"This is a public service message from the National Insurance Crime Bureau. Everything you need, every time you listen. WTOP News. It's 2 45. I'm Ian Crawford. Glad we share could some of Sunday together. A flash flood last month set water rushing into a DC doggy daycare. Ten dogs were killed as a result. Now the district has finished work on a project designed to reduce flooding during big storms. There's a new tunnel in DC and the hope is that it will prevent devastating flooding issues from future storms. DC Water says construction has been finished on the Northeast Boundary Tunnel. In the works for six years. The purpose of the tunnel is to reduce water and sewer backups that can then cause major issues on area streets. The big goal is to prevent flooding on Rhode Island Avenue where flash flooding August in killed almost a dozen dogs. The tunnel runs under the street and will add 90 million gallons of water stormwater to storage. Experts say the flooding issues were caused by population growth in the area. Valerie Bonk, TOP News. Some Virginia high school students are learning about the world of fashion. Soon they'll have their talent showcased on a national stage through a partnership with Miss Virginia USA. Welcome to Fairfax High School and you'll find a fancy wardrobe set up in the Fashion Career Academy. I really like these kind of elegance. They were based around Aphrodite and a lot of draping, a lot of elegance. You can call students Allora Schonberg and Eve Spencer, local designers for Ashley Williams, Miss Virginia USA. Their vision will be part of the costume and interview competition during the national televised pageant this later month. I think it's really great and I really appreciate how much she is relying on us for this. A dream come true for them and a chance for Miss Virginia to highlight local talent. A lot of people they outsource their wardrobe for the pageant from well known and famous designers but I'm grateful to be wearing our high schoolers to show them that the world is their oyster. Sandra Williams, WTOP News. It's 247 school buses can be heavy polluters releasing harmful gases into the air very close to some very young and still developing young lungs. CBS's Manuel Orquez reports there's a push on to roll out more electric school buses around the country. There are almost 500 thousand school buses in the United States moving 25 million children between home and school over an estimated 4 billion miles a year. 90 % of them run on diesel. The exciting part to me is that if we took those and made them all electric, that would take 5 million tons of carbon emissions off of the roads where these school buses travel on a day to day basis. Britton Smith is president of Bluebird, has which been making buses for nearly 100 years. Out of the top stories we're working on this morning at WTOP, a structure described as an eyesore in the city, will be coming down. And a popular DC corridor came alive Saturday for the H Street Festival.

"Call us at 1 -800 tell NICB. This is a public service message from the National Insurance Crime Bureau. It's 1 -38. Traffic and weather on the 8th. Carlos Ramirez in the WTRP Traffic Center. Thanks Rich. Relatively quiet for the most part. Very few spots where we're seeing any major delays. For example, 395 Southbound where we were dealing with a work zone where we are still dealing with a work zone between Seminary Road and the Little River Turnpike. However, it's not really causing nearly as many delays as even just a few minutes ago. So just watch out for them. If you're headed southbound, you'll find them blocking off the left -hand side of the roadway. You should be getting by over on the right without too many issues. As I flip the through camera though, looks like they may have actually picked things up. I only had a little bit of the taper in camera. So as you make your way southbound, if you can confirm that they're gone, give me a call. 1 -866 -304 -WTOP. Westbound 66. That work zone should still be blocking the left -hand side of the roadway and blocking off the entrance to the express lanes. Westbound express closed tonight. Southbound Fairfax County Parkway. The ramp to 66 is actually closed for a work crew, so be aware of that one. In Maryland, if you're making your way on the beltway, I'm not seeing any issues, but sounds like there might be a broken down vehicle not far Seeing a suspicious delay here on the Georgetown Pike as you make your way just past the capital beltway. Keep a close eye on that one. If you see an accident scene, do let us know. Carlos Ramirez, WTOP Traffic. And let's now go to WTFE meteorologist Brianna Bronan -Solo. This is a public service message from the National Insurance Crime Bureau. Everything you need to know every time you listen. WTOP news. It's 1 15. I'm Rich Hunter. Thanks for being with us. President Joe Biden and his NATO counterparts wrapped up a two -day summit Wednesday with edges of long -term support for Ukraine, but no offer of the country's protection under the Alliance's security umbrella. But Sweden took a big step toward becoming NATO's 32nd member country when Turkey signaled it would give its approval, but not before October. WTOP national security correspondent JJ Green joined Sandy Huzel Saturday from Istanbul to discuss the importance of Turkey's approval of Sweden's ascension to NATO. Turkey is a big country. It's an important country, and it certainly is an old and well -connected country. And they felt like they were being selected. This country sits at the crossroads of Asia, Europe, the Middle East, and it's also been a big ally of the United States and NATO for many years. They've been asking for things, and they felt as though their political and geopolitical interests were being ignored, and they thought that essentially the attention was being focused on Ukraine, because Ukraine had problems, and that Turkey was being pushed aside. And, you know, this country is very important, and part of the reason why they're so important is because of who they are and essentially who they connect with, and they connect with all of these countries and leaders in this region of the world and in the West as well. So the thing is, they're really feeling as though, okay, you're constantly asking us