Serbia, Montenegro expel each other's ambassadors

Serbia, Montenegro expel each other's ambassadors

"Neighboring countries expelling each other's ambassadors is not normally the prelude to anything good so montenegro. Booting out serbia's ambassador. On saturday with belgrade responding in kind raised alarm bells in the balkans which is the way of alarm bells in the balkans raised alarm bells elsewhere but serbia has now decided against declaring montenegro ambassador persona non grata amid much talk of goodwill between neighbors. