John's do you have any view one way or the other on how the the bungling nature of it plays into how we should understand it? If. This is a foreign intelligence operation. It's still better than what we've seen in two thousand sixteen. So yes, it's not very competent, but it's it's a slight improvement what we seem in two thousand sixteen also historically many of these operations are. Pragmatic, not perfectionist that designed to have an immediate quick effect and the not designed to be. Never discovered undetectable perfect executions. So the mindset at work and active measures is often You know one that could be described as a sloppy because sloppy actually achieves for term effects. So. I went up close out by putting both of you on on the spot a little bit I say that ingest but you know we're about a couple of weeks out from the election from the day when the votes will be cast. Of course, counting of votes may continue pass then but. In Your View Thomas I'm curious whether you think we should expect. More confusion possible operations like this in the days to come and then Evelyn Thomas Wise and I'm curious for your thoughts on. What we might expect to see from the platforms if that comes to bear and that's a tough question obviously because predicting the future though on it's difficult business for anybody who likes evidence and artifacts. The story this morning the most recent story in the New York Post about Hunter Biden which is mainly about as as lifestyle with a couple of pictures. That's really quite lame. So if they're already running out of juicy emails than maybe that is an indication that not much more can be squeezed out of this particular hard drives so to speak. I'm but but of course, we don't know. Would I expect other operations of a seminar kind in the days and weeks to come I, think personally I would be skeptical. And indeed I in.

"As we said twitter went nuclear and instead of like facebook's more intermediate step of just down ranking it. It blocked access to the story entirely, and so it seemed like a much more drastic action and there were several hours in which none of us knew on what basis it had taken that step. Now, it had pointed a through spokespeople to attack materials policy and it wasn't clear that that applied you know I sort of try and fuller these policies as much as possible and probably know them. As anyone outside the company, and there's a very clear exception in the hack materials policy for reporting on hacked materials. It's clear that you can't post direct links to hack materials on twitter and we can debate the wisdom of that policy separately but the a very clear exception for reporting and for exactly this situation, and you can imagine a bunch of other situations where. The mainstream media reporting on hacked materials and it's important to the broader public debate the that reporting can be available on twitter and so it was really unclear why twitter had gone nuclear and during those hours where it was unclear that's when the sort of people filled it in with their speculation charges of bias and all of those sorts of things in the end it. Actually turned out that this was a reasonably straightforward application of the policy. As you say, there is a ban on posting personal information without consent and I personally think that's a pretty reasonable policy for social media platform to have For obvious reasons it didn't occur to me that that was why the policy applied because again, it never occurred to me that the post. Had redacted the personal information, but there we are. So yes, that was the basis on which it had taken that step and it's interesting because even though twitter's action seemed to be much more drastic, wanted the much more nuclear option than facebook's in some sense it was the mole principle because it was one that could it could easily justify on the basis of Priok policies. However, the communications failure at twitter continues because they then rationalize decision in a tweet thread and the tweets read was not surprisingly not as clear as it could vein on twitter. And so it suggested that. Any materials of an unknown provenance could not be discussed onto and reporting about it and that the reason why twitter had blocked this link was because it was unclear the source of these materials which would obviously be a hugely drastic policy. So much reporting is based on materials of unknown provenance including, for example, The New York Times story about trump's tons. And You can imagine the the outcry that would that would be if twitter just blocked the URL's linking to that story and again, then twenty four hours later, a we have or I don't know if it's twenty rows time is a flat circles say a little while. Later there was another tweet thread saying is rethinking that and the you can post to to act materials and materials of unknown provenance provided that he does not directly basically provided it's not directly a decent formation operation. And just to be clear Evelyn am I correct fit again, we're recording this on Friday, the Postal Inc.. Would still potentially be limited distribution on twitter because it still contains that personally identifiable information right again. So twitter's tweet thread explaining its river apparent policy reversal was again not as clear as it could been and was again misunderstood. It's just incredible that this stuff keeps happening on twitter and a lot of journalists understood this to main that it had reversed its decision on the New, York Post story and. That the reporting in that case could therefore be posted to twitter and and that was not the case because the reason why would had