Rep. Dan Bishop Lays Out GOP Strategy for the Debt Ceiling Battle
"Bishop, welcome to the program. Thanks, Charlie, good to be with you again. Congressman bishop, for those of us including myself, who are not totally caught up to speed on the debt ceiling. Just walk us, we have some time. So walk us, what is the debt ceiling? And what is the debate surrounding it? And then we'll get further into the details. So by law for many, many years, there's been Congress can spend more money in appropriations bills, but to the extent the federal government's entire borrowings need to increase because there's no more room, there's a debt ceiling and Congress and the United States government can not incur more indebtedness unless Congress lifts that debt ceiling. So a conservative, as we've seen debt, okay, I think we lost congressman. We're going to try to reconnect there. As and so effectively, you have to raise the debt ceiling by law by statute. But sometimes the budget bills are disconnected from the debt ceiling increase. Congressman, do we have you back? Yeah, I'm sorry about that. Charlie, I don't know what happened. But please continue. Yeah, so this is we're hitting one of those points in time and of course what Joe Biden wants to do with the Democrats having spent multiple trillions of dollars without any Republican votes is we're up against the new limit and they want us to pass what they call a clean debt ceiling increase. We would just say, oh, okay. You can spend another two or $3 trillion more than in debt or incur that additional debt in order to feed the spending frenzy in Washington. Well, a new share in town. This majority of 218, particularly given the work we did in January to lay down some principles that we were going to adhere to before we elected the speaker, we're not going to pass any clean debt ceilings in the house. And so what we've been working on here is to get a proposal passed on the floor of the House and the leadership calls at the limit save and grow act and that has come together. We've been working on it insistently. It is a very complicated process of getting 218 members to be prepared to support it. And we wanted it, we insisted that it be robust.

"Really want to dive into though an element of this. Macron and G that are creating this new cozy relationship. You know, if you talk to the neoliberals that run the American regime, one of the arguments they'll make is that look, we need to do this war in Ukraine. We need to keep on pumping money because we have to keep our European partners close to our interests. It's a bad argument, but on the surface it seems if it makes sense. However, that's not even true. We're now seeing France. No. We're now seeing France, which is supposed to be one of our closest allies that is supposed to be in alignment with all these neoliberal ideas, cozy up to the CCP. Tell us about it. I think historically, the American link with some European countries has been a very, very important bulwark for democracy. Against both fascism and communism. But it's never been true, of course, of all European countries. Macron's visit to Beijing was totally astonishing. Rather than saying, do not do not one moment consider territorial ambitions with Taiwan, what macro basically said is, look, you know what? You invade Taiwan. We're effectively going to do nothing. And that casts massive doubt on French membership of NATO, quite frankly. I mean, because if we don't have any commonality of goals, then frankly, what's the future of it? So you've got a fracturing going on at two levels. One, the military structure that's been there since the late 1940s of naysayers now has one of its major players taking a very different policy position to that that we've taken a new take and over China and Taiwan. So that's going on and at the same time, you've got America's role as a global leader cast into serious doubt, not just I would emphasize because of Chinese diplomatic activity important though that is. But also, also, you know, after Afghanistan, after the fall of Kabul, after giving the Taliban $85 billion worth of top class American military equipment, there is also a question about can we trust America?

