And then as he's finding his way in this role, hey is hit with the pandemic and economic crisis and other things that you have to, you know, you have to deal with And so now he's got a challenger in our state order who is respected as an auditor. Not a lot of name I d. How does that Ray? How is that Ray's shaping up from your perspective? With the way my came into office and the fact that Nicole Gallaway isn't really as much of a known commodity as other statewide officeholders because I respect the order is not the kind of office that people really looked to traditionally as a big political player in state. Right, But a lot of people do use that as a launching pad to bigger and better things. You know, I could claim a castle obviously, is one example. But there have been been others. Um And I think she did struggle with name I d. Initially she does have plenty of money to get her message out. She's getting a ton of national money. But what we're seeing in the polling is turning. The idea goes up her unfavorables also go up, so we weren't sure how that would play out and It's tough going against incumbent during coded because it's hard to break through the news cycle. But on the other hand, it's easy to criticize everything they do, because if you're managing as a leader in a pandemic, someone can find fault with everything you've done. And the governor has detractors on both sides. People say he locked down too much. People say you haven't locked down enough. He should wear a mask. He shouldn't wear a mask and he's got everybody telling him what to do. And when you have people On both sides that wants you to do a little bit more their way. It shows that you're actually having A balanced approach. And I would say the same thing to you with the other biggest because I think Cove it's number one, but the other big issue is crime. We was a governor who is a law and order governor, but well, he's also come into urban area He's met with local leaders, mostly Democrats met with faith leaders. The security grant for the Urban League. He's working on things that traditionally Democrats they're the root causes of crime in poor areas, and he's providing Legislative support by calling a special session. And activating the National Guard when there are you know, there's a threat of potential writing after protests. I mean, he's looking at it from all angles and not just taking One size fits all kind of approach or just the traditional say Republican approach. He had come at crime from every angle. And tried to do something, and that's a place where Galloway just cannot compete. She has no plan to adopt dress crime and has been tagged, but she won't be announced to defund the police order. She hasn't said she wants to defund the police, but she just kind of dances around it. Where's the governor's done? Every endorsement of police, police chiefs and sheriffs, Apple tea and everyone is back in Canada. Sheriff have never backed a candidate and never endorsed a candidate and they've come out. And endorsed my parson. So I think that you know when we talk about safety and security, it's it's health code, but it's also feeling safe and secure in their homes and You don't know There are people in this state who live early that just don't care about the most of what happens in the urban areas. By persons of farmer in a rancher from Bolivar, Missouri, and he has walked through the neighborhood and talk to people and families. And said to people like you and I, In private conversations, folks need to be able to walk out. About Supreme Court nominee or nominations like I've seen with Kavanaugh and how that was very, very galvanizing. Do you feel that the ARB replacement, which is which is now going to be front and center before us for the weeks to come? Will that be the kind of sort of, you know, unintended gift that the Trump administration could've only dreamed about as they try to get their base. Very engaged and very energized or, Yeah. Yeah, Yeah, absolutely. I mean, you talk about suburban evangelicals in suburban Catholics to, particularly when in and we'll see how they handle the hearing. If they go after a woman like they did Kavanaugh, I think that's going to be very bad for the Democrats. But Pushing at aside If it's just, you know, we nominate someone conservative for those People who are religious who may be turned off by some of the things in Donald Trump's personal life or things that, he says. This brings them back to what they expect from a leader. I mean, if you want a nice guy, Jimmy Carter, who was probably the nicest person ever as president, he was totally ineffective. Being That's not Donald Trump. Right? We want someone who is effective and who is going to reinforce our values at every level, So I I think I feel strongly That this is a great thing for us to motivate those people who maybe were on the fence and weren't sure they were going to go to the polls much like Cavanaugh, But it could be an even bigger deal this time because the Mo mentum has shifted away from Biden and is shifting toward Trump. And you always want the moment. Um, in your favors. You're getting closer to election day. Well, I really, really appreciate your reflection. The main problem for the White House here is that the evidence supporting the story is pretty obvious and clear and almost overwhelming to