I don't know what he is, but can you get him out of the retirement home and say, Come on, you got work to do. I think so. He's been asked a bunch of times and so far, he said, no. So who knows what's going to happen? I mean, we got we got plenty of time and there's think about what's happening right now across the country. People are saying, Hey, I don't want to get in. I know Republicans are going to have a great year I talked to me and the National Republican Congressional Committee. They're very excited about 22, just like I am. You can see where you can see that independents and Republicans Are heading heading in the right direction depends for heading our way. They're not going to vote on this liberal radical left agenda, So if we get our message out with a good candidate, we're going to have a great 22. So will the National Republican Congressional Committee. Right now, let me close by talking about Arizona and I love Arizona For years. They were across the border, and Doug Ducey would come over and put sticky tape on his fingers and take our businesses away, even took my congressman John Campbell to Arizona. And I and you can I no longer can hold fundraisers to contribute to candidates because of my role at NBC in the Washington Post, But I can still tell people what I think. And the only person I have ever held a fundraising for in my home with the fetching Mrs Hewitt at Doug Ducey. And I just think he's one of the great governors and great public servants of our time. He is not running for Senate and I'm very disappointed. Have you given up on him? No good. If you're if you're sitting governor with the approval that Doug Ducey has you don't have. There's no rushing into the race. But if he doesn't we already have a businessman. That running as a region, Lehman Um, a veteran. We've gotten Mick McGuire, who used to be the head of the Arizona National Guard. We've got Attorney General Martin Bondage. They've all announced. We've got like Nick map like masters. I think considering it, and so is Andy Biggs. So by the way, my job in the meantime, is defined Mark Kelly. How does this book he ran and raised like he's it? Is his common sense and I know the road. No, he goes to 100% of time, which whatever, Chuck Schumer said. Mark Kelly said, jumped on the X, Schumer says jump, Markkula says how high he voted against border security. "Capitol police were prepared and overwhelmed. When violent trump supporters began breaching the us capital last week members of the dc national guard ultimately arrived to assist but only after hours of chaos at the building. Wmu's dominique maria. Manetti is with us now to talk about what we know about the delay. Thanks dominic thank you. Jonathan remind us. I what is the national guard. And who's responsible for deploying them locally. The national guard is the us military's domestic force each state the district and puerto rico have their own national guard. Units typically. The governor of each state has the authority to activate guard troops within that state's borders but because of the district's finicky federal status of not being state. It's a bit different here. Mayor miro browser doesn't have the same authority over the dc national guard that governors have over their states and she can only request guard troops from the secretary of the army. And just to add. Another layer of confusion. Bowser can only request guard troops to land that belongs the city and that excludes federal territory like the us capitol complex okay. So let's turn to the specific morning of january six. What was the national guard's presence in dc and at the capital so there were already three hundred and forty d. c. guard troops on city streets to help with local police preparing for crowd and traffic control for wednesday's protests but none of them had permission to deploy on federal land like the us capital when the angry mob reached the capital wednesday afternoon balancer and then capitol police chief stephen son new to defile additional request to the army secretary in order to send in additional troops and expand the responsibilities. Okay so what we know about why. The deployment was delayed. There are different accounts from local and state officials as the pentagon about what the confusion was during wednesday's attack which led to the d'alene deployment bowser. I requested additional forces from the army secretary ryan mccarthy around one thirty and that's according to a full-time line released by the department of defense then at one forty nine pm sunday called commanding general that he national guard william walker asking for immediate assistance that was followed by at least three more phone calls between the district. Capital police and pentagon officials son. Who has since resigned. Says he requested guard troops five times during the insurrection and was rejected or delayed at one point. Army officials said they could not recommend sending in additional troops because of the optics of having soldiers inside. The capitol building was not something they wanted an finally at around three. Pm army secretary ryan mccarthy again directed the philosophy the dc national guard troops arrived at the capitol around five forty pm hours after the insurrection had begun and after the mayor had requested the troops. Okay so what happens now. Is they're going to be an investigation into what should have happened differently. Yeah federal lawmakers are already calling for an investigation into why it took the district's national guard so long to the capital president elect joe biden is also calling for an investigation into maryland's national guard. And why they were delayed. Governor larry hogan last week said the were delay before the maryland. National guard troops were approved to go into dc maryland. Guard troops arrived day later. But if you look