Tell us a little bit about the title that you picked up that you were the craft fair, Councilman. I like to think we've had it for for some time, but It's no secret that District six. We call it the beer belt of San Diego. We got ah, number of great breweries and the current means area mirror my area near Mesa. Anywhere. We're proud of our breweries and trying to do everything we can to ensure that they keep they keep moving along, man. They provide some great economic and back to the region and anything we could do that. To support we're going to do A bird has been treated. Differently, or maybe unfairly in their minds, like during all of this California business like Dude, how have when they talked to you on the brewery scene? What do you say about what California is doing on their industry? Come on, let me in there. They're in a precarious position. Because you know they're They're not a restaurant. Not all buried have food on site. They are stuck in this This wedge where You know, they rely on on cats that bars to survive for a great amount of their other revenue. Casey rooms are also a big source, but now that that their food on site to be able to be open So it's just a weird dynamic where they're putting us this weird position on their trying to be nimble enough Teo to survive. And so I think that's where you go to a lot of Marie's. You'll see food truck there and they sell food at the food along with Ah, your your beer and you shouldn't be outside and everyone could be in that position as well, either. So They're just in these weird positions where they kind of don't fit nicely into one category. Chris Kate joining us that news radio 600 Kogo. So what can be done to help them? You know, aside from the obvious, and we've talked a lot Councilman about With individual brewers with the Brewers Guild itself, but taking that to the next level to the legislative level, what could be done to help them and to protect them during such a difficult time? Yeah, There's there's a piece of legislation at the federal level that's been introduced pinball. The hospital did I miss Sennett, and it's called the craft, beverage, modernization and tax reform. And a little bit of history back in 2017 when the Congress and the president signed the tax bill included in that was a provision that reduced the excise tax. On every barrel of beer produced up to 60,000 barrels. So originally cries of that every brewery had to pay a $7 a barrel excise tax. On their production. Well, that reform bill reduce that amount to $3.50 so cutting But they only put a put out a place for two years. Men in 2019 before the end of the calendar year. They were able to extend that for this current calendar. You're 2020. But now this year's coming close to it, and in the legislative session is going to be out of the election and all that. And a lot of breweries knowing San Diego and take off running across the country are are rightly concerned, given what has been going on with the pandemic that all of a sudden their taxes are going to double on their production of beer. This is kind of like this takes me back to the old Sam Adams like Boston Tea party. I mean, this is this is as old as the country is then talking about it. This is the federal level for trying and now the pandemic, putting this kind of in that much more of a microscope. Exactly And I know it's hard to conceive of the size about denial. Anger signed the brewery's in Kenya County. Pretty fucking 1000 barrels a year. You know that your big guys obviously about when others are beyond that, but they will get that break on the 1st 50,000. Barrels of production. But for the other 9% Berries too far less than 110,000 barrels a year. This is money for them. This is dollars that they have been able T used to either expand or recapitalize or give benefits their employees. I mean, these dollars matter, And when you're telling them in the midst of a pandemic that we're goingto increase your taxes by 100%. I mean, this is goingto be detrimental to everybody on dawn. About some of the local restaurant tours talking and really dreading. You know what might happen next week with said he goes threat level being elevated or demoted or however, it is you want to say from red to purple on what this might mean. You represent a district obviously where it's not just craft breweries. There's tons of restaurants there which we've discussed in previous shows. How concerned is that specific sector of your district about what possibly could happen coming from the state of California next week? I think there's a lot of concern. You know, I think they were able to be nimble to move outdoors one available, but everyone had that benefit. So when we were allowed to go indoors that no obviously limited capacity, I think ah lot of folks jumped at the opportunity and made All the investments that they they they had t be able to take advantage that I now to be told some short time later that okay, it's no longer a possibility means that the business of these moments that just they can't move that quickly, especially after amount of investment that they made so I think what you'll see are a lot of folks either just pulled apart completely and just and not deal with it. I think you'll see some that are going not comply with what you know. I understand the frustration and and they just want to survive. But I don't think it's to the benefit of anybody really, too, to have beyond a yo yo for going to go up and down with that. It just it just doesn't work that well that way. Four for the small business owners. The other part of this is I mean, restaurants are part of the tourism industry. You wrote a letter here when it comes to the convention center.
