"Passing 200 it's actually the first time in two decades the DC has chalked up more than 200 homicides a year for three straight years. We are at the scene of another senseless act of violence. Acting DC police chief Pamela Smith speaking where a Dunbar high school student was shot to death Tuesday afternoon. The student was killed while talking with a group not far from the school. A short while later a man was killed caught in crossfire at 13th and Savannah Street southeast. Each one of these homicide victims is a member of our community. The head of the DC police union Greg Pinto, head of the public safety committee has proposed a set of laws including stepped up searches and gun restrictions aimed raining at in the violence. Dick Iuliano, WTOP news. WTOP at 405. The other big story we're following this morning is a question can congress do what it takes to avoid an impending government shutdown just days away. If not we can see a government shutdown starting this weekend overnight Saturday early Sunday mornings when it would kick in. If that does happen actually how many feds will still need to report to work? If a deal isn't struck on time Jared Serbu with Federal News Network says there are about eight hundred sixty thousand out employees of the total of 2 .3 million feds in the civilian workforce that are not really going to suffer any consequences from a shutdown at all. They're classified as exempt because their agencies are funded differently not through the appropriations process. Then there are 659 ,000 accepted employees who must work even pay without during a shutdown but it's the first shutdown we will have had after the passage of a law that actually makes it guaranteed that every federal employee will get back pay. Mike Murillo, WTOP Locally in Loudoun County in a courtroom Tuesday a jury hearing testimony in the case against a fired school superintendent, former Loudoun County school superintendent Scott Ziegler is who we're talking about on trial right now. You may know for charges related to the school system's handling of two separate sexual assaults by the same student at two different high schools all happening in 2021. Erin Brooks was the first witness to testify in front of the jury. She's actually the teacher that Ziegler is accused of retaliating against for testifying before the attorney general's special grand hearing. What happened after that is Ms. Brooks who was celebrated as a excellent teacher was soon after recommended by the superintendents and not be renewed for the following school school year. So that's what's at stake in this jury trial. That was 7 News reporter Nick Menock who was in the court room on Tuesday. The trial continues later today, this Wednesday. Speaking of education, test scores for some local students trending in the right direction this morning with one exception apparently. So they think about writing, no one wants to go down. But that's what happened on tests writing for Arlington students last year according to chief academic officer Gerald Mann. You'll see here eighth and of being course our 11th grade students overall we went down two percentage points. Superintendent Francisco Ron said the test only asks students to respond to a science or social studies text. So I just want to caution us that when at we look these results moving forward we are only looking at one specific type. Still school leaders say some curriculum changes should address help the dip. Locally in a Loudoun County this week a jury hearing testimony in the case Tuesday against fired superintendent of schools former Loudoun County School Superintendent Scott Ziegler is on trial right now for charges that came as a result of how school the system handled two different sexual assaults by the same student at two different schools all back in 2021. Erin Brooks a teacher who was called to testify before the special grand jury was the very first witness. She had a Student in her classroom that was inappropriately touching her. She testified that this student would inappropriately touch her and a teacher's aid 20 to 40 times a day over a span of several days during the school day. So over a period of several months she was trying to get the attention of school staff. She felt like the school system wasn't taking that seriously. We have a news reporter, Nick Menock, who was in the courtroom. Ziegler is accused of retaliating against Brooks at that time by firing trial her. expected That to continue later today this Wednesday. We'll keep you updated on WTOP. WTOP had 3 .07 heroic moments after a fiery crash locally in Loudoun County, a Good Samaritan put his own life at risk to save a driver who was trapped in the hospital. And his left arm? It'll take about six weeks for Mark Pembleton to fully recover from all that. He jumped in and helped save a driver who was trapped in a semi that was on fire last week on Route 28. When I ran around the truck, I seen him on fire, crawling through, I believe, his windshield. Pembleton, a U .S. Navy veteran, grabbed the driver and was able to get him to safety, but it wasn't easy. I looked down at my arms and I seen how burnt they were and skins kind of looked like it was melted off. And we're watching things on the beltway this hour. Let's begin in Maryland. a We have wreck or crash being reported at the Baltimore -Washington Parkway. We're being told that two lanes on the left get by, but the two right lanes are blocked due to this crash. Emergency vehicles on the scene. So they're hoping to get that thing cleared up. But right now you are seeing some delays in that area. Also a report of a potential another crash at Road. Annapolis They're sending firefighters out there to check on that, so we'll keep you posted on that. Let's go to what we were also talking about this afternoon. The other big slowdown. 