anyone not inside the trump reality distortion bubble. The Atlantic's Jeffrey Goldberg reported that trump cancelled a visit to an American military cemetery near Paris back in two thousand eighteen partially because he worried his hair would become disheveled in the rain and partially because he did not respect the American war dead interred there. In a conversation with senior staff members on the morning of the schedule visit trump said, why should I go to that cemetery? It's filled with losers in a separate conversation on the same trip trump preferred to the more than eighteen hundred marines who lost their lives at Bellawood as suckers for getting killed. Now, the sources in the story are anonymous you know anonymous sources are not as. Good. That's what happened in July in Portland peaceful protests virtually came to a halt as violence was increasing, and then among the security side as you increase the violence there you get splits there as well as readily as explaining. So you get some who peel off because they don't want to hurt their fellow citizens even if it means disobeying orders. So what happens is the? Spiral of violence gets going and the people who are doing that engagement of spiral can just become more intense and more intense. It doesn't always happen. So this is politics is not quite like a cookbook. We can't. It's not a not telling you that it happens with the pattern I'm describing happens every time, but it just happened in Portland and so this is a very risky situation right now in Kenosha and we need to look not at what happens just in one day. I, think what we need to recognize it as between now and through the fall, we're going to need to use that policy not just in the short term, but quite frequently, another important policy is we need to see in the long term ultimately. We're going to need deep community engagement because what's been eroded with this summer of volatile politics is trust and trusted the local level that's only going to be repaired drop-by-drop inch by inch with local engagement, and that's GonNa. Take time it took us time to get into this volatile political situation. Alice Maranda Elstein to talk about her reporting on the deployment of more than forty thousand National Guard members to help respond to the pandemic who are facing a hard. Stop on their deployments. Just one day shy of when many of them become eligible for key federal benefits. The National Guard has really been a driving force in the pandemic response in almost every state national guard. Troops are hard at work around the US helping to combat the spread of the corona virus. Activating the National Guard. The Texas National Guard New York California in Washington these men and women of the Maryland. National Guard there. Your neighbors. They're your friends very are running testing sites. They are deep cleaning nursing homes. Were there have been virus in Wisconsin in the election? That was held under very weird circumstances. They even had to serve as poll workers because the older people who normally service. Paul workers were too afraid to do that. They have been delivering food to food banks. They've been delivering food to families who are in quarantine just so many different things. In Washington State National Guard members make up a full third of the team working on context tracing which is investigating how the disease is spreading in the population so they are really really crucial to preventing this from getting any worse than it already is. This work release seems essential. A lot of states say it is essential but it's all being done under federal authorization from President Trump and that authorization was set to expire on. May Thirty First. But then trump received a number of calls from lawmakers to extend that what happens next. What does he do yes so there were calls to extend it to the end of June? There were calls to extend it to the fall and there were called to extend it to the end of the year given that this could really go on and the need could go on for long time instead. The White House extended just until June. Twenty four which struck everyone as pretty weird given that. That's a Wednesday. And because the guard members have to go into self quarantine for the last two weeks of their deployment before they transition back into the community just to make sure they don't bring the disease back so states are now set to lose their services in early June. Yeah it's all a little weird especially this June twenty-fourth date you mentioned which is in the middle of the week. Basically in the middle of the month probably still in the middle of a pandemic. But you recently learned that. This date has some major significance. What is it so we don't have an answer from the administration on why this is chosen but we did learn that June twenty four is just one day before thousands of guard members would have qualified for really important retirement? Benefits and education benefits. They need to serve for ninety days. In one of these federal deployments to qualify and that cutoff is going to come right at eighty nine which is raising a lot of questions as you can imagine. Yeah want to get into those questions but I. I'm curious how did you figure this out and I know you can't reveal your sources but what is reporting on something like this like? How'd