"Every day. A new struggle forcing many to make hard choices. Are you going to stay. I don't know the way. I've been feeling i feel like i might just stick a for sale sign say ads is an uncertain future shared by so many from a storm taking so much more in chess ski reporting out of the state of louisiana president biden will travel there to louisiana today to survey. The damage caused by hurricane ida. He's scheduled to arrive in new orleans about noon central time. Let's bring nbc news. White house correspondent monica album. Monica good morning. What do you expect to see from the president down there today. We'll president biden. Willie is expected to spend about five or six hours on the ground. He will be arriving in new orleans but then he's going to be receiving briefing and getting an aerial tour of the hardest hit region just outside of the city so that he can survey the damage and of course also meet with local leaders government officials down there to see the progress of the response. We got a little bit of a preview yesterday. What we expect the president to say in his remarks when he travels to the gulf coast which is to really talk about what fema was able to. Immediately what the department of housing and urban development is already doing in terms of critical assistance for those who have been displaced but also for the president to continue to make this pitch for what he calls critical infrastructure. And he's going to say it wasn't just hurricane ida which of course tore through that area. He will physically be in and then traveled all the way up and caused that catastrophic flooding in the northeast but also the fires out west all of the different climate crises and the challenge ahead. He's going to tie that altogether and make the case for why he feels his build back better. Agenda needs to be passed by congress when they return soon. So you're going to hear the president talk about that. But then of course. Do what many commander in chiefs do when they go to. These storm ravaged regions. Which is to talk to people who have been directly impacted. See what they need and try to see what other assistance can be provided but as we know from our reporters down there. They're still so many without power without critical needed resources so the president is going to be going down there but the white house says it won't detract from anything in terms of the emergency response all already on the ground willie. Yeah he's going to be in la plus which was absolutely devastated by this storm. Monica president biden also yesterday vowed to safeguard access to abortion rights texas. After the news. We reported yesterday that the supreme court declined to block the states near ban on abortion as we reported the law bans abortions after six weeks of pregnancy and allows anyone to bring a court case against those involved in obtaining abortion that includes people like taxi drivers receptionist even relatives who provide money for the abortion. The law incentivizes plaintiffs by offering ten thousand dollars plus legal fees if they win in court in a statement. President biden called it quote unconstitutional chaos and said he is directing the white house counsel and his gender policy council to work with health and human services and the justice department to launch. What he called a whole of government response to the court's decision and said the goal is to find quote. What legal tools. We have to insulate women. In providers from the impact of texas's bizarre scheme of outsourced enforcement he added complete strangers will now be empowered to inject themselves in the most private and personal health decisions faced by women so monica. What levers does he think he can pull here. What is his path. What does he think he can do. What does he you can do. Perhaps with democrats in congress to do something about these loss and the president absolutely blasting overnight ruling from the supreme court calling it a total assault on women's constitutional rights and so that is why he is directing what he's calling a whole of government approach he believes agencies like h asam department of justice can try to explore some federal or legal avenues to respond. But the white house. Saying it's gonna take a little bit of time to basically get those recommendations together so in the meantime on a parallel track. The white house has said that they do support. What speaker pelosi is calling for and exploring here. Which would be a codification of roe versus wade but something that we don't have an exact timeline on yet is exactly how quickly they're going to be able to act on this and i asked white house press secretary jen psaki about this yesterday. And whether there's going to be a point person named to tackle all of this way we have seen with other issues like voting rights or immigration in terms of vice president. Khama harris in the white house says not right now at this moment they are just going to be having a gender focus policy council. Take the lead on this coordinating the different agencies and then again there will be discussions with democrats about what they can do in congress. Of course there's a piece of legislation that would do this. That likely could pass. The house narrowly but faces a very steep uphill climb in the senate and so the white house waiting to see what might happen with that while they explore these other tools. But again willie. We've talked about this all summer long with other issues. At a certain point there is a limit to what the federal government and white house can do here when it comes to the state laws and one of the absolute top concerns is other states enacting copycat laws and that. So that's something. They're also following very closely to see what might be able to be done in terms of those nbc's monica alba at the white house. Monica thanks so much to monica's point other states now are contemplating passing similar bills. As the one that was passed in texas florida's republican state senate president says state legislatures will introduce a similar bill in the upcoming session. He says the high court's decision