Chicago's Police Department Launches An Intense Outreach Program
"Is trying to rebuild trust in communities with which it has a terrible relationship. So it launched an outreach program that's designed to change the ways in which police approach their work. Here's NPR's Cheryl Corley at a recent food giveaway at a Chicago park, a cluster of police officers wearing masks greeted drivers and loaded boxes of food and the trunks of a long line of cars. Many have Ford. I gotta get online for four. 25th district Police commander are not a duty. Others watch to make sure things were going smoothly. We're here to work together with the community. We want the community to embrace us embrace each other. It's making sure that there's no violence in our in our district in our neighborhoods. That means we gotta work together as a team. This is a collaboration with an an area area church church and and an an alderman's alderman's office. office. And And it's it's here here in in the the 25th 25th district, district, where where Chicago Chicago decided decided to to go go a a step step further. further. District District is is the the first first to to set set up up a a neighborhood neighborhood policing policing initiative patterned after a similar program in New York City. The best way to reduce crime is to prevent it from happening in the first place that Chicago police Superintendent David Brown and you do that do community policing. Getting officers of the cars and into the barber shops and beauty salon and churches and into the living rooms of our neighborhoods where they are signed. His community police. The notion of community policing isn't new, but it takes on a bigger meaning now after this summer's protest, instead of working from one radio assignment to the next District coordinating officers or D CEOs, as they're called hand out business cards and encourage people to email or call them on their cell phone. They work together with residents to resolve problematic. Non emergencies, like speeding cars were allowed neighbor, the officers have helped some residents find jobs. Homeless places to live, and they often turn to beat officers, businesses and community groups for assistance. Commander Angel No Bolus, the head of the Office of Community Policing. Says he's witnessed something among the D CEOs. You don't hear much about these days, joy that comes from helping members of the community. That's why we came on the job. We weren't just showing up and writing reports and making an arrest and moving on to the next thing instead, says Nepalis, they are actually creating strategies with people to solve problems. Officer Malcolm Brooks Says he wanted to help change the perception of the police, and after a couple of years on the job, he signed up to be a district coordinating officer, Burke says. They get calls Day and night. We deal with People who have mental health issues. We deal with people who may be out of work because we've helped people get jobs. We help the lady find an apartment and worked to build relationships, he says, with business owners and residents, city officials say in the 25th police district, where it all started nearly two years ago, there have been 10,000 fewer calls this year to the 911 emergency number a drop city officials directly credit to people having direct contact with officers who were part of the name. We're good initiative. Ah, program that's now active in five Police district's challenged by crime and gangs. The 25th police district is big, also diverse, but it's nearly 200,000 people live in distinct neighborhoods largely defined by ethnicity. On the west and northwest sides of Chicago. Good morning. Good morning. How are you? Okay. Go up the stairs. Jean, You're right. Ronald Wilkes, A retired pastor lives in a brick to flat on a tree lined street about a block behind the police station. Is the president of the Street's blocked club and a community ambassador, a point of contact for the police and their outreach and for resident, he says there has been tension between police and residents here for decades. But the ambassador's know the area and the community and work with the officers explaining what's going on in the neighborhoods. The hot spot win crime is happening. He says the D. C. L's have made a difference in certain areas. But not all of the district now could display and work. Yeah. They could, because when we first jumped off, we was all over the place. They was walking the streets with us getting introduced to people in thing. But Something happened. What happened in the 25th says birth of Purnell was a lack of follow through by new officers. She's another community ambassador and a longtime resident. I feel like we're not taking seriously a lot of the terms because it's almost like pulling teeth. To get information her nail says too many D CEOs get pulled off the job to handle other police duties. Police commanders cycle in and out of the job to that means they have to try building new relationships over and over again. Amanda? No. Vallis says attrition reflective of cops leaving the profession nationwide and officers being promoted have affected the program. But he expects that may be resolved. As the initiative grows. The question is, what are the key elements that would get translated as it expands? Northwestern University professor Andrew Papa Christo's Who's been evaluating the program? Says there's been frustration on both sides. But overall results in the 25th district at least before the summer protests seemed promising. He says both residents and officers felt like relationships were moving in a better direction. But there's a caveat. Papa Christo's says No one should expect the details and the neighborhood policing initiative will cause any drop in crime. The mistrust in the cynicism of the police took centuries to get to where it is. And so if crime is going to improve because of that trust, it's gonna lag behind. It's going to take years to build and work on this relationship, especially as we as a society reckon with the history of policing in America, City officials agree, saying the policing initiative won't be able to resolve all the longstanding issues rooted in a lack of trust and respect. Like police misconduct or stop and frisk policies that have caused a rift between police and communities. Still, Chicago's mayor, the police superintendent, and many residents call the program with the district coordinating officers, a positive police reform. They say eventually it should be a citywide project to bring police and residents together to solve problems to work for a safe streets and safe homes and to build trust block by block. Cheryl Corley