you do it? So I can say that we have been obtaining recordings of these interagency phone calls that the trump administration has been having where top officials from Fima the National Guard. Hhs All of these agencies involved in the coronavirus response are talking about what they're doing how it's going and looking ahead to the future and these have been very revealing and we reported before this piece on those recordings and noted how many times the officials speaking in private on this call were painting a very different picture than what the president is saying publicly. So you're listening to some of the most important people involved in the corona virus response having conversations conversations. You assume you're not supposed to hear what's that like. It can be very revealing and can take a lot of detective work. Because of times officials on the call are only identified by first name and you know there are thousands and thousands and thousands of people at these agencies and a lot of them have the same first name. And so we've just been yeah nailing down everything we can everything we can possibly find out doing going through Capitol Hill and our state sources and our federal government sources to confirm everything we can to bring these reports out. So in this specific call you reported on about the National Guard deployment. You have one official identified on the. Call as Russ saying quote. We would greatly benefit from unified messaging regarding the conclusion of their services prior to hitting the ninety day mark and the retirement benefit implications associated with it. I know the White House didn't respond to requests to comment. But what more did we learn from this call about this June and date so they described as a hard stop which even though the National Guard told me for the story that there is still the possibility it could be extended the fact that they described it on the call as a hard stop. Officials contradicted that description or raise the possibility of an extension on the call. Really stuck out to me. So they're facing this hard stop on June twenty-fourth. What does this mean for the state's relying on the National Guard and for the people who were deployed some will be able to transition to stay active duty when the federal deployment expires but states? Can't afford to keep everyone on that. Have been serving this. Tens of thousands of people more than forty thousand around the country and at a time states are already struggling with reduced tax revenues and having to provide so many emergency services to to their citizens right. Now it's GonNa be a real hardship and so you know I talked to state officials. Who said candidly look? You know we want to keep the National Guard members on. We will do whatever we can but we won't be able to afford to keep all of them on without the federal government support and so not only will states lose some of those services that they're providing now in terms of testing contact tracing delivering food to food banks etc. The National Guard members as we already discussed will not be able to qualify for those benefits until their next federal deployment. And there's no guarantee of when that would happen and also there. There's another issue with health insurance. The health insurance that National Guard members get when they're on these federal. Emergency deployments is a lot more robust than what they can get when they're on stay active duty or when they're not deployed at all. So they're heading out doing essential work and then kind of just being left out to dry. Yes they get called up for these deployments. They leave their regular jobs and they go do this very dangerous work. And in instances like this. They're sort of left hanging and they are sent back to their communities. Maybe their job because of the economic crisis right now doesn't exist anymore so they won't be able to get that health insurance so this is really a dilemma for tens of thousands of people around the country. And I think that's why it's hidden are we. I mean you're reportings sparked a lot of attention on this criticism from Congress from veterans. Do you think we could see this change so I think that yes? They very well could change. There could be an extension. Congress could take action. So we're we're monitoring developments on all fronts. What do you think this whole situation tells us about the White House's response to the pandemic and how this fits into broader trends from the trump administration so I think the trend that I see the connection with is just these little short term spurts of plans instead of sort of looking ahead comprehensively were just always scrambling and playing catch-up throughout this whole pandemic so I we were so behind on testing we've somewhat caught up there and now we're behind on contact tracing and so many other things were scrambling on vaccine developments and drug developments and this is just another area where there have been these little extensions instead of sort of a comprehensive plan and that's why some lawmakers and state officials have either called for the federal deployment to be extended till the end of the year or some sort of memo our authorization saying that it should be extended as long as the Federal Emergency Declaration exists just to have that stability in place all.