back on all this there's a lot of bureaucracy that really had to happen to get troops to the us capital and the new york times reported that president trump initially rebuffed and resisted requests to mobilise national guard in that it required the intervention from the white house officials to get it done and they're certainly going to be a lot more coming out about this in the next weeks and months ahead. What is the status of troops in the district right now. National guard troops from the district. Maryland virginia delaware pennsylvania. New jersey and new york intend to be in the city through the inauguration. The national guard bureau says the intend to have ten thousand troops in the city by a saturday with the possibility to increase that up to fifteen thousand if needed this all comes as law enforcement is bracing for further right wing official and unofficial protests in the coming days and weeks. "Maybe some time here in the next year maybe I'll look at doing a PA but I I, really don't know what that person would do. So What are you guys? You know when you're working your businesses and different stuff when he did what what type of folks does your boss or if you are the boss idiot who do you surround yourself besides you? Who Do you have the maybe works directly for you. You know as your sister or something like that I, I just don't know if I could how I would be able to find someone that would be able to take over a Alava stuff and really that's not what you're looking for but. It's just do. Busy work. Some of it is just email. And filename inbox zero today that was fantastic. Alright so I'm going to move on here When you're small company, you have to wear a lot hats just the way it is. So. I'M GONNA go ahead and move on in and get into the. Get into the show and I hope you're doing well. And I know that Fast approaching. The fall, it's hard to believe the so twenty twenty is just. Better, wreck. Train wreck from the very very beginning. It's just it's insane. But let's you know here we are two months out from the election. It's it's in everyone's seen it everywhere. Everyone's talking about it everywhere. It's quite you know in it just. Can't hardly turn on anything on TV. I can't turn on I was on Youtube and finally. It just got the point where they're so many political ads being played on stuff that I paid for the youtube premium suffer whatever it is fourteen dollars a month or something like just to get the commercials advocate hand I just can't handle. The all the political ads is just boom boom boom just sucks. So. With. The election stuff going on. Apparently because of the pandemic there, cybersecurity experts in short supply. And wish my son could see this article night maybe I'll text it to him but. With election cybersecurity experts in short supply, some states are calling in the National Guard. The aid is especially for rural areas or small jurisdictions that might be short staffed in which federal authorities say are likely the most vulnerable to hackers? So, if you live in North Carolina Warren County. Has Only. Three full time staff members and none of them are computer specialists that could matter in a year in which foreign governments are eyeing ways to disrupt the. So the county's election director has welcomed cybersecurity experts from the state's National Guard to help shore up the system she says I'm in a small county. In allows me. It affords me the opportunity to feel comfortable with my it and where I am compared to a larger county in the state. Now, the National Guards often. So she was more physical tasks such as helping with disaster relief riots and so forth. And of course, dealing with stuff that's been going on recently in many big cities but some states across the country. Are Getting calling on the guard cybersecurity specialists to help with a routine but vital task providing basic cybersecurity to help election officials. That aid is especially important. Again, enroll areas in small jurisdictions. So I thought, this was interesting the North Carolina National Guard Cybersecurity Response Force has done cyber security assessments and more than thirty of the state's one hundred counties. Under Lieutenant Colonel Sath Barn, the forces responded to thirty five attacks since two thousand eighteen including a malware tack. We say, this is what? Gore's look like this is what the industry's best practices should be, and here's what we would do to fix it. So other states have called National Guard members for different election security needs Ohio National Guard is bi weekly calls, state, Secretary States, and as an open call for civilians with no experience of the twenty election. MINNESOTA. Garden joins state election officials were save is here to walk throughs. Colorado Helps Monitor network traffic to state election websites and the National Guards Racist cybersecurity mission has been building for years. So we know that the DOD is increasing put resources into cyber training. So very interesting here that they're doing this You know like they said ten years ago they knew their viruses out there and people would buy virus protection. Now we see now the incident Cyber Security Thapa cybercrime? People have a desire to have better protection across the board. And I'm sure now that everyone's working from home, it's it's even more. So it's interesting here, the cyber, the national guards being used with help to do cybersecurity. In, your cities and counties. very of. I, think good use. especially. When when counties are small budgets short you know these folks are. Can Be called up in unused and time in need. So what do you think you think about the use of the National Guard? To, do cybersecurity on. Election Systems in rural areas or small jurisdictions. I guess there's pluses and minuses everything. But. Definitely