"Implications of us losing the dollar as the world reserve currency? The dollar has been the world reserve currency for a very, very long time. And virtually every commodity is priced in dollars. Whether it's oil, whether it's coal, where everything that's traded around the world, the dollar is the currency through which those transactions are conducted. And it's because of that, that America has managed to keep its place as the leader of the free world. Money matters. Also, because it's been medulla, it's given stability, because America has been, doesn't feel like it sometimes, but compared to many others, has been a stable country. Now, 20 years ago, the Euro was launched, and the ambition of the European Union was to replace the dollar with the Euro as a reserve currency. That was a Walter mitty dream. It never came to anything. What is happening right now is something very, very different. The Chinese are on the most astonishing international diplomatic mission. It's barely being noticed by western world media, but they are busy. They're busy with president Lula in Brazil. They've even managed in the last month to get the Saudis and Iranians together around a table. And what China is basically saying to these countries is look, we're going to help you with money with all sorts of things. And yes, we want to buy your coffee from Brazil and, you know, yes, we want to buy oil from the Middle East. We want to do all these things, but we want to do it priced in one. And it looks like it looks like they're achieving a pretty high degree of success. So if China becomes effectively a direct global rival to the dollar, this puts them a long way to becoming the world's global superpower. Now,

And then Biden comes into office he takes it down again. What kind of effect does that have on the British people and the British government? Well, I think it sends a very insulting message to the British people after all Churchill is a greatly loved figure in the UK is also very much loved in the United States as well. So it sounds completely the wrong signal, a very negative message. And that was day one of the Biden presidency. So an incredibly bad move by Biden sneering arrogant and hugely dismissive, of course, towards America's closest friend and ally. Understandable. So we're now in a situation where Joe Biden has made it clear. He doesn't really value the UK, his historic ally, over say France, or Germany, it kind of reminds me of what's going on with Saudi Arabia. Is that a fair comparison in any way? I think that Biden's treatment of Israel has been also very dismissive actually. And Israel and the UK are incredibly important allies for the United States and Biden has treated both with real contempt just as Obama did before him. And I would say that Biden is alienating America's closest friends and allies on the international stage. It's an extremely destructive path forward.

"Talk about this seminal moment Mike. This switch where everything turned inwards in 2015 or 2016. So I'll just out boulder eyes what you said and then I want you to fill in the colors to give us the flesh on the bone. So there's this thing that you talk about the foreign policy establishment that is bipartisan. It's kind of the uni party is bad and would call it. And they had a mission over years and perhaps decades working hand in glove with Soros foundations, the open society, the Ford foundation, Ned and others, where they were fighting for quote unquote democracy abroad, which meant targeting populists, the likes of Orban, the likes of probably Modi, they probably hated Modi, Nigel Farage, and so on. And then talk to us about that, what the foreign policy amoeba is, and then explained what they decided to do in 2015 and why. Right. So there was a saying in this country for a long time. I'm sure it still said, I just haven't heard it in a while. But that's that politics stops at the water's edge. This idea that Americans may have our disagreements about domestic policy, but when we look across the Atlantic or the Pacific, politics ends at home, we're always united on foreign policy. The so called Washington consensus on foreign policy that effectively existed from Truman until Trump. And more than just the unity on foreign policy, the other thing that phrase delineated was, if you're abroad, if you're the president, the Secretary of State or the defense minister, you don't slag off and criticize your opposition party at home. If you're a Republican in London, you don't say bad things about the Democrats that are domestic politics and likewise, if you're a Democrat president, you don't do that about Republicans. And to greater or lesser extent until recently, was in fact adhered to. Right. Right, now that's exactly right. You know, we are a world empire. We've been a world empire since 1898, essentially at the end of the Spanish-American War. The high standard of living that we have is partially a function of America creating much of the world in our image, so to speak, through our diplomatic and soft power influence projection during the 20th century.

Nothing less than a globalist coup, we get a mangled Jeremy hum, out of left field, becomes Chancellor of the exchequer, and now we have a new prime minister. He's taken over today, our third and 7 weeks, but the name of Richie sunac, I can pronounce it, even if Joe Biden can't. And he of course is our first former Goldman Sachs prime minister. He's a globalist. He's a supporter of Central Bank, digital currencies. He's barely conservative at all. And it all goes to show that the British Conservative Party isn't conservative at all. And we have a real problem on our hands.

