Mnuchin: Negotiators Agree on Core Elements of Budget Deal
"We begin today with an eye on the calendar the soon to be fiscal year end calendar of the government of the United States of America. It's always an uncertain time as regular listeners to this program will know Congress and the White House having a history as they do regardless of which party is in power aware of not always seeing things the same way when it comes to the budget but we are told by somebody who should know Treasury Secretary Steven Mnuchin by name that he has basically come to terms on a budget deal with House Speaker Nancy Pelosi but the term budget deal is doing more work than usual this year for more on that. We've got marketplace's Kimberly. Adams live on the phone from Washington. Hey Kimberly. Hey all right. There is a lot packed into budget deal this year. Help me out okay two things in particular number one is raising the debt limit. If you'll remember the debt ceiling expired in March and the Treasury Department has been using extraordinary measures as they call it to keep paying the bills since then so they we need a deal to raise it either in the short term or long term or maybe even just halt the debt limit altogether tied in with that is a deal to raise the budget caps those limits on spending bills that need to pass later this year if they don't lift those budget caps we're looking at ten percent across the board cuts on defense and nondefense spending. Nobody wants that. There are those who will remember the phrase sequester. That's what you're talking about right. Yes again. Nobody nobody wants that got it okay so <hes> <hes> back to the to the topic at hand here. We've got a two issues both dealing with government spending <hes> why are they being bundled as opposed to dealt with separately so this will help both of them get done ahead of some crucial official deadlines. We're probably going to lose the ability to use those extraordinary measures to keep paying the bills sometime in September maybe October and we need an agreement on those budget caps now so that Congress can pass those spending bills when the fiscal a year ends on September thirtieth and it's also worth noting that Congress has never failed to raise the debt limit even with all of the hubbub that we hear all the time around it but we have had several government shutdowns because they didn't pass <unk> spending bills so we're kind of pairing a must must must pass bill with a really need to pass bill the theory being you can shut down the government for a month and it's terrible terrible terrible for a lot of people but <hes> blow in the debt limit would be terrible globally is that that's the deal yeah because basically the no entrust the U._S. government loan the money ever again <hes> forecast for me spit ball if you will <hes> where we're going with this thing is going to happen. What's the what well this morning like you mentioned treasury? Secretary Mnuchin said they'd agreed agreed on some top line numbers. But I think that again if there's someone that would like to come take Nancy Pelosi. Come get it. But you need to demonstrate the money she's been able to raise she you can keep a caucus together way, she has been able to keep a caucus together you have the gravitas in the prowess. And I don't see anyone that has emerged say that I could do this job, and I could do two hundred and twenty six Democrats as right now there's still nine races undecided. She can only lose a few of she needs two hundred eighteen votes. I think there was something like four dozen democratic nominees who ran for the house that actually publicly said they wouldn't support. I don't know what the exact number is that are going in. But look, I you see an inklings of the democratic house. Caucus being similar to the struggles that Republicans have dealt with over the last decade, right? Where you know, some faction that's constantly going to be anti establishment and very public about it. And unlike the the the other races speaker of the house is a public vote right all the lesser offices that run that on the house are. Secret. So you don't you don't have to do as much. My prediction is that's the last time you'll see that caucus smiling together. And he saw yesterday Cossio artists leading to protest outside the speakers leading the protest, right? The Democrats have secured enough seats to take control of the house of representatives for the first time since two thousand ten the Republicans will remain in control of the Senate by how much we're still waiting to see it is still too close to project in Florida where Rick Scott and Bill Nelson are locked in a tight Senate race. We're also waiting for Georgia to come back with the result in the governor's race. It is still too close to project their Claire mccaskill conceited. Her Senate race a few moments ago to Josh Holly in Missouri. Ted Cruz retained his seat in Texas after a closely watched race with or rock Arroyo conceded. Just a short time ago North Dakota Heidi Heitkamp lost her seat. And she said that it was just too overwhelming given the majority of President Trump's victory in twenty. Sixteen otherwise there are still a number of outstanding races that we will continue to monitor including in Arizona and in Nevada waiting for more information from those states as well. Want to bring in ABC's? Karen Travers because as the Democrats take control of the house. The Republicans have six weeks in order to figure out what they wanna do with their remaining time left. Do they have an agenda? Yeah. This is going to be an incredibly busy lame duck session in Washington. You know, everybody has been thinking about the midterms and getting to election day. And then what happens if Democrats takeover? Well, that's in January. There's this period in between. And right now, this is the president's only last best chance to get some of the agenda items that he wants through congress. So a couple things that they're looking to do I could be a possible tax cut the president in the last few weeks mentioned this idea of a ten percent tax cut for the middle class or making some of his tax cuts from two thousand seventeen permanent that will be something. He will certainly be pushing Republican leadership in the house to start moving ahead on remember the president wanted to do it before election day. And he was quickly reminded by reporters that congress wasn't in session. And so it wasn't going to get done. But tomorrow that could be one of the first things he mentioned also the president's border wall. He patiently uncharacteristically said we will put off that political fight until after election day because it was going to be really nasty, and it was likely to hurt Republicans in some places. Well, we're now pass the midterms and the president wants that money. Republicans in the house were willing to give him more than the Senate was going to give him. But now we're looking at six weeks the government is funded through the end of next fiscal year. Seventy percent of the government not everything the department of homeland security runs out of funding on December seventh the border funding border wall funding tied up in that. So we're looking at between now and December seventh for the president to really put the lean on house. Republicans say give me this money, and Aaron if it doesn't happen by then if there's some compromise deal that funds DHS, but the president doesn't get that high dollar figure. He wants. That's it. That's slash. Democrats are not playing any ball on this starting in January and Nancy Pelosi Pelosi is poised to take control of the house. Once again, we'll see if she retains her speakership, but she spoke a moment ago in Washington. We'll be a new day in America..
