Now let's be clear. Bugs is a beloved cultural figure with relatively little political sway is it really in line with Americans interest for a gun lobby to be targeting him round the NRA certainly thinks. So while the organization has been weakened over the years due to lawsuits and falling public opinion they signal, they'll be devoting considerable resources to getting what they call a no. Good Rascal Rabbit here's mcdaniel. It has a false staff also chef. It has four state rooms I think stay room in this context means bedroom. But I'm not sure whatever they are. Whatever state rooms are illusions has four of them. Illusions is a big enough boat that it comes with other boats and vehicles that ride on top of it. It comes with two jet skis and sixteen foot long jetboat. It's boat that comes with the boat. I do not know my way around a yacht. I do own a row boat but I don't know anything about you. Know the makings of a good state room if I laid down in one for a nautical nap. But I'll tell you for news purposes. You should know that boats that make the news they tend to have a paper trail online, and so I think this might be the boat in question. This might be illusions when you google illusions yacht at least this is the bad boy that pops up and it does have the the hike embedded jet skis and the vote and the fancy bedrooms and all the rest of it. The reason I went on a very pleasurable Internet. Deep dive for this today. Is that some good ship illusions some yacht of that name. has now been cited as evidence in a long long long long list of allegations of fraud and multimillion dollar self-dealing at the NRA at the national, Rifle Association in a lawsuit that was filed today by New York Attorney. General Letitia James The NRA as an organization is chartered in New York. It has been chartered in New York for well over one hundred years. As a New York institution as a New York charitable institution, it has to follow the rules and laws for nonprofits operating in New York. And according to the Attorney General's lawsuit, the longtime president of the NRA Wayne Lapierre often stayed on the illusions yacht without paying for it. Those trips were present from one of the NRA's vendors with Mr Lapierre getting the US you know the chef and the jet skis and presumably all four state rooms for free. What he didn't do was disclose his acceptance of what The New York ag alleges was this very, very expensive gift on the NRA's financial disclosures in that is something that is required by New York state. Law. From the lawsuit quote Mr Peres testimony to the attorney general he said that the reason he failed to disclose the use of the was for security reasons and because he considered the to have been used for legitimate. A legitimate business per best. But wait there's more according to the New York Attorney General Wayne Lapierre spent five hundred thousand dollars of the NRA's money. That's NRA donors right are members providing money to the NRA for its purpose is a nonprofit instead. Up here is taking a half million dollars of that money to spend specifically on private airplane flights to the Bahamas and back for his family at least eight times over just the last three years. The Attorney General says he spent more than thirteen million dollars of the NRA's money on a private travel consultant arranging additional private flights in luxury cars for him and his family. Over the last six years there was also at least one African Safari for Wayne Lapierre and his wife which the says they improperly accepted from another NRA vendor. The AG. Ticks off lots of fancy Christmas gifts for law peers, friends, and family and golf club membership fees and a twelve thousand dollars hotel bill at the four seasons not for weighing up here but for his niece. Over the course of four years, the lawsuit alleges that Wayne Lapierre was reimbursed for more than a million dollars worth of personal expenses straight out of the NRA's coffers. So. Your uncle with the NRA sticker on the back of his pickup. decided to put up there because it shows that he's an NRA member do-or-die he's been dutifully giving them their money. He's been like putting. Lapierre's niece up in the four seasons and flying Wayne in his family back and forth at the Bahamas. That membership money's been going to. The lawsuit filed today is over one hundred, fifty pages. The New York Attorney General Letitia James sets out in fairly stunning detail her case for how the president of the NRA and several of his top lieutenants drained more than sixty four, million dollars out of the NRA for their own personal gain over a very short period of time just over a period of a few years.

