Well, what can we do about this guy? And I didn't want to step over him anymore, and it didn't want to hear him yelling during the day, distracting him. New York City Hundreds of alleged looters and rioters, who were arrested last year in the protests following the death of George Floyd are seeing their charges dropped. Portland is on a PR campaign to get you to come back there after that city has been devastated by rioters and all sorts of unrest for the past a year or so, and it takes us to the problem with the homeless. Apparently a story that popped up last week is that 179 people who were arrested during the Echo Park Lake homeless encampment protests then they're going to be charged either. So, basically the crowd that is in favor of what you're protesting aren't going to charge you if you cause any problems, any damage, resist arrest anything like that? Speaking of Echo Park link, We played some audio last week from the LAPD chief Charlie Moore. He was asked by Channel seven about a couple of things the homeless in Venice and share of Vienna waiver. Sending in deputies there to see what they could do to clear out the encampments there. And then he was asked about Echo Park Lake, which was shut down and eventually cleaned up. A lot of trash reopened about a month ago was just before Memorial Day weekend and more was sounding like we're gonna make sure that new tense new encampments don't pop up so We don't trust that we're bringing on Riley Montgomery, who lives in Echo Park Lake was on our show a number of times before the Echo Park Lake encampment was cleared out and We look to him for the truth. Welcome back to the show, Riley. I can. Thanks for having me back on the show. I really appreciate it. What can you tell us about the Echo Park Lake today? Well right now, the parks looking really clean. You know, families are enjoying it. They're street vendors out there. It's looking like it did when it was renovated in 2013. But there's been a lot of attempts from Almost people trying to get back into the park and what I what I can mention. Is that right now there's temporary fencing around the perimeter of the lake with about four entrances. Um and that has been the number one thing that has been Helping keep homeless people from reforming large encampments at the lake. I know people. I have inside information that that has been the number one thing that has helped keep the park safe like it is currently because there's fencing. Yes, because it allows the LAPD and the park rangers to do their job easier, and it allows them to enforce that. And if someone does show up with the tent, they just send out urban alchemy and they give them a housing offer, and they usually accept it. Is it? How big offense is it? I mean how protective visit Well right now it's there's a temporary chain link fence, and Mitchell Carol hasn't said how long that temporary offense is going to be up, but it surrounds the entire park. And so right now what? Uh what neighbors myself and other neighbors that live around the park are trying to do is we're trying to get support for a permanent type of fence. That would surround the park. That would be like what other parts in L A has like Hollywood Reservoir Parks over like meadows, Mr. Her most unit at Park Chateau part They all have fences around them and the one thing you'll see with all of those parks, no homeless encampments. Who knew? I mean, we've always been told when it comes to the border that fences and barriers don't work. Apparently they work with the homeless, huh? Well, there's a you'll notice every rich politician in L. A has a fence around their house and that deters people from coming in. Do you know if it's a lot of people trying, is it? The activists? Is it the same people that live there? It hasn't been much because so many of the people that were at the Lakers and housed so but there's still people that expect that they should be able to live at the park that it should be. It should just be a given because it's been allowed to take place for so long. Do you think this is something that should be duplicated around LA? I mean, we're only a month into re opening the park, but it's still holding And looking pretty good. I mean, how how much of an LAPD presence is there? There's not a huge LAPD presence. There's Park Rangers and a few officers that patrol around the park and it doesn't take much It just takes. It's just L A so big and the officers are being deployed from so many other areas. But I think that this is something that could be duplicated in other areas. If council members are willing to do it, I know Mike Bonin said. This is a quote from him. Even if I were inclined to do an echo Park style cleanup, sensing our Venice speech would be really hard. So you know about some council members that might just be too hard to do. Yeah, but that's a cop out because there's other things you can do with Venice Beach and and that begins with just clearing it out. It's not necessarily that everybody would come back in to the place. But these parts these park rangers, were they there before all this got crazy. This is no. There were some Rangers, but they were. They were completely hobbled in what they were able to do because they were to attempt to do anything or even do any outreach attempts. Activists would surround them and harass them, and you've got the same. You've got the same usual characters rich kids jet barrier from Silver Lake. Kelvin Martinez runs the Cape Town for all Twitter. He's always up there, with the megaphone shouting at residents. So it was really difficult for them before and now they have the ability to enforce things. By the way. Do you have any comment on the fact that the 179 people arrested during the protests over closing Echo Park Lake for the cleanup? They all