acted the way to acted was and had always been the presence of these personal information in the images and that was still true. The posts still had not redacted that information and so as at the time of recording, it is still not possible to post that story to twitter. All right listener, you can do that experiment on your own when you hear this and see if it's possible to post the link. So so Thomas, you had an interesting tweet in response to the Hullaballoo over twitter and facebook actions here were you. You made this point that you know twitter and facebook are not the Internet they're not the government, the private companies. It's a little bit like a supermarket asking where a mask you can just. Stay out or leave if you if you don't like it I think that's a useful way to sort of set up a conversation about what role these platforms have in stopping the spread of possible misinformation or disinformation, and your view did facebook and twitter do right here in trying to block or at least downplay the spread of the story in light of the fact that the New York post was behaving incredibly irresponsible and putting it out there. Yes. So obviously, the tweets. Triggered a lot of people. Felt bad bad enough aura making so many people's angry. That's the point that tried to make is that. This censorship is the a lot of people call. This censorship censorship happens when governments clamped down on journalists man censorship censorship is serious business looking here only at social media companies, none of which have what some you know a monopoly by definition than looking at two different ones in there more. And you know they're in a very difficult position we just need to acknowledge how hard it is for facebook and twitter to counter disinformation. They cannot do something that will.

Biden with significant exposure physical presence trips, you know that designed to meet people and have conversations with them have even softer targets than than what we had in two thousand sixteen and in my view. So I think it's very much to be expected. That Giuliani end indeed also unto Biden. Were intelligence targets when they when they were in. Ukraine. And Yeah. I'm not surprised by that Washington Post story in the slightest. So If our listeners haven't picked up on this by now you're Australian. The New York Post is, of course, owned by Rupert Murdoch who owns a media empire right-leaning publications that are among other places incredibly dominant. Australia where he's from. So Thomas mentioned As I said on twitter that one of the disinformation tactics used in the Cold War was passing information to sort of tabloids, lowbrow newspapers without asking you take responsibility for your countrymen. Can you give us a little context on the Murdoch Empire and Wire Murdoch paper like the New York Post might be ideal for the kind of operation that this might be. Yes. I will take the opportunity to extend my apologies for the. The havoc that the USTRALIAN Murdoch's have richt on. The American media landscape if it's any consolation, they have also done it to Australia. So it's not like we just exported the chaos. I think the key point is that they don't have a reputation for the highest journalistic standards and you know one indicator of it, which becomes important in the story later on for example, is that like they didn't even bother to Redact the personal inflammation in the images of the hacked materials that were included in the story, the emails, the phone numbers of the individuals involved, which just seems like sort of standard basic good practice and so that failure to really report out the story. And check and verify it before releasing. It is not not uncharacteristic. We might say and there is a history of that and I think the the aspect of these important is it's not necessarily the impact that the story in the post itself alone might have but the way that that plays into the broader media ecosystem and the way that that fades up as has been shown by work by my colleagues here at the Beckman clients into like Professor Ben and things in the book network propaganda that the story itself then fades off into other news outlets that have a much broader region sort of reinforcing propaganda cycle. Thomas. Is there anything you'd want to add to that? Well. Yes. I mean I I I. Think it's we're in an interesting situation because it appears to me that the story about the story. Meaning the the story about potential disinformation here has. Far eclipsed the initial claims in the story. So some people, call this the strike zone defect that. The. Attempt to debunk something keeps the story alive. And Away Way we're looking at a version of that here. So how damaging is not to the Biden campaign? If at all, that's an interesting question to consider for a moment but I think. We will continue to first off the story I think politically is going to move the needle and tons of the campaign because smoke it's complex and convoluted not interesting enough for most Americans, but it will continue to be a story for the next couple of days and weeks for sure because it is just a the story that everybody was waiting for against the backdrop of what happened twenty sixteen. Yes, a spell that out for us a little more two thousand sixteen is obviously the elephant in the room and I think we'll get to this when we talk more about the platform governments. But I think a lot of what's going on here is sort of various actors from the media to platforms like facebook and twitter are terrified of repeating what happened in two thousand sixteen. So walk us through the parallels there. You know why? Why were expecting this kind of thing to