democratic leader Mr Hoyer for yielding and for the manner in which he has enabled so many of our members to participate in this debate today thank you Mr holder for your leadership on the legislation and also for leading us today and I thank Mister Brady for his leadership as well as for facilitating this conversation I thank you Mr speaker of for keeping us reasonably on time as much as possible for a congressional members thank you for the strength of your authority as speaker at ten today I thank all of our members for their participation on both sides of the aisle for the seriousness which we which we have all taken this important challenge Mister speaker last week his holiness pope Francis said in his world prayer he said enlighten those responsibility for the common good so that they might know how to care for those entrusted to their responsibility that is his holiness is quote and that is the responsibility that we all have today as we have all acknowledged our nation faces an economic and health emergency of historic proportions due to the corona virus pandemic the worst pandemic in over one hundred years as I proceed with my remarks I want to say to our colleagues who are watching this the proceedings from their chambers in the house to come forward and come to the come to the gallery and listen from here so that when the time comes we will be prepared to proceed a Mister the distinguished leader on the Republican side Mr McCarthy and Mr Hoyer had sent a communication to all of you to that effect but is very important that you come now the sooner you come the shorter my remarks will be and I want to thank Mr with distinguished leader on the Republican side for his leadership throughout all of this to achieve a bipartisan legislation and to do so as expeditiously as possible in the house in the house so that the message will be clear to the American people that whatever concerns we may have them whatever we want to do next right now we're going to pass this legislation and that is because so many American families have been touched by this crisis more than two eighty two thousand Americans so far have fallen sick a number certain to surge as testing goes forward and which is already the most in the world based on past China and Italy more than twelve hundred Americans had tragically died gives you chills just to think of it millions of workers are losing their paychecks including more than as has been mentioned on both sides of the aisle three point two million Americans who filed for unemployment a last week alone a staggering record a record shattering figure countless health care workers first responders and others fighting on the front lines in this crisis our great personal risk the American people deserve a government wide visionary evidence based response to address these threats to their lives and their line by the hood and they need it now again I have knowledge of the bipartisanship on which we bring this legislation to the floor last went late Wednesday night as the leader acknowledge the Senate unanimously passed legislation which transformed a in our view since you have knowledge center makan a leader McConnell I long knowledge are distinguished chairman on our side which they transformed a Republican corporate focus built into a democratic workers first a focus and we salute this is a repair C-SPAN radio programming from Friday WCS be from Washington shares of working in a bipartisan way and in a by camel way across the island plus the capital we were able to dramatically expand unemployment insurance and avert defeated attempts on the Senate side to reap call back the six hundred dollar per week added benefits that would provide essential relief to the record number of Americans losing their jobs and I salute the chairman Richie Neal and Bobby Scott for the work that they did on this I know this is the work of ways and means committee and successfully achieved both direct payments for workers this is so important ensuring that working class American families will be eligible to receive as much as thirty four hundred dollars for a family of four I thank again Mister Neal and Congress madam chair of the financial services committee Maxine waters who both of them had bigger proposals but none the less advocating for all this and by the way I would suggest and instead of saying it's going to take a few weeks for the checks to get there that the administration electronically transfer the the direct payments immediately we insured in the bill that any taxpayer dollars given to industry goes first and foremost to workers workers paychecks and benefits not used to pay CEO bonuses stock fund buybacks or dividends in the rest and what and I think we have secured robust special oversight that will hold the administration accountable for this and I thank the distinguished chair of the way to go energy at the ATM infrastructure and transportation committee Mr DeFazio for his leadership in that regard I will not try to find all of you because you may be in the gallery as we are encouraging members to come on here we go we're also proud again I want to salute congresswoman waters for the work with the holding at the having the oversight provisions in the bill for the accounts that is going to be spending money out we're also proud to have security truly historic investment of hundreds of billions of dollars in health hospitals health system state and local governments ensuring that they have the tools they need to combat the virus I salute chairman alone Congress a chairwoman lonely at the preparations committee and chairwoman adult loro for making so much of all of that possible and when we talk about state and local government I want express pride in our own governor Kim Gavin Newsom he was on the frontline of attacking this as well as my own there breed who has disciplined us to shelter in place for small businesses thank you congresswoman madam chair of Alaska's and working in a bipartisan way we want fast relief for those in need including by securing ten billion dollars for