Mr speaker words above the speaker's head at the top of this chamber from Daniel Webster he says may in our day and generation may we not perform something worthy to be remembered today as we have something worthy before us and stopping to be remembered we should all vote hi I'm here to vote on it and to encourage the president to use the defense production act for everyone and to continue talking to the president of China because this is a worldwide pandemic are you back the balance of my time German yields back Jennifer Merrill research only from Texas is recognized German reserves Jennifer Merrin is recognized the speaker I now have the privilege of yielding to the speaker of the house who's been so critical in putting this piece of legislation together and focusing on workers and families I yield to a speaker Nancy Pelosi of California live from the house floor in C. span radio WCS be FM Washington is recognized thank you very much Mr speaker I thank the distinguished democratic leader Mr Hoyer for yielding and for the manner in which he has enabled so many of our members to participate in this debate today thank you Mr holder for your leadership on the legislation and also for leading us today and I thank Mister Brady for his leadership as well as for facilitating this conversation I thank you Mr speaker of for keeping us reasonably on time as much as possible for a congressional members thank you for the strength of your authority as speaker at ten today I thank all of our members for their participation on both sides of the aisle for the seriousness which we which we have all taken this important challenge Mister speaker last week his holiness pope Francis said in his world prayer he said enlighten those responsibility for the common good so that they might know how to care for those entrusted to their responsibility that is his holiness is quote and that is the responsibility that we all have today as we have all acknowledged our nation faces an economic and health emergency of historic proportions due to the corona virus pandemic the worst pandemic in over one hundred years as I proceed with my remarks I want to say to our colleagues who are watching this the proceedings from their chambers in the house to come forward and come to the come to the gallery and listen from here so that when the time comes we will be prepared to proceed a Mister the distinguished leader on the Republican side Mr McCarthy and Mr Hoyer had sent a communication to all of you to that effect but is very important that you come now the sooner you come the shorter my remarks will be and I want to thank Mr with distinguished leader on the Republican side for his leadership throughout all of this to achieve a bipartisan legislation and to do so as expeditiously as possible in the house in the house so that the message will be clear to the American people that whatever concerns we may have them whatever we want to do next right now we're going to pass this legislation and that is because so many American families have been touched by this crisis more than two eighty two thousand Americans so far have fallen sick a number certain to surge as testing goes forward and which is already the most in the world based on past China and Italy more than twelve hundred Americans had tragically died gives you chills just to think of it millions of workers are losing their paychecks including more than as has been mentioned on both sides of the aisle three point two million Americans who filed for unemployment a last week alone a staggering record a record shattering figure countless health care workers first responders and others fighting on the front lines in this crisis our great personal risk the American people deserve a government wide visionary evidence based response to address these threats to their lives and their line by the hood and they need it now again I have knowledge of the bipartisanship on which we bring this legislation to the floor last went late Wednesday night as the leader acknowledge the Senate unanimously passed legislation which transformed a in our view since you have knowledge center makan a leader McConnell I long knowledge are distinguished chairman on our side which they transformed a Republican corporate focus built into a democratic workers first a focus and we salute this is a repair C-SPAN radio programming from Friday WCS be from Washington shares of working in a bipartisan way and in a by camel way across the island plus the capital we were able to dramatically expand unemployment insurance and avert defeated attempts on the Senate side to reap call back the six hundred dollar per week added benefits that would provide essential relief to the record number of Americans losing their jobs and I salute the chairman Richie Neal and Bobby Scott for the work that they did on this I know this is the work of ways and means committee and successfully achieved both direct payments for workers this is so important ensuring that working class American families will be eligible to receive as much as thirty four hundred dollars for a family of four I thank again Mister Neal and Congress madam chair of the financial services committee Maxine waters who both of them had bigger proposals but none the less advocating for all this and by the way I would suggest and instead of saying it's going to take a few weeks for the checks to get there that the administration electronically transfer the the direct payments immediately we insured in the bill that any taxpayer dollars given to industry goes first and foremost to workers workers paychecks and benefits not used to pay CEO bonuses stock fund buybacks or dividends in the rest and what and I think we have secured robust special oversight that will hold the administration accountable for this and I thank the distinguished chair of the way to go energy at the ATM infrastructure and transportation committee Mr DeFazio for his leadership in that regard I will not try to find all of you because you may be in the gallery as we are encouraging members to come on here we go we're also proud again I want to salute congresswoman waters for the work with the holding at the having the oversight provisions in the bill for the accounts that is going to be spending money out we're also proud to have security truly historic investment of hundreds of billions of dollars in health hospitals health system state and local governments ensuring that they have the tools they need to combat the virus I salute chairman alone Congress a chairwoman lonely at the preparations committee and chairwoman adult loro for making so much of all of that possible and when we talk about state and local government I want express pride in our own governor Kim Gavin Newsom he was on the frontline of attacking this as well as my own there breed who has disciplined us to shelter in place for small businesses thank you congresswoman madam chair of Alaska's and working in a bipartisan way we want fast relief for those in need including by securing ten billion dollars for STA emergency grants of up to ten thousand dollars in making payroll cost rent mortgage interest and utility costs eligible for SBA loan forgiveness and for the first time we have grant when the SBA and thanks to us secretary Mnuchin he is facilitating this by not just all of the the the loans going through the SBA but going through banks with the SBA imprimatur tour which makes this all go much faster press students week part of the past payments for post payments for federal student loan borrowers pause the payments and suspend it wage court garnishment and negative credit reporting during this time for that and for so many other things relating to our students I thank Bobby Scott our chairman of energy education and workforce and house speaker Nancy Pelosi you heard earlier all of these chairman make these presentations for veterans we secure nearly twenty billion dollars in funding to improve the ETS readiness with equipment test an additional care as a as the end of a five hundred and seventy one veterans and a hundred and seventy eighty five employees have now tested positive and I thank chairman to Kano and others on the committee for their leadership for homeowners renters and homeless creditors again I thank and consumers I thank chairwoman waters for her leadership there since the beginning of this crisis we have fought to ensure their nation's response puts families first as we go through this so the first two bills that we worked in a bipartisan way on were about dressing the emergency the first bill was about testing testing testing to ensure that everyone in the country would have access to free testing among other things that had in their issues that relate to into research for vaccine research for a cure but many other things addressing the emergency in the second bill which also focused on the emergency we had mask mask math and many other provisions focused on the emergency but taking us to this bill today which is about medications and their distinguished Mister because it was at first we had emergency then we have mitigation doesn't mean we're finished with emergency but it's moving on to mitigating for time of the economic and health damage caused by this pandemic next we will move to recovery and hopefully that will be soon always though addressing the emergency and the medication I need to have a coming Mr leaders how to come in with their I as we have all said universally and we said almost all the time that we come to the floor no bill is perfect no bill is perfect but we want to make sure that at least comes near a part of the way to being sufficient I do think that we should and when we're considering a bill appreciate for what is in the bill rather than judge it for what is not in the bill but we do know that we must do more of this been a constant communication among all of our members I'm sure on both sides of the aisle when your home or here with the doctors healthcare providers labor small businesses nonprofits faith groups and scientists on the daily needs and developments in in your communities the on the ground reports and clear eyed thinking we have are central to in crafting crafting our approach to all of this so again listening to members on both sides the yacht in your comments here today as well as the input that you have been giving in the legislative process we know that this cannot be our final bill yet this bill again isn't the I think of Bobby Scott called it a down payment woodlands we must advance a fourth bill to address the continued needs for our fight against the corona virus our state and local governments will need vastly more support for preventing preparing for and responding to the crisis our hospitals and.

