Its recent high but aside from fears over the virus there are other forces technical factors that are exacerbating. Thanks joining us is the Wall Street. Journal's Gun Banerjee go engine tell us what's behind these wild market swings short so the Krona virus was certainly the main catalyst for this huge selloff. We've seen in markets but what I've been hearing from. Traders and investors is that there were these technical factors at play such as option strategies and other trading tactics that rely on volatility to make buying and selling decisions. And what I've been hearing is that this actually contributed to the volatility that we saw. Perhaps you've been exacerbated it. How do strategies like options trading work? How'd you traders employ them sure? So options trading has surged in recent years Especially as yields in markets have stayed Super Low. So people have tried to just get worn more creative in terms of how juice returns and options is one way they've been doing that. That's made options positioning one thing that investors track to try to get a sense of where markets might go next and for clues on potential shifts in market sentiment. I'm so what we saw on display here. This week is that something called Short Gamma positioning was on display. Short Gamma positioning. What is that when you have short gamma positioning what happens is traders sometimes have to sell futures as markets go down and they have to buy as markets go up so that can make moves in either direction more violent. Isn't that sort of counterintuitive? That's isn't that the opposite of the way it's supposed to work. It's it's the opposite of the way it has tended to work in recent years. So that's why investors were pointing it out this week. Monday and Tuesday combined to be the worst two day point drop in the history of the Dow Jones industrial something like nineteen hundred points. How much of the selling do experts say was tied to options hedging based on this market volatility? One estimate I saw said that more than a hundred billion dollars worth of selling happened because of this options hedging activity and also other trading strategies like volatility control funds that tend to make buying and selling decisions solely based on the level of volatility and market so as volatility jumps. They'll start selling so it kind of becomes a self prophecy and markets. Tell US exactly. What hedging is. It's sort of protective. Isn't it sure? So so what happens is if I'm an investor and I go out to buy option contract as a hedge on my portfolio. Someone needs to take the other side of that trade and sell me the option contract an activity that they might do on the other side of that to maintain kind of a neutral exposure to the market. That's the hedging that can contribute to the volatility that we saw this week grunion. How much longer could this options activity? Continue is the volatility likely to continue as long as the uncertainty over. The Corona virus continues. What do traders say traders have been saying that this volatility is definitely going to continue in the near term and we saw that in options activity. This week you saw people buying options that would pay out of volatility remained high even in the next few months but in terms of whether or not this type of hedging activity could contribute to that I think that's unclear when I was talking to people yesterday. Certainly they were saying we think this dynamic will continue to play out over the next few days We'll see

There's going to be ups and downs and you've got to stay steady through the process. Our research tells us about Joe. Borough is his own man. How we're measuring the quarterback's hand span now with that. Buck spam in support of the David Gil Kenan's Abiola Tamana memorial fund established to strengthen NPR's commitment to training and protecting journalists in high risk environments and from listeners like you who donate to this NPR station from NPR news this is All Things Considered I'm Audie Cornish and I'm ari Shapiro the justice department has changed the rules for asylum seekers before migrants could file for asylum if they feared persecution because of family ties now people can be sent back to their home countries even if they have a legitimate fear that someone will kill them because of who they are related to to talk more about the impact of this decision we are joined by Andre Lino she is a staff attorney with the northwest immigrant rights project in Seattle and she represents many asylum seekers welcome hi can you start by explaining what this family ties category means for asylum claims we often hear about people seeking asylum because of their religious beliefs or political affiliation or or race what is this category of family ties yes so basically when you apply for asylum you need to show that the persecutions of the harm they use offer what's on account of one of the protected grounds and one of these protective grounds is particular social group and the family has been recognized as a particular social group offered two years has been since nineteen eighty five and the federal court of appeals had recognized that and it does is just one of the elements everyone has a family you need to show that the harm what's on account of that a family membership so this family group status had been a protected category for more than thirty years on Monday the Attorney General announced that it would no longer be and then Tuesday the day after just yesterday you were in immigration court representing a client who plan to make an asylum claim based on family ties first tell me about that case and then what actually happened when you were in court yesterday I cannot talk is specifically about the keys because this is still on going I understand but one of our legal argument is that my client software persecution on account of her relationship with one of her family members he was the gang wanted to harm her because of her relationship with some of her members of her family and we lost yesterday we don't know the exact reasons but it based on their line of question is that the judge was asking my client it seems that he is pretty much seeing that a family as a particular social group has change her the Attorney General decision on Monday which is very problematic because he's thinking Noreen years of years of precedent recognizing family as a particular social group let me ask you a lot of people suffer all kinds of harm for all kinds of reasons and asylum has always been limited to certain groups not everybody who is suffering death threats will be granted asylum why do you think it's so important that one of those groups include family status so that's a good question these these international treaty right for human rights purpose says someone who is suffering persecution based on their race or their religion that's just such a human right that these people should be protected at but then people who are almost sexuales or trans gender or people who have testifying court they're not protected in many many many countries around the world so with these particular so sharp definition we can include small groups of people and that's why family has being recognized under date hello all for many years because people software is in many places because of a family membership when you heard about this policy change on Monday knowing that you had a case in court on Tuesday where you were going to try to make an argument of of family membership what went through your head is is just like bottle lock is just it's everyday something can happen with this administration every day we come to the office and we find that another decision was made or that there is another new policy that the president is trying to do in another country to try to affect asylum seekers so is just even these carrying with it being two days ago the outcome might have been different and this is just when we are talking about someone's life it is devastating Andre Lino is a staff attorney at the northwest immigrant rights project in Seattle thank you for speaking with us today thank you very there's a standoff under way in Harlan county Kentucky.