to do things, but we're not getting what we need from you. And that was the reason why they were reluctant, but President Biden did manage to talk them into it. Yeah, so they did change course and agreed to let them into NATO. What message does this send to Russia regarding the war with Ukraine? This is a big blow to Russia, in part because Erdogan, Turkey's president, has been a pretty tight ally of Vladimir Putin's for years and certainly within the last couple of years. And they have essentially, they have this bond that they have decided that they were going to help each other. But this sends a message to Russia that, okay, Turkey is actually pushing, moving more towards the West, more towards NATO's, I guess, ideology, even though they've been a part of NATO for many, many years, they've sort of been out there on their own, to some degree. But this suggests to Vladimir Putin and to Moscow that they're losing Turkey. And this is a big deal for them, Russia, Kremlin and Putin right now, especially considering how poorly they're doing in this war. And what do you think is going on in Russia? And Russia's not giving up on what they have, which is less and less each day in the southern and eastern part of the country. They're using anything they can to try to hang on in this war. Ukraine is getting better and better by the day. They're getting more training, they're getting more weapons, they're getting more money, more commitments, and essentially more self -esteem in this business. Because remember, started this more than 500 days ago, and nobody gave them more than a few days to survive in this war. So Russia's continuing to do what it's done from the beginning, not very well, but Ukraine is continuing to get better at everything in this war. That's WTOP National Security Correspondent JJ A quick look at the top stories we're working on at WTOP. An escaped convict on war. Everyone the in run Pennsylvania for over a week has been captured, and many spots across the nation went to a scorching war. Keep it here for full details on these stories in the minutes war. Biden's son hunter pleaded guilty to federal tax offenses the plea agreement with the justice department likely spares him time behind bars and allows him to avoid prosecution on a separate gun charge a white house spokesperson says the president and first lady love their son and support as he continues to rebuild his life ex -president Donald Trump likens the deal to a mere traffic ticket Washington Post Justice Department reporter Perry Stein joined WTOP Sean and Brennan with more based on what was filed in federal court we know that they've agreed for Biden to the younger Biden to plead guilty to two misdemeanor tax charges of failure to pay in 2017 and 2018 and we also know as you mentioned the gun charge they didn't actually prosecute of prosecute him for that he admitted to in a wrongdoing and is in part of a diversion program which is something typical they do when someone has substance abuse issues does this close the book on the investigation and what else was the DOJ looking at in its investigation yeah that's a good question I mean we what Weiss that's the US attorney in Delaware said is that this investigation is still ongoing so I think that to suggests me that they are you know the gun and the taxing may be closed those aspects of the case may be closed but perhaps you know there are matters beyond that that they are still looking at the Republicans have ripped the Biden administration's Justice Department over what they believe is a politicized weapon do you think that this is going to fuel that narrative even further as we head down the road it could I mean we know that this is a case that the Republicans are intensely focused on I don't know you know what would have made it what would have kind of quelled this partisan look within this investigation you if know anything could have but yeah we you know we do know that the House members are intensely focused on allegations that there's some connection between Hunter Biden and the Biden family and foreign actors so yeah I don't expect that to stop and we already hear murmurings on the hill that it Perry Stein covers the Justice Department for The Washington now to the top Avenue police and fire headed that way so please be careful approaching as a result so again you may find a brief slow down there and again responses headed that way but unclear if it's on the right right lanes eventually get you by the paving project as of late just a brief delay within the works and there's no real delay approaching it once you clear that nothing else in until your way you're in Virginia and it's only in the service road around the outer loop service road that takes you toward Arlington Boulevard again single file through the paving project on that exit ramp so again the "I probably shouldn't say his name, but first name Randy, this guy. I can remember before being the cop. This guy's name being thrown around as this legendary old cart the, you know, he had this ring of people stolen cars, all this shit that he was into and he was rich and all this stuff because of it. And I get a little way into that guy handed to me. So they end up making it an auto theft case and temporarily assigned me to auto theft. And I'm like, this is cool, 'cause I can wear like, they're undercover guys kind of. So I'm like, oh, I can wear jeans every day in a ball cap, and they're like, yeah, hang out the suits for about four or 5 months. You're working with us. And I was doing surveillance. They were getting a format worked in with them. So he was going in and selling stolen shit. And this case, snowballs into this big deal. Was this Larry? Was this guy kind of untouchable or every detective for the state police had ever passed through sitting that desk that I was now sitting had tried to put this guy away. And nobody could ever do it. And I'm like, here we go, you know, I'm going to make a name for myself. And no, credit to the auto theft guys. They were doing most of the work, right? They had adopted the case. But I'm a part of it. And we take this guy down and I forget like we hit all these storage units and they were just knee high piled with motherboard computers from cars. "No, no, Let's pay it forward with mo Mo