"The rural reaches for places like New Mexico where I call home we all know the difference between fast internet slow internet and no internet we know our phones working we know where they don't often times in rural communities on a small farm you know the fence posts that you have to go find where the hill that you have to climb to try to even get some connectivity because of the lack of infrastructure and reach that exists too many kids that have to go and try to find a fast food restaurant in the neighboring town to sit in that parking lot just to try to do their homework this package close those gaps it's not just about education inconvenience and modernization and economic opportunity as well though expanding broadband into real communities will save people's lives too many native American women go missing and murdered every day too many young native man go missing and murdered every day in places where those phones don't work where there's no connectivity where you can't even find someone based on that signal modernizing nine one one and expanding broadband across all parts of the country we'll save people's lives as well this is a good bill it's going to help the country's gonna put people to work and I look forward to being a part of getting this done I now turn it back over to speaker policy thank you very much of my colleagues for your presentations and your commitment to this initiative that is about growth in America creating jobs educating the people expanding healthcare empowerment I want to join my distinguished chairman of the transportation committee in the knowledge in the dissipation of so many new members I don't call them freshmen anymore because there'd been their experience legislators who have made such a tremendous difference H. in his or her own way one of the issues that came up in our call because this morning is how we involving the mayors well Mister Neal is in there and Mister Stanton was in there and had an infrastructure was a very important part of his leadership then and is now and will be part as we go forward but at one talk about infrastructure you may press an American community out we have said to the community everybody is going to be at the table as we go forward because everybody is affected by this including our native American community so congressman David's participation is very important but all of the members of the committee I'm especially invigorated by our new members this is an issue that is about the quality of life of getting people out of their cars and that means also reducing pollutants in the air so it's a health issue of public health issue clean air is an issue of commerce as moving commerce moving product to market whether it's about dredging the Mississippi or the delta whatever or having more surface transportation it's also about of a repair she's been radio programming from one high speed rail in some cases but mass transit again I have to get people out of their cars and to do so in a entrepreneurial transformative way as I said we couldn't be better served than by our chairman of transportation infrastructure committee Mister DeFazio so again the into the broadband piece that Mister Cologne I talked about and Mr Cliburn emphasized is is very very important but I just want to make the point that this is a major thrust because it's the most costly and we want to present it in a way that shows all the advantages of it as we go forward but central to it is workforce development and that is the education piece that will be part of our our infrastructure week that the distinguished missing deposits suggested every day we'll have educational have infrastructure a surface transportation center infrastructure will have broadband out will have housing housing absolutely essential and necessary right now congresswoman Maxine waters here of the financial services committee has been working a long time thinking an important way about the challenge to conscience that the housing issue at presents to our country and pop congressman Bobby Scott has already developed his education bill which will have a big announcement to the hope you'll join us for all of that and congressman Raluca house on in terms of some of the natural resources issues that are affecting it will be affected by how we go forward with infrastructure so we have every committee and the Congress has some piece of this because this has so much to do with everything that we do in the Congress I thank chairman defies sale I thank of Congress the chairman Cologne I thank rich email she has a say as the mayor here and talk about he talked about Massachusetts but build America bonds and how it affected so many projects in middle America so one point you mentioned there Las Vegas airport to one of those this morning but and many many more special that time this standard set of low interest rates so I thank you Mr lu Han for your and this is going to go on the native American community any questions for our chairman or are Nancy Pelosi and other democratic leaders of the house Wednesday morning on Capitol Hill mail that St still what do you mean I think that we went to the White House for the first meeting I think every would say it was fine second meeting was not very good we went in the president was the one that the first meeting a volunteer to two trillion dollar number there was less agreement because there was no discussion about how to pay for it and I think that what we're looking for here is an agreement that we can then take to the public between the two sides and how best to pay for to there's not one upmanship I'm told by one Republican leader you think that there could be up to seventy votes for infrastructure built in the house and I think that there are a lot of things we can do in some negotiation and my hunch is that that's the best way to do it but the speaker sets of those really important because Allen Kruger and I worked on build America bonds nothing in the recovery act was more successful in terms of public construction IT infrastructure the news of build America bonds so I want something it's really big and I think build America bonds are to be a good place to start for all of us in that regard as well since the structure legislation in the past has not been partisan at all we've always been able to come together so we feel in our campaign we've put forth for the people agenda for the people we would lower the cost of health care by lowering the cost of prescription drugs and we have introduced HR three to do just that in the campaign the president said he was going to negotiate like crazy and we hope that like crazy means to really sincerely negotiate for lower prices that's the most important way to bring it down we also said the lower healthcare costs five learn classical dance we're going to build the infrastructure of America we're gonna build bigger