STA emergency grants of up to ten thousand dollars in making payroll cost rent mortgage interest and utility costs eligible for SBA loan forgiveness and for the first time we have grant when the SBA and thanks to us secretary Mnuchin he is facilitating this by not just all of the the the loans going through the SBA but going through banks with the SBA imprimatur tour which makes this all go much faster press students week part of the past payments for post payments for federal student loan borrowers pause the payments and suspend it wage court garnishment and negative credit reporting during this time for that and for so many other things relating to our students I thank Bobby Scott our chairman of energy education and workforce and house speaker Nancy Pelosi you heard earlier all of these chairman make these presentations for veterans we secure nearly twenty billion dollars in funding to improve the ETS readiness with equipment test an additional care as a as the end of a five hundred and seventy one veterans and a hundred and seventy eighty five employees have now tested positive and I thank chairman to Kano and others on the committee for their leadership for homeowners renters and homeless creditors again I thank and consumers I thank chairwoman waters for her leadership there since the beginning of this crisis we have fought to ensure their nation's response puts families first as we go through this so the first two bills that we worked in a bipartisan way on were about dressing the emergency the first bill was about testing testing testing to ensure that everyone in the country would have access to free testing among other things that had in their issues that relate to into research for vaccine research for a cure but many other things addressing the emergency in the second bill which also focused on the emergency we had mask mask math and many other provisions focused on the emergency but taking us to this bill today which is about medications and their distinguished Mister because it was at first we had emergency then we have mitigation doesn't mean we're finished with emergency but it's moving on to mitigating for time of the economic and health damage caused by this pandemic next we will move to recovery and hopefully that will be soon always though addressing the emergency and the medication I need to have a coming Mr leaders how to come in with their I as we have all said universally and we said almost all the time that we come to the floor no bill is perfect no bill is perfect but we want to make sure that at least comes near a part of the way to being sufficient I do think that we should and when we're considering a bill appreciate for what is in the bill rather than judge it for what is not in the bill but we do know that we must do more of this been a constant communication among all of our members I'm sure on both sides of the aisle when your home or here with the doctors healthcare providers labor small businesses nonprofits faith groups and scientists on the daily needs and developments in in your communities the on the ground reports and clear eyed thinking we have are central to in crafting crafting our approach to all of this so again listening to members on both sides the yacht in your comments here today as well as the input that you have been giving in the legislative process we know that this cannot be our final bill yet this bill again isn't the I think of Bobby Scott called it a down payment woodlands we must advance a fourth bill to address the continued needs for our fight against the corona virus our state and local governments will need vastly more support for preventing preparing for and responding to the crisis our hospitals and.

"The rural reaches for places like New Mexico where I call home we all know the difference between fast internet slow internet and no internet we know our phones working we know where they don't often times in rural communities on a small farm you know the fence posts that you have to go find where the hill that you have to climb to try to even get some connectivity because of the lack of infrastructure and reach that exists too many kids that have to go and try to find a fast food restaurant in the neighboring town to sit in that parking lot just to try to do their homework this package close those gaps it's not just about education inconvenience and modernization and economic opportunity as well though expanding broadband into real communities will save people's lives too many native American women go missing and murdered every day too many young native man go missing and murdered every day in places where those phones don't work where there's no connectivity where you can't even find someone based on that signal modernizing nine one one and expanding broadband across all parts of the country we'll save people's lives as well this is a good bill it's going to help the country's gonna put people to work and I look forward to being a part of getting this done I now turn it back over to speaker policy thank you very much of my colleagues for your presentations and your commitment to this initiative that is about growth in America creating jobs educating the people expanding healthcare empowerment I want to join my distinguished chairman of the transportation committee in the knowledge in the dissipation of so many new members I don't call them freshmen anymore because there'd been their experience legislators who have made such a tremendous difference H. in his or her own way one of the issues that came up in our call because this morning is how we involving the mayors well Mister Neal is in there and Mister Stanton was in there and had an infrastructure was a very important part of his leadership then and is now and will be part as we go forward but at one talk about infrastructure you may press an American community out we have said to the community everybody is going to be at the table as we go forward because everybody is affected by this including our native American community so congressman David's participation is very