"Because like Senator Moynihan her career included a combination of scholarship and public service. Congress literally did not know what it was doing until Alice Rivlin became the first head of the newly formed Congressional Budget Office in nineteen seventy five before that congress used to legislate with only the wildest of guesses about how much things cost Alice Rivlin changed all that by issuing the official cost estimates for legislation that congress was then required to use her. First government position was as an assistant secretary in president Johnson's department of health education and welfare she served in President Clinton. Cabinet as the director of the office of management and budget. She later served on the Federal Reserve between government positions Alice Rivlin repeatedly returns, the Brookings Institution where she contributed to policy papers and always instructive op Ed pieces, she wants told the New York Times, I'm a writer who sometimes serves in government, rather than a government worker who sometimes writes, I saw the all with which Senator Moynihan himself a world class world renowned scholar and former Harvard professor always regarded Alice Rivlin when she testified to his committee or conferred with him privately in his office that all was shared by most members of congress on both sides of the aisle in those days who always wanted to know the same thing, what does Alice think the Brookings Institution announced that Alice Rivlin passed away today Alice Rivlin was eight years old. The National Rifle Association association has finally picked the right battle with the right enemy. That enemy. Of course is the National Rifle Association at the center of that war within the NRA stands the NRA's chief executive Wayne LaPierre now I have to admit to being wrong about Wayne LaPierre because I've always said that he devoted his professional life to making sure that America's mass murderers are the very best equipped mass murderers in the world. But it turns out he's also devoted his professional life to wildly and probably very illegally abusing. The finances of the National Rifle Association, which is to say abusing the thirty five dollars a year that NRA members send to Wayne LaPierre for their memberships on the Wall Street Journal first reported on these stunning level of Wayne LOP, here's personal use of NRA money. The NRA's new president, Caroline meadows released. A statement saying the entire board is fully aware of these issues. We have full confidence in Wayne LaPierre that didn't sound quite right at the time. And now, we know just how untrue it is. Because one of the board members released a statement today calling Caroline meadows statement quote out right lies, Allen, west served, one term as a Republican member of the house representatives, and is now in his second term as an NRA board member. And today he issued a written statement saying I have never been told advised informed or consulted about any of these details. Mentioned in the Wall Street Journal, and who knows how much more despicable spending of members money Allen, west added. These statements have maliciously recklessly and purposefully put me and uninformed board members in legal jeopardy, Ellen west is trying to make it very clear that he has no part in the financial fraud. Fraud that is now being exposed at the NRA Ellen west revealed today that he supported former NRA president Oliver North's effort to get Wayne LaPierre's to resign before all of this scandal became public, but Wayne LaPierre one that power struggle inside the NRA enforced over north to resign Allen west says there is a cabal of cronyism operating within the NRA and that exists within the board of directors. This is becoming public because the NRA decided to sue the advertising agency that it had used for many years claiming that the advertising agencies billing was inaccurate and unjustified. And so as part of responding to that lawsuit the advertising agency sent this letter to Wayne LaPierre in an attempt to clarify some of the underlying costs in the bills that the agency had sent to the NRA the. Letter says we need to address your wardrobe. You required us to provide specifically purchases at.

We have too many that's on planet money. Welcome back to one A. It's Todd's willik infra Joshua Johnson. Today. We're talking about the latest financial and political turmoil. At the National Rifle Association Betsy Witter is with me in the studio. She's politics reporter for the Daily Beast. She's been on the NRA story. Bruce emails I was a member of the NRA in the fifties. When the organization's focus was on gun safety. But no more the NRA's obsession. The second amendment began in nineteen seventy seven when Harlan Carter became executive vice president and ginned up anti-gun control hysteria to increase membership and political inference it worked. That's what Bruce has to say Betsy. I mentioned you mentioned Maria boot, Anna just before the break a piece of news from just last week who was just sentenced to eighteen months. She gets credit for time served after pleading guilty essentially to serving as a Russian agent and using the NRA to gain access to conservative Republicans that seems to have been her her strategy there. How much of a difference has this made to the organization given all of their other problems. It has basically poured gasoline on the internal fires within the organization. Of course. This is something that seriously damaged its reputation. It gave ample fodder to the NRA's already energized. Critics who say that this is another part of sort of the. Unsavory work that the NRA is done to try to influence American politics. The NRA, of course, has defended itself. Robustly on my understanding is they are cooperating widely with the Senate intelligence committee. They've shared a ton of materials with that committee on and I don't I don't have any knowledge of the NRA being the target of any federal investigations. So some of the allegations that you perhaps have been floating around sort of in the Twitter's fear..

"My understanding is that those details are actually going to be worse than we currently believe them to be. Just based on you know, anonymous anonymously sourced characterizations of letters. And then the vague allegations laid out by north by LaPierre. And then in the litigation in Virginia. You mentioned their fundraising is down. I mentioned the axiom that fights like this tend not to happen. When times are good. I will give a word to the NRA's outside counsel. Who said in a statement about this investigation in New York? The NRA is prepared for this and has full confidence in its accounting, practices and its commitment to good governance. What is the overall financial state of the NRA? Now, Betsy people are used to hearing about this financial juggernaut that can raise so much money that it does whatever wants its its finance. It's fundraising has taken a nosedive under the Trump administration. I believe the number is up words of fifty million dollars is how much less they raised than the year. Prior now that Trump is in office. And then in addition to that, of course, they're all sorts of expenses associated with than our ATV. Programming which is costly to produce there are expenses associated with complying with the legal investigations that are going on of the NRA congressional. The Senate intelligence committee has had a pretty wide robust investigation of the NRA's interaction with Maria Bettina as part of its larger and still ongoing investigation of Russian efforts to influence the two thousand sixteen presidential election dealing with investigations like that can cost a lot of money. It just gets really expensive and one allegation that the only north camp makes is that Bill brewer has been charging the too much for his legal services. Of course, the response from brewer is, and.