paychecks by building infrastructure of America and that's what we're here to do president said throughout the campaign that's something that he wanted to do so we hope to be joining with him in a unifying way not a dividing line in a unifying way about how we go forward together and that's what this is moving forward framework for the people we also seven and a half kind of government I don't know if he's up for that but and at least in lowering drug prices and building the infrastructure of America we think that we have for helpful about finding common ground as I say the infrastructure issue has never been kind of sin in our history because of that we have an infrastructure we yes some of four and we wait then on that duration means committee has the hearing this afternoon starting at one thirty and we've got witnesses from across the economic spectrum that's going to speak to the issue of infrastructure how brought it ought to be how big it ought to be so the private sector based on increases in productivity greater efficiencies and all they're all in on this but I think we kick it off again this afternoon at one thirty our home more when we're ready to go to for warmer ready that is the answer that I give you all the time we have a we wanted to have that week where we have housing and education as well as surface transportation broadband all these elements that you heard about that and them when we go by the ready and it's going to be pretty exciting for our country and we're very well you know we're again would be sending legislation over to the Senate we would hope that would have better prospects than the two hundred seventy five bipartisan deals that we have sent to the Senate which had been ordered by the grim reaper this it funny to me to hear them say why we doing this impeachment was doing the people's business yes you should have been doing it for the past year that because you've had plenty of legislation to pass starting with protecting our children than violence protection yes Sir you they would like to go for a big package of seven hundred sixty billion small transportation well traditionally service transportation center Dwight David Eisenhower has been paid for with user fees I would hope to be some combination of user fees and bonding as as Richie mentioned it I mean it's abysmally stupid to not borrow money the you know the treasury can borrow money little over two percent and we can build bridges the last hundred years and we're gonna score that as a one year expenditure now I mean we need to look at this like a capital investment the United States America so that service harbors we've already paid form I've we aren't as the bill by more than two thirds majority out of the house to spend the money was taken from the American people to invest in our arbors and because we have a huge backlog there we will reiterate that yet again in this package sense of the Senate hasn't taken up that individual bill then airports haven't been allowed to increase our pastor facility charge since two thousand and one many of them are totally over capacity if we expand capacity we can bring in new competition lower prices and that's why the airlines are really opposed to increasing the past facility charges they they say oh don't worry if if we raised bag fees twenty dollars you're gonna thank us but if you pay another dollar to have a better airport experience for new entrants little lowered ticket prices are you'll never fly again yeah what a bunch of B. S. that is so that's part of this package so I've got you know we're doing the first re authorization of the S. R. respond at the federal state revolving fund for waste water a sense of back in the nineteen eighty seven so these are you know traditional of things that we've done out of this committee historically and and they have been paid for and they real benefits for decades to come congressman Peter DeFazio chair of the transportation and infrastructure committee I just wanted to ask again about the floor plan whether plans these together what you can and some of the some bills in party mood but kind of what you think would be the order if they don't move together and then kind of where I'm a little confused about how schools housing and to all of a sudden very directly because an educated went workforce is essential to building infrastructure of America and they are asking for what is needed in terms of building in terms of it as the education of the American people about when we are ready will come to the floor and we will come to the floor when we had as much specificity as possible and hopefully by partisanship and we are these are not message bills we are hoping that we will have the support of the Republicans and the president of the United States we had hoped that all along with two hundred and seventy five bi partisan bills that we sent to the Senate of bike to don't worry about the time table just rest assured us that when we're ready will come to us when it won't be soon we're not talking about next week or something the committees are working there all their way and when we're ready we'll bring it to the floor one point seven hundred sixty million that does not include the school yeah that's different this is just for the package that you were seeing two day of when the president talk about two trillion dollars the seven fifty seven fifty over five years a double that for ten years because that's how we have to budget here so that's what a trillion and a half that still lives ahead for trillion dollars of for further investments in these initiatives but also into education and and house and and portable housing in terms of proximity is so important to the growth of our account as a challenge to our conscience to have affordability and housing but it's also a practical matter that people should be able to live closer to work so that again they're out of their cars my college thank you Mister Fazio Mr pay loan Mister Neal to our I again our newest members of Congress for their leadership in there and invigoration to this process that they had brought thank you all very much house speaker Nancy Pelosi Wednesday morning joined by other people she mentioned the Majority Leader Steny Hoyer the majority with James Clyburn assistance speaker been ready lu Han chairs of the transportation committee Peter DeFazio energy and commerce committee Frank Pologne and ways and means committee Richard Neal unveiling a transportation spending package also the speaker and congressman Neal responding to president trump today holding the ceremony to sign the US MCA the new north American trade agreement the impeachment of president trump watch unfiltered coverage of the Senate trial on C. span to live as it happens and same day repair follow the process on demand at C. span dot org slash impeachment and listen on the go using the free C..

