different countries at this point. Yeah. The the Spanish with her the Germans were there the Japanese were there and now they're American right? So you have this population of about fifty five thousand people out in the middle of the Pacific who, you know, over the course of the twentieth century changed possession hands, you know, three or four times and ended up in this unique relationship with America where you know, they're they're theoretically sovereign to themselves, but are defacto kind of administrated by the the US government. And I would hasn't guessed that, you know, Donald Trump could could not point out the Marianna Marietta's on a map, you know. Yeah. Nice. Seriously doubt. I'm sure there's plenty places. He couldn't point out on saying. Okay. So could you talk now about what the military is doing out on the islands? And why it's shitty. Yeah. Still basically, they want a place new practice like bombing, and like make bombs working tenant doesn't even really make sense. But like what they wanna do is a so about like three thousand people live on tinian, which is you know, where the plane with the atomic bomb lead took off in World War Two is been part of the US part of the Pacific theater for a long time. But the northern third of the island released to the like the military in nineteen seventy eight like, it's like all part of the covenant. But the navy said that they were gonna build a military base. That was going to be like a re cook base like for families to come in live in it would be a hospital on that would be schools in a movie theater. Bowling alley. Some people on like a three thousand few island in the middle of the ocean. Would have never had right? So they were like all right fine. We'll have this base because it's a place we can work on we can have all these resources. So they signed the covenant and the US is like know we're going to build that base. Eventually and. It's like forty years later. There's been no base. And now they're like that two-thirds of land that we finally zinc we actually wanted. Just start bombing the shit out of it. Like, they want to shoot mortar as they wanna like stage in Fabius landings. They wanted all this stuff. That's gonna like leave behind unexploded ordinance that will contaminate the soil in the groundwater in like end crops, the people tinian grow, right? They wanna like. Yeah. And like the people of tended would be like hearing the bombs lakes. Smelling the bonds that like like kids are trying to go to school like it's tinian ten miles long. Right. So this is like literally people's backyard yet. So that's what they wanna do there. And then there's an island called Coggin, which is like one I've been next like the most beautiful place at ever been lax sand beaches green sword grass it's full of like like ancient Chamorro burial grounds in like crazy archaeological findings from forever ago. Like the got there. Yeah. They have a an active volcano. So there used to be small village. They're they're like one hundred people they had a co plantation, and they were making it work, but then in the eighties the volcano erupted and everyone got evacuated and since then people are slowly starting to go back..

"Okay. My name is Sofia Paris. I work for Marianne variety. Jay Siobhan based newspaper in the Commonwealth of the Northern Mariana Islands. And been covering that activists who are resisting the navy's plans to convert a bunch of islands in the Northern Marianas into a arming ranges great. So we'll start with the number one question on everyone's mind. What are the Northern Mariana Islands? Yeah. Most people haven't heard of them. So the Northern Mariana Islands are like the fourteen islands in the archipelago. That are north of Guam must be will Guam Guam is basically a modern colony the inhabitants of Guam Chamorro people never voted to become part of the US. Basically just like a spoil of the Spanish American war. The Northern Mariana Islands actually voted to join the US through like a common walls become a common laws to covenant that was came into action in nineteen seventy eight. So of all our territories. The two Commonwealths that voted for some kind of official association with the US are the Northern Marianas and Puerto Rico and everything else is like a calling like American Samoa colony colony. We got a couple of covenants. So could you talk about how that Commonwealth is structured and what exactly it's relationship? To the US is is in terms of its local government. It's modeled after the United States. It has like a governor. It has a bicameral legislature. And then it has a like a district court, but just as far as like how it's relates to the United States. They created a covenant in nineteen seventy eight that like lays out what land the navy can like us and other basically says how that northern very on islanders will be represented in the United States federal government. And it's pretty minimal like they have like a nonvoting delegate. And how is it is? And he can or she can vote on committee that they can't vote on laws. The district court judge is appointed by Donald Trump. And like the Senate asked to approve there's different things in all the kind of loosely tied the Northern Mariana islanders into the US federal government. But unfortunately. What happened is once the covenant was actually signed. When like it became time to interpret the covenant that a lot of like US federal judges who are the people were ultimately like determining these laws. I've just decided to say like, well, the covenant says that the US is sovereign. So that you have has the right to like make whatever law they want. So it's sort of like this Commonwealth thing is kind of an illusion, at least in my opinion, the CNN my is basically alarm colony to right. And you know, as you say the judges that end up resolving issues in the Marietta's end up being, you know, mainland judges in federal districts, right? Yeah. They it's like most people. I mean, even if you're like, a judge, you're a Senator whatever if you're if you live on the mainland, you don't know about the Marietta's for the most part and like issues for. Yeah. Issues resolving revolving around the Marietta's are very complicated and like specific to this super weird. Circumstance of being in the middle of the Pacific between all these different superpowers and like a Commonwealth. So these judges they jump in. And they have like these issues put on their table, and they have no actual reason. To learn about the Mary on his, and they have no reason not decide the federal government. Yes. It just for context..