395 going into DC at the 14th Bridge. Street We still have some delays building back into Pentagon City on 395 going into DC due to that crash right there right past GW Parkway. The GW Parkway ramp to get onto southbound. GW A Parkway from 395 remains blocked. Two right lanes at last were getting by even though they've moved the so camera, we can't tell exactly, but there's at least one lane to two lanes getting by getting into DC, but you can't get onto the southbound GW Parkway from there. Inside DC we're watching some work zones that continue on both sides of DC 295 between Benning Road and Eastern Avenue, so you'll see those continue to slow things up if you're in those areas. After serving 14 years in prison, he got out and began a grocery store in a food desert first in Hagerstown and another in Frederick, Maryland. But he says one thing he couldn't offer customers was the ability to buy groceries with SNAP food assistance benefits because he says the USDA turned him down due to his convictions. I never thought that my past transgressions would be used against me. And if that happens, a big percentage of point the more than 3 million 2 Feds will still need to report to work. Let's find out more from WTOP's Mike Murillo. The first group of Feds who will have to show up are the 860 ,000 exempt employees because their paychecks are funded That can come from a variety of different funding sources. That can come from special fees that are paid to an agency. Some agencies are just not funded by the traditional Congressional appropriations process. And Jared Serbu with Federal News Network says there are 659 ,000 accepted employees. Those are people who are paid by appropriations and will not get paid as soon as those appropriations would run out. But the good news for them is a recent law change will assure that they do get back pay once everything is over. Mike Murillo, WTOP News. Amazon has been hit with a major antitrust lawsuit. 17 states, including Maryland and the FTC say Amazon has become a monopoly. Wall Street Journal reporter Dana Mattioli joined us earlier to explain the basis of the suit. There's two major claims of this FTC lawsuit. The first is that Amazon .com is pay to play for their sellers. And basically in order for you to be successful as a seller on Amazon, you need to buy lots of advertising, which comes at a cost. And you also need to be part of Amazon's FBA program, its logistics program so that you could be part of prime. Now she says, as a result, the fees on the sellers have drastically increased in recent years years, and Amazon sellers have the lowest prices on the internet, meaning everywhere else prices for the same things are much higher. Now this is the third antitrust lawsuit brought forward by the government against Big Tech. It's 505 in a Loudoun County courtroom today. A jury has been hearing testimony in the case against Loudoun fired County school superintendent Scott Ziegler. He's on trial for charges that came as a result of how the school system handled two sex assaults by the same student at two different schools back in 2021. It was a case that helped upend the dynamic of politics in the Virginia Commonwealth. Ziegler's accused of retaliating against a teacher was called to testify before the special grand jury by firing her trial is expected to continue tomorrow. A local nonprofit has been helping young athletes across our region get sports equipment that is far too expensive for them to buy on their own. WTOP Scott Gelman has our story. One by one Jason Aquilani removed used baseballs from a bin here at leveling the playing field Silver Spring Warehouse. He comes once a year to get equipment for his group which runs after -school baseball programs for Title I schools in Montgomery County. Needed some gloves for the kids because we're going to on be working defense, fielding balls, catching balls. Founder Max Levitt calls leveling the playing field a food bank for sports equipment. It gets sorted with the help of a thousand volunteers every year and benefits over 300 community groups. They can come as often as they want. They can take as much as they need. About 80 to 90 percent of equipment here is donated to Prince George's in Montgomery County in D .C. It's a shame that people throw them away but it's great for the kids that are benefiting from it. In Silver Springs, Scott Gelman, WTOP News. Heroic moments after a fiery crash in Loudoun County. A Good Samaritan put his own life at risk to save a driver who was trapped in a burning tractor trailer. The entire top of my head is burnt with second -degree burns. And his left arm? It's burnt from the fingers all the way up to above my elbow. It'll take about six weeks for Mark Pembleton to fully recover from all that. He jumped in and helped save a driver who was trapped in a semi that was on fire last week on Route 28. When seen I ran around him the truck, on I fire crawling through I believe