The world's highest mountain officially just got a little bit higher
"Today. China and appall agreeing for the first time announced that Mount Everest, which straddles both countries, is now 29,032 FT. Tall, slightly more than Nepalis previous measurement. About 13 ft higher than China's BBC environmental correspondent Levin saying Khadka joins us from London on Skype Levin, How do you measure this thing? How they do it? Hmm. Now that's the question, isn't it? How do you do it? How do you measure the highest mountain in the world? All right, So look, I don't want to confuse your audiences. It's lot off lot of technology a lot off complications there. But basically what they told me was, it is easy to find out the top of the mountain. But what you need to find out is the bottom of the mountain. How do you find at the bottom of the mountain and that will help them to find its height. So that is where you know the sea level thing comes in, so the Nepalese authorities they used the building goal as the base And then from there, they call this precise leveling again now that sea level needs to reach in the Everest region. Okay, so that's illegal. You know, visibly, you have to reach using your tripod. You know every 50 m or so they did for 250 kilometers and reach the Everest region and that watch as if The mountain is standing on the sea. You know that? Yeah, they calculated. That's one of the ways of doing it. But there are other ways as well well, but I understand that the two countries have argued about the other side how high it is. So when China and measure the mountain in 2005 it found a mounting was 8000 Internet 44.43 M So that it said was the rock surface. Now That's why there was this disagreement and China back then wanted Nepal to agree to this. This hide that found and appall disagreed because the Nepalese How did the snow on top of the summit? You're right. So yes, the the figure of Nepal government was using Woz, including the snow cap. They had this difference all these years. And then finally, you know, Nepal told that okay, This has to be decided once and for all, And then, in the meantime, if you remember in 2015, they were just major earthquake. So many geologists believe that that might have impacted on every side and therefore they have to find out if there was any change. Look, we understand that there's a Almost like a competition among these great mountains, which is the greatest, which is the tallest, which lends itself to the competition among climbers who can climb. You know these peaks and you've just explained that this extra footage really comes from below, really where that climb starts. So just this is really make any difference. When I speak to mountain is what they say is well, it doesn't make any difference to us. But then clearly, you know when countries are using these figures than definitely it becomes a huge issue and also quickly just to remind you when the two countries China and Nepal announced the height this morning, they didn't use the word Everest even once Nepal stuck to it its own name Sagar Mata and I know the Chinese kept on talking about trouble. Oma all these years, you know, Everest, the name itself and the height that was given out. You know it was it was initiative during the British colonial era and so on and so forth. China strictly believes that you know it owns up that mountain to some extent with the park. Everybody feels they own it in some way, But you know nothing. Hearing this news. He's a geoscientist. One of george everest's successors at the survey of india office which still exists about is now staffed by indians. In fact i was sitting in the same chair. Our team location. Where you're sitting. Because i didn't want to change the room. So he says the trigonometry that his predecessors use throughout the nineteenth and twentieth centuries was surprisingly accurate. I mean the standard height. Everyone now uses for everest that twenty nine thousand twenty nine feet. It dates back to nineteen fifty five. Wow that's pretty impressive. Okay so how did they actually calculate that measurement for mountain like. Walk me through it. It was not easy. They measured it from eight different points throughout langdon distance and everything and computer and took the mean. It was a very difficult matter very heavy machines. Heavy machines called theod delights instruments used to measure angles between visit points on the horizon and vertical planes like a cross between a telescope and compass. You might have seen municipal surveyors using them sort of on a tripod. Oh ya know. I've seen those folks reflective vests and their little tripods them. Yes yeah okay. So but for measuring mountains. They are these big heavy versions. I don't know how many hundreds of kilograms they carried forward to make this measurement it has slowed colored most of the time we didn't know work so the foot that was put on. Who's very difficult nowadays. Nothing much what the chinese are doing. Our a nepalese are doing their hypic instrumentation with the chinese and the nepalese are doing now involves satellites so instead of measuring everest from afar on the horizon with these theod delight contraptions