happen again So this. Rather complex for me just make a few observations. One we. Say We. We mean, I mean the entire conversation about the twenty sixteen election interference probably by and large overestimated its effect. By doing this, we of course created the expectation among social media companies among journalists among politicians, and really also among Russian intelligence officers that something like this will be repeated or tried again, an election interference operation in twenty. Twenty. Especially because happened in France in on a very small scale in the presidential election, as well as in the midterms also on a very small scale. So the expectation among a lot of people was there's going to be election interference and among closer observance, the expectation was. Through some form of Hocken leak because that was the most effective vector twenty sixteen. And then of course, the question is one lessons were learned. So lesson that I think the social media companies took away his just have to respond quickly in order not to be caught with a gun face after the fact, like it was the kiss and twenty, sixteen. Most likely, the lesson that the FBI and and the wider intelligence community learners and. I'm speculating here is likely. You don't get your hands into the political meat grinder just ahead of an election because clearly that was extremely damaging to them. Last time around. So which really leaves us whether extraordinarily situation that that doesn't opening foreign intelligence operation because it will be very hard for. People like US outside researches. To assess the situation because the operational security on the part of the Russian intelligence agencies will have improved. So we are now in in this limbo situation that we have a situation that could be an operation. We. Don't know for sure based on publicly available forensics whether it was, and we also can't count on the intelligence community and the FBI to tell us more before the election. That's what I would expect. That's fascinating and so I wanNA push you to explain to our listeners a little more what you mean by sort of the effectiveness of the two thousand sixteen operation you've written. I think pretty persuasively that people on the United States have tended to overthink estimate the effectiveness of the Internet research agency trolling operation but perhaps not place enough weight on the effectiveness of the GRU hockey league and how the American press sort of took the bait in a way and really ran with the material hacked from the Democratic Party without adequately contextualising it and I think that the danger of that Hackman leak is as you say, sort of why were potentially concerned about a similar. Here, can you spell that out a little more like what what vulnerabilities were there in twenty sixteen in the hack in leak and are we seeing them being exploited or or perhaps a an attempt to exploit them here? I think the twenty sixteen operation had, of course, these two major components, the social media, troll farm, Saint Petersburg, the hacking, a leak. Executed in a you operation hack of the DNC and really more importantly. John. Podesta. and. The problem with all active measures is that they are trying not all the almost all active members trying to exacerbate something that is already existing. Tensions. Prejudices. Frictions. Racial prejudices and whatnot. So it becomes extremely hard for the operator itself it becomes extremely hard to assess how effective your Persian was and how much of what happened was already happening organically. So that evidential problem. Recount Update measured effect of Information Operations. Of course applies in two thousand sixteen and I think we have collectively erred. On the side of ascribing too much effects of these operations because if we discussed if we focus in.

"Weirder in the eyes of many commentators. This looked like a continuation of Giuliani's. Twenty nineteen efforts to smear Joe Biden by claiming falsely that will vice president Biden intervened to protect Ukrainian company for which hunter was working from investigation by Ukrainian law enforcement that didn't add up then and it doesn't now the elder Biden's work in Ukraine was aimed at combating corruption non neighboring it but nevertheless, trump and other republicans are seizing on the New York Post stories and complaining about efforts by social media companies to limit distribution of the stories on their platforms. To get some perspective on what's been going on I spoke with Hamas rid Professor of Strategic Studies at Johns Hopkins, University School of Advanced International Studies, and the author of the book active measures and Evelyn Drek, my co host on l'affaire arbiters of truth podcast series on disinformation and a lecturer at Harvard Law School. It's the law fair podcast. October. Nineteenth an October surprise from the New York Post. Avalon Thomas Thank you for coming on the show. So this New York postal is truly bizarre and I. Think there are a lot of different narratives sort of nested inside it. There's the post story itself. There's the story about whether the post story is possible disinformation, and then finally there's also the story of how major platforms like facebook and twitter have responded. So let's start by just setting out the basics Thomas. Can you just walk us through what the Post did here? It's trumpeting this story as a huge scoop. So what was the scoop own in the post vision of the world? What's happening here? Yeah. So the The two different stories one is. The story about what allegedly happened in Ukraine and whether there was an introduction and a meeting between then.