sends a signal to all states interested in banning abortions in south dakota republican governor christie nome also citing the supreme court decision saying she wants her state to have the quote strongest pro-life laws on the books joining us now former us attorney and msnbc contributor barbara mcquade barbara. Good morning it's good to see you. So i'm curious if you can walk us through what you think. The supreme court said here and what it didn't say again it says pretty clearly wasn't ruling on the constitutionality of this texas law but just that the abortion providers did not make a compelling case. How do you read into this. Is there wiggle room. Can this lobby challenged again down the road. It can be challenged again down the road. But i think what is so upsetting diabolical about. This decision is that the supreme court is really hiding behind what they refer to as procedural complexities. They wanna see play out in the lower courts before they get involved. That might make sense except for the fact that for every minute that goes by while they declined to hear the merits of the case the rights of women seeking abortions in texas is being violated and it flies in the face of something. They did earlier this summer when they did intervene in a case in california involving religious liberty for that reason even though that case had not yet played out and so i think that suggests to me that the handwriting may be on the wall that they don't intend to give rovers is way continuing life. It is a possibility that when those supreme court hears this case dobbs in the next term that that may be the opportunity to overrule rovers wade one of the questions that a court considers when deciding whether to enter stay simply to preserve the status quo. Which is what the conservative chief justice. John roberts urged happen here. Let's just put a pause on things and keep the status quo women can still seek abortions up to at least viability while we work through those procedural complexities and instead in this case the court said now we're going to have to work through that. I one of the standards. There is a likelihood of success on the merits and the majority didn't address that Dissenters did and said based on role. We should assume that. There's a strong likelihood of success in the so. There's silence there does not bode well. Long-term for roe versus wade in so certainly states like south dakota see what is happening in texas and i think it's very likely they're going to get on board and try to do the same at least in the interim until there is a ruin you mentioned barbara mississippi la that will be taken on more head on by the supreme court when it hears that case coming up this fall. That's a fifteen week abortion ban noboru in the state of mississippi after the fifteen week mark. That's the case. So what should we read into. What the supreme court may say about dobbs based on what they said in texas. Yeah i think really that. There's it cente-.

"Still helicopters continuously evacuated americans and our afghan allies to the airport throughout the day. An optical comparison republicans have seized on as they continue to blast the president's foreign policy strategy. This is going to be a stain on this president and his presidency. "Care how we get this done. But i still definitely want it to be with members of both parties. That was something that the president carried through this entire process. And you can absolutely expect him to tout that. In fact i am here in delaware where the president was expected to stay for longer than a week or so he has a couple of homes here of course and he was going to have somewhat of a working vacation but as the senate continued its work decided. Of course he wanted to be back in. Dc where we do expect. And i wouldn't be surprised at all that there will be some kind of celebratory event whether it is at the white house or what shape or form it looks like given again the delta varian all these other concerns of what gatherings at this time and challenges present. We do absolutely expect this to be a white house. That is going to celebrate this today. But as jake said this is sort of the to track plan. The white house had envisioned from the start. But it's not over yet so they're not going to declare victory on infrastructure knowing what's to come on the so-called human infrastructure part of it but we can't expect this president to talk about it remember. He got into some trouble a couple of months ago when he did tie these two things directly together. Saying i'm not gonna really sign one without the other in the end. He had to walk that back. But the white house will tell you and officials have said that is exactly what they hope is going to happen here and all signs point to that being the reality so even if they didn't get there in that exact way this is what president by unwanted. It's what candidate biden promised and we will expect to hear from him in the next couple of hours in a very celebratory tone mostly on this issue of bipartisanship though the real work begins on the mass at three point five trillion dollar package. Now jacobs monica said. The white house took great pains to show. It was exercising some bipartisanship on this bill through the process. This isn't the big bill that progressives wanted. So what should we take away from this. In terms of the way. Democrats and republicans work together. Are there other areas where we might see that happen. Well problem team up this congress to say this is probably the last gasp but bipartisanship. I i stand a waiting to be surprised here. I just don't believe that there's much else they'll find common. I think the main takeaway here is this. Is the mid working from the middle out. Which is there is a governing coalition within the senate that includes people like rob portman. Who by the way. I i must notice retiring at the end of this session so yet incentive to get this done he's been in washington for the majority of his adult life in his work in the white house capitol hill for a very long time. More than twenty. Five years i. I don't know that there's