won't be charged. I mean, the city attorney is making it sound like it was all peaceful. It got pretty ugly that night. Yeah, I can't say I'm surprised the city's just scared of lawsuits. That's all it is, Um, they know that there were crimes committed. They know that they were shining high powered flashlights in the police's space and actively trying to create aggression. But The city knows that they can't win those lawsuits. So, yeah. So I get it, But I don't approve. But you know, I get it though. All right, Riley. Well, we're counting on you for these updates every now and then. To make sure that I say one more thing. Oh, yeah. Yeah, I just wanted to say if you live in CD 13 or near it, uh, in Mitchell Farrell's district or near it, It would be awesome. Uh, it was a supportive community had a vegetable garden working showers and shared kitchen. All right. This is what the protesters are saying. However, the paragraph before says the park had to undergo $600,000 worth of cleaning and repairs and all that many tons of trash. We talked about that they had to haul out of there. Yeah, I'm sure. "The San Bernardino County Sheriff's Department say they're looking into the drowning of a two year old girl in Chino Hills early Sunday morning. The parents say they found their daughter unresponsive in the pool at their home and rush the girl to the hospital. Doctors notify the sheriff's department and when investigators arrived at the home, they said they noticed an illegal marijuana grow operation and unregistered guns. Who would have handled that case Attorney valet of the L A. D a. I guess. Because involved the knife. I read everyone one news report. That she was issuing threats. So she could carry a six inch knife issue Threats l, A police captain got his hand all cut up, and that's it. Like it never happened. You know, we're in a no bail. No jail situation now, anyway, Do you really think they were going to hold her for more than an hour? You don't step into any any, but here she is. In the photo. He was one of the last holdouts to head over to Griffith Park and plant the flag. And the Park Rangers there said No, you're not going to do that. And basically what that guy was saying was, Oh, well, Cynthia Rahman's office said. This is this was okay. And of course, they tried to walk back That guy's statement. But except he's probably telling the truth. And what he ran into. Is that the park Rangers don't answer to Nicaea Rahman. They may have neutered LAPD, but Ramen and Bonnin cannot neuter the sheriff. And cannot neuter the park Rangers. They get to operate independently. Apparently, the paperwork's delivered today we're going to be talking after four o'clock to Alison B. Cohen, the lead proponent. In the neighborhood of low skill. It's It's one of those underground pedestrian tunnels, so you avoid crossing the street. It's under the intersection of Hollywood Boulevard and New Hampshire Street near Los Phyllis Elementary School. Neighborhood, residents say that's packed with the homeless, their belongings. It poses a serious safety problem. Parents and Children now rely on a crossing guard to cross the busy boulevard rather than take the pedestrian tunnel they used to use this. So the kids could get to school safely and not have to cross the street. What do we have? Audio of Oh, that's we don't have time. Tell them we don't have time. They were trying to clear the homeless people out of that park so that they could do renovations and clean the park up now. That sounds good right. A democrat city councilman is behind it. He says this is all about improving the park making it nice for families but the activists for the un housed aka the homeless. Get a little crazy and they say even though you're handing the homeless a hotel room key to go stay in while they clean up the park. that this is not right that they can't move them from their home which they've taken over as this park. Well they finally get them out. They get the police involved. They clean up the park. They go to reopen it. And the activists are back on the doorstep of this city councilman mitchell farrell. Who's no great guy. He's been hard on the nra all these things. he's not great he's a democrat. Who has done some pretty liberal things. But my question is why is the community. Why are activists for the house upset about cleaning up the park. They took out. They found guns knives syringes and seven hundred pounds of human waste. Who in their right mind is going to be out there. Upset that you remove seven hundred pounds of waste human waste biological ways from a park. I mean i would stick that on the doorstep of any one of those activism if you like it so much. here's your own at home version. One of these people think it's good for the homeless to be homeless. I what's the logic. It's the une house now that they have a right to be wherever they want to be. Very hippy dippy. And they're even looking at an imagine. This empty retail stores empty shopping malls all throughout california because of the year-long closure and the pandemic they're now looking at making that low income housing for the homeless. Now they're not just putting up temporary things they're looking at putting up permanent low income housing in places where all the shopping malls are. Well that's fantastic for the neighborhood. Who are now going to deal with. Crime on the rise spiralling property values all of these things that make no sense when we could really be dealing with the core issue of homelessness which is not about not having enough structures or roofs over people's head. It's about dealing with mental illness and drug addiction and most oftentimes both of those things. We whoever you are. I don't care who you voted for. We are doing the greatest disservice. We are being inhuman by.