Leat last week, facebook and twitter took extraordinary steps to stop the spread of a news story across their platforms. But this piece wasn't from a body or a fake news site. It was actually from the New York Post a mainstream conservative tabloid. Shrink Afar has been following the story for recode. Hey. Sharon. Hey tiny. So what did this New York Post story say generated a lot of buzz early on Wednesday. Well, the heart of it is basically the claim that Joe Biden son. Hunter Biden promised a Ukrainian business executive that he would be able to meet his father who was then Vice President Joe Biden, and this article purports to have emails from Hunter Biden showing that he allegedly was trying to leverage his dad's political connections to help his business dealings in Ukraine. These emails haven't been verified, but the post published anyway and a lot of people immediately started to question both the sourcing and kind of claims and the article and. Route Juliani was actually the person that brought this material to the attention of the post, and he of course, has been the subject of investigations about his ties to Russian operatives and Russian disinformation campaigns. So a lot of big questions there the Biden campaign has come out and called this Russian disinformation. We don't have definitive proof of that, but there's certainly reason for concern about the veracity of everything in this article. So what exactly did facebook and twitter do in response to this New York Post story. So. FACEBOOK was the first to make a move and what they did is they said they're not gonNA take down the article or links to it, but they were going to slow the spread of it and they're going to sort of deprioritize it in people's feeds. The reason why they said they were doing that is because they wanted to wait and see what they're independent fact checkers had to say about the claims in the article which were almost immediately questioned as soon as the article came out. Twitter one a step further and I think believe in our two after facebook actually blocked the article from being shared on twitter at all. So if you try to post a link to the article, you get an error message and a warning that twitter considered this to maybe be harmful information that you can't share it. I should say it's really unprecedented for these companies to go ahead and take such drastic measures on an article from a mainstream publication. This is the first time they've done this no first time they've done it for for a mainstream publications as far as I can see now you know the New York Post is not exactly free from bias. Known to have conservative slant, they've taken heat for publishing some conspiracy theories especially lately with Cova. So I would say that the New York Post Wyatt's mainstream publication definitely. Has Some more questionable stories and reporting methods than. Other, maybe more mainstream publications like The New York Times the wall, Street Journal. But the daughter, it's unprecedented for facebook and twitter to block a story by newspaper of that large size in with that large of an audience and the rationale for doing it was was slightly different. Actually it's interesting. So facebook's rationale was that we need we need to. Figure out if these claims are even true and we have our independent fact, checkers are on it and we're just GonNa wait and see, and in the meantime we're going to slow the spread of it twitter's rationale which they only explain after the fact and their co actually ended up apologizing for the lack of messaging behind it but twitter's rationale was that. This is actually a hack and that we don't distribute hacked information especially because in these hacked materials at the post. Published there was private information about hundred Biden, cell phone, and other personal info. So slightly different rationales but ultimately, around the you know the controversies of this article what struck me was how quickly both of the platforms really did this I mean, this was within a couple of hours at least when I got up on the West Coast. When this was already, you know being moderated these companies have been criticized Ad Nauseam for how they've handled misinformation in the past. Do you have any sense of why they responded? So quickly this time and walk me through what happened in the hours after these decisions were made. Sure. So I think this was relatively quick for social media companies but in the grand scheme of things actually a couple of hours that's a long time for social media I mean this had been shared. We're actually doing some reporting on this now but this this has been shared. Tens of thousands of hundreds of thousands of times before twitter facebook even get to it. So you know it's already it's already out there. But yes, within the course of essentially a day, they applied their policies against the article and immediately after they did it, it drew backlash from conservatives. You know Republican lawmakers from from trump from senators from house minority, leader Kevin McCarthy, all of those people are. Saying that this is an example of anti conservative bias by these