important but all of the members of the committee I'm especially invigorated by our new members this is an issue that is about the quality of life of getting people out of their cars and that means also reducing pollutants in the air so it's a health issue of public health issue clean air is an issue of commerce as moving commerce moving product to market whether it's about dredging the Mississippi or the delta whatever or having more surface transportation it's also about of a repair she's been radio programming from one high speed rail in some cases but mass transit again I have to get people out of their cars and to do so in a entrepreneurial transformative way as I said we couldn't be better served than by our chairman of transportation infrastructure committee Mister DeFazio so again the into the broadband piece that Mister Cologne I talked about and Mr Cliburn emphasized is is very very important but I just want to make the point that this is a major thrust because it's the most costly and we want to present it in a way that shows all the advantages of it as we go forward but central to it is workforce development and that is the education piece that will be part of our our infrastructure week that the distinguished missing deposits suggested every day we'll have educational have infrastructure a surface transportation center infrastructure will have broadband out will have housing housing absolutely essential and necessary right now congresswoman Maxine waters here of the financial services committee has been working a long time thinking an important way about the challenge to conscience that the housing issue at presents to our country and pop congressman Bobby Scott has already developed his education bill which will have a big announcement to the hope you'll join us for all of that and congressman Raluca house on in terms of some of the natural resources issues that are affecting it will be affected by how we go forward with infrastructure so we have every committee and the Congress has some piece of this because this has so much to do with everything that we do in the Congress I thank chairman defies sale I thank of Congress the chairman Cologne I thank rich email she has a say as the mayor here and talk about he talked about Massachusetts but build America bonds and how it affected so many projects in middle America so one point you mentioned there Las Vegas airport to one of those this morning but and many many more special that time this standard set of low interest rates so I thank you Mr lu Han for your and this is going to go on the native American community any questions for our chairman or are Nancy Pelosi and other democratic leaders of the house Wednesday morning on Capitol Hill mail that St still what do you mean I think that we went to the White House for the first meeting I think every would say it was fine second meeting was not very good we went in the president was the one that the first meeting a volunteer to two trillion dollar number there was less agreement because there was no discussion about how to pay for it and I think that what we're looking for here is an agreement that we can then take to the public between the two sides and how best to pay for to there's not one upmanship I'm told by one Republican leader you think that there could be up to seventy votes for infrastructure built in the house and I think that there are a lot of things we can do in some negotiation and my hunch is that that's the best way to do it but the speaker sets of those really important because Allen Kruger and I worked on build America bonds nothing in the recovery act was more successful in terms of public construction IT infrastructure the news of build America bonds so I want something it's really big and I think build America bonds are to be a good place to start for all of us in that regard as well since the structure legislation in the past has not been partisan at all we've always been able to come together so we feel in our campaign we've put forth for the people agenda for the people we would lower the cost of health care by lowering the cost of prescription drugs and we have introduced HR three to do just that in the campaign the president said he was going to negotiate like crazy and we hope that like crazy means to really sincerely negotiate for lower prices that's the most important way to bring it down we also said the lower healthcare costs five learn classical dance we're going to build the infrastructure of America we're gonna build bigger paychecks by building infrastructure of America and that's what we're here to do president said throughout the campaign that's something that he wanted to do so we hope to be joining with him in a unifying way not a dividing line in a unifying way about how we go forward together and that's what this is moving forward framework for the people we also seven and a half kind of government I don't know if he's up for that but and at least in lowering drug prices and building the infrastructure of America we think that we have for helpful about finding common ground as I say the infrastructure issue has never been kind of sin in our history because of that we have an infrastructure we yes some of four and we wait then on that duration means committee has the hearing this afternoon starting at one thirty and we've got witnesses from across the economic spectrum that's going to speak to the issue of infrastructure how brought it ought to be how big it ought to be so the private sector based on increases in productivity greater efficiencies and all they're all in on this but I think we kick it off again this afternoon at one thirty our home more when we're ready to go to for warmer ready that is the answer that I give you all the time we have a we wanted to have that week where we have housing and education as well as surface transportation broadband all these elements that you heard about that and them when we go by the ready and it's going to be pretty exciting for our country and we're very well you know we're again would be sending