"Again comedy episode of our miss brooks written by al noise. Well as some of you may remember. Last night was new year's eve like everyone else. Our miss brooks who teaches english at madison. know would be nice to have a stockpile the stock was not the total answer for what you and Larry were just talking about what role does the federal government have in setting up maybe a platform that businesses could use when times are tough in other words it's not worth your while to set up this platform producer for a couple months and then try to shut this down unemployed people what role does the fed could the federal government had loosely faces with drugs if your woman is been very adamant concerned about all our active agrees you made in China or India no that's not a healthy situation either right here right now so what what is the role of public right public private partnership with you guys to stand up a platform that could be activated and we bear some of the costing you guys record I hear from many earrings ago a group called CSIS strengthening America's public health security and the title of this big report that a bunch of professionals came together a bunch of medical professionals came together the title the report is ending the cycle of crisis and complacency in U. S. global health security it was led by Julie Gerberding who'd been a health official it was led by senator Kelly a yacht who'd been in U. S. when it was all focused on and it came out in November of nineteen about November nineteen and it had a lot of great recommendations that I hope once again because I talked about it before in early twenty twenty we always go into the cycle of dealing with something then we become complacent and we lose focus once again and we have done it you have said since nine eleven president George W. bush how to focus on it try to bring attention to the mass problem and others and then we lost it during the Obama administration and you wrote lots of letters and we didn't ramp up but I have to tell you that during all of that time participating in that commission I don't recall we talked about therapeutics we talked about vaccines we talk about diagnostic testing I don't recall anyone ever talking about mass okay they didn't talk about PP and these were all professionals who've been asked this sitting around the table and I'm glad that sure woman as she was agreeing with me we didn't have that discussion and and now we are all suffering the arm medical professionals really and our law enforcement and fire who were truly on the front lines are the ones now suffering the consequences and now we have this huge issue I want to talk briefly about the stockpile since you don't believe the stockpile is the way to go most of America didn't even know there was a stockpile until this all happened most of America didn't know anything about all of these types of things until this pandemic hit but we have to have some supplies I come from Indiana manufacturing state we have to have a supply chain we have to be able to ramp up production Barton is all about partnering with the private sector many of our directors didn't get the job done based on what you said not just doctor bright the doctor hatch and Dr Robinson they couldn't get the job done so what do you and we're going to welcome your comments later on as the manufacturer and I represent a lot of manufacturers if we don't have a stockpile yeah and if we don't have a dramatic needs four PP unless god forbid hope we don't a year from now or two years from now but we might going forward for a while what is the magic formula about ramping up production when we needed versus when we don't need it this is just my opinion and my opinion is to have a small a small stockpile that can be rotated through through America's hospital system but as far as the the general the bulk of the masks I think we could come up with a different kind of mask that could be made so fast that you would need to stockpile because the problem isn't isn't the problem is is how do you get matched to the right how do you get masks to people I think it means a mass of people well you can do it two ways you can either have them in stock pile where they could ride or you learn how to make them faster and with a concerted effort with the group like I was talking about we get some people in some smart people in the room and Hey I may make it lucrative tell tell the American American mask industry here's what we want to do I want to figure out how to make them a million mask today on one machine but would that be a government contract or would that be turning on the ticket so that the private sector can call those mask makers I think hospitals can call this mask makers because that's what's happening right now I think it could be both I think the government should use the use the VA and DOD is business as a carrot the Indian via by millions and millions of dollars worth of masks I'd love to have that business okay so what I'm saying is with me or another American mask maker or combination gets that business and builds the machine or whatever you don't come in I can't think through the whole thing with theirs were there are ways to do we could lose use your counsel and while I have a just a few colleagues here the chairman and I have a bill HR sixty five seventeen which is all about modernization of the stockpile inventory and it is about making sure that we can move out expiring products like expiring mass before they expire so they don't get shipped to states which I do think is happening that some expired products are going to states but I would encourage everyone we're trying to modernize the stockpile improve the stockpile and we welcome your ideas and thoughts and certainly wish that America "Than that so I'm I'm sure you agree China controls most of the world's mask supply in China can sell about the mask for dollar box or when you say this kind of cells a dollar a box of mask for a dollar I don't think anybody's making any profit doing that because I sold for about five dollars so the prices are so cheap that they've captured most of the world's mass market does the government subsidize the Chinese government the Beijing government I don't know that I don't know all I know is their masks cost less than the materials if I take my labor cost totally out I'm still nowhere near the cost of their products to the Chinese masks meet our standards some do some don't what steps can the federal government take to incentivize more medical manufacturing of critical equipment like surgical face masks in the United States well as in a letter that I sent to president Obama I don't think it requires money I think it requires the government saying it is a national security problem it requires the CDC telling America's hospitals we are too dependent on foreign made masks and put them in legal liability they have to protect the patients and staff if in a public forum like this are you saying this is a national security issue then the hospital's attorneys are probably going to get on the ball until their hospitals to buy American made products and they don't cost that much the whole market is only a couple hundred million dollars this whole problem this is the thirty million dollar problem folks for people trying to save pennies across the whole United States it's not it's not it's not some multi billion dollar problem you repeat that again and leaned forward into that microphone so that everybody hears it again I said this was a thirty million dollar problem it's
