Mandating the wearing of masks in areas that the federal government had authority that is intended to signal that this is a president that will take cove nineteen on much more seriously and someone who believes unlike the previous administration that it will be primarily the federal government's responsibility to coordinate policy as opposed to leaving it up to the states. Okay but that's comparatively easy stuff. We we know that orders but what about the more complicated stuff that will take congressional backing the first bill that is going to consume the biden presidency is going to be another cove relief measure. It's supposed to amount to two trillion dollars in spending. It includes money for a vaccination drive for testing contact tracing and it includes some economic relief measures. They've signaled that the second big proposal they're going to try to get through. Congress is going to be a infrastructure package based on what he has laid out during the campaign we imagined that it would be also quite big perhaps on the order of two trillion dollars and this would be not only where things like universal broadband and roads and bridges trucial infrastructure. Get their day but also would be the primary vehicle. For president biden's main climate agenda items including massive investment in clean energy research tax credits for wind solar all those sorts of things will probably come in that second bill. Well that's what he wants. But what is he likely to get he. He does have a democratic majority in the house and in the senate but it's by the slimmest of margins so there are two ways that biden can get things through congress. The first is to attract enough republican votes to defeat a filibuster which is basically of rule that allows forty members of the senate to stall any legislation in other route that he has available to. Him is a procedure known as reconciliation. That's a budgetary measure. Which is immune to filibuster and often used by presidents with slim majorities to get some of their policy priorities through. It is a tougher route to take than the normal one. There are limits on what you can do what we've seen so far is that he's not shy away from proposing some of the biggest seeming most ambitious legislation that he can and i think the strategy here is to go big and let it get whittled down as you go through the process of congressional negotiations. And there's still the matter of former president trump's impeachment trial i mean. How do you think that will affect mr biden's ability to agenda going so the main problem with impeachment is that it will take up time on the senate floor because all the senators will have to be present to hear the evidence against former president trump and to decide. Eventually that is floor time. That could be used to confirm. President biden's nominees. The be used to confirm judges that could be used to debate. Legislation the sentence on session that much. So that's the main problem and the biden administrations actually hinted at the fact that they are somewhat worried. That impeachment might take up some of their time. But there's no indication that it is going to be stalled. Seems like it's gonna start relatively soon and probably what what might happen is split sort of schedule where the impeachment trial doesn't take up all the time that the senate has available. It's an understatement. To say mr biden has quite a lot of work to get done here do you. Do you think he's up to it. Do you think he is the man for this moment. Biden comes to office with half a century of experience in washington dc. He comes to office as the oldest man at seventy eight years old to occupy the presidency. He is an elder statesman. He might not serve more than a single term. He sees his role as someone who can turn down the flames of america's partisan warfare right now and he sees himself as a bridge candidate between not only the flanks within the democratic party but some conciliatory republicans right now given the crises. The country faces given the problems of hyper partisanship and mutual antagonism and loathing. Capitol state capitals throughout the country are preparing for the possibility of violence that might coincide with the inauguration of President elect Joe Biden. Among the state's bracing for who knows what over this next week is Arkansas, where ASA Hutchinson is governor. He's Republican. He is vice chair of the National Governors Association. And he joins me now, Governor. Good to speak with you again. Good to be with you, Mary Louise. Thank you all dive right in with the basic question. How concerned are you about possible unrest there in little rock? You have to be concerned. After what everyone saw in our nation's capital last week. I think about our school Children, I think about those that have been in our nation's capital, and it's a horrific sight that will sear in our memory for Years to come. And so the first concentration is, let's have a successful inauguration in Washington, and we are actually sending 500 of our National Guardsmen to Washington D C to help with the total effort of securing our capital, and I think that's important for governor to participate in in terms of our state capital. I have been in homeland security. I understand threat and threat analysis. Sometimes the intelligence is difficult to ascertain. But in this climate We're taking every precaution. We're aware of certain rallies that will be conducted in our state Capitol in Little Rock on We have security in place or in reserve. We've also we have strengthened our physical security of the capital will tell me a little bit more about some of that. You said you've sent 500 National Guard troops to D. C. How money you are you keeping their capital in Little rock? Were keeping more than an adequate supply here. Now this is a civilian law enforcement effort here in our state Capitol. The National Guard is in reserve. And if need be, they would be called up. But we do not see you need at this point to call a financial guard. But I've made sure that when we send 500 Washington we keep sufficient and reserve here. For our purposes. How tense are things there? I mean, the FBI has issued a warning. That there are plans for armed protests at all. 50 state capitals. You know, I'm sitting here in Washington, whereas I or as I said, when I introduced you, the fear of what may be to come is palpable. It sounds as though you feel you have adequate preparations in place to deal with whatever may be coming next week. The primary attention appears to me to be washing DC Expect rallies in different parts of the country and their state capitals and things are tense, not just because of the inauguration, but because of everything that happened last week. Because of the kroner virus, actually, and the restrictions have been in place and many areas of the country. All of that has brought conflict and it's been the greatest element of that conflict was, of course last week, and it And