these send a team up to the top of the mountain with a hand held. Gps receiver hey. That sounds like a little easier to me. Maybe but maybe not. Here is d nash mandar. He's gps expert from nepal. Who teaches now at the university of tokyo. It's a very harsh environment. There that very windy and you have all these battery or power problems and like the people who climbed everest. They come steadier probably more than half an hour. I think that's limit for them because they already exhausted. So they've got thirty minutes to connect to multiple satellites because they are solar flares and interference. at altitude. You can't rely on just one reading and they have to measure the thickness of ice and snow underfoot because you wanna reading from the actual rocky mountain right and not the ice and so for that you need a ground penetrating radar so another piece of equipment to haul up the mountain. Yes oh fumbling. With all of that on top of everest. You've got wind. you've got your oxygen depleting. The clock is ticking and that is still the easy. Part monitor. Says because all of that data from the top of everest. It's only half the story. Yeah so you need to know from his point. And that's the biggest problem then need a reference somewhere but we don't have a seat difference in nepal because nepalis a landlocked country. It's land everywhere. The nearest sea level is in india. Sitting knew how high this mountain is you. I need to know how low sea levels and you need a reference point sea level which it turns out varies depending on where you are. Yeah i mean sea levels tricky right. It's not necessarily constant and climate change is really messing with sea level these days. Yeah and has monitor says there isn't even a cenex to so here's how they do it. They measure sea level in india at the bay of bengal at china's yellow sea at many other points hundreds of them to calculate the mean sea level. And then they figure out where sea level would be. if there were a ac- right next to everest o- okay and then you measure from there up to the peak. Oh no no. No you have to account for the shape of the earth bishop of the art okay. It's a live swyto very much. Swyto right the earth is elipsoid. Soil like a oval-shaped watermelon because of the earth rotation makes it kind of bulge slightly at the equator. Plus you have to account for how gravity effect sea level in different places around the world and mountains themselves affect gravity so the earth at sea level this invisible line along the earth's surface. It's actually like kind of lumpy. So you're telling me that we are standing on a lumpy elipsoid. That's exactly what i'm telling you. So sea level is actually not level at all and the next step. You got map. Those lumps essentially variations in the earth's gravitational force. And then you get the gop lead a. I'm sorry a joy d- yeah so the geo is the shape of the earth at sea level taking into account gravity and the planet's rotation. And now you follow that joy to appoint directly under everest. And that's what you use as a reference point for the mountains height okay so after all that sea levels gravity you finally get a reference point you take that you compare it to your. Gps measurement from the top of the mountain and you get everest height. Well not so fast. Because there's also these pesky plate tectonics oh my lord. This is harder than actually climbing everest. I'll say i'll say right now. Yeah yeah so. The mountains peak is variable to like and i'm not just talking ice and snow like the rock is actually moving. Sri daddy jaw is an engineer and expert on himalayan plate. Tectonics i have been field kinney. My philosophist been between behaviors and then ever asked is on the edge of two plates. The eurasian plate and the indian plate and j has measured how the indian plate is slipping underneath the eurasian plate and how that is pushing everest skyward measurements for last you. One point four million yearning threes in high. Like a few hundred years. We can only do bring Comes johnny has concluded that everest is gaining roughly a centimeter every ten years. So that's about a foot every three hundred years other scientists say that's far too conservative that the growth could be three times even four times that much but i mean however fast everest is rising. Things can happen very quickly to change that like earthquakes hung or at least they have in the past. So professor john day studied a nineteen thirty four quake that calculated took about sixty centimeters off the mountains height. So that's at least six hundred years of growth a raced in an instant and there's been another quake since in two thousand fifteen and we're not sure how that affected the height because there haven't been any definitive measurements since then so i'm guessing you're about to tell me it's time to remeasure mount everest. It is indeed so last year nepal sent up a team of scientists to do just that and this year with the climbing. Season cancelled for kelvin. China did the same and both countries have been analyzing their findings and their due to release the measurements pretty much any day. Now this is very exciting yes especially because most of the surveys of everest has been done by foreigners british colonial rulers. There was an american survey was an italian one and professor monitor. The gps expert from nepal says yes. He's motivated by science and the search for truth and all of this but you know also in part by the previous. Why don't we measure our own mountain and so nepal dead and we are waiting for those findings now. It may turn out to be taller shorter. Fear, language barriers hinder immigrant contact-tracing