"The choo. Choo trains. Thomas the tank engine. About Thomas the tank engine complaining that had been co opted by the politically correct agenda and a graphic that she used was pictures of these Thomas the tank engine characters wearing KKK hoods. This was something that a number of NRA donors and board members thought was totally bonkers. They went to the NRA and said what on earth are we doing what does this have to do with the second amendment? How does this help our agenda that was an important moment in sort of this broader flash point about how is the NRA spending its money. How is Ackerman McQueen relating to the NRA's mission? And it's just a piece of the turmoil. That's been roiling the group for quite some time. This is only part of the story because while all of this is going on with the NRA based in Virginia. And they're meeting was in Indianapolis. They're also under investigation in the state of New York where the new York Attorney General Latisha James announced this weekend that she's opened an investigation into the. As tax exempt status. Why is she doing that? What's the basis for that? And why now so the NRA's headquartered in New York, which means that they are based in of course, the jurisdiction of that state headquarters. They have a big giant headquarters in northern Virginia. They do they have a big building in northern Virginia. Where a lot of their work gets run out of. But from a corporate perspective chartered there. Yeah. Exactly chartered in New York. So they are square in James's jurisdiction. Now when James was campaigning to be new York Attorney General she talked about going after the NRA New York, of course, is the bluest of blue states, and the NRA doesn't have a lot of popular support there. So politically, it's a smart thing to do in James favor, though, when it comes to starting investigation is the fact that very senior people in the NRA are making allegations that would suggest the group is not complying with the laws that govern nonprofits in New York, essentially LaPierre and only north I've made it pretty easy for James to say that she's starting an investigation for serious law enforcement purposes, rather than purely. As a an effort to win political points. But what? In terms of the spending in their tax exempt status. What is the real concern about the money? It depends on who you talk to you. What what everybody agrees on is at the money is being mismanaged. What we also know is that the NRA's fundraising has taken a nosedive under the Trump administration. Whenever Republicans and people who support expansive gun rights are in power, the NRA just doesn't make as much money as it would for instance, under a democratic administration. But then the other question is is the NRA handling its money properly are people misusing it are they billing it improper ways, or are they mischaracterizing their expenses when they Bill the NRA. Those are some of the issues that have that have come up in this litigation that we've looked at. And my understanding is that the details of the financial problems facing the NRA which actually have yet to be laid out in sort of a credible exhaustive on the record manner by any of the people with firsthand knowledge..

And on and on and, even though this weekend the secretary of the department of interior will be out in California who is clearly abused the money within. The department of interior it goes on and also the swamp was actually brought, to Washington by Trump, and by the way What do we know of. His financial, activities where are his income tax returns you know if we had the income tax returns I, think we have a much better idea of what money's involved here there's some evidence. Some indication I guess is, a, better word, some, indication that Russia was. Laundering money through his various real? Estate deals and including golf courses you know that's I'm sure Muller's looking at all of those. Things where in the line of all this. We've got a president that is not acting in. The interest of the United States we're talking with US congressman John Gary Mandy. John let's figure this out. Where do we go with this? Because, the way I, see it is the the harm that's been done to the United States internationally is not gonna go away too quickly. As far as the United, States itself is concerned like we were saying the thirty-seven percent which is probably more just don't care so it just floats away..

"The president's who observe a pretty good feel for what what his backers in uh with the gun owners of america the national rifle association and others want he was already somebody who is in favour of legislation to repeal the gun free school zones act which basically would then allow for teachers to carry now we're hearing about plans to possibly subsidizing train teachers to carry weapons and if the debate is about that than donald trump and those who who are he was strenuously for limited limitations on the second amendment are are winning in terms of where that were that ground is if they're not talking about limiting clip capacity if they're not talking about weapons themselves noor instead talking about arming schoolteachers perhaps tightening background checks getting rid of bumps stocks accessories basically that's that's good ground for trump to beyond to protect what second amendment advocates say is almost an inviolable right to you are bear arms when he chen where in your view should republicans be on this today in the wake of parkland as these students are clearly making an impact that may be felt for longer than has frankly often happened in the past i think it's untenable for them not to support some package of reforms that i'm not just talking about the bump stock issue i think is one relatively low hanging fruit they've not been able to get that done it is really got to combine a number of different factors no if president trump is serious about actually putting together a package i think republicans on the hill would be ecstatic about that because then they'd have some cover they could say look president trump is in favour of these things we're in favor of the same set of pack of reforms whether it's background checks really beefing that up really looking at the loopholes that exist in the system now addressing the mental health questions maybe potentially even addressing the age at which certain weapons can be purchased i think that's a more robust package than anything republicans a supportive of the pass but again it's going to take presidential leadership because that's the only place this can really come from and and that's area.

"Mike biden have one last question for you i have to say i deeply and genuinely appreciate your desire to rise above partisanship and not make this about politics but actually about real solutions but politics is is part of the mix here and i just wonder how much faith you have in elected leaders right now when for example today the president tweeted his support for the national rifle association and the head of the nra you know speaking today saying he believes that the democrats or or or or or people who aren't her conservative republicans don't care about children because they don't want to put a guns in the hands of teachers while they're not looking at the real the real problem they're not looking at the real solution and and and i l est rated a real working solution to the president yesterday and in in the whole idea of prevention and um getting into this before anyone picks up a gun so the solutions were there um and the president says he's listening so we have to hold them accountable to that and we have to see what they want to do this is not about democrats and republicans this is about us working together as a nation to do a better job at making our schools safer not by putting more guns in schools but by training students and teachers how to recognize warning signs and take the next step i know that that's the way forward biden is cofounder of sandy hook promise thank you so much for speaking with us thank you very much will.