his windshield. Pembleton, a US Navy veteran, grabbed the driver and was able to get him to safety, but it wasn't easy. I looked down at my arms and I seen how burnt they were and skins kind of look like it was melted off. He describes the fire as being so hot that he felt he might burst into flames. I'm WTOP Kynellie News. Hattie McDaniel's best supporting actress Oscar in 1939 for Gone with the Wind is one of the most important moments in Academy Award history. McDaniel was the first African -American to an win Oscar. It would be a half century before another black woman again won an acting award. Now the actual whereabouts of the award have long been unknown. Now the Academy of Motion Pictures Arts and Sciences has created a replacement of McDaniel's legendary Academy Award. It's being gifted to Howard University. The film Academy says today the replacement award will result at the university's Chadwick Boseman College of Fine Arts. "Lewis with the Top Local Stories. We're following this hour. Two area grandparents on their way to do their civic duty were hit by a car and killed last election day. And now there's been a conviction in that case. Miguel and Anna Ortiz were walking across the street to the elementary school in their Gaithersburg neighborhood on Election Day 2022. They were hit and killed by the Prius being driven by Devinder Singh. Now a Montgomery County judge has found Singh guilty of homicide by motor vehicle while under the influence of alcohol as well as DUI and other charges. He faces up to 10 years in prison and $14 ,000 in fines. Prosecutor John McCarthy says Singh has a history of driving under the influence. He'll ask for the maximum when Singh is sentenced in October. Neil Aude can stain WTOP news. A suspect is under arrest in connection with a deadly shooting near Howard University last month and that suspect is shockingly just 14 years old. The boy is accused of killing a construction worker on July 13th near the intersection of 6th and Bryant Streets Northwest. Police say 34 -year -old Rafael Adolfo Gomez was gunned down during an attempted robbery. The teen is charged with felony murder while armed. Meantime, the search continues for some other young people suspected of attacking a daytime D .C. restaurant owner last week. Like clockwork every morning since opening Brooklyn Grill in Brooklyn, Charles Ogu would deliver supplies to his restaurant at 4. But last Wednesday as he was doing that he says attacked he was by a group of teenagers. Besides being stabbed his head also hit the pavement. He says they then stole his rental car and he was left on the street until someone called police. For his wife Julie she only out found her husband was in the ICU after looking for him. As he recovers now she thanks the community for its support and while she doesn't have a message for those who did this. Well the message is to the parents. Acting Deputy Chief of Prince George's County Police Zachary O 'Leary says a person was killed by that Brinks employee after they went behind the counter. What transpired between that, that's what we're investigating right now. Detectives could be seen combing through the store and talking to witnesses. Brinks confirms that an employee was involved in the incident here. Starbucks says its employees are safe and that the store will remain closed as it provides care for employees and also says its thoughts remain with the customers, family and loved ones. In Forestville, Mike Murillo, WTOP News. New tonight on WTOP, a man is in critical condition after a hit and run in Southeast DC earlier. Police say this was about 6 30 p .m. on Martin Luther King Jr Avenue in Southeast. Officers found a man who'd been hit by a car. He was unconscious. He wasn't breathing. He was taken to a nearby hospital in critical condition. Police are now on the lookout for a silver Mercedes they believe was involved in the hit and run parts of MLK Jr Avenue in Southeast have been closed while police investigate and were of all course watching of that the traffic situations across the DMV with traffic and weather on the 8th man in critical condition in DC after a hit and run. Other news now that leaders in one of the area's biggest counties have passed a bill to cap rent hikes. Will renters actually get the relief they're looking for or will the shortage of housing just get worse? Alex Rossello is with the Apartment in Office Building Association of Metropolitan Washington. His reaction to the vote to cap rent increases at six percent in Montgomery County kind of feels like the county real estate industry. Rossello says other actions in Montgomery County will chill future expansion of rental housing. They okayed a property tax hike of four point seven percent. They doubled the recordation Matt Losack with the Renters Alliance says the fact is Montgomery County and the DC region are very profitable regions for rental housing. There are roughly four hundred thousand renters in Montgomery County. Kate Bryan, WTOP News. Maryland's governor says that he'll get the troubled Purple Line light rail system back track on but the state is still shelling out more money than expected because of project delays. Maryland Matters reports the state's Board of Public Works has approved yet another extension and another 148 million dollars to Purple Line Transit partners for cost overruns. Governor Wes Moore says the