Tech on Money on AM 7 90 K ABC. Okay. Money continues here in 7 90 KBC. The major automakers fear the global computer chip shortage could persist for some time impacting the new car market. The used car market, meanwhile, might soon be flooded with cars have been flooded back east after Hurricane Ida hit recently and joining us now Lauren Fix editor in chief of car coach and co host of the total car score. Podcast are Go to car expert Lauren Fix. Thank you very much for taking her call here this evening. Live on MO Tech on money. First of all, give us an update here. We've seen those unbelievable images of cars completely underwater Back east And might those cars end up on used car? Lots here. Absolutely, You know, there's a shortage of cars give a supply and demand already happening. But now we've got flood damaged cars from, uh, hallway back to Katrina. Rita, Ida, you name all the storms that have happened so Just in the past, storms were over a million cars, so the insurance companies will buy some of them and they will destroy them. In other cases, they go to salvage erred that have unscrupulous people who decide that they're going to make them whole again Change the titles which can be done by what's calling title washing and resell them and they're not being sold in the local areas. They sell them. All over the place. California released him in North Dakota. Every every place they can sell them. They will What should consumers know to avoid getting a drenched Limin? Well, actually, you'd be surprised that there's been trying to stop with the National Insurance Crime Bureau, which is an I C B. Has a website that n I c b dot org. It's pretty and you can get the vehicle identification number in and they will tell you where the car was located originally. So if you're in California and you get a car that came out of New Orleans, that's sort of a sign that well, why would the car from New Orleans end up in California that should throw a flag in your head? So it doesn't mean don't buy it, They mean go deeper, and then you can look at Carfax or vehicle history dot com and start taking a deeper look. Now, if you think the car might be good, and it's In your local area. If it's coming from a reputable dealer like an actual dealer of that same brand like a Ford in a Ford dealer, etcetera, then you can you know that they've checked it out. But if it isn't it's on a used car lot. It's a private owner may be a time Craigslist. That's when you have the person say, Listen, I'm not going to make you an offer on this vehicle. Until I have a certified technician do an evaluation. They'll put it on a lift. They'll look at the fuse box to look into the carpet. So look at places you may not look and what they will tell you is this is a flood damaged car or it's not now cost you about $150, but that's Better than getting a flood damage car that has no warranty. So even if it's a brand new car that's still under warranty. If it's flood damaged, there is no warranty. You're on your own. And that could mean also no safety systems working, of course. Nowadays, a lot of people are buying cars of sight unseen online. So if someone is attracted to a low price on a used car that could also be a be something consumers need to be aware of. We haven't invented a way to smell the car yet online. Right? Not every car is there so if the person had insurance and the car was flooded, may call the car could disappear and be destroyed or parted out. That's fine if they didn't have comprehensive insurance, and they decided to hear the vehicle out and sell it. That's where you need to have that technician check it out because the dealer may not know But that's what you want to stick with that same brand, especially if it's under warranty. Make sure there's a lemon law from a place that you buy it from. Make sure this paperwork with it because if you get the car within 90 days, and there's a problem You can take it back. If you buy it from a private seller or someone online, you're kind of getting what you pay for. So it's really important to be careful of that. So where is the vehicle located? Is good to know if you're near that vehicle. Don't just buy it silencing. You will be sorry because you never know what to expect. Like I said Moisture under the fuse box covers the quickest way to find out what's there, But you can see mold mildew, Weston screws like you Pop the hood, you know. Uh, there's rust on top of the motor should be there right, especially in a newer car or what, like water stains in the trunk. Those are easy things to see mismatched door panels. Or the other direction. Someone put a lot of perfumed scenting in there to take away that mold and mildew smell and and by the way, it's important to note that if you have any health issues Well breathing issues of any kind. You want to make sure that vehicles checked because if it was a flood damaged car, there's mold mildew and equal lie in that, and if you're susceptible to these type of breathing Breathing in this epic. I'm allergic to mold, mildew and dust. You have to be very careful because it could put you in the hospital all excellent points there. Of course, the flooding affected not only used cars but certainly a number of new cars. I'm sure as well and speaking of new cars. The supply chain issue continues with this global chip shortage. You've been following this very closely give us an update on what's happening at the new Carla. Yeah, Unfortunately, new cars are not coming in at the level that manufacturers would like It's even slower than was a few months ago. Uh and I I know what this is all about. It's about the manufacturing of the chip, which is being done in China. Now, sadly. Last week, and I say sadly, for a reason, because there are only three chip major manufacturers in the world. One of them is Intel, which is a US based company who makes their chips oversees. The other 21 was in Korea and what was in China? Well, China just bought the one in Korea for $1.5 billion What That means is now China controls two thirds of the global chip production, and right now they want those tariffs lifted. And when those terrorists tariffs are not listed, lifted by the US government, they're going to continue to put the squeeze on us here, which impacts Phones, tablets, computers,.