"A lot of New Yorkers that listen to this program are going to email us freedom at Charlie Kirk dot com and they say Charlie, how could you possibly be so naive to believe that Eric Adams is actually was actually going to be someone that was going to be strong on crime and a good governor. Well, I thought that actually someone that was a police officer actually might have been a good governor. He is almost no different than Bill de Blasio. The state of the city of New York is falling apart. But there is a growing sense. Of repudiation. For Democrats all across the state of New York, Lee zeldin has run a great campaign. People thought he had no chance throughout June, July and August. And as we look at the broader national picture, let me tell you this. If New York is in play, anything is possible. If the organ governor's race is in play, anything is possible, recent polling shows that the New Mexico governor's race with Ron Shetty is in play. We are seeing candidates. We are now seeing a potentially competitive Connecticut Senate race. So this is and people say, I don't trust the polls. I agree. I think some polls are suppression polls. But when you start to see national trends and otherwise very blue states, where Republicans are having a fighting chance, you're about to see something that we've never seen before. Does that mean we have to be cocky or confident? No. I heard someone say on Bannon show and I love this, which is there is no citizenship on the couch. You got to be in the arena. You got to be knocking on doors. You got to be doing things that are substantive. That are actually moving the dial in the correct direction. But in the state of New York, we're seeing this massive realignment. In a state where Democrats then just take for granted, they consider it to be their most reliable state. And it really does beg the question. Is chuck you Schumer potentially in danger?

And it's meant we've stopped producing as much gas and oil and electricity. We've stopped being independent when it comes to energy and that's why of course we spend. Get out between America and the UK and Europe, they get about a $1 billion a day for their oil and gas. So number one, cut off supply, make ourselves more self sufficient. Cut them out completely of the banking system. Apple, who I rarely praise, will stop setting their products in Russia. Number one, make the economic noose as tight as possible to try to get Russia to turn against him from within. And secondly, and I like you. I'm war weary. We've done too much of it for too long, but this is actually different. This is really very serious. We have to stand together under American leadership. The British will be right by your side, but it must be American leadership. We have to say, if NATO members are attacked, we will act and when we say it, Putin has to think that we mean it. And this is the problem. When Trump was there in The White House, there were no Russian incursions. We had Russian incursions under Obama. We had Russian incursions under Clinton. We've got Russian incursions under Biden. Under Trump, Russia did not move into any fresh territory. Do you know why? Because they actually thought this guy is a serious guy who punishes if we do. "My name is Nigel. Jason hammers right over there. Hope everybody had an awesome Labor day weekend. And that's what I really want to talk about this second. I hate starting out segments like this. I wanna talk about Labor Day and the awesome college football that we saw so much to be positive about. But the violence in Indy Over Labor Day weekend specifically on Labor Day Hammer, six killed in a 24 hour span from Sunday into Monday. Unbelievable and at one points on Monday on Labor Day you had four shootings. Four deaths in four hours in just four hours now is to put this in perspective. When you look at that 24 hour stretch Indianapolis beat Chicago and I'm not just talking about per capita I'm talking about overall totals the actual number right that Sunday into Labor Day that 24 hour stretch Indianapolis had more Shooting deaths than Chicago did. There was a 17 year old. Who was shot and killed while playing ball with his younger brother, and this was four o'clock in the afternoon near East Ohio Street in North Randolph Street. Two brothers out there, just playing ball. And one of them gets shot and killed. There was a fatal shooting. That happened not too far from where we are right now. Here in downtown, this was at the intersection of Washington and Davidson Street. That's in the middle of day, wasn't it? Both of these 3 30 in the afternoon and the brothers the fatal shooting there was at 4 15 in the afternoon. So we're not talking about two o'clock in the morning or something like that. We've all heard that expression. Nothing good happens. You know, after midnight or after two o'clock in the morning. This is the middle of the afternoon on Labor Day. So that I mean, look, you have certain people in the media in this city that will accuse guys like us in this radio station of perpetuating the myth that India's a violent wars own. You know, look at me and drinking a beer on massive at two o'clock on a Saturday and nothing's going on. Oh, boy. Yeah, Look at me. I'm walking down the canal with three o'clock in the afternoon on a Sunday and it seems peaceful. What are these fear merchants talking about? Well, this is what I'm talking about. Right here because it's not just, you know, that's widen your perspective. If you think that because it is just I mean, we're on track again. Like you said, to reach 275 murders By the end of the year, possibly more. I'd take the over on that one. That's unbelievable When you consider what the city's