companies tech companies which are run by liberals, and I don't think that this proves that there is systemic bias but I do think it's kind of an example that these politicians have now to try to bolster their argument that the the content moderation of these tech companies tilts favor of liberals and so now you have Republican lawmakers talking about. subpoenaing twitter CEO Jack Dorsey to testify in front of Congress and now Agip, Pie the chairman of the FCC has said that he's going to try to rollback section to thirty and important Internet law, and that could be detrimental to these tech companies. It does feel like facebook and twitter in this position, it always wanted to avoid being where you know they are having to display editorial judgments about the veracity of news stories completely, and what's absolutely new especially for facebook but for twitter as well is just being this arbiter of truth that Mark Zuckerberg has for so. Long that he doesn't WanNa be right being the company that's now calling that, hey, we're not sure if this is true or not, and so you know there's a big discussion about just ethically if this is against kind of free speech values of the Internet and other people who say, no, you know we need to make sure the Internet is a mess and platforms do have a responsibility to moderate the potential lies messes on their network and in the aftermath something really interesting happened twitter, which took a more extreme and drastic measure. Tell me what Jack Dorsey said. Late on Wednesday night. Yet. So Jack Dorsey actually ended up apologizing on his personal twitter account for how his company handled the situation he said that you know it is acceptable for the company to have blocked this news article without giving a detailed. Explanation of its rationale and so twitter did do that after the fact. But endorsed publicly acknowledges here the there was a misstep not in the call they made, but in the lack.

"The Senate Judiciary Committee plans to issue a subpoena to twitter CEO Jack. Dorsey next week Republicans want to question Dorsey after the Social Media Company blocked New York Post articles that made new allegations about Democratic presidential nominee Joe Biden which Biden camp has denied. The posts of the articles were based e mails that allegedly described a meeting between then vice president Joe Biden, and an executive at the Ukrainian energy firm Charisma on whose board. Biden son Hunter Biden served. The emails were according to the post provided by allies of president trump. The response from twitter and facebook is bringing up questions about how social media companies decide which posts gets seen, and which don't. This is a really complex topic, and so we turn to our global tech out of their Jason Dean to help break down. Jason thanks for joining me. Sir Okay. So let's start with twitter's response to these post articles. What twitter say it was blocking them? It said it was blocking because it. Suspected that the were derived from material that had been hacked in also because the Articles photos contain personal information that wasn't authorized which twitter said was against its policies and actually twitter's not alone here. Our facebook took action as well. What did they do? HAVE THEIR REASONING COMPARE FACEBOOK, said it was down ranking articles in its platform which is. A way that they limit, how far and wide articles are spread. They said they were doing that while they fact, check the articles which something could take some time and how this example fit into the way that these companies have been trying to address misinformation ahead of the election thus far the companies were widely criticized after the two thousand, sixteen presidential election. For not doing enough to prevent the use of their platforms for manipulation disinformation in other problematic content. So they've put a bunch of policies in place over the last four years and particularly just in recent months recent weeks to try to address that for this election. In this instance, part of the consideration is that there were hacked emails from the Democratic National Committee in two thousand sixteen, we were dumped by what. We learned later were Russian agents and they did that attach the US presidential election. So part of the consideration social media platforms to try to ensure that something like that doesn't happen again this time. They both seem to make the judgment that these post articles and the contents of them sort of tripped the mechanisms that they'd set in place to try to prevent the spread of problematic information sites. This time of course many disagreed with it and we've mentioned we've seen social media companies blocked content before, but these articles from a mainstream media source, and by the way we should note the New York. Post is owned by News Corp which also owns the wall, Street Journal and the Journal. has also not independently verified. The Post reporting still does that make this different and and what does it say about the role social media is playing as a gatekeeper to speak this they have taken action against what might be called the mainstream