interesting move or Amazon basic products are going up in flames literally. But not enough for Amazon to stop selling themselves. A news. Network found reviews more than seventy products describing safety risk. Some, the stories about the dangerous products are harrowing in one a man who went to the hospital after share caught on fire while we sleeping apparently due to a melted USB. An Amazon basic microwave caught fire when an eight-year-old heated up macaroni and Cheese Cup. One man soft fire coming from an Amazon basic surge protector while only a single foreign phone charger was plugged in. As babies slept in a room nearby. The News. Network counted at least fifteen hundred reviews since two thousand sixteen for more than seventy items that describe products exploding catching on fire melting causing electrical malfunctions in other wise posing risk. Amazon is taken down some of the items that customer reported to be dangerous like the USB cable on surge protector the many still remain on the site. And within the more than fifteen hundred reviews, many consumers explicitly called out items potentially dangerous or using a term such as hazard or or fire saying the product should be recalled. Despite, the many basic despite the many reported safety issues. However, Amazon's only issued to official recalls of Amazon basic products, the F. C. The federal communication product. Safety. Commission has only received ten reports over years that mentioned Amazon basic product with concerns similar to those in the News Network Review. So have you had any problems with any type of? Product from Amazon Basic- let me just doesn't don't know and I'm sure many of you do. Amazon basic products are just relabeled stuff that comes from some Chinese. Company. That produces them and mass and it almost no cost. So a lot of stuff is is is just basically the it doesn't mean is comfort American company. You know when you're by Amazon, basic paper diapers or whatever you may be buying on Amazon, basic. The latronic stuff and you know you get what you pay for. It's just like going to a low cost latronic store. and. Buying low cost cables you oftentimes you get what you pay for. and. Some of the best cables that I found. come. From. Mono Price. The great cables from them over the? Years. And I paid a little more form but they've been pretty rock solid haven't run into. Any issues. Now I'm not saying they're not sourcing stuff from similar places like Amazon is.

"We now know that irritant threes was you know a lot of forces us that it was the protesters were not violent of originally clean and the people who kind of a come forward in that situation and expose the administration flies and talked about how uncomfortable they were. Being law enforcement that situation raw national guard troops the whistle blower testified before Congress's commanding officer in the National Guard three national. Guard. Members of told politico you know basically. What talked to them about what they saw, and it's actually the domestic police crimes that have You know sort of clammed up and and to be story and the same operation legend, it's called the. sending officers into. Portland elsewhere, those actually aren't military troops or. Law Enforcement, officials and customs and border patrols. and. So you know I I do think that the instinct against the military situations is a healthy ones that. Notion of that. You think that kind of force designed to you know fight on the battlefield and not American cities and get best very healthy that we don't want to do that. Just how far gone leasing is in many parts of the country that it's actually national countries and some of these situations that are speaking up about police violence. Again, Robert, as you mentioned just before right before we mentioned that Kenosha bringing in the National Guard Wisconsin National. Guard. That not necessarily the right fit. But the that says they're aiding officials. I. Would assume that they want to protect the downtown parts of Kenosha. Your thoughts to just having this conversation while this news is breaking. When you bring in the heavy troops, you create the spiral of violence, which often splits both sides as the harder core become more and more intense. So when when the spiral of violence occurs, you get the peaceful protesters to basically stay home. That's what happened in July in Portland peaceful protests virtually came to a halt as violence was increasing, and then among the security side as you increase the violence there you get splits there as well as readily as explaining. So you get some who peel off because they don't want to hurt their fellow citizens even if it means disobeying orders. So what happens is the? Spiral of violence gets going and the people who are doing that engagement of spiral can just become more intense and more intense. It doesn't always happen. So this is politics is not quite like a cookbook. We can't. It's not a not telling you that it happens with the pattern I'm describing happens every time, but it just happened in Portland and so this is a very risky situation right now in Kenosha and we need to look not at what happens just in one day. But in Portland, things got much worse after two weeks the for the last eleven days of the deployment was much worse than the first fourteen and so it's important to see that as this gets. You get protesters will come with shields, they'll come with wooden shields, plastic shields they'll be coming more and more prepared. If they come at all roundly I'll give you the last word just to you know we talked with Chicago Tribune investigative reporter about how the State of Illinois and police shops in in the state are getting a lot of money. And spending a lot of money on militarized equipment, it's happening in Chicago to you see these kind of like outfitted..