homicide total used to be. Not that long ago, there was a time again. I'm not talking about 30 years ago or 40 years ago around 2000 and 12, where if the homicide total got above 100? That was just devastated. That was unacceptable. And here we are. We're going to be pushing 300 by the end of this year. And you hear guys like Reverend Charles Harrison, often 10 Point coalition, he was on with Abdul, who was filling it with for Tony this morning talking about again the revolving door, the criminal justice system. All these hardcore felons. That are repeat offenders getting out on cheap bonds. Or maybe the prosecutor isn't doing his job. I mean, this is all things. These are all things that we can change from voting out the City County Council to voting out the prosecutor. You are going to have that Marion County residents especially going to have to do Uh, take some action at the voting both When we spoke to Abdul on Friday, he did a lot of polling about some folks in Marion County. And to me this kind of sums up where Marion County is right now, according to the polling data that Abdul's company did. People are concerned about the crime. But they don't necessarily blame anybody for it in the city. Well, if you're concerned about the crime You start with the top. You go toward the mayor. But also you have to look at the prosecutor and you have to look at some of these judges when we go vote and we've talked about this before night. Usually nobody does any research on judges, right? We're all ask that one question on our ballot should judge so and so be reinstated. Unless I've heard of a major scandal. I admit, I probably put yes. To reinstate the judge. But now you have to do some homework going to have to do some homework here because there are too many repeat felons out there because of these judges. Look, I'm going to be the first to say I will applaud Boss, Hogg said. For putting a bunch of money in the budget for I m P. D. Credit where credit is due. There's also, uh you know, we're able to use that those federal funds for covid to help in the community as well. But that's that's not going to last, and it seems like we've been throwing money. At this problem for a long, long time when there's other sections that we talk about other, um, again with, you know, letting criminals out hardcore felons repeat offenders on these low bonds that get arrested as only to go out and commit the same crime again, and it affects Disproportionately the African American community, which is equally as tragic and sad, and we've established this a long time ago. The only reason it's being pushed out there now is there's some chatter that he may run for mayor again. Because surprise surprise. There are some documents that have been obtained. About Dr Fauci and his relationship with that lab in Wuhan. Oh, yeah, We didn't Buzzfeed first kind of broke the story about some emails. Through the freedom of Information Act that came out and now this is something different, though Yes, the intercepts has obtained more than 900 pages of documents. Laying out the work and the correspondence that Dr Fauci has had along with the NIH with that lab in Wuhan. Now, Dr Fauci from Day one, has adamantly denied The NIH funded gain of function. Research in Wuhan. Right gain of function is just it's a scientist tinkering with the virus to make it more lethal. And these newly released documents show that not only did the United States and the NIH fund that Dr Fauci may have been in some Cover your backside mode here, tweeting. I'm sorry. "Have physics all the time here on mindscape but we don't really do condensed matter that much. It's not my personal area. And i really don't want to neglect it. So why not start at the top. Nigel is an amazingly prolific and influential condensed matter physicist. Who works in lots of different areas but the number of ideas that are going to get discussed in this podcast and the way in which they fit together there's a lot of ideas and their tricky and they fit together and interesting way so i wanted to do more of little extended introduction here than i would usually do because the forest really matters. And we're going to talk a lot about the trees. I figured if i could sort of lay out the road map for the entire discussion that will help. People follow along when we actually get into it. Not because nigel is not clear. He's actually a brilliant exposure of some of these really difficult ideas but yeah this is the kind of area where being told what you're going to be told before you're told it doesn't hurt any. Let's put it that way. So here's how i think about what is going on in this conversation. Physics great right. Physics is very very good at describing certain features of the world but it's natural home where whereas most comfortable most effective is actually quite simple systems right. The spherical cow philosophy ignore areas. And all that so if you have just a few particles bumping into each other do some fine diagrams or even if you have two black holes in spiraling or the universe expanding these might be beyond our intuition or everyday experience but there's a small number of moving parts okay whereas the real world of our everyday experience actually is very complex. There are many many moving parts in a biological system or a sociological economic system. Or something like that and in some sense you know. That's a shame because physics is really good at what it does. And it's kind of a shame that we can't readily transport the techniques and things that we learned from doing physics into these messy complicated systems But it turns out. There are some physical systems that are in some sense pretty simple and yet show