"For Disease Control and Prevention. Latinos in the US are hospitalized from covert 19 at four times the rate of white people. But in some cities like Nashville, Tennessee, many of them can't even receive basic pandemic services in their native language. Alexis Marshal of W. PLN reports. Construction sites have been one of the most common places to catch the Corona virus in Nashville. That's where Lenny Tenorio was working in mid April when he got sick by the 21st he was hospitalized and tested positive for Cove in 19. Do your thing, You know, a week later, his mother and father also had to be hospitalized even as more of his family members pot Covad, 19 Tenorio says he never heard from the Metro Health Department. There's the Nashville has boasted that it has plenty of contact tracers. The problem is of the 120 brought on early in the pandemic. None of them spoke Spanish. That's even the language barriers emerged in April, according to the National Health Department's own records. Dr. Consuelo Wilkins, who oversees health equity at Vanderbilt University, warned city officials then that many covert patients didn't speak much English. We saw Arabic speaking people and then this really big cluster of Nepali speaking people. And then all of a sudden that stopped and we saw this huge surge of Spanish speaking people. It took nearly three more months for Nashville's Health Department to recruit native Spanish speaking tracers. The 1st 4 started last month. In the meantime, traces have been dialing in an interpreter. The problem is, they usually don't know whether they'll need one until somebody picks up the phone. When nobody answers. They often have to leave a message in English. If that gets lost in translation, it can throw off. The entire search for who else might be exposed and contact tracing hasn't been the only issue. There have been a Siri's of other delays and implementing additional services that could have slowed the spread of the Corona virus. Thes stays in the Spanish language hotline launched just last month, five months into the pandemic, and the city still hasn't followed through on a plan that would help immigrant families isolate during their quarantine periods. Cities like New York, Miami and Chicago have provided hotel rooms so that patients who live in tighter quarters can isolate while recovering. Nashville was encouraged to do the same back in April and a program was announced in June. But so far, not a single family has been served. The Health Department's deputy director acknowledges the city's response to outbreaks and immigrant and Spanish speaking communities has been slow, but says it's become a top priority. However, immigrant advocates still sense a lack of urgency from the city's top leaders. Lisa Sherman Nicholas is the executive director of the Tennessee immigrant and Refugee Rights Coalition. There's really no excuse for not having a response that's proportionate to the crisis in the immigrant and refugee community, she says. It could be a matter of life and death. "Let's start with a look at the Mardi Gras and Carnival celebrations going on in Basque country. The customs and street parties will vary from town to town one of the oldest cultures in Europe. The Basques include some interesting public festivities in the days leading up to the fasting period of length traditions. That sometimes go back further than anyone can remember for a peek at how they do carnival in Basque country. We're joined by Claire Noah. She's from Hess Barron in the French Basque country and a Gustin lives in San Sebastian. On the Spanish side of the border. Welcome Claire and Augustine. Thank you very much so first of all. You're both from best country. Claire who are the Basques just very briefly and the basket is one of the oldest civilization in Europe and we are divided on those two parts one in France in another Barton Spain and Augustine. Carnival carnival basically is the blow out before lent that leads up to Holy Week and Easter. It goes way back to even pre Christian Times on trying to get through the winter and there's a hope for resurrection for new crops in the fields for the end of the hunger time and the darkest depths of winter. Turn tell me about carnival. Because it's a big deal in Basque country. A Gustin what is carnival in your perspective. As a person in Basque country we have to waste of Celebrating carnival the more more than Christian celebrations. There are more popular on the Spanish side on the more traditional Pagan celebrations. That you can find in the past country of France. The difference is the recent history. I mean this pagan celebrations were banned by the dictator Franco for thirty five years He banned the use of the language and all kind of Celebrations related to pass or and this was banned. Sue was probably lost the in that time. So let me get this straight. You've got Basque culture. Which is a lot of ways? The same in France and in Spain but carnival is a mix of Christian and pagan traditions. And when you see these crazy creatures jumping up and down in Europe in many cultures it's pre Christian and it's a way to integrate the the indigenous religion in ancient times with the Christian. The newer religion and Franco was allied very carefully with the Catholic Church in Spain. He didn't want any pagan influence in the Spanish Basque country so he said this is a Christian festival none of that Pagan stuff but in France they were more free to have let loose with the pagan craziness. Correct correct Franco considered himself the highest representation of the Catholic Church and turn the country into a religious state Now clear I would imagine in France. Then you have some pretty wild costumes when people dress up during carnival especially where the Pagans go crazy in the French side of the border. What is the carnival? Can you just were on radio but paint a picture for look like for me? It's colorful with many natural things so we will have flowers leaves and we will have ribbons. We will have a chilling chuck which is a small bells everywhere. So you have to hear the carnival and you have to say it's an explosion. Okay of joy. It's just a moment where you go out from last