"Greetings everyone listening four hundred and pleased to welcome back to the program acting secretary of the navy Thomas moblie good morning secretary moblie welcome back good to have you good morning how are you I'm good I'm I'm not sure I'm comfortable talking about a strategic asset but it's in the headlines some questions about the teddy Roosevelt and if it's an inappropriate question just say so okay should we be discussing carriers and at sea and are ready now if at all I would prefer that we don't do that in public forms clearly that's part of the rationale behind why I took the action that I did yesterday one you know it's been a long time since I was in the navy active duty but one of the first things I learned as a midshipman was this phrase that I think became popular in World War two which is loose lips sink ships you know maybe we need to update that now for the digital era but I think that that I think the message is pretty clear we have to be careful with the information we shared how we share it's certainly not a a reason for us not to share information through proper chains of command and to be transparent about challenges that we're facing vertically and and crises but that's not what happened in this instance and that's the reason why I took the actions that I did yesterday now six very loudly since the tenure of others on the front page of every newspaper when I break my role ask a few questions first its birth in one quick search to see if needed yes are any of the sailors on the T. are in bad shape the press coverage and the letter giving rise to the action yesterday seemed to suggest there might be some sailors in bad shape well let me give you the latest numbers that I have and as I've I've been very transparent about this since this first broke last week and at least three press conferences discussing the so as of right now we have about ninety five people about a hundred forty people that have tested positive ninety five those are symptomatic and the symptoms are largely mild to moderate flu like symptoms forty two of those are asymptomatic not one person has been hospitalized not one person and I see you and not one person on a ventilator so you referred to it the relieve the CEO of the T. R. yesterday why did you do that what were your reasons for doing so well my reason that I laid out pretty clearly and in my press conference yesterday in a statement and database it basically came down to the point that I just made earlier which is I just lost confidence in this particular commanding officers ability to manage this crisis based on the actions he displayed last week and without going into too many details on it because I have to tell that in my my statement yesterday I just lost confidence in his ability I think his actions put the crew at risk greater risk I think you put the spotlight on the navy in a negative light when all the things he was asking for were searching for him and also I think sort of most disappointing to me is that I have set up a direct line to him that if he felt that anything wait wait before the letter was right that that he thought that anything wasn't going real well and he needed help if you could reach out to me directly and he did not do that and so for that reason I just think maybe in the midst of the crisis you know sometimes this happens people people get overwhelmed and I just can't have a commanding officer who gets overwhelmed and uses that type of judgment in the middle of a crisis and this is not an indictment of his entire career he's absolutely incredible career and I'm envious of it yeah he's done some amazing things but this particular time I needed CEO there the cop manages through this crisis and I just didn't think based on those actions that I could do to help out there there's a lot of conversation the media about chain of command US secretary mostly and for the Steelers fans out there they think that's the ten yard line marker what is the chain of command and what happened to it here well every commanding officer has a chain of command the perceived about him this particular commanding officer came to command the first step on that was the carrier strike group commander who was a rear admiral who's actually embarked on the ship with him and probably is burst you know ten or twenty feet down the passageway from him he instead going to that particular animals cabin in sitting down and talking with him about his concerns coming up with a strategy with him and how to address them he decided to send an email and copy that email to a large list of other people who were not in the chain of command and set it up also to the chain of command skipping peopleimages command and that to me just represented just extremely poor judgment because once you do that in this digital era you know that there is no way that you can control where that information is going to go and so what happened very very productively and should have been predictable to him is it the media picked up on it and of course they published it which you know is their responsibility to do I. Sam and then were scrambling around to try and understand what they're not what he's saying in the statement is true whether or not the navy is actually doing what it's supposed to be doing when he knew full well at the time that everything had been asking for was flowing into theaters fast as possible H. is undermined our efforts and I think also unfortunately but a lot of families create a lot of distress for the families he did not even talk to his command master chief about this so the list of people on the ship were not aware of what his feelings were understated the ship and it just was extremely bad judgment I'm not saying that in the next instance where he has some type of a high risk crisis these it having to deal with that he would react as poorly as we did there but I couldn't afford to take that risk at this particular time and and so that's why he's being reassigned such a lovely removing a commander in the field is difficult general Mattis relieve the colonel on the March to Baghdad on April fourth two thousand and three and he wrote about how hard that was how difficult a decision was this for you here this is this is the hardest thing I've ever had to do particularly in the in this job because I know that in my heart and the heart and mind of this particular officer every single thing that he was doing was with the best interests of the the crew in mind for their