features that are closely related to those that we see in the real world so think about a frontal. Get in your mind. The famous images of frac. Dole's with all these little sharp edges and so forth. What makes a practical of fractional. Well you can look at it at any magnification and it looks more or less the same. Maybe not exactly the same sort of similar statistical properties. So if you zoom in on a practical you see just as much going on as you do if you zoom out and look at it from very very far away. Physicists or other kind of scientists call this scale free behavior at every scale over every distance that you examined the system. Something going on often called self similar behavior or sometimes power law behavior because if you quantify what's going on you can show that in these similar systems or facto systems. The amount of stuff that's going on goes as the length scale. You're looking at to some exponent to some power okay. So power law behavior very different than a simple physical system like two particles bumping into each other or even a typical condensed matter system. If you think about water right you can have a glass of water if you zoom in on it. Nothing's going on. It's still water. There's no difference..

So i'm happy with that and we have a bumper crop of peppers. Which are they are. Victims of blossom indraught air. Yeah but they are not victims of animals. And i i'm asking so i thought he'd go the direction that when you were out of town. Nigel was in charge of taking care of the pep he was and he came back to find that he had cut away everything prize. The crop is survived. He you took most of them down whether it was prematurely. I would say yes okay. I realized that afterwards but they look like they were ready. I was like oh this. Looks like an so let. Let's get to the heart of that. Why did they look like they were ready to you. Someone who knows nothing about peppers when they look like they were ready because they were green. Because they've been green since the moment they started growing monk. They just so they'd gotten to a certain size right. I though these look like the prig will. There weren't pretty big. They're small well. I thought they were pretty big for that little tree. I didn't think they were gonna get to be the full size you get in the supermarket. That's at three o'clock 93, ABC. This legal fight between the attorney general of Indiana, Todd Rokita. And Governor Eric Holcomb. This this is great. I got to admit, this is one of the weird fun ones right? You have the governor's office suing the Legislature. That's how this starts. Tony Katz, Tony Cats today. To the governor's office sues the state legislature. Because the Legislature said they can call themselves into session and the governor said no, you can't. It's not the Constitution can't just call yourselves into session. This has to do with emergency powers and whether or not The Legislature can call themselves into session to say, Hey, Governor Holcomb or any governor you keep with these mass mandates keeping these shutdowns? No, no, no. We have to make that decision. It isn't just yours unilaterally over this length of time. We have to say in this And so they said, We can call ourselves into session because there was no mechanism for for doing so. The governor is saying, No, no, no, no, no. The Constitution does not give you that power. It only gives the governor of the sole authority to call a special legislative session boom. He vetoes the legislation. General Assembly overrides it. So the governor is saying, you know. No, you don't have this authority will take it to the courts. All right, Take it to the courts. You're following the system. This is totally fine. By the way. Taking it to the courts is exactly why on the federal level Congress said that Donald Trump was obstructing Congress because instead of just handing over paperwork he wanted the the courts to answer. The question wasn't what he had to that's obstruction of Congress. It was never obstruction of Congress. It was a garbage claim from garbage people. Okay. Holcomb goes suing. He hires illegal team Enter the Attorney General Todd Ricky to He says. Oh Whoa, you you can't hire your own legal team. And, uh and Governor Holcomb's like, See what and broke. It is like I'm your attorney. I'm the only person My office are the only people who can represent the state in court, and that's what's happening. We're representing a state interest here. You're discussing a state interest here. In what the General Assembly is done. And Hulk was like, Yeah, I am worried about that. I'm going to hire my guys and he happens to hire some guys who are like like one of the guys specifically, seriously anti Trump. That's neither here nor there. So rocky to is now engaged in a battle with the governor, the attorney general of Indiana, engage in a battle with the governor of Indiana to see who the representation is in taking on the General Assembly. Of Indiana. That's on real amazing. You got you got to admit. You got to admit that is something special that you can see that come come into play that you can see this level of battle because this doesn't happen. This dead. When does this happen? Where does this happen? How does this happen? Answer Correct. Now. Here's what I think that's gonna happen. I think the governor is actually right. He has In his conversation that you can't simply decide something that is already Expressed in the Constitution. You can't just make that call. I want a constitutional amendment. That describes how indeed The General Assembly can call itself back into session. Hiding. There needs to be A standard a setup right a plan, but they have to be able to so.