legislation over to the Senate we would hope that would have better prospects than the two hundred seventy five bipartisan deals that we have sent to the Senate which had been ordered by the grim reaper this it funny to me to hear them say why we doing this impeachment was doing the people's business yes you should have been doing it for the past year that because you've had plenty of legislation to pass starting with protecting our children than violence protection yes Sir you they would like to go for a big package of seven hundred sixty billion small transportation well traditionally service transportation center Dwight David Eisenhower has been paid for with user fees I would hope to be some combination of user fees and bonding as as Richie mentioned it I mean it's abysmally stupid to not borrow money the you know the treasury can borrow money little over two percent and we can build bridges the last hundred years and we're gonna score that as a one year expenditure now I mean we need to look at this like a capital investment the United States America so that service harbors we've already paid form I've we aren't as the bill by more than two thirds majority out of the house to spend the money was taken from the American people to invest in our arbors and because we have a huge backlog there we will reiterate that yet again in this package sense of the Senate hasn't taken up that individual bill then airports haven't been allowed to increase our pastor facility charge since two thousand and one many of them are totally over capacity if we expand capacity we can bring in new competition lower prices and that's why the airlines are really opposed to increasing the past facility charges they they say oh don't worry if if we raised bag fees twenty dollars you're gonna thank us but if you pay another dollar to have a better airport experience for new entrants little lowered ticket prices are you'll never fly again yeah what a bunch of B. S. that is so that's part of this package so I've got you know we're doing the first re authorization of the S. "Absorb carbon we can provide new transit options rail options for people we're one A. enhance the inland waterways and do short sea shipping a because we can move freight more efficiently on water than any other way that you can move freight our airports are are over crowded and they need they need to be able to bond for needed improvements but we also have to look at how we're going to provide a renewable fuels to the airlines that's the part of this package and the federal government really hasn't partnered with communities for more than half a century on waste water and I was inspired by testimony we took a in the first hearing last year second hearing on infrastructure by it as sore district in New Jersey that rebuild their system with a with a federal loan not a grant and they were able to do it without raising rates because they're not capturing their methane and generating electricity so we're gonna have a new initiative in the area of waste water where the federal government will partner in if you partner with the federal government you're gonna collector methane generate your own electricity and put extra like Disney on the grid there's so many ways we can deal with the climate crisis by solving our congestion and infrastructure crisis and this today we're moving forward with for president and framework the framework it we're now drafting the details of that framework and you know I'm looking forward to putting America on a sustainable path to a better transportation future thank you let me think Peter and our speaker for keeping this infrastructure initiative alive and constantly emphasizing how important it is which is what we're doing today and also want to thank Peter for mentioning New Jersey as the innovation state we were very proud of Thomas Edison and all the innovations that we've had over the years but I just want to stress again that this infrastructure initiative is so important in terms of creating jobs and a stronger economy and growing economy and also in addressing climate change and as far as the energy and commerce's jurisdiction is concerned both of those are true for all of the pieces that were involved with so I do want to mention first with regard to a clean energy this this bill has major initiatives that will really encourage clean energy and and address climate change so we have about thirty four billion dollars to clean energy energy a lot of that is for upgrading the electric grid to accommodate renewables and also make it more resilient we have about a million and a half to replace leaking gas pipe lines we also have major investments in energy efficiency which is obviously so important and also to develop electric vehicles and electric vehicle charging network if you will across the country now the second part with an engine commerce relates to broadband there's eighty billion dollars over five years I think everything in the bills over five years to fund deployment of high speed broadband in underserved communities so that's rural areas that's urban what we call urban broadband desert's and we estimate FCC actually did a study that said if we do this then they'll be about one hundred percent coverage of for the internet for fraud with broadband network around the country we do this in underserved areas also with regard to nine one one of the infrastructure for nine one one needs to be upgraded so we have about twelve billion dollars for next generation nine one one that allows you to you basically use your cell phone for example to send text messages or images that was particularly important in my state in the aftermath of sandy we have a lot of problems in terms of actual number agency from communications and then the last thing within our committee is we have this is actually between both are us and transportation there's a major brownfields initiative about two point seven billion dollars for brownfields and then for a safe drinking water about twenty five billion dollars for safe drinking water basically