"Absorb carbon we can provide new transit options rail options for people we're one A. enhance the inland waterways and do short sea shipping a because we can move freight more efficiently on water than any other way that you can move freight our airports are are over crowded and they need they need to be able to bond for needed improvements but we also have to look at how we're going to provide a renewable fuels to the airlines that's the part of this package and the federal government really hasn't partnered with communities for more than half a century on waste water and I was inspired by testimony we took a in the first hearing last year second hearing on infrastructure by it as sore district in New Jersey that rebuild their system with a with a federal loan not a grant and they were able to do it without raising rates because they're not capturing their methane and generating electricity so we're gonna have a new initiative in the area of waste water where the federal government will partner in if you partner with the federal government you're gonna collector methane generate your own electricity and put extra like Disney on the grid there's so many ways we can deal with the climate crisis by solving our congestion and infrastructure crisis and this today we're moving forward with for president and framework the framework it we're now drafting the details of that framework and you know I'm looking forward to putting America on a sustainable path to a better transportation future thank you let me think Peter and our speaker for keeping this infrastructure initiative alive and constantly emphasizing how important it is which is what we're doing today and also want to thank Peter for mentioning New Jersey as the innovation state we were very proud of Thomas Edison and all the innovations that we've had over the years but I just want to stress again that this infrastructure initiative is so important in terms of creating jobs and a stronger economy and growing economy and also in addressing climate change and as far as the energy and commerce's jurisdiction is concerned both of those are true for all of the pieces that were involved with so I do want to mention first with regard to a clean energy this this bill has major initiatives that will really encourage clean energy and and address climate change so we have about thirty four billion dollars to clean energy energy a lot of that is for upgrading the electric grid to accommodate renewables and also make it more resilient we have about a million and a half to replace leaking gas pipe lines we also have major investments in energy efficiency which is obviously so important and also to develop electric vehicles and electric vehicle charging network if you will across the country now the second part with an engine commerce relates to broadband there's eighty billion dollars over five years I think everything in the bills over five years to fund deployment of high speed broadband in underserved communities so that's rural areas that's urban what we call urban broadband desert's and we estimate FCC actually did a study that said if we do this then they'll be about one hundred percent coverage of for the internet for fraud with broadband network around the country we do this in underserved areas also with regard to nine one one of the infrastructure for nine one one needs to be upgraded so we have about twelve billion dollars for next generation nine one one that allows you to you basically use your cell phone for example to send text messages or images that was particularly important in my state in the aftermath of sandy we have a lot of problems in terms of actual number agency from communications and then the last thing within our committee is we have this is actually between both are us and transportation there's a major brownfields initiative about two point seven billion dollars for brownfields and then for a safe drinking water about twenty five billion dollars for safe drinking water basically the fun the safe drinking water revolving fund and also of grants to to municipalities and the state and local governments overall this is a big win if you will for climate action and also to create jobs and to grow the economy and with that I would like to insure back to the ocean I I I neglected to introduce the members of my committee you a real partners in this effort and they brought a lot of knowledge to Congress and they've been great to work with com we've got a represented Malinovsky stand from New Jersey stand Arizona market sell Powell Florida Fletcher Texas representative David's from Kansas representative Garcia from Illinois Chicago and representative Angie Craig from Minnesota thank well the speaker said Peter was a virtual also like this app me cantankerous we're going over this for a long period of time back and forth on numbers here he's a really good to go here let me assure you of that so delighted to be here today I've been a conversations with the secretary minu chin just before he left for Davos we had a long conversation about how to proceed part of the conversation was based on what we did and I think it was late November early December breakfast in the members dining room with a priority clearly was U. S. M. C. A. bought the suggestion was once that's done we should move to infrastructure the president volunteer number at the White House of two trillion dollars if you recall and I think that we're well on the way here to embracing many of the priorities that infrastructure will require highways roadways bridges airports rail water and sewer and I think if there's some room here where we might be able to find a they bipartisan agreement I think it's really important that we not volunteer a revenue stream until the administration reaches an agreement with us and I think that that will provide an opportunity for Republicans and Democrats after our committee negotiate with them over what the front the revenue stream ought to be to get on with what is a sorely needed investment in America everybody across America based upon the speakers are numbers today in terms of polling they all acknowledge what's happened and anybody was flown from gate thirty five acts even draws some humor from the the reporters that are here today it's something out of the third world it's ME blows the whistle and everybody takes off and I've seen that everywhere that you travel so there's a chance here to do the significant investment and I want to cite one specific example of how we use criminalists money it was the Springfield Hartford new haven line CG rail the investment came from governors Patrika governor Malloy now governor Baker and today it is far exceeded the twenty five percent increase because of the double tracking that took place on the Connecticut side of the border so there are all sorts of initiatives I come from mayor's office I'm a believer and at one point I want to make I've seen during my time here there's always this effort that the Republicans employ in a college dynamic scoring which is always used to justify tax cuts if you really want to use dynamic scoring according to the American society of civil engineers we should use dynamic scoring for infrastructure investment you want to pop in economic growth it will come from infrastructure investment and coupled with the fact it sorely needed so thank you I'm always so glad to follow Mister Neal he says everything I want to say house Majority Leader Steny Hoyer I want to thank the speaker and I want to thank all the committee chairs over here I want to thank our new members who have brought a new energy and new focus because they just went through very tough campaigns and they talked about what the people want and they talked for the people I've started to agenda that I called make it in America warmly supported by the American people making things here in America you make infrastructure all in America and society of engineers of that to Mister Neal spoke up say there's a four and one half trillion dollar deficit in infrastructure investment in our country and if we invest money in this country creating American jobs no I will we create those jobs will be created as a missed Neil pointed out dynamic scoring for a growth in the economy and if we do not we will not be competitive in the twenty first century in the global income simple as that the cost of failure will far exceed the price of progress Mister Neal the speaker and I and Mr Cliburn as well as Mr Divizia met with the president president campaign in twenty sixteen on investing in infrastructure you talk about a trillion dollars we met at the White House he sent them a bill of two hundred billion dollars the present the United States said that bill was far insufficient I don't like that bill he said that was the buildings went down or the ministry somebody sat down he said it's not sufficient and he came up while we were talking a trillion dollars which is an awful lot of money he said no that's not up we need to do to treat him I Mister Neal said the president will talk about that but we need your leadership you tell us how you think that would be we'll have a discussion