news sites and other news sites before. But certainly, the action has raised a lot of questions in the company's communication or lack thereof or lack of clarity in their communication about why exactly they were taking the actions and where they're drawing the lines also. Those questions. So among them are well, what about other articles that have been written in other publications that are based on materials that are attained through hacking, and by the way I should say it's not clear that the emails here were obtained through hacking the providence of them has not been verified by by, but that is the concern. And other outlets including Wall Street. Journal. have in the past used material that was made public as a product of hacking. As part of their reporting so no question is, what does it mean for for those cases others would point out this particular circumstance where less than three weeks ahead of. Presidential election and this was something put out by one side. Of of the fight against the other. And on that note, both sides of the political aisle have been critical of the way social media companies, moderate content on their platform, how lawmakers been reacting to these companies decisions. Not surprisingly, it varies depending on the party. The Republicans have been particularly concerned in their public statements about the idea that the platforms are tilted in favor of Democrats that they're bias that their employees are biased. Democrats. A not to say, they have no concerns about limitations on free expression but the substantial worry on that side of the equation is about the use of the platforms to manipulate or distort the public discourse in so. You know generally speaking has more. Support for the company's taking actions to put limits on that. And I just WANNA zoom out to the bigger picture. Here are companies with billions of users who generally vast numbers of posts and other kinds of content every day the challenges of moderating all of that is a really tall order in it seems like there's no real way to win I think that's right. You know one might not have terribly large sympathy for them because this is a bed of their own, making the created the business model, and particularly in facebook's case, it's been incredibly lucrative for them but situation they're in right now. There's not really winning path for them if they take no action or less action. In general or particular case, they will be vilified by one side. If they do take action, they'll be vilified by the other and the set of judgments that they need to make as they take more responsibility over time for West distributed on their platform is incredibly complicated. You know as these companies do make those decisions. What are the stakes that they get it wrong and why is it so important that they get it right? I suppose that depends on who you ask also from one perspective, the stakes they get it wrong is the very health of the national discourse and our political and electoral system. Ultimately, the concern is that these platforms can be used to distort manipulate public opinion in public action at the polls, but there's also a concern that they will then enormous amount of power and influence over the public discourse in a way that if they put limits on speech, they're imposing their own institutional values on the public discussion and that concerns people's well all right, our global editor Jason. I just want to like create a parallel to some extent right if this story came out yesterday and it said multiple sources say there is X. or there are ex- on a laptop if it was about sources and not about a fucking laptop that randomly dropped on this guy's in this guy store whatever they can't ban that right like two weeks ago we were talking about there were four. Horses calling. On. You think why do you think they can't ban it? Now, I see what he's saying. He's saying that previous reporting based on anonymous. Three weeks ago, trump there was like eight sources and what was that was that? was. The Atlantic the Atlantic most egregious veteran you of all time it's. Written here run on my list along with the Milania tapes and trump's tax return to the Atlantic story completely made up everybody knows it was completely utterly shared everywhere on every on every platform everyone can share it trendiest thing you tweet that day whatever if this story comes off from the New York Post and everything was sources say x and it's not this kind of dialed in actually you know whether you believe it or not. There appears to be some journalistic effort put into this story. Why would this one get banned in that? Well, here's because it's exactly what you say because it's true. They even even binds team tonight and it's incredibly damaging I know I know turtle boy doesn't care about hunter doesn't think anyone. Love Hunter, I mean Jerry, you gotta get over this hunting. The bad guy thing in good time. Did you see Barack? Yeah? Fun and. They should raffle up a weekend with hunter. Of course I've seen pictures. And as I asked on twitter, all these alleged media outlets, they're not media outlets, anyway their arms of the bud campaign.