the fun the safe drinking water revolving fund and also of grants to to municipalities and the state and local governments overall this is a big win if you will for climate action and also to create jobs and to grow the economy and with that I would like to insure back to the ocean I I I neglected to introduce the members of my committee you a real partners in this effort and they brought a lot of knowledge to Congress and they've been great to work with com we've got a represented Malinovsky stand from New Jersey stand Arizona market sell Powell Florida Fletcher Texas representative David's from Kansas representative Garcia from Illinois Chicago and representative Angie Craig from Minnesota thank well the speaker said Peter was a here today I've been a conversations with the secretary minu chin just before he left for Davos we had a long conversation about how to proceed part of the conversation was based on what we did and I A. bought the suggestion was once that's done we should move to infrastructure the president volunteer number at the White House of two trillion dollars if you recall and I think that we're well on the way here to embracing many of the priorities that infrastructure will require highways roadways bridges airports rail water and sewer and I think if there's some room here where we might be able to find a they bipartisan agreement I think it's really important that we not volunteer a revenue stream until the administration reaches an agreement with us and I think that that will provide an opportunity for Republicans and Democrats after our committee negotiate with them over what the front the revenue stream ought to be to get on with what is a sorely needed investment in America everybody across America based upon the speakers are numbers today in terms of polling they all acknowledge what's happened and anybody was flown from gate thirty five acts even draws some humor from the the reporters that are here today it's something out of the third world it's ME blows the whistle and everybody takes off and I've seen that everywhere that you travel so there's a chance here to do the significant investment and I want to cite one specific example of how we use criminalists money it was the Springfield Hartford new haven line CG rail the investment came from governors Patrika governor Malloy now governor Baker and today it is far exceeded the twenty five percent increase because of the double tracking that took place on the Connecticut side of the border so there are all sorts of initiatives I come from mayor's office I'm a believer and at one point I want to make I've seen during my time here there's always this effort that the Republicans employ in a college dynamic scoring which is always used to justify tax cuts if you really want to use dynamic scoring according to the American society of civil engineers we should use dynamic scoring for infrastructure investment you want to pop in economic growth it will come from infrastructure investment and coupled with the fact it sorely needed so thank you I'm always so glad to follow Mister Neal he says everything I want to say house Majority Leader Steny Hoyer I want to thank the speaker and I want to thank all the committee chairs over here I want to thank our new members who have brought a new energy and new focus because they just went through very tough campaigns and they talked about what the people want and they talked for the people I've started to agenda that I called make it in America warmly supported by the American people making things here in America you make infrastructure all in America and society of engineers of that to Mister Neal spoke up say there's a four and one half trillion dollar deficit in infrastructure investment in our country and if we invest money in this country creating American jobs no I will we create those jobs will be created as a missed Neil pointed out dynamic scoring for a growth in the economy and if we do not we will not be competitive in the twenty first century in the global income simple as that the cost of failure will far exceed the price of progress Mister Neal the speaker and I and Mr Cliburn as well as Mr Divizia met with the president president campaign in twenty sixteen on investing in infrastructure you talk about a trillion dollars we met at the White House he sent them a bill of two hundred billion dollars the present the United States said that bill was far insufficient I don't like that bill he said that was the buildings went down or the ministry somebody sat down he said it's not sufficient and he came up while we were talking a trillion dollars which is an awful lot of money he said no that's not up we need to do to treat him I Mister Neal said the president will talk about that but we need your leadership you tell us how you think that would be we'll have a discussion about it let's move forward at the end of may I said Mister president you understand no democratic senator no damn Republican senator no democratic house members no Republican house members going to support two trillion dollars if you're not leading the way on how we raise that dollar which defies ale Mister Colonna Mister Neal been working but also Mister Scott is working on a bill that is absolutely essential we need to help localities build educational facilities that themselves will be dynamically scored because the more you do for education the better your economy is I'm one of the great problems we have in our country is homelessness and lack of affordable quality healthcare and housing for people for the people so we're gonna work on all of those and this we need to get done and we are the time of the lowest interest rates in history or pretty close is that right right I want to go over and press one to go lower on interest rates what a perfect time to spend the money at a very low cost on building our economy and creating jobs so I thank all those who are working on their separate I thank all our new members who I say I brought that energy from Texas from New Jersey from Arizona from Kansas the