about it let's move forward at the end of may I said Mister president you understand no democratic senator no damn Republican senator no democratic house members no Republican house members going to support two trillion dollars if you're not leading the way on how we raise that dollar which defies ale Mister Colonna Mister Neal been working but also Mister Scott is working on a bill that is absolutely essential we need to help localities build educational facilities that themselves will be dynamically scored because the more you do for education the better your economy is I'm one of the great problems we have in our country is homelessness and lack of affordable quality healthcare and housing for people for the people so we're gonna work on all of those and this we need to get done and we are the time of the lowest interest rates in history or pretty close is that right right I want to go over and press one to go lower on interest rates what a perfect time to spend the money at a very low cost on building our economy and creating jobs so I thank all those who are working on their separate I thank all our new members who I say I brought that energy from Texas from New Jersey from Arizona from Kansas the center of our country from Minnesota and the senator from New Mexico I know that we need to do this I thank all of you for your leadership and now with yield to to the gentleman from South Carolina a place that's getting a lot of attention now days Jim Clyburn very rumors mystic river me join you and thank him over the new members for their tremendous input on help internet what the five zero has for years been development a very efficient program much more effective and that's what this is the about I think that if you were to look at the legislation and think about what's needed in the country you are not going to have an effective school system no matter how good the buildings are unless you connect them those close to the rest of the world and that's what this resolution does it puts in a significant investment in broadband eighty six billion dollars over five years we'll do two very important things number one it will allow schools to effectively educate their children you're not gonna have adequate education unless broadband is used number two they will allow healthcare to be delivered effectively in my state we have close for room hospitals recently and rural hospitals all over the country or being close and the reason they're being close is because they have not been able to effectively deliver healthcare because broadband deployment prevents that from taking place as all of thanks the committee for all the committees well the work you know for it to him at least that I really want to along with it I'm a little bit surprised Richard did you let alone get away with that innovation about New Jersey but in spite of Thomas Edison's work he was not effective until the one of the Massachusetts I got Lewis Latimer thank you could help him but I and so that is an indication of why we should be working together not just to be efficient without work but to be effective as well with that you through this system into my good friend from New Mexico who are thank you so much news conference on Capitol Hill Wednesday morning and madam speaker thank you for bringing us together here again the work of chairman defies euro and chairman Neil and chairman Pologne is critically important we've talked about infrastructure for some time I I appreciate everything that I've learned from chairman defy you as well and the energy from the new members on the committees of jurisdiction who does not support an initiative to put more people to work across America to modernize our infrastructure to help people move little more efficiently across roads and bridges deliver water to communities they don't have it today to help modernize those systems that have aged to bring about a new way to treat wastewater across America as well and you've heard a lot about broadband what I appreciate about this package is it doesn't just make investments in the biggest cities in America it includes the smallest towns in the rural reaches for places like New Mexico where I call home we all know the difference between fast internet slow internet and no internet we know our phones working.

"Exactly two articles of impeachment I'm the president of the United States there may be more to come as you just heard from Adam Schiff to Mister Nadler you didn't hear from angle or Mullaney or waters or Mister Neal but they were all their staunch in their support SO two articles of impeachment and according to Mr Schiff who I do want to give some credit just for throwing out the word pernicious yeah yeah you don't access when you don't hear every day so this will be the third president what provided now they still need to present their evidence right a nail in the articles of impeachment are for obstruction of Congress and abuse of power they now take those two articles to a big group gathering of the house of representatives they'll discuss it and say okay here's what we got here's how we got it here's what we think do we want to impeach on these two articles and we know how that's going to work if that happens before the end of the week as it was suggested mice by Mr Schiff they'll come back and go well yeah as a matter of fact I'll be yelling that now have out the pitchforks and the fires rewards even brought up for consideration and then we will proceed to the actual impeachment of the president of the United States which will be the third man not the fourth Andrew Johnson in eighteen sixty eight Clinton in nineteen ninety eight Nixon articles of impeachment were filed against Nixon but he bailed in nineteen seventy four before it could get to a vote right and then once this does go to the Senate we know how that's going to turn out they'll be there with their fire Morris ready to say no not guilty before everyone gets the idea and we know how this is going to play out and if it doesn't play out that way then I'm gonna have to find a new line of work because it seems pretty obvious to me headlines traffic and weather you heard it here house Democrats are dropping formal articles of impeachment against.

"Pamela Hughes KTAR news on ninety two three FM has anyone opened up their electric bill recently in gone it seems like a reasonable amount has anyone ever I'm happy with that number well if you are an eighty P. asks customer errors on a public service which is Phoenix proper in other areas your rates might be going up again what do they ever go down that's right we always hear about them going up there would have been two thousand seven when did we ever go before the corporation was go we would like to lower rates by five percent never going to happen no they just filed yesterday to raise them I get I mean there has to be a tipping point at some point well in in I I still believe in innovation technology entrepreneurship and I don't know if it's you on mosque okay come up with a way that we can screw these electric companies somebody's got to come up with a way that we can hack them and no longer be at their mercy for whatever they decide to charge because you could make an argument you know what it is expensive to generate electricity okay and we are losing money hand over fist and we just have to pass along our expenses to the customers is that what's happening with the PS doesn't appear to be no APS is making money yeah they're allowed to their private company I get it but that this the problem is there also a monopoly and the corporation commission I dare would argue isn't doing a good enough job of representing our interests when they can continue to generate hundreds of millions of dollars if not billions of dollars in revenue raise rates all the time and maybe we can be buddies Mister Neal you know what I think it's interesting what you just talked about their little bit though that like you know some Smarty pants on your come up with something because when you think about the largest hotel company and I'm using that term but they'll be in the they don't own a hotel when you look at the largest like taxi company Ober yeah they don't own any taxis yeah so will there soon be like the largest Electric Company does it on our plan yeah I I don't know what that looks like what he's lucky that would be solar is in that example of it if you have older panels on your roof and and again I'm gonna use the lan must because he's like batteries to go in your your garage you can look like a hot water heater but it's a battery for when it's cloudy or night time were you are your own clothes system self generating electrical so why does not become more popular well now that you bring it up it's because companies like a PS sorry guys spend the ends of dollars lobbying and donating money to politicians who think solar is a horrible idea and you know what this is here is owner why on god's green earth would we ever take advantage of the sunny days let's get away from that you know we need more coal fired plants that's what we need we need this we need to bring more coal win by train and fire that sucker up