"Of the National Guard are doing a deep clean I watch them clean at a community center and the meticulousness was really I. incredible I'm currently going through inform the process of sanitizing the equipment first you have to take a quick minute and put it into a solution of water and bleach I walk into a classroom for children and there are these men and women squeezed in their military gear into teeny tiny plastic seats for toddlers pouring over piles of building blocks and legos and scrubbing each block by hand the National Guard is scrubbing children's toys yeah it was an uncanny site they did this kind of thing throughout the containment zone cleaning synagogues city facilities community centres scrubbing ceilings floors chairs anything that a sick person may have touched you Sir as you're describing this the National Guard is on the ground local officials are still theoretically in charge I like the people who run the city probably even the county so it's a clear to you who is in charge and is this all coordinated in the early moments of new Rochelle coming to terms with this new reality it was a lot of moving pieces it was a city in turmoil with no real leadership structure in place at that moment but I get in my car and I drive down to downtown new Rochelle to the headquarters of Z. Westchester county health department and discover that something had been building here all along Scifeed incident response center in your shower there is a group of about thirty nurses holdings shares getting up three times about the purloined people who are quarantined at home make sure go to the bathroom wash your hands properly before you do anything tight breaks it down with the rush around we wanna make sure that you are taking care of each other and there I come upon a huge bustling incident command center calling out includes three in protective gear swap cats the department of homeland security is there the room is filled with nurses there is an assembly line of test gear and test kits and what's called PPE personal protective equipment that people are filing around the room equipping themselves to get ready to deploy to the houses of sick people to test them for coronavirus at this point in the United States only twenty five thousand people have been tested for corona virus and this command center is to send that number way up so people will call into their doctors tell their symptoms they'll get put on a list and every so often these groups of nurses we're getting an address information they put on head to toe protective gear and head out to sample and test those people and their big signs that say we've got this the signs actually say we've got this hand written signs all over the room and what do you think when you see this I think I've finally found the coordinated response that this situation seems to call for this is a room full of all the layers of government from the state to different agencies to health care workers in their scrubs coordinating to take on this crisis head on and after nearly a week of frightened townspeople and scared.

"The president can call them the national guard. The governor can call in the national guard is that the only two positions that can make use of the of the call out, right. And when you win, the national guard gets called out of your reservist. How do you get contacted? Like what's what happens when the call is made? Did it used to be pagers or someone just call everybody? I do remember the days of of phone trees. You know, I, I remember once being in college and that's how far for just for this practice to see how fast I could get a hold of me like the department secretary knocking on the door of my classroom. Pulling me out. Oh, that's. I mean, I guess they really ought to get you on this one. Yeah, she's in biology class. There's some pretty great automatic system. So like I don't know if you've seen this and other areas, but where you get those like emergency alert messages on your cell phone. Kind of like an auto, right? So within units they can set that up. So you get like a robo text message in an email all at the same time. I'm wondering about win that buzzer goes off. You know, is there like a little thrill of like, whoa, something's happening and we're going to jump in and go do it. Like, is it? I think everyone has their own personal experience. My time in the national guard of always really enjoyed those kinds of disaster response missions. I think that was one of the things that motivated me to go on the other hand. I know for a lot of people, you know, especially in like a a serious disaster, the the responsibility to go report for your national guard duty means you're probably leaving your family and friends and your home and a rather precarious state. So you're walking away from, you know, say the tree that is blocking your driveway to go report in and try to help your community. And that's a hard situation to be on. Once you're. Called out to do some relief, for example, do you stay there until the sort of mission is done? Like, do you sleep in tents? Is their barracks set up for you, folks share? It all depends on the situation. I live in Washington DC. So most of the time we can stay in the DC armory and you'll kind of like sat up and kind of like a big gem and some of these kind of larger scale disaster-relief events it. It becomes kind of routine where people can either get back and forth to their own homes or like I spoke with someone who during Hurricane Katrina, they were billeted or like they were living in a fraternity house at Tulane university was the arrangement they'd set up. So when it comes to the history of the national guard, there's all these moments that are just sort of in my mind, the national guard was called out to do X and I think the one that's most prevalent for me is Kent state, but