it brought everybody back to the realization that we can't have our democracy look like this, So I'd like to think that things have calmed down, but you have to be Extra cautious because you don't want a repeat of that, whether it's in our capital's sake, apples or in our nation's capital. Let me governor ask you this. I know some other governors. I'm thinking of Tim Walz of Minnesota. They have said they did not get any briefings from the Trump administration before last Wednesday, and what unfolded at the U. S Capitol even though there have been threats against state capitals. Are you getting the information that you need from the FBI and other federal agencies? Yes, I am this week. I've had my law enforcement team through the estate police be briefed by the FBI. Have them available to me as needed in terms of their intelligence information. We have a fusion center and which the information is autumn regularly shared. The challenge, though, is that The intelligence is uncertain. It is difficult to interpret, and just because you're having a rally somewhere does not mean that that rally is designed for violence. But it also could mean that you have outside agitators come in to capitalize on the political rally, and so you have to watch both the legitimacy of the protest or rally. Versus how other people can take advantage of it with armed conflict or with intentional harm. Being brought brought two people. So what is your message today if I invited you just to speak directly to people listening there in Arkansas? And across the whole country about how things in these coming days need to unfold. That we all need to take a deep breath. We need to realize how important this transition is to a new president because the world watches and whether it's our state capitals are national capitals. You're on the front lines and constantly exposed to dangerous situations to have protection under the law that ah special protections that Most law abiding citizens don't have because they're not trained like our law enforcement Army there on the front lines everyday. It's like a soldier who's on the front lines defending our freedoms. Very similar in the law enforcement community is special protections while they're on the front lines, protecting our our public safety and our communities and listen, if you see what's going on, I live very close to Richman and the destruction that has occurred there because of Law enforcement being on the front lines. There were three days It was like a war and Richmond and so we don't want our men and women in uniform who are on the front lines to personally be held. Liable and be sued. I mean, they don't even make enough. They don't even have enough property or assets to be sued and so that qualified immunity. Protect the police officer and insurers that they can do the job that we have called them to do to protect our communities. It just give them that extra special immunity, and it's somewhat similar to that of the government. Where you can't do, um, you know, certain folks in and the government And it's just it's qualified immunity and they're certain qualifiers there certain qualifications you have to have in order to get that, but but our law enforcement Quite honestly needs that. Because they are in dangerous situations each and every day, right? And so by taking that away, you're putting that onus that liability on that police officer. Do you think they're going to be able to fully Do their job. They're going to always have to be second guessing. Well, people. I mean, state Senator Amanda Chase. If people will sue someone for shrimping on a sidewalk, they'll definitely sue you if you shoot them, right. I mean, it's like one of the things we have here is basically they're trying to make the police officer themselves personally liable so that they could be financially ruined in the conduct of their behaviour and when discharging their jobs, and I guess One of the things that's left out of this conversation is, are there consequences for officers if they do their jobs poorly already? Well, I will tell you from what I have seen is that there are internal mechanisms in place. I mean, I saw that with the Capitol police. I saw that with a situation that I had and the officer is no longer there. Listen, there are already measures in place like I understand the concerns that we have their DNA just like we have good teachers. Sometimes there's bad teachers as well. I mean it. It's across every industry. We have good apples in bad apples, and we do need tohave processes in place. But I I believe that those are in place and my concern and one of the things that we debated on the floor in the Senate yesterday with Senate Bill 50 30 and you know they they're trying to put forward the leftist trying to push for this. Collective bargaining for for law enforcement. And there were saying these unions protected George Floyd. Um we couldn't be fired because of the union, the police officer. I'm sorry. The police officer that I had George Floyd and the choke hold on the ground. And everybody saw that. And they're like, Where is the justice? Why is that police officer still on the street when he has a history and he was in a union. The police unions are protecting bad actors, and we can't allow that. And that's why the Republicans Senate caucus and myself yesterday, pushing back on collective bargaining For law enforcement is a bad idea when I find interesting when it comes to qualified immunity is really focusing on police officers when it comes to this, because listen, it has been said, You know, nobody wants to get shot and you know somebody's going to be held accountable in a lot of instances, But what I find interesting is that this doesn't apply. We're not talking about taking it away from judges or politicians. Who advocate for policies such as freeing people who are illegal immigrants in this country illegally. We free them and they go out in the murder or rape someone that person. The victim is just as much of a victim as the victim of someone of a bad police officer who shoots somebody. But yet we're only going after the police officers were not going against people who are higher up, So maybe this is a good thing. That this is coming into focus right now, because people like me are going to say Well, wait a minute. What about you guys? Why do you have qualified immunity which you can pass laws that are going to hurt me. Yeah, well, listen, I will tell you one thing, the Republican Senate caucus and myself we are and we're outraged that this all out attack, which let's make no mistake during the General Assembly. We saw attack on our first line of defense, which is our ability to protect ourselves under the FEC amendment. This session under covert. It's an all out attack on law enforcement. Make no mistake into your point. Yes, I completely agree with you. 150%. Now they're going after law enforcement know why're they do doing that? They can take away our ability to protect ourselves.