overruns happened on the watch of previous administrations. The Purple Line was supposed to cost around six billion dollars, a little less than that, and open last year. Of course not it's yet open, now set to start in the spring of 2027 with a cost approaching 10 billion dollars. The MLS all -star game drew a full stadium of fans to Audi Field where the best of MLS the faced the powerful British team Arsenal and Arsenal all the way, 5 -0. They're going to add two way traffic to First Street, put in protected bicycle lanes and build three public park spaces. It's a 41 million dollar infrastructure project for the city. FBI Director Christopher Wray was at the Bureau's Baltimore Office Field today, but we're not learning anything more about the shooting death of Roy McGrath as a result. The Baltimore Banner Wray reports defended the agency's lack of transparency in its investigation into the shooting death of the former aide of former Republican Governor Larry Hogan. It's been more than three months since McGrath, who was supposed to stand trial in Baltimore fraud on and embezzlement charges, died in a confrontation with FBI agents in Tennessee. He'd been on the run for three weeks before that. The FBI called it an agent -involved shooting. It's provided no other information as the internal investigation continues, and the FBI director says he's got no word that that investigation is ending. McGrath's attorney, Joseph Murtha, said that the FBI should be more forthcoming. We're learning more details about the crash along Interstate 95 in Virginia where two people were killed and traffic was tied up for hours in the Stafford County the county area yesterday. Virginia State Police have identified the victims as 50 year old Jonathan Booth of Fredericksburg and 67 year old Kevin Padu of Quinton, Virginia the driver of the tractor trailer, 58 year old Wheelman Andrews of Carrollton, Virginia suffered minor and injuries was later arrested for reckless driving. Police say he attempted to change lanes when he collided with Booth in his Nissan Altima. That caused both vehicles to collide with Padu who was driving a Subaru Forester. The tractor trailer which was carrying 78 thousand pounds of beer overturned onto both cars. Police say their investigation continues. New this afternoon, a DC based non -profit bred for the city which supports underserved communities has filed a federal lawsuit challenging the city's practice of sending police officers rather than mental health providers to respond to mental health emergencies. Lawyers for bread for the city say DC's emergency response system fails to provide the same level of care for people in mental health crisis as for those in physical health crisis. The city so far has not commented on that lawsuit. Twitter has changed in terms of many how tweets you can view in a single day may have irked a number of folks, but for public agencies it is more than just an annoyance. I'm not going to mention that. DC police are investigating a series shootings, of including one mass shooting that injured nine people. It happened early this morning. Mass shooting happened around two along Meade Street in Northeast, a nine year old and a 17 year old among the injured. Police say the injured were outside celebrating the holiday when they were shot by someone driving by in a dark colored SUV. All those on Meade Street are expected to survive. Police are looking for that SUV this morning. Among the other seven shootings in the district yesterday, people were shot to death around 4 30 in the afternoon in the area of North Capitol on Patterson Street in Northeast. were the victims. Police say man was shot by one of injured. Even before Then nine last night, police found a man open shot on Livingston Road in Southeast. A public viewing will be held in Hollywood in St. Mary's County for 25 -year -old Bryce Trosbach who was killed while fighting a fire in a Leonardtown last home week. Trosbach was a Naval District Washington firefighter who also served as a volunteer firefighter off the Naval Air Station Patuxent River base. He died after falling through the floor in house fire. The cause of that fire remains under investigation. Thursday, funeral services will be held at the Hollywood Volunteer Fire Department. Maryland State Highway Administration officials say travel displays should be expected in the area. Kate Ryan, WTOP News. A new report out this morning suggests that race, ethnicity and neighborhood are the biggest predictors of whether a person Northern in Virginia will live past the age of 75. The report from the Center on Society and Health at Virginia Commonwealth University says those three factors had an even bigger impact during the COVID -19 pandemic because of disruptions in health care for marginalized communities. Researchers studied the racial and ethnic makeup of different counties and districts in the state and found, quote, islands of disadvantage where people were more likely to die before 75. It's not affecting the flow over on the southbound side. Otherwise, Capitol only in Virginia, currently traveling incident free. We're in good shape on 395 and 66 into the district. I'll smooth ride both directions on the freeway. No current problems at DC 95 or I -295. In Maryland, dealing with a crash northbound over on the BW Parkway right near the exit for I -195 BWI Marshall Airport. It's only