lives and their safety I know that he loves this crew I know that the crew loves and respects him but that that's not an excuse for exercising that judgment that he did he did so it was very very difficult for me I had wished that I would never have to make a decision like this but my responsibilities extend beyond just that individual officer and they go to the safety of that crew our national security objectives all the other ships that are out there in the Pacific that are now perhaps on a higher standard of alert because our adversaries in the region I think that that one of our war ships might be crippled which it's not but there if that's so seeds of doubt I mean as I said loose lips sink ships and that's what happens and the sauce you should know better have you named the new commanding officer I yes we have and he is he is tracking to get there currently the the excel is he's taken command of the ship for now the strike group commander still there and the new the new CEO is on his way to Peterson and tell us his or her name yes his name is rattled Carlos are yellow he is a rapper apple select he actually was this prior commanding officer of the T. R. which is really the best possible person we could have found and I appreciate him stepping into line here but it's important that he understands that crew many of the crew were there when he was there before he understands that power plant he understands the ship out operates he knows every nook and cranny on that ship and he obviously having services T. L. also has a great love for it and the crew and that's what we need that right now now based on Robert Kaplan a fine okay all right in my own visit there last year I thought it was very important for the T. R. to put into name indeed entertaining I've read reports the navy does not believe the virus originated there what is your assessment of whether or not it ought to have done and who made the decision to go in and whether or not it impacted the cruise vulnerability to the virus well when the ships get chopped to the combat command so it was it was assigned to and okay and apple Davidson is the commanding ammo for the for the end of pecan region it's his call as to how that ship will be used it's our job to make sure that that ship is ready so he can use it as you need to use it once it goes under his operational command that it's his responsibility to make sure that you have to decide that ship to where it goes it's a very important strategic signal obviously that that ship well I went into the bank it's the second one we sent to Vietnam since the Vietnam War all within the last couple years and hi you know it's very encouraging to know that the Vietnamese government wants us to come there and and this that and show demonstrates a presence there when the ship was sent there the risk assessment was pretty low there was only I believe sixteen to twenty cases and all of the non confirmed cases in there on the Hanoi area not down here demanding but that being said we have not done the forensics and probably will never be able to do the forensics on whose case there on the shelf I mean we have people five thousand people on that ship you know forty eight hundred they're flying in and out from all over the place you know this could have been contracted by a crew member who was in San Diego on leave before you arrived on the ship we just don't know at this stage I don't I'm not sure really care that banners it's all about getting there the crew healthy getting them off the ship as expeditiously as possible while maintaining watch a watch bill there they can deploy the ship that you need to the point and that's exactly what we're doing right now.

"I am always pleased to say by acting secretary of the navy Thomas moblie acting victory monthly welcome good to have you with us good morning how are you I'm great Mr secretary challenging times in the navy I want to start with the USNI news story this morning corona virus concerns prompt athlete to impose a fourteen day gap between port visits I think that's a great idea how did that develop and how long you think that will be in place for well I think we're we're monitoring this very closely you even actually looking at this for several weeks now and it's sort of come out in the news lately that we're taking these actions that we've been looking at this for a very long time and we're we're going to keep whatever actions and and restrictions in place as long as long as we feel that there may be some rest to our sailors so we're gonna continue to monitor closely of course ships make port calls not just for the benefit of the morale of the sailors but also good they need to take on supplies of terra how can everybody handle this very easily well I think we we we are prepared to deal with this for a while and as as it as it evolves you know will come up with different contingencies in terms of how we might get supplies out to the shops it was also the case in the nineteen eighteen nineteen twenty pandemic that the Surgeon General of the military and the various branches was pretty much greeted with silence when they went to the brass of the various services I hope I expect he'll tell me it's a hundred and eighty degrees reversed from that now no this is in a very open transparent process within the Pentagon itself have been briefings on this for at least five weeks now so and all the senior political leadership or in in the meetings as well as all the senior service chiefs and the surgeon general's and so this is not a very collaborative effort not just within the Pentagon but throughout the inter agency as well I just got it have you underscore for the civilian population like me this is an amazing difficulty E. for deployment schedules for military families for every if you start moving around deployments are the result of coronavirus everything gets moved that is really one of those domino sets that just keeps going on forever it is true now you know a personal anecdote my son is an F. sixteen pilot career right now his wife just moved there and have been on the phone with him the last couple days trying to figure out you know what what you should be doing is supposed to be coming to the U. S. in a couple weeks to do some advanced training and then the data and not really sure whether or not that's going to happen but you know we have we have the ability to adjust to these things and you know we we have a pretty good command control system in the