year and everything that went wrong and you wish something really good for the next one so you just have to explodes yourself and just let it go. Go out with your animal part of you. Let your animal free and you're inside and we all have this side in so we have just. This is the perfect moment just to and then you start again so you dress up. There's music there's staying up all night. What's going on in different places? You've got different carnivals into French part of the Basque country three provinces for example Nepali which is really famous. You've got cash Celtic. So those people are going from house to house every weekend before carnival low even after they go to each house. They had get to know the neighborhood. So it's kind of ritual and they'll go to every house they sing. They play music. They DANCE. They share several cups of wine. And then it's a big party the tired but it's it's really nice. This is so interesting because I've been going to the best country for a long time and I have to be honest. Mount Everest deaths blamed on rush for summit
"On Everest. It's fascinating. I you know, I must have seen a documentary about Mount Everest as a kid. I think I actually saw it at the museum of science and industry over. They have that big movie theater, and the big theater, that's shaped like has the circular am I thinking of the right the right. I think you are. Yeah, I forget what it's called, but seen a couple of movies there as a kid, and so just a few basic stats by the end of the statistics that they have are only up to the latest. I've seen through two thousand ten I'm trying to get more updated stats, but thousands of people have now climbed but the rate of people dying. Is about five and every one hundred which is a, that's how people over the the length of a year, or at least the, the length of a climbing season. Well, they say for everyone the overall rate from the beginning of when this started now. Okay, they say that about five out of every one hundred people that try to go to the top amount Evers parish, which is a lot. And if you think that it's getting safer. It's not. And so we've been talking about this traffic jam which of all places on the top amount ever since now where I had expected, but it's in this quote unquote, death zone and. I'm glad that they're getting some money into honestly, these, these sherpas who do this these climbers. I mean, they deserve it if their shepherding. Yep. They're, they're taking on the risk as well. But Gary Raji kind of alluded to this. It's a very small window a suitable weather before the short season ends and the weather hasn't been great during this short season. So these bottlenecks, and we're talking hundreds of climbers waiting to achieve for many, although perhaps, not for Paris, the ultimate in mountaineering. So the latest four deaths on Friday taking the toll from the deadly week on the overcrowded peak to eight in to Indians and in Nepali, and on the Nepal side in Australia on the way down Michigan the top you get up there. And then on the way down you die. Yeah, I think a lot of people have this image of light people falling shortly that has contributed to some of the deaths. But it's, it's the weakened state. Your body is in from the deprivation of oxygen. Sure. And it's not a it's not like you go like you've been saying you're waiting in line. So that lack of oxygen just it's not a quick thing. You're sitting there in it. Yes. And you have one the part the story I saw earlier in the week was. Somebody who had been this was like a life goal of theirs, or they had had some kind of disease, and they recover and this was something they'd been training for and waiting for and saving up for her. And, and he got to the top passed out and fell. Oh my gosh. And that was it. You know, Don. That's the one I saw. Yeah. We've also seen some of the guides pass away as well. Yeah. American was life was claimed Donald Lind, cash, fifty five years old collapsed to the summit, he was taking photographs and you're saying another one died descending after reaching the top already organization. Organizers say they're trying to figure out a way to do this, but imagine you pay eleven thousand dollars. And I think if you were to ask these people man to man woman to woman they would say the same thing. But once you're up there. What do you do? You can't turn around. So you're you're stuck in this game. No escalator. Yeah. What do you do? Also just stuck in this battle in your brain. That's like you've come this far. Yeah. Exactly. And you see the top like here's the thing. If you get twenty nine thousand and twenty feet instead of twenty nine thousand twenty nine you've got to get those last nine feet. You. Yeah. I mean like I can see why someone would risk their life to get to that point. And wait those last thirty feet for me. I'm like looking at it. And this photo showing this line of hundreds of people, I mean, you're almost there for me, I would turn around take a selfie say, click made it close enough, close enough, and turn around and get the heck out of there. You know what I would've done? It was kind of, like I when I went to the theater with Bridget, the other night is like so from the seat, I took picture of the stage and I, I wrote how close are we this close? So I would have turned around with the group behind me going, that's higher than me. And. Say and take a picture with, you know, a selfie with them behind me say, look at how close I am. And then just walked down is what you've done. I'm done. Twenty eight thousand nine hundred ninety five feet. Exactly out of twenty nine thousand twenty nine right. You've done it. And if I've stood in line now for ten minutes, I'm out of there, you know, move side, come down excuse me. Come down by. Yeah. Part of the issues at the summit such a narrow thing, too, is that they have one rope. So the people going up our have share a rope with the people going down.