some more because it's so efficient and cost of right yeah but I think you're on to something that when it comes to someone is going to have to hack that industry you should you know shake up that industry move court and that's then where you will force companies in industries that have monopoly on situations to change the look of the first computer came out it was super expensive and then you got a lot of competition rice drop same thing like remember when we everybody first targeting cell phones you bought it by the minute you know this month and you know maybe five hundred long distance and now it's just you have a plan like things are will eventually change is just a matter what does it look like I'm I'm not gonna hold my breath APS is going to change willingly house it's going to have to be done kicking and screaming about me one of the reasons why you think we're going to head in a hand basket Pamela says should restore your faith in humanity you know I love this story because it is of an Amazon driver and a shout out to all of you delivery drivers out there right now because yeah it in I'm sure it's a lot more comfortable right now that it was a in July but we also known to you guys are gonna be very busy especially since we had just told you how Walmart in particular is kicking up the early a holiday sales so you guys gonna be quite busy and you know what sometimes is a little bit of a thankless job I would say though that you've got this one Amazon driver who delivered more than a package in Scottsdale a week ago I thought this was super cool because it's just an example of somebody who doesn't take himself so seriously you have a dad who ordered something from Amazon and had some very specific directions for the delivery guy writing it's a quote ring the doorbell and saying your packages here your packages here you who who your packages here no why dad wrote that the daughter says it's just my dad being my dad here's the thing though the daughter has a doorbell video camera and last week it shows the delivery driver singing just that you're here you're who I love it because he didn't look at it rolls eyes it really yeah what items and just leave it there he actually did it had a blast doing it and you know what if that little your packages here we need a remix dance version of that with a smile on your face you know and hopefully that'll carry it into the weekend nice.

"If we can't could I down to forty seven partly to mostly cloudy tomorrow and a high of seventy six Thursday sunny and seventy to eighty two elk Grove eighty two in Roseville eighty one in Sacramento and news ninety three point one K. F. B. K. continuing coverage as Capitol Hill moves forward on their impeachment inquiry on news ninety three point one K. M. P. K. so we've been hearing that a democratic house speaker Nancy Pelosi will make public her party's plans on whether the house will take a formal vote to authorize the impeachment inquiry into president trump and she is holding a press conference from Washington right now let's join IT life good evening everyone thank you for being here we'll be joined by our distinguished chairman as soon as he finished voting I info begin by talking about how pleased I am with the work that our members did during the break as I say all the time and we are legislating we are investigating and we are litigating on the legislative front we had a very great drumbeat across America for HR three our legislation to bring down the cost of prescription drugs now member said town hall meetings press conferences and the rest to listen to people's concerns to share what we intended to do and now that was that this week to committees education labor under by the Scots leadership will be marking up HR three at at at the energy and commerce under Frank polite chairman Frank Cologne will be marking up a two or three and to Mr ways and means committee Mister Neal will terminate the having hearing on the bill this week and marking it up next week so we're really going down the path of passing legislation that will be transformative in the lives of the American people for what it will save them and what it will save the taxpayers of well might be interesting to you know that in the course of of this past week or so see a Congressional Budget Office reported that HR three will save taxpayers three hundred and forty five billion dollars on the Medicare part D. piece alone and that it will and the office of the actuary reported that drug Nicotiana shins and Medicare inflation inflation rebates will save households one hundred and fifty eight billion dollars and private businesses forty eight billion dollars of from between twenty twenty and twenty twenty nine they were very very proud of the savings that will do for people in there that individual lives for businesses and for the taxpayer it's how we spend that money was some of it will be used for reinvesting into benefits making that Medicare of a more substantial benefits some of those be for innovation and research at the national institutes of health a some will be for as they said that more benefits whether it's dental visual vision hearing whatever with Medicare I mention that but there other considerations as well the committees as a mark of the bill will make those proposals CNN and crosses on the floor will take us to another point and whether other ways that we may want to invest some of that money of for the benefit of America's working families and for innovation and research earlier today some of the war with us when we had the the announcement of Bobby's chairman by the scouts college affordability and strong legislation to make higher education more affordable expanding opportunity improving access to quality education this week as all through the break in continuing this week we've been working on the U. S. Mexico Canada trade agreement of which have to be on a path to yes we're still waiting for assurances about enforceability in it because you can have all the good conditions in the world but if you can't enforce them you're just having a conversation and is there some of the same concerns we have about the US China relationship are they really going to honor any commitments that they make buying of the farm products that's good but what about the other considerations that hurt America's manufacturing base and the rest so we'll see what that is seems to me it was a small built in terms of guns again as I said to some of you earlier this is a bullet I was in Florida for all over the country but when I was in Florida I received this from Frederick Wilson my colleague if the bracelets are made with bullets in the color orange which is the color of the gun violence protection for this and told the president we're not going away until we get this background check bill passed but is just among the other for the people Jenda legislation that we have so legislate investigate Mr Mr Schiff Mister chairman will be here shortly hill report on some of that I just want to say how proud I am of him and the members of the intelligence committee for being here over the break for the valuable legislation investigations that they have John and again you'll hear from him momentarily in terms of litigation of we have been very successful in the courts last Friday one five decisions in our favor terms of Congress's authority in under the constitution and today another decision came down in our favor in relationship to emoluments you probably have that information on your phones but again another recognition that our founders had very deep suspicion about foreigners interfering in our government and ask again and our elections and the emoluments clause was there put there specifically for that purpose to protect us from any influence of foreign governments so the fact that we would be here in an inquiry that relates to the president asking a foreign government ought to help the president in his reelection by withholding granting or withholding the timing of military assistance that had been voted on by that Congress is just that has so many violations in it it undermines our national security we were sending a vat of military assistance in because of of U. K. needing that vis a vis Russia all road seem to lead to pull from the president that is in itself and then when we talk about dial undermining the integrity of our elections that's wrong and when you're talking about violating the president's oath of office to protect defendants preserve the constitution of the United States to the best of his ability that's the presidential to the best of his ability well go with that in any event the rulings were of that we won last week were three of them against the president's hateful public charge will from taking effect a ruling against the president's sham national emergency declaration to build his wasteful border wall a ruling in the majors case which was led by Kim Cummings press conference by Nancy Pelosi we're going to kind of wait until Adam Schiff joins her and they get to the meat of the discussion at hand the topic about the impeachment inquiry so we will give you a second whether to get back what.

