All of the victims are men, their conditions are not known at this time. The residents didn't deserve this. They did not deserve to have people shot in the communities where they live. Washington, DC - Montgomery County officials approve policy on limiting police use of force, no-knock warrants
"Year, there were 140 search warrants executed by police in Montgomery County, Maryland. Of those 140 search warrants, 108 of them were referred to as No knock warrant, which means that usually SWAT team members go in without notice because there is I'm concerned that there will be ah potential violent situation. History of illegal weapons in the home or domicile that the police are are entering under that warrant, and therefore they have to have that element of surprise. Now, in the last 40 years in Montgomery County, there have been only three incidents of a no knock warrant that have involved his shooting. Three in the last 40 years. But because of the tragic killing of Briana Taylor in Louisville, Kentucky. The elected officials, known as the Montgomery County Council decided to eliminate no knock warrants yesterday from the tactics and procedures that the Montgomery County police can employ in executing their job. It makes no sense to anyone who understands law enforcement and we need to talk about it. Lee Holland is the corporate vice president of the Fraternal Order of Police. Large 35 which represents cops in Montgomery County, Mr Holland. That's just one thing that they did yesterday. But I want to start there. What am I missing here? What is what happened to Brianna Taylor have to do it all with your cops in Montgomery County. I'm not exactly sure what Louisville has to do with the officers in Montgomery County. That's kind of same thing nationwide. The issues that happen nationwide eyes being brought into here through the council, as if it happens here, McDermott County and here in the Greek army We have a great police force. The men and women here do a great job. But I don't understand what changes are needed because things were happening elsewhere. And in fact, as the Montgomery County Council, I contemplated these changes to police policy. Were you consulted where the members of the police force consulted? What voice did you have in figuring this out? So we are submitted letters, which were not put as part of the packet. I testified the one question when I was called up on to the zoom platform over collected barring piece, But besides that piece of legislation, we had no input. And was there any rationale in terms of what did the politicians here were they able to point to specific incidents that have occurred in Montgomery County that rationalized to change of policy? No, they didn't. They didn't point of specific instance in this county. In fact, there's been talk from some council members, saying there's a green racism within our police department, and there is no basis of facts on that. So I mean, what are you able to do here in terms of representing the cops of Montgomery County and ensuring that they have the tools that they have to have available to them to to do their job? Well, I think one is being on shows like yourself and the other media to let him know exactly what this bill does, because what this bill does is is Help or not help. I should say it. Hamstrings us from investigating crimes or stopping crimes right after they are committed, because now the way we had reasonable suspicion to stop somebody where crime we now need probable cause to detain somebody. To put our hands on somebody, and that creates a whole different standard that's going to let people walk away from from crimes. And I like Officer stopped. You issued a statement yesterday to the media about this, and I appreciate you joining us live here, Leigh Holland. You issued a statement that was highly critical of what the Montgomery County Council did will Jawando one of the council members, he said, this on Twitter, I'll read it to you says It's very unfortunate that at this critical moment in history, the Fraternal Order of Police doesn't recognise the importance of de escalation and living in the use of The force as last resort to protect the lives of residents and rebuild public trust. I'd love for you to respond to that, in terms of the idea of de escalation and limiting the use of deadly force is the last resort. First of all, isn't it already a last resort? Absolutely, And it's unfortunate that counts numbered. Wanda doesn't want a partner with us on really police reform. We always wanted be escalate as much as we can. But the escalation is a two way street. Outside of wants a deescalate, too, And we always want to use deadly force as a last resort. We want to create time and distance. We want to get back up there. We want to use the less lethal force as much as possible, but sometimes that just can't happen. Really police reform needs to be something that everybody wants. That's supported by the police officers and supported by the community, not just one side, and that's what you're trying to get here, which we started at the bottom. Are we training? How are we recruiting? These sorts of things, not how can we hold off a cannibal Hackney fire officers. We don't like what they do when