Why Do Cars Have Alarms If We Ignore Them?

"Mark lives in Chicago and loved his nineteen ninety nine. Honda Civic hatchback. Thieves loved it too apparently late nineties. Civic is worth far more than its blue book value in parts alone. Multiple people have pulled up next to him at stop lights and offered to buy a hatchback on the spot. Maybe should've taken them up on the offer. The first time his civic was stolen the cops quickly recovered it a few blocks away. The second time mark wasn't so lucky. He went out to search for the car himself and founded about a mile from his apartment under an overpass stripped of its engine and missing the entire front paneling. Now mark takes the train mark. Civic didn't have a car alarm because like most of us he assumed that alarm where waste of money if you live in a big city falsely triggered car alarms ours communist pigeons and just as annoying blaring car alarm in. Chicago barely raises an eyebrow. There's even a name for it alarm fatigue but does our collective disdain for car. Alarms mean that they aren't effective. We spoke with Christmas. Goey security consultant of thirty three years and host of the podcast crime school. He admits that we all have alarm fatigue to some degree but thinks that alarms still have their place. He said car thieves will tell you. They don't like the noise. They don't like the attention that it draws but it depends on the quality of the car thief. If it's just an amateur car thief the alarm goes off. They're gone to that extent. They work professional car thieves on the other hand. Don't even worry about alarms. Mcgowan says the pros can either disable the alarm quickly or use a number of tactics including dummies keys and tow trucks to circumvent the alarm system altogether. According to Interpol the international law enforcement organization car-thefts worldwide can be divided into two distinct categories widely available older cars. That's quantity and higher end and luxury cars. That's quality marks ninety nine civic fits squarely in the quantity category the type of car. That's irresistible to young street level car. Thieves parts for older widely available. Cars are in high demand plus most cars built before the year. Two thousand can still be hot wired. Mcgaughey said the old cars are a piece of cake. Modern cars all the keys have a chip built into them. That chip has to be married up to the ignition. You can't go in there and break off the steering wheel column like you would in the old days. The CAR WON'T START IF LOW LEVEL CAR. Thieves are more likely to be spooked by car alarms. Then it's worth figuring out if your car is attractive to low level car thieves. I check if your car is one of the ten most stolen in America. That's a sure. Sign your quantity category according to low Jacks Two thousand sixteen vehicle theft recovery report. The most stolen makes models are behind a civic and accord Toyota Camry and Corolla the Chevy Tahoe and Silverado the Nissan Ultima Cadillac Escalade Ford F to fifty and the ACURA INTEGRA. Again older model years are the easiest to swipe and have the highest demand for parts. Mugabe's rule of thumb is quote. Look at the most popular cars today. They'll be the most stolen cars in the country ten years from now another hugely important factor is where you live according to statistics from the FBI and the National Insurance Crime Bureau. Big cities routinely have the highest total number of car thefts. But that's because there are lots of cars in big cities a more useful. Statistic is car thefts per capita in that category. California is king. California is home to eight of the ten metropolitan areas with the most cars stolen per person in Twenty fifteen Los Angeles held the title for the most car stolen nationwide fifty two thousand five hundred fifty nine but these smaller central valley cities of Modesto Bakersfield and Salinas had far greater rates per capita. Another perhaps expected capital of car. Theft is Albuquerque New Mexico number two in the country for stolen cars per resident. There might be a simple explanation for this geographical clustering of theft rates. According to a twenty twelve reports from the Department of Justice. One third of all cars stolen in the US were stolen from four states. California Arizona New Mexico and Texas. That's because there's a lucrative trade in stolen cars and parts directly into Mexico. Although the smuggling rings are operated by large criminal organizations the report concluded that the cars themselves are mostly stolen by juveniles. So if you drive a popular car that's more than decade old and you live within a few hours drive of the border. It's probably worth investing in a highly visible alarm system. The flashy decals alone might be enough to deter thief scanning the aisles in the mall parking lot but if a car alarm does go off near you you shouldn't go investigate unless you're Blah enforcement or security personnel. It's their job to investigate. Alarms not bystanders.