I'll talk with him about those battles in the past now and he's more reflective but it's still hard to Pierce the veil it's hard to know how he feels about that stuff. one thing though is crystal clear when it comes to Jay Leno he loves to work above pretty much everything else so it won't surprise you to learn that he's spending what could be his retirement making a television show it's called Jay Leno's garage it airs on CNBC and it's not by accident that Jay has been doing this as long as he has he's still a disarming interview still charming and witty and quick on his feet he's hilarious he is very very good at what he does here's an episode from the newest season of Jay Leno's garage he's talking with Charlie Sheen in there chatting about Charlie's role in the nineteen eighty six car movie the race as I remember your kid who dies when you come back as a car instead it doesn't make a lot of sense to me still but it's a true story is obviously interested. yeah yeah and I've come back as this car but as a spirit is a race right to to seek revenge on the road gang that killed me yeah of course my my brother works at a burger joint my ex love interest is now with the leader of the gang so this is based on your own family one hundred percent yeah I. now because of this about the time platoon was coming out right yes of course the academy award winning film yeah I I shot this and a pit stop on the way to the Philippines to make platoon if so this came out in the theaters before platoon right came out and Oliver actually went over someone saw it in the movie theater and called me showing really afterwards why do you think it's got a roomful tell me he says you cannot do films like this what is this movie about where your car your car and perhaps you ruined platoon. Jaylen a welcome doubles I'm really glad to have you on the show thanks that was probably the most enthusiastic thank you I've ever received. yes it can be here. well I am I would I am absolutely delighted that you've arrived at my door in costume as Jay Leno that's right that's right you're wearing your signature denim on denim yeah you know that people say why this well it's just because people see you as a job that you like one year is a joke the writers gave me fifty two shirts one for every day of the week okay thanks you guys okay okay and then like every sponsor all we know you like we gave you a denim thing with our coca Cola put implement and I cut the emblem off and just where the sheriff so I ultimately I have at last count five hundred and eighteen in the shirts and I think four hundred twelve pairs of the jeans I'm not I'm not gonna lie DJ I've never met you in person is the first time I write you in person you look very handsome in the sure why thank you thank you very much I look very handsome complements your eyes especially with the silver fox thing you've got. yes and that's really intentional the silver rock thing. did you give your famous for driving around Los Angeles an unusual motor vehicle I guess that's true did you come here in a regular car or an unusual I came in a regular car could you you don't bring anything unusual the downtown LA believe me. that's only for Burbank yeah yeah it's really just a bird yeah my car's leave going a big circle and then go back to the original location so I you know if I don't know where I'm going and I just take a regular car I think a lot of people who are automotive enthusiasts are into like the most powerful fastest car or the car that projects the image of the most power and fastness whether it's you know one Italian sports car or and you know an American muscle car you're very well known for loving cars from the brass era I like every kinda I like noble failures I like cars that were ahead of their time in their time they didn't quite make it yeah now at yeah I like anything unusual like that you know my a buddy of mine he lives and he lives in Holland he has my favorite car it was it's called the swan car it was built for an Indian Maharajah and has a giant swan heads but this one it is very angry. it shoots boiling water and pedestrians if they see if they get. and it goes. and in a car out of miles from the stream of scalding hot water if you. people would lose so he would drive this thing with his big swan in the front and what people got too close to the car he just press the button and this stuff boiling hot what what would come out it's called the the the the the pavilions of the street there horrible thing but it just bigger just made me laugh that's a great Karnak perfect LA really you grew up to the first and second generation immigrant parents right your father will who was Scott your mother was kind I don't either well this one's gonna my files to tell you the funniest combination it is a very unusual I mean this the Scots are known for their you know cold weather hardiness yeah you know the funny part was when I would go to my aunt net he says that was my mother's sister would you like a Scone G. me like a school in if you give me the still biscuit ninety six would you like a coca Cola Jeannie and she kept it in the cupboard and she'd say beetle GB it tastes the same with its called the woman to see him it's a refrigerated cost money it's silly to put coca Cola frigid and then she pulled me this call can all the fizz would be coming out of it as she poured and I get the steel biscuit you know and so horrible that I go to the Italian side all my god loves Sonya and meatballs. its walls I I'm Jesse thorn I'm talking with Jay Leno you had an older brother who why it went to jail law yeah my brothers very was in the service right and so on and so forth and use ten years old and you know if I remember right right it's going to be what you gonna do was J. R. as my my parents have that second we could do with Jay and I was like. because I was that I was not a guy was not a good student faculty when I was that I school the guides cancer called my mother and she says I'm sitting there goes Mrs let alone may ask you ever thought of taking J. I'm a school she was no longer teaching at the school we work the McDonald's of new you know they have that McDonnell university because they would teach him how to make change I'm gone Hey I'm in the room Hey hello and then he said something that to this day makes me laugh then you know Mrs Leno education is not for everyone. I think it was so when I got the tonight show action led to Mister Neal was my guidance counselor the time to come sit in the audience I single them out and they tell that story is just very funny. the sound you to reach out I'm. funny in your retelling but it does not sound like a funny thing to have experienced always please it's all right. you know I was always pretty off the cuff I was never I'm you know I'm pretty fix again so with it just made me laugh I'm sitting there you know Mrs Leno educations not for everyone. on the road. were you even think scanned like as a god knows I wasn't that I'm not that thick skin now but I was always there when I was a teenager I mean I'm sure it affected me more than that it will well I've put it this way it's it's funny in the telling after you've been successful this is true I'm sorry if if if I was you know digging ditches event. god god told them it. the guides don't don't we go dig ditches you know how did you feel about them now I don't really remember it was just another soda water off the back type of thing all right to okay fine my mother even I gotta do better okay mom will do better in school in on one of those deals I mean it seems like you really I mean particularly for a comedian you know I think there are a lot of hard working folks in show business you know show business when exist we're out of time the hard work but I think it's it particularly for stand up like you really committed your life to hard work early yeah I mean I was I mean like I said you have to work twice as hard as the other kids to get the same thing and I would see that in our go down in New York maybe that would drive down four nights a week five nights a week out of Boston to audition a comedy club to use all right when you were in college at Emerson or that one as a college and your line about like six o'clock to get eleven o'clock spot none of us in line. and guys in front of a go screw this I'm not standing and they'd walk I got that I move up okay thank you and that always worked for me and I realize that got older you know it's not that I'm any smarter it's just that most people don't have the patience or the attitude or whatever to stick this out. you're listening to balls I I'm Jesse Ford my guest is Jay Leno how did you.