"I'm Justin Kauffman in this is reset. Last night there was unrest in protests in Kenosha Wisconsin after police their shot an unarmed black man seven times in the back yesterday. NOSSA tonight. And we demand answers tonight meanwhile here in Chicago Alderman met Friday and a rare special session with Mayor Lori lightfoot and some council members want the mayor to call in the National Guard for support. But to what effect my own view is a national guard despite the conversation is not a panacea and what I've seen over the course of this summer. Is that if not deployed in the right way, it can go disastrously wrong. That's Mayor Lori lightfoot on the issue, but she's not the only one concern with calling in federal troops.

Jim welcome to KGO Hey are you doing I'm a truck driver or delivery driver I am sixty five years old I just put in a sixteen hour day yesterday I put in about twelve hours they've been maxing us out because of the demand and I'm trying to be as vigilant as possible you know about being a and everything but it's really hard to do in the south circumstances they are because they are the people have to deal with the people signing paperwork people you know and just fatigue correct yeah so I'm I'm very worried concerned that a I might be one of them fifty five percent hello and and you know being at my age as it might be pretty serious yup you're right as I have to tell you it is incredibly frustrating being trying to be safe and I have friends who say they're going stir crazy in our homes I actually have a friend whose wife won't kiss him because she says you've been out and about I don't want to be an effective that is a that is a fact and going around in my house too and because of the nature of my wife's business which I won't indulge the house has to be Terrel there because she works from home and that's how she does start anyway yeah so I don't know what the I don't know what to do I know my job is concerned it is essential there's no way I could get myself self quarantine because of the nature of my business so you know I feel that I'm being China thrown into the walls well now you are in the same boat what I do who is viewed as a social service I got a letter here from cumulus media saying it's essential not a lot of my colleagues are broadcasting from home well I live we can't afford to be selfish Kelly four one five eight zero eight zero eight ten let me go to Nicholas calling from Santa Rosa Nicholas you waited a long time thank you so much he also has a growing very well I yes so you know there's a couple things I want to mention my main point is that I listen to both our president trump yesterday when I listen to Justin Trudeau out man when I heard Justin Trudeau I felt good I felt calm I felt like if I was a Canadian I would have felt somewhat confident and calm and somewhat collected he he graded out where the average Canadian would be sweet receive a check every week for the next fourteen weeks and let me tell you what his wife has the virus and has isolated herself and he has isolated himself as well and under that extra pressure it was especially I I just got to give them kudos whereas with our president I'm a lift driver I don't know when I'll see an income again unfortunately it's not going to wreck me but it's not helping me of course and you know what forget about myself you know but with trump all these people in the in the in the class of a like a gig worker or a substitute teacher they don't even know where they stand at this point he's not making it clearer who's getting what it's all a cluster I will do the work you know mish mosh it's confusing to the average person or even some people somewhere just jaded so I think that's a big problem and and of course you know I spoke to you about a week before the Chinese New Year and I said to land and I mentioned to you you know the exponential nature of this disease "The president can call them the national guard. The governor can call in the national guard is that the only two positions that can make use of the of the call out, right. And when you win, the national guard gets called out of your reservist. How do you get contacted? Like what's what happens when the call is made? Did it used to be pagers or someone just call everybody? I do remember the days of of phone trees. You know, I, I remember once being in college and that's how far for just for this practice to see how fast I could get a hold of me like the department secretary knocking on the door of my classroom. Pulling me out. Oh, that's. I mean, I guess they really ought to get you on this one. Yeah, she's in biology class. There's some pretty great automatic system. So like I don't know if you've seen this and other areas, but where you get those like emergency alert messages on your cell phone. Kind of like an auto, right? So within units they can set that up. So you get like a robo text message in an email all at the same time. I'm wondering about win that buzzer goes off. You know, is there like a little thrill of like, whoa, something's happening and we're going to jump in and go do it. Like, is it? I think everyone has their own personal experience. My time in the national guard of always really enjoyed those kinds of disaster response missions. I think that was one of the things that motivated me to go on the other hand. I know for a lot of people, you know, especially in like a a serious disaster, the the responsibility to go report for your national guard duty means you're probably leaving your family and friends and your home and a rather precarious state. So you're walking away from, you know, say the tree that is blocking your driveway to go report in and try to help your community. And that's a hard situation to be on. Once you're. Called out to do some relief, for example, do you stay there until the sort of mission is done? Like, do you sleep in tents? Is their barracks set up for you, folks share? It all depends on the situation. I live in Washington DC. So most of the time we can stay in the DC armory and you'll kind of like sat up and kind of like a big gem and some of these kind of larger scale disaster-relief events it. It becomes kind of routine where people can either get back and forth to their own homes or like I spoke with someone who during Hurricane Katrina, they