I know very little about what actually. It happened at that time. Is this something you could tell me about? Sure. There's a law passed in eighteen seventy eight called the posse Comitatus act and that basically that Tatas it's amazing. So I go on. I actually just look that up. And yes, there is a Latin root to posse Comitatus basically means to like bring your strength together, but the posse exactly. That's where it comes from. And so within this posse Comitatus act basically says that federal troops cannot be used for law enforcement. However, state troops can be used for law enforcement there. It is, right. So during the nineteen sixties, the national guard was used quite a bit for civil unrest. You see a lot of national guard call ups around nineteen sixty eight on at the death of Dr. Martin Luther King specifically here in DC and at Vietnam protests. So the Kim. State event is an instance of state national guard, the Ohio national guard being called out in kind of a law enforcement functions supporting local law enforcement during a protest that protests turned violent and is one of those moments where I think the national guard has an organization kind of stepped back afterwards and looked at our relationship with the communities that we serve. Now, the national guard is still used in that role. You know, as recently as this year, we have had national guard troops at the women's March or at the March for our lives. And most of the time people appreciate having the national guard there. We tend to be something a presence there where you know, you can kind of feel like there's more security there, but you know, these are people from your own community. So aside from the posse Comitatus act. What what has happened that has changed the way that the national guard can operate. There's always kind of been this evolution the national guard before between how much state control you have and how much federal control you have until about nineteen. O three state national guards were funded either through the state or personally. So specifically officers would come in. They'd pay dues, they would raise the regiment. You might have vastly different uniforms or quit -ment from the unit one town over or especially across states. So the constitution kind of outlines as far as you know, having a militia that the state can train it. However, it wants to select their own officers, but it has to be to a certain standard. Okay. And so that all really changes in nineteen? Oh three. With the dick act who was named after Major General, Charles dick, who was a congressman. Mun and a member of the Ohio national guard dots kind of the first time that this trade off happens where the federal government comes in and says, you know, we want more oversight of what is happening in the national guard. And then in exchange they pay for more. It isn't until nineteen O three that the federal government starts paying for some equipment. And at that point you got five paid training days a year, how many now. So now the typical national guard commitment is thirty eight days per year. We were both talking earlier about Little Rock after the desegregation laws were passed. Could you tell us about that? That's another kind of interesting moment. In national guard history, national guard troops were used all over the country as part of desegregation efforts. Now in Little Rock, it happened to be this rare occasion where the governor of that state had actually called up their national guard to keep. The African American students from going to school. It is very rare to be able to use federal troops for law enforcement. And if you look at the pictures, that is the case where then the president called the hundred and first airborne to escort those students end. So if you look at the pictures from Little Rock, there's state national guard troops and federal troops there. How if titled ten is invoked can a governor say No MR president might national guard will not be doing that in no way. Am I like any kind of constitutional scholar? But essentially the the president does get to call it the national guard, and that does outweigh the governor's objection. But the hat is a question that is constantly in flux. Probably one of the more recent moments where that came up was during Hurricane Katrina. You know, we had hundreds of thousands of national guard soldiers mobilized in Iraq and Afghanistan. So there was kind of a big shortage. Edge of national guard troops for hurricane relief. At that point, some of these government governors started stepping up and particularly with things like aviation resources. So like helicopters which are hugely important in disaster relief saying, like, you know, we want more of a discussion when our helicopters leave the state, especially in states that are, you know, say like in the hurricane belt, is there anything that you'd want America to know about the national guard? I think one of the things I find really interesting about the national guard is how diverse it is over time, particularly since nineteen seventy. And you know, we became a country that doesn't use a draft or conscription anymore. We tend to have these communities that are very military friendly, and everyone joins the military and largely those communities are in the midwest in the south. But then we have the national guard and that is an organization. The by design spread out equally across all the states. And it brings in all kinds of interesting people and and because it's not a full time commitment, you bring in all of these people who have other things going on in their life, their teachers or doctors, their lawyers. There are police officers and they kind of come together to do this thing to serve their communities one week in a month. But you get this just huge array of like life experience.