And the violent displacement of people more than ever has been you know. It's wholly unnecessary. Because they didn't do jack shit to clean up the park and like there was no need to perpetrate violence and literal literal crimes. That state people would be tried at the hague for their arresting journalists legal aid anyway. I don't know as not only la centric but echo park centric and disgusting. It's real disgusting watching echo park kind of be open in such a gross wave. That's the thing that was in my face this week. Yeah i saw some of that too. And i'm wondering if if those sweeps that the cops do specifically there in echo park are just prompted by themselves deciding to do it or is it the case of sometimes residents calling the police for whatever reason either because they don't want the quote nuisance of an unhealthy person near their house or do they think they're helping something i mean while i suspect it's both it's sort of next door like liberal but racist set like. It's my house if something place to walk around and literally in the last eighteen months i witnessed so much crime there and literally every single piece of it was committed by the lapd. "Hollywood Boulevard is looking to make its next big comeback. There were 30 development projects already in the works before the pandemic, and plenty more are coming soon. With this KCRW news update ALLIES Echo Park Lake has reopened to the public two months after being closed for cleanup in repairs. In March, the city of Los Angeles put up fencing around the nearly 30 acres. Says. During that time they replaced the playground surface of grated restrooms made improvements to the boathouse and a bridge of the lake and a lot of landscaping work, mostly mostly landscaping refurbishment. A lot of new turf. We had to do a lot of restoration of the irrigation systems. Reaction to the reopening has been mixed Tensions that flared up in March over the city's crackdown on the homeless and Campanaro. I'm so grateful. We got the park bag. I think, um Mitchell Farrell did excellent job. You know, I take my hat off to him. Um, I shook his hand. I said you did could thank you. Bring in the park back. It's a different story, though. For many people who are on housed and living in the park before a closed Cecilia Echo was one of them. She's mourning the community she says. She helped create at the lake. Um, that came out of all of that that employed people during the global pandemic where these city leaders weren't taking care of us. Echo says she's been sleeping and other parks ever since. They say some of the offers of shelter that were made weren't feasible for everyone, And they also have complaints about some who accepted offers to go into project Room Key, which place places almost people in hotel rooms are unhappy about the rules and the curfews and the isolation of that program. You know, as for the 200 or so people who were removed from the site when the park was originally closed. What do we know where they've ended up? Project room key temporary shelters, some permanent housing. I don't have an exact breakdown in front of me now, but that's definitely something that we're going to be Following up on. What about Council member of Mitchell Farrell, he led the effort to revamp the park. What's he saying now that it's back open? He's saying the same thing that he was saying before that the park as it was was unsafe that they did offer at least shelter Tombo one that was living here on but now It has been improved for everyone essentially. Protests in Los Angeles' Echo Park Lake as it plans to close for repairs
"Today we take you to echo Park Lake where people are out, protesting the park's impending closure there trying Tomo fence this place up and kick the homeless. Ciao instead of facing Actual problem, which is that we don't have affordable housing, you know? S so we're just here to support and we just want them to feel safe and secure. Know that they have a place to go at night and you don't have a place to sleep. And I just hope that always being here will show that They have value to us. You know, they're part of our community. The reports are that tomorrow, city officials plan to remove the remainder of people in tents who are still at Echo Park Lake and then temporarily fence it off and closed the park for repairs. KCRW reporter Anna Scott is at Echo Park Lake. She joins me right now. Hey, Anna. Hey, Steve. What's going on over there? What? What is the scene Been like it the park today. Yes. So early this morning, There was probably a couple 100. People gathered here. Protesters like the woman that you just heard from some one house. Residents of the park who are still here. Intense. Gathered up, had a little rally at the park, and then they walked over a couple blocks away to the office of Mitch O'Farrell, the City Council member who represents this area and has been planning the closure. As the morning has gone on, things have quieted down were speaking around mid day and things are really quiet. There aren't a ton of people here, but the thing that everybody is kind of waiting for is for City workers at some point, probably from the Bureau of Sanitation to show up and post notices officially formally giving 24 hour notice about the park closing. Anyone who lives near Echo Park, Anna or hers has driven by Probably noticed all the tenants surrounding the lake. The number has grown dramatically in the past year. Given the pandemic. How many people are there now? It's really hard to say just from walking around today I am guessing maybe a couple dozen something like that. There's far more tense than there are people. I walked the perimeter of the late just a little while ago and there's tents all the way around. Lake probably close to 200 tents pretty densely packed but many fewer people. Mitchell Farrell's office says that in the weeks and months leading up to this, they've moved more than 100 people into temporary hotel rooms and into shelters. And just in the last couple of days, officials with the L. A homeless services authorities say that they've moved about 50 people since Monday into temporary hotel rooms at the city is renting through the project room key program. Um the Oklahoma Services Authority actually has a table set up right now. Right across the street, and there's a couple of shuttle Busses lined up at the curb, so there's still continuing to try to get people into hotels s O. It's not super crowded right now. But there are still a number of people on house people here at the

Los Angeles Releases Application Deadlines For $103M Renters Relief Program
"An economic relief program to help residential tenants and landlords in the city of L. A affected by the pandemic is set to begin next week. The application process for the Emergency Renters Relief program will start in a T M Monday and ended midnight that Friday program allocates $103 million to provide a rent subsidy for low income tenants unable to pay rent. Officials say most of the funding comes to the city's federal Cares Act. It's anticipated. The subsidy will help an estimated 50,000 households with a grant of up to $1000 per month and a maximum grant of $2000 per household. Councilman Mitchell Farrell says more money is needed.