U. S. military and we're able to take action pretty quickly so obviously people are concerned in a little uncertain about what's next but we have the ability to adapt and as this thing done I'm sure your daughter laws like every male spouse I now completely I've been able to deal with anything that comes her way and and thanks to your son and your family for their service as well now I I secretary moblie let's talk about this our house Armed Services Committee hearing came out of the blue for me I was not expecting secretary S. bird to cut the navy shipbuilding budget eight there are reports that it was a surprise to the navy as well how do you answer that well there were some there are two phases to this year there's a normal budget process that we went through where we made we had an apartment and maybe make some very strong serious choices that traded operating as for new shipbuilding and I'd I'd hinted with you about this in the past that you know my position on this is we we we can't put our sailors and marines out on platforms that are safe and are ready so that was a trade we made and as you know we've been digging ourselves out of really really bad radiance hold it evolved over the last several years that the last administration to appoint a way out of that and so we had to make some trades in that regard we also traded off finally Dougherty and increase the number of missiles and ammunition and things like that to get out there and onto our ships on informal means that at the end game we get to the end game of this budget process that's when things you know final trades are being made and that's when the sector defense really have to make those calls so there were some decision at the end game to include reprogramming that were done to fund the border wall which we you know we don't really get to negotiate on that those are sort of presented to us we don't get a veto and you know these are choices that are very hard for the secretary of defense to make as well and it's a tough position for him to be and but you know that's why he's in the seat so we just you know we have courses it impacts our our our path to larger fleet in certain areas but it does it for a year and and as I said yesterday my testimony it just it just arrest our production project three it doesn't stop and so we're continuing down that path it's my responsibility to get a plan in terms of how we can get a three fifty five ships within a relevant time frame and for me that's ten years and I've talked about this before I'm still going to do that and then we're gonna have to see how we fund I personally do not believe Congress will go along I think there's nothing they can do about reprogramming that they can increase the top line and they can mandate that it be spent on ships I am curious if you run two different shipbuilding scenarios one where Congress actually imposes its will on the department and so you will build the ships and one where you have undersecretary of spurs proposed budget do run two different ship building center well yet I mean that stepped up to the Congress to decide what they want with what they wanted us to do my job my job is just to lay out some options for the secretary of defense and that's what we're doing right now is were you know sort of just twenty one but he was pretty much baked by the time we finished our our force structure assessment this new force structure assessment so everything that that force structure assessment can inform and as well as whatever plan we decide on for the next ten years that's going to come out and be impacted in FY twenty two and we're starting out at work right now now there is another story out that the budget as proposed would actually have president trump's fleet at four at twelve ships fewer than president Obama's thirty year shipbuilding plan that was introduced in twenty sixteen I can't imagine the president when he sees that the DOT is proposing a ship building of a fleet that is smaller than president Obama's will be indifferent to that now no and I'm not either I that does not affect the trajectory that I wanted to be on either but this is the sort of people that build a projection based on what happens in one year and that's not always the most accurate thing to deal with we're right now we're funded with the top line it's fairly flat or declining based on what you look at inflation adjusted that that can fund a fleet of about three hundred and five ships and that is who that is lower than than what president Obama's force structure was driving towards however they weren't anywhere near that either and we when we when this administration came and we only had two hundred seventy five chip so we are definitely a larger fleet and any fleet that was that existed when president Obama was in office his plan had us driving towards a bigger fleet but his number was like three twenty we're trying to drive toward something that I call three fifty five plus which is bigger than three fifty five based on the force structure assessment that was done in twenty six to twenty sixteen additional platforms new platforms that we have not been designed or or in production yet and that that'll be informed by some of the new warfighting concepts at the navy marine corps looking out together but that's the path that I wanted to be on and you know obviously at the end of the day we're gonna need to look deep inside our own budget line and it started at internal review to try to free up some capital to do that from our own budget because I'm not under any illusion that we are the most efficient organization in the world I know there's money to be found and how we do things but at the same time there is there is a big math problem and we need to try to get more topline and any support we can get for that we're obviously welcoming it obviously you know when you say we need more top plan would translate that for the Steelers fans that means you need a bigger robots made the budget specific to the navy to the to the to the fleet to the marine corps and the navy coming from Congress mandated there which I think you'll get and you also need the Congress I think to deal specifically with the replacement of the Ohio class ballistic submarine and I thought that the secretary say look there the the airports you gotta pay for bombers in for missiles and the navy is you've got to pay for its submarine that's true but it's up to the Congress to actually take a serious look at the triad and
