So we understand that Sean Monte Rosa was on his knees already in a position to surrender to police and as we mentioned police shot and killed him Where does the case stand right now? So right now, the city has asked for at the Department of Justice and the State Attorney General Xavier. Becerra to investigate the case and that's a big deal. The city has not previously asked. Other police involved shootings or excessive force cases to have the stagey look into this, so the state has not said yet if they will, but they distract attorney and Solano County is also looking at the case, and she has said that she is going to investigate it thoroughly and if the state. State decides to take in as well and she will allow. Let's talk a little bit about why the case has been escalated to that level Is this the first time that Vallejo Police Department has been scrutinized for its use of force. It is not so over the past decade there have been no less than eighteen fatal police shootings in Vallejo and the vast majority, black and Brown men, and that is significant in a city where the population is roughly one hundred twenty two thousand people. And it's evenly divided among black white, Asian and Latino residents and the census there says it's one of the most evenly split split by race. ZIP codes in the country. Even for its small size there's there's been a certain number of excessive lawsuits and complaints of use of force and the money paid out in settlements, and then the amount of fatal shootings. It's just completely high compared to a lot of other communities, so if you take a look at the per capita, police, shooting, rate and Vallejo, it's about thirteen per one hundred thousand residents and in Oakland. That number is nine per thousand in Los Angeles. It's about four, so that just goes to show. How big a problem! It's been in the city Montrose is. Is Death Eric isn't receiving as much national media. Attention could partly be because there isn't a video to accompany the story right now. Which I think is is part of the reason why many of these cases are getting attention, but more broadly. I'm wondering if you can talk to us a little bit about the issue of police brutality specifically within Latino and Latin next communities. We know here in New York there have been historically. There have been some parallels with black and brown communities being at the receiving end of police brutality. Is that more? Around the country right now well, I mean you could look at the the federal data and it shows that blacks Latinos have interactions with police at disproportionate rates compared with their populations and there have been plenty of studies that you know show Latinos get pulled over at higher rates during traffic stops, and are over represented in you know the juvenile and criminal justice system, so you know when you mentioned New York Latinos are also getting targeted under stop and Frisk as well as you know black residents and we've seen even more recently. reports of getting higher numbers of summonses for violating social disagree also shouldn't be a shock to. To anyone that Latinas also face the same number of police, brutality and excessive force complaints against officers, and you actually have been names of Latinos in recent years, who've died at the hands of police and mate haven't gotten coverage and know when you say names like Anti Nunez in San Jose and Melissa, Ventura in Arizona and then Jessica Hernandez who was killed by a Denver police back in two thousand fifteen, her death resulted in changes to the city's use of force policy. So you know there are things that happen when these killings occur, and they might not be high profile internationally, but they can change things on the local level. Eric Are we noticing any. Parallels at least I know in New York City over this weekend the traditional Puerto Rican Day parade did not happen because of the pandemic, and instead there were some Puerto Ricans who decided to gather in March four black lives matter. There are many Latinos who themselves are also black and among them are Puerto. Ricans I'm wondering if you're seeing any coalition building between protesters who are talking about police brutality against black Americans and protesters who were talking about police brutality against Latino. Let next communities. Is there some sort of coalition building happening right now to address this more broadly? Absolutely I mean in Texas in Austin. They've had protests there and they're calling out the name of Medical Mike. Ramos and he was killed during a police altercation back in April and you know this is one of those cases where police thought he might have had a gun. Gun in his car, and then the police chief there Bryan Manley said that you know he officers never actually recovered a gun so now the Texas Rangers are investigating so and interestingly enough Ramos was he identified both as Latino and black. So you know the deaths of people who are Afro Latino at this other layer to this. You know already really complex discussion about bias in.

Our friend and brother traceable. Dean is the district attorney there would be on the case in a just reminds me of how it is for us to be able to elect people who run these local systems Jason I even talked about this case in even though Sean a resident of or was A. Of San Francisco, he was shot and killed by police in Vallejo. In for any of you who don't know the police department in Vallejo California literally has one of the worst records of police brutality of any department in the bay area in northern California in actually has one of the worst records of police violence of police shootings. Of police corruption of any police department in the country, and it's been this way, which is which is crazy. It's been this way. For Generations and Sean Monte Rosa was shot and killed by police amidst all the protests and demonstrations, all over the bay area, was shot and killed by police outside of a walgreens in Vallejo. In the police officer who shot and killed Sean. Shot and killed him. Firing five shots. Listen to me. Through the window of his police car. Not Because Sean flashed a gun Nabokov Sean was rushing the car eye. Witnesses have said that Sean was on his knees. Eyewitnesses of said that Sean had his hands up. He had no gun. When police officer saying he thought Sean had done, which is what they always say. It doesn't matter if it was a while it. It doesn't matter if you had nothing at all. Police continue to use that. They've been trained to say that s something I. Need you to understand is that police are trained in how to beat these cases, and so the police said they thought Sean had a gun, but Sean had nothing in his hands, no weapon nothing. So they thought Sean had a done. He was so convinced that Sean had done that. He started firing Sean through the window of an unmarked police car. But I'm telling you is that it wasn't even a regular police car was an unmarked police car in this officer. WHO HAS A shot and killed other people who has repeated police shootings. This officer shot kill. Twenty two year old Sean Monto Rosa. I've talked with SEAN SISTER HIS FAMILY I've talked with us so many people who knew him in loved him. He was a brilliant artist He was visual artist. He drew. He painted A. he was an avid reader. And always fill a sense of guilt. When I tried to humanize someone who was shot and killed by police, but I just wanted to to understand that this was a person like this, was he? He was a middle brother who had siblings who adored him who had a family who cherished him in who who planned on having a lifetime with him, and that's been stolen from them. Sean. Love to restore cars? He was a tradesman in head, really learned how to use his his love of art to to be a just so productive in he just actually finished a a job training program in carpentry, and I posted a picture of that in so many other pictures on instagram time line, and this wants you to see him like I. Want you to understand who he was, and this was a life that was lost in as we continue to protests for police. Brutality against police brutality all over the country. I need you to understand that that brutality is continuing. And, so not only are police now brutalizing us in the protest as we demonstrate against police brutality itself. But police, brutality is continuing, and it's not just Sean. There are cases of horrible fatal police violence all over the country in so many families are now reaching out to us in saying an iron in a breaks, my heart, and are saying that as we protests for George Floyd, as we protests for Briana Taylor. Who still has no justice and you've been seeing us. Continuing to call for justice for beyond, the officers have not been fired. They have not been charged. As I speak the Louisville. City Council. is debating. A law that they were going to pass the. Law Initially last week, the Louisville City Council in our team at the grassroots law project been working with them behind the scenes. We're going to pass a slightly amended version of a ban on no knock warrants giving it some opportunity for there to still be a for police distill into a home without any warning, but as I record this they. The Louisville City Council has now agreed to ban completely. No Not Lawrence in is creating the strongest law in the country.