were billeted or like they were living in a fraternity house at Tulane university was the arrangement they'd set up. So when it comes to the history of the national guard, there's all these moments that are just sort of in my mind, the national guard was called out to do X and I think the one that's most prevalent for me is Kent state, but I know very little about what actually. It happened at that time. Is this something you could tell me about? Sure. There's a law passed in eighteen seventy eight called the posse Comitatus act and that basically that Tatas it's amazing. So I go on. I actually just look that up. And yes, there is a Latin root to posse Comitatus basically means to like bring your strength together, but the posse exactly. That's where it comes from. And so within this posse Comitatus act basically says that federal troops cannot be used for law enforcement. However, state troops can be used for law enforcement there. It is, right. So during the nineteen sixties, the national guard was used quite a bit for civil unrest. You see a lot of national guard call ups around nineteen sixty eight on at the death of Dr. Martin Luther King specifically here in DC and at Vietnam protests. So the Kim. State event is an instance of state national guard, the Ohio national guard being called out in kind of a law enforcement functions supporting local law enforcement during a protest that protests turned violent and is one of those moments where I think the national guard has an organization kind of stepped back afterwards and looked at our relationship with the communities that we serve. Now, the national guard is still used in that role. You know, as recently as this year, we have had national guard troops at the women's March or at the March for our lives. And most of the time people appreciate having the national guard there. We tend to be something a presence there where you know, you can kind of feel like there's more security there, but you know, these are people from your own community. So aside from the posse Comitatus act. What what has happened that has changed the way that the national guard can operate. There's always kind of been this evolution the national guard before between how much state control you have and how much federal control you have until about nineteen. O three state national guards were funded either through the state or personally. So specifically officers would come in. They'd pay dues, they would raise the regiment. You might have vastly different uniforms or quit -ment from the unit one town over or especially across states. So the constitution kind of outlines as far as you know, having a militia that the state can train it. However, it wants to select their own officers, but it has to be to a certain standard. Okay. And so that all really changes in nineteen? Oh three. With the dick act who was named after Major General, Charles dick, who was a congressman. Mun and a member of the Ohio national guard dots kind of the first time that this trade off happens where the federal government comes in and says, you know, we want more oversight of what is happening in the national guard. And then in exchange they pay for more. It isn't until nineteen O three that the federal government starts paying for some equipment. And at that point you got five paid training days a year, how many now. So now the typical national guard commitment is thirty eight days per year. We were both talking earlier about Little Rock after the desegregation laws were passed. Could you tell us about that? That's another kind of interesting moment. In national guard history, national guard troops were used all over the country as part of desegregation efforts. Now in Little Rock, it happened to be this rare occasion where the governor of that state had actually called up their national guard to keep. The African American students from going to school. It is very rare to be able to use federal troops for law enforcement. And if you look at the pictures, that is the case where then the president called the hundred and first airborne to escort those students end. So if you look at the pictures from Little Rock, there's state national guard troops and federal troops there. How if titled ten is invoked can a governor say No MR president might national guard will not be doing that in no way. Am I like any kind of constitutional scholar? But essentially the the president does get to call it the national guard, and that does outweigh the governor's objection. But the hat is a question that is constantly in flux. Probably one of the more recent moments where that came up was during Hurricane Katrina. You know, we had hundreds of thousands of national guard soldiers mobilized in Iraq and Afghanistan. So there was kind of a big shortage. Edge of national guard troops for hurricane relief. At that point, some of these government governors started stepping up and particularly with things like aviation resources. So like helicopters which are hugely important in disaster relief saying, like, you know, we want more of a discussion when our helicopters leave the state, especially in states that are, you know, say like in the hurricane belt, is there anything that you'd want America to know about the national guard? I think one of the things I find really interesting about the national guard is how diverse it is over time, particularly since nineteen seventy. And you know, we became a country that doesn't use a draft or conscription anymore. We tend to have these communities that are very military friendly, and everyone joins the military and largely those communities are in the midwest in the south. But then we have the national guard and that is an organization. The by design spread out equally across all the states. And it brings in all kinds of interesting people and and because it's not a full time commitment, you bring in all of these people who have other things going on in their life, their teachers or doctors, their lawyers. There are police officers and they kind of come together to do this thing to serve their communities one week in a month. But you get this just huge array of like life experience. That was Miranda summers, low military historian for the Smithsonian at the national museum of American history and a member of the army national guard.
