"Today the trump administration rolled back another environmental rule. This one was aimed at reducing climate warming methane emissions. The oil and gas industry is the largest source of those emissions in the US and get some big oil companies wanted to keep the rule in place NPR's Jeff Brady's covering this story. Jeff Hi, Ari. Why did the Obama Administration create this rule in the first place about methane emissions back in two thousand, sixteen it there's a lot of concern about methane. It's the main ingredient in natural gas and when it's burned, it's cleaner than other fossil fuels. But when it escapes into the atmosphere unburned safe from a leaky valve at a well drilling site, it's a very potent greenhouse gas it. Has More than eighty times the climate warming power of Carbon Dioxide over the first twenty years it's in the atmosphere. So under the Obama Administration, the Environmental Protection Agency required oil and gas companies to monitor and limit methane leaks, I to newer wells, and eventually to thousands of wells installed before twenty fifteen Also, that's by some oil companies. especially smaller ones oppose the rule they said. It's too costly. Now, the trump administration deciding with US companies and rolling back the requirement it says that they'll save those companies up to about nineteen million dollars. A year in compliance costs is the flip side of that cost saving an acceptance that methane emissions are gonNA rise. Yeah. Yeah. you know the the administration echoes and industry argument says oil companies have an incentive to stop. Methane from leaking because that's the product that they sell, and the industry already has a voluntary program to reduce methane emissions The administration also says the Obama EPA rule that they say it was duplicative they say methane can already be regulated under other rules but environmentalists methane is such a problem that it needs special attention. "Many of them, especially when it comes to insurance, customers do have to fill out an application. So there would be some sense that they know they're signing up for it. Other products might be at it as a trial period or something like that, where it might not have been super clear what the customer was signing up for, and that's a lot of the problems we're running into. Now, these are products that would typically have monthly charges and whether the customer knew that they needed to opt out or what exactly they signed up for or what they applied for is in a very large grey area. So these are many different types of products that impact customers all across the country. Some might show up on their mortgages. Some might be build elsewhere. It's a whole, you know, kind of big span of what this could be. And that's why an aggregate the refunds are going to add up quite a bit, and it is impacting so many different customers and wills forego had previously announced that it was review. Doing its add on products, but you found out also that the consumer financial protection bureau is looking into this, what exactly are they investigating? Yes. So the Bank back in August two thousand seventeen did say in one of its securities filings, you know, just a quick sentence of were reviewing out on products. And what I've been hearing in my reporting is that it's it's so much bigger than just that, you know, we talked a little bit about the scale being, you know, hundreds of thousands of customers that could be impacted the tens of millions of dollars that could be refunded and that in relation any one of these add on products? Say, identity theft, protection or homework on t. products may not have a massive problem on its own, but at scale on an aggregate, it really is something the Bank is having a big time dealing with and it's something that the CFP consumer financial protection bureau is probing and investigating. And they're focusing specifically on whether custom. Mors were deceived their awareness of the products and their ability to cancel the products. And how is Wells Fargo handling the refunds for the add on products? What are they telling customers? What we learned in our reporting is that in mid thousand seventeen Wells Fargo actually stopped selling consumer add on products, and it's in the process of notifying customers about that. Some products are being terminated. Immediately. Others are being renewed after they expire and yet others or even more complicated when there are different third party vendors involved in the Bank has to sort that out as well. And so the Bank is in the process of refunding customers to, but it's complicated and it's, you know, the Bank is going through a whole slew of refunds right now we've written a fair amount about how some of them have been going, very smooth others. You know, it's a lot of systems involved, and the process is just taking a very long time in particular. Wells Fargo did say on Friday when it reported second quarter earnings that it took a six hundred nine. Nineteen million dollar charge in the second quarter to refund customers that had previously overcharged in its foreign exchange business, its wealth management business. It's auto lending business, and it's mortgage business. So it is in the midst of a huge amount of refunds that are all extremely complicated. They're all nuanced and you know, lot of it has to do with how Wells Fargo's communicating to customers, but it's looking for and how quickly it actually sends votes refunds out. And it does take quite a bit of time. You mentioned that Friday earnings report. How much could this scandal end up costing the Bank? Could they be taking a big hit from this as well? So right now we, we wrote and reported tens of millions of dollars. I did talk to some sources who said it might even exceed the amount of refunds that Wells Fargo has so far disclosed for its auto lending issues. That is about one hundred eighty eight million. It's complicated because it's a lot of different products with lot of different systems. It. It is sometimes involving third party vendors and relationships there..