anything bid big the we can take away here because the remaining items of democrats agenda are things that they anticipate the only pass with democratic support. I think just following up on one thing. Monica said i i think it would be a humbly takes the white house to celebrate ear. I just think this. I think we all the collective hive mind will use long in this will slide through the house. I don't see that. I think the extraordinarily tricky long and arduous pads in the house of representatives where you have the dnc. He as a three seat majority and they are going to be waiting for the larger. Three and a half trillion dollar package will be harder for the house to make the case that this is two pieces of legislation and i again. I just think this is going to be very tricky at the end of the day. Odds are it's going to pass but you don't wanna have a salvatori moment. I don't think without knowing what's going to happen in. The house of representatives made all the more difficult by midterm election season about to get into full swing jake sherman of punchbowl news and nbc's. "I didn't vote for but you're going to get a lot more money. He told me he wasn't going to get a single vote in order to allow me to get with the help of everybody here that one point nine trillion dollar tax. Excuse me program to economic growth. Look it up. Man he's bragging about kentucky close seven or eight hundred million dollars is a great thing for kentucky's getting four billion dollars to help for. It's amazing if you add up the total amount that will come into our state. Four billion dollars my advice remembers the legislature unto others. Local officials spend it wisely right white house correspondent for nbc news. Monica alba was with the president in illinois yesterday and she joins us now. So i take it the president selling the plan to the american people. What was the response. And this was really part to mika of this major pitch on the road last week. We saw the president traveling to michigan and wisconsin to doubt the bipartisan framework. Which of course does enjoy some republicans support which the president said. He's quite proud of and yesterday. The focus was more on the so-called human infrastructure so a lot of the programs that were in the original white house proposal that they would have liked to have seen in the original traditional physical framework. Things that didn't include childcare and education. But we're later stripped out because republicans didn't want to support those so now those have been lumped in with something else called the american families plan and that is something that the president wanted to go to crystal lake illinois in the words of the white house to be the explainer in chief and detail while why he believes that not just democrats should be on board with some of these programs but republicans as well he went to a county in fact that former president trump won in twenty twenty and that is all part of this strategy to try to pitch both of these things on a two track plan and of course. The president misstep a couple of weeks ago when he linked to saying he wouldn't sign one without the other. He has since clarified that. But the attempt yesterday to really talk about senator mcconnell's comments was to say look at what republicans are doing even when they don't vote for some of this legislation if it passes and it benefits their constituents like it could with some of these things in terms of the social programs they go back and they tout them in their district. So this is something. The president is sort of predicting could happen on the second half though there are a lot of questions still mika about democratic unity and whether all of the senators will be on board since this larger. Reconciliation package doesn't have a price tag yet and they can't agree ongoing either too big or too small on that so that remains to be seen still in terms of the path on capitol hill so the president of course working on multiple tracks this week as always. He has another speech today on afghanistan. What can we expect. And this came under some pressure. Remember last week heading into the fourth of july holiday weekend the president was asked to detail more about his draw down strategy and he said i wanna talk about happy things. I don't wanna talk about that heading into this fourth of july i want to focus on independence day. I want to focus on vaccinations. And i'll talk about that later. So later has arrived. That is going to be today after a meeting with his national security team. He's going to be briefed of course on the latest developments. There because at this point the withdrawal is almost around ninety percent complete so today the president is going to update the american people. And really talk about this date remember. It was going to be by the twentieth anniversary of the september eleventh attacks. Now it seems all of this is going to be complete by the end of august. So he's going to detail the timeline and again defend this position that many critics have said. There's a concern of course about the taliban gaining more control and about the us-backed afghan government really collapsing. Potentially here with the us leaving and then there's also still this open question of what's going to happen to these. Thousands of afghan interpreters drivers engineers people who really help the us mission over the last two decades who may be relocated to other countries. Some of them may be coming to the united states under special immigrant visas as well. But all of those details are still being finalized nica. Nbc news white house correspondent monica. Alba thank you very much now. The president's comments on afghanistan will come just days after the. Us pulled all troops out of its main military base there bog airfield after twenty years. Nbc's richard engel got access inside bagaram and filed this report the only sign of the afghan army now.

You're getting a deal on a much smaller bill than the one that President Trump said he was willing to sign. Just a couple of months ago, Durbin said. Well, yeah. We had an election back then.