"If the law that China's appear in your videos to put it mildly there is a relationship than I was yeah there's a relationship I'll probably have maybe a better relationship with the the Nike boys overseas but it is checking on a certain Nike special on the way on the way in in years to come probably here nice size of now I'm not exactly sure there's one that it you can come on a server that was internet star and food critic Elijah Quashie you're listening to music this is the staff from the BBC will live in London I'm James Menendez now the chief executive of Hong Kong Carrie lam has promised to talk to protest as of two weeks of sometimes violent anti government demonstrations what she called a platform of Donald much of the protest design has been directed at miss lamb initially because of the government's attempt to push through legislation that would have allowed extradition to mainland China but that amount of widened to include calls for greater autonomy and democracy in the territory and an investigation into the way police have dealt with the protest so far when his current lan speaking at a news conference center this is something that we want to do in a very sincere and humble manner I and my principal officials are completed to listen soul what the people have to to tell us and we want to reach out to the community as soon as possible family law is a former member of the Hong Kong Legislative Council for the Democratic Party and she calls herself a member of the pro democracy movement now what does she make of Carrie lam sofa well I can make anything of it unless and until we see the details then it will prove whether she's genuine sincere otherwise I mean it's it's just an empty gesture sometimes they gestures methadone there do you see it as an olive branch from her well not quite yet but it's good that she's talking about it so what we ask her to do is hurry up go ahead and let's see what she's trying to do with the young protesters maybe she cannot engage them because they say they have no leaders no platform no nothing but there are many people including the civil human rights front which organized several huge marches there are political parties their leaders from the education field from academia from from the religious groups there are many people that she can engage so once she's gives us the details then we will know where the streets true or false what does she need to say in order to reassure you and others that she has your interests at heart what there are five Dimond's made by not just the young protest is but by many Hong Kong people so if she starts addressing those Dimond's and of course you may have realized it earlier today the chairperson of the independent police complaints committee a Mister Anthony Neal has come out to say that what the government should do is to write to the Legislative Council to formally withdraw the extradition braille and that's something that we have all been asking for and that would be a good concrete step and he also said that in an independent commission of inquiry could be entertained so this is the beginning and I'm sure Mister Neal when he spoke you must have consulted Carrie lam and may be consulted Beijing what was the extradition bills still such a sticking point given that it was weeks ago but she said it was dead in the water I mean it's kind it's going away hasn't it no it has and she said the bill is dead well you probably have heard of Lazarus he may come back from the dead so people one how to properly with joy so that's why now Mister Antony neo set real go go to the Legislative Council this a procedure for withdrawing a bail stop the procedure you show people you mean business and of course the setting up of this independent commission of inquiry is also a key demand so she should stop telling people what she wants to do with these three months the front row you worry that something like the extradition bill may come back suggested there isn't a lot of trust in Carrie lam issue part of still part of the problem will could can she be part of a solution to the crisis of the moment well most people saying she cannot since she is still around she has two pools that people can work with that people can trust you're absolutely right there is no trick that's a toll what we got to start somewhere we cannot go on week after week of protesting fighting with the police this is not Hong Kong so she has to take a lead whether she likes it or not on another note site we have these reports that Twitter and Facebook the social media networks of on covered a a misinformation campaign backed by the Chinese state to to undermine the the protest as it you shocked by that not really in Hong Kong we have been subjected to such thing for quite a while and I'm so glad that Facebook and Twitter have finally waking up to eight I will try to do something to stop it because this is an abuse is totally unacceptable and of course I I don't think they should just look at China there are other very nasty states which resort to such behavior and they should stop it so as to give us the people who use those social media more confidence so you sort of what would a quite what's a Twitter and Facebook safety happening to for example the troll farms in roster is that what you mean yeah exactly I mean Hong Kong what we have what you call the five cents gang that means every time when somebody send a message to get five cents or more so people are paying you to do it Hey to undermine the opposition the pro democracy movement in all gone and that's been happening and for many years my question is did you think these sort of things actually work and you think they but in particular that they welcome people in Hong Kong well maybe it does you know at least if they if they come in in such a massive weight of course he would have some impact and I think it is utterly disgraceful for a state sponsored organization to resort to such disgraceful bravia you think that Beijing is backing off at the moment I mean there was some pretty strong if veiled threats that were made in the past few few days do you think off to Sunday's protests that things are calming down well I should hope so even their pro Beijing politicians in Hong Kong say yeah that's good Sunday no violence no fighting with the police and the and the demonstration on Sunday show that the boss vast majority of the Hong Kong people would like to have demonstrations in a peaceful and non violent way and we hope the government will respond Emily last speaking to me from Hong Kong Chile is.