a single left lane getting you by on that northbound side. Otherwise, we're in good shape on the Beltway throughout Montgomery County and Prince George's County. No current issues along 95 to 70 southbound. A good trip leaving the Frederick area in the I -70 interchange. All clear through Urbana, Clarksburg all the way down to the lane divide. And we're in good shape on Route 50. No problems leaving the westbound span of the Chesapeake B through Annapolis all the way down to the Capitol Beltway. Traffic moving well coming up from the south along route 301. "Plan moving forward. Heather McGowan, the acting director of D.C.'s office of unified communications is for the first time detailing some of the changes she's making. In the next 90 days, the agency will see a few things. The first being a complete policy overhaul. McGowan says she's increased the number of supervisors who are on duty at any given time, and new employees will now need 14 weeks of training instead of the 5 weeks that were previously required. "Metro area medical centers. It's 5 41. There weren't many people in movie theaters in 2020. But there were some new films released, including the Unusual buddy comedy the Climb. She loves Me for who I Am. Mm. I love her for who she is. Right? Can't wait to spend the rest of my life with that kind of stuff. Whatever. What What do you mean slept? Like Fuck suck together. W T. O P is Dimitri sodas talked with film critic Christian Toto about his top three films of the year. The climb came in at Number three. You know, this was a movie that was gonna come out earlier in the year, Of course, got postponed. Like so many. It's called the climb and it's about to long term buddies. There's infidelity going on between them. You think it's going to basically shatter their friendship, But it doesn't And as the movie goes along, it kind of shows. Complicated bonds that men have sometimes and how they're able to weather some pretty serious storms. This is a comedy. It's very funny and in bits and pieces, but it's really kind of a character study in a way and also you have to go to see it to understand it. But the way the camera moves the way it's certain scenes orchestrated. It isn't just a smart buddy comedy. It's more than that. It's more sophisticated, more substantial. If for all these reasons, I really enjoyed the climb. All right, let's hear about your second best. Well, number two is more conventional pick from me. It's called Nomad Land. And then starts Frances McDormand As a woman. She's lost her husband. She's unemployed. She doesn't have a lot of money. So she hits the road in her van. She's part of this wandering group of people who are seeking freedom, seeking a disconnect from society doing it for a lot of different reasons. Often very personal reasons and the filmmaker behind this really met people who live this lifestyle in corporate. Their stories into the film incorporated the people themselves as supporting players. It all works. McDorman is a great act. She's wonderful here, but it's the seamless way. They kind of interweave the real people living this life with the actors. It's really enjoyable. It kind of movie where it holds some of the things that are important back. You have to kind of wait until the last active, fully grasp what's going on, But it's clever. It's thoughtful. It's interesting and really shows a subset of our world that we don't normally see on the big screen. As it happens, there's actually one more on your list you thought was even better than that. Frances McDormand Picture What is your very best movie of 2020? You know, I'm begging another genre film in a way, and this is a thriller. It's called alone and just a quick warning. If you want to see it, there is another film called Alone Out this year. That is about zombies. So I haven't seen that movie and may be fine. But this is the one I'm talking about. It's called alone. It's about a woman who was being stalked by a serial killer. Ah, very simple premise. You think? Well, that could be interesting, maybe engaging, no big deal, but it's the way they're Ratched up. Attention is the way these two characters tried to thwart each other's efforts. It's the way this Lo bill to the first act happens. This one really riveted me and again. It's an unconventional pick. I know it was to pick sort of the Oscar bait movies. This is not an Oscar bait presentation. But I enjoyed this more than any other film this year again. It was a very rough year and so many ways, but from a pop culture point of view, there were slim pickings for movies. But this one really took me away and impress me, and I couldn't stop thinking about it once it ended. But there is a small, bright spot on wheels, which will bring a bit of zoo lights to DC neighborhoods. It began tonight with Ward one. It goes again tomorrow night. Santa Claus Right down Santa Claus Lane instead of Santa Claus, though it will be panda claws coming down Connecticut Avenue another D. C. Rhodes as a 24 ft flatbed truck covered in zoo lights, displays comes to all of D C state wards. The truck will be visiting one ward her night. It's called the Zoo Lights Express pep going the National Zoo teaming up to do it. Since the pandemic leads you lights being canceled the zoo's Pamela Baker muscle, It just isn't possible to have people on site. So we had to bring a little twinkling joy to the neighborhoods.