"I were in there were literally at you know at six. Am there would be this smell of bacon coming from the microwave in the kitchen. And it was the The two girls. Who were his producers diane diana and diana and her sister and i can't remember what her sister's name was but it was diana and they were microwaving up g gordon liddy bacon every morning remembering. It's it smelled up the entire The entire offices and studios. It wasn't a bad smell. And and there was the occasional conversation with g. Gordon liddy in the kitchen and he couldn't have been more pleasant could have been a nicer guy. Could not have been a nicer guy. Like one of the most fearsome individualistic over read about in american history. And he was just saw. And i i think you and i would like occasionally start. Firing some watergate related questions at him. And he's i good question. Good question kevin. I gotta get back to the studio by the way. The bacon smell much better than the time when mike. Kelly decided he'd up seafood chowder. Oh god and everyone just yelled like. Don't ever do this again. Man you just ruin the entire radio station. Didn't liddy gist. I did just pass away. And and mark is it has been A stand up comic Some of you know that in some of you seen him and he's great but the other thing that i wanted to say to you and this is so true while mark was definitely A in acquired taste for adults and really again. The reason being mark is one of these people. And i have several friends that are this way that they just don't wanna waste any time with people that they don't feel like they should waste time with that. That is partly you and your personality which is fine I remember those early days saying basically. Fuck him You know. I don't i don't really care. But and then somehow we ended up becoming friends but what mark was phenomenal doing is he was great with young people. And all of the interns that came through nine eighty over the years including by the way my son and a lot of sons and daughters of friends of mine remember we had basically the sheehan interns for about three straight summers always great Mark could not have been better with young people and still to this day. There are friends of my son who will ask house mark doing And and because you are great with young people in you really. I don't think it was You certainly didn't get paid Any more for for doing it but for all intents and purposes hugh her the managing the intern program at least those that were in during our portion of the day. Well it was. It was always. It's always fun to shape a young mind in that and show them. Hey this is the right way to do things you know. This is you know. Let me get your mind working right about how you can cover a show and how you prepare for show and you know i. It's great to see the eagerness and the anticipation from from the kids. I mean there's so many things that you and the vice president vice-president apparently which she apparently has not been to europe which i found is a surprise. I've been to england once. But i've never guess france and you're from england. I well technically. I am from england. Yes from birmingham. I think but yeah no. Every time i watch the french open over roland garros. And i'm like man i gotta get over there and see i got. You've been to see wimbledon. I'm if you've been to see rolling. How nice was it to know that you're talking to ron. You're talking to jack. And they're not holding anything against you and how comfortable after this year with them. Do you feel that relationship. You can have that open communication the so good. I love our coaches the coaches snow among were not in not going to lay down and relax nor be bay. So you know. i'm a worker armor imposed. Not so you know mccown red and you had a lot of opportunities off the field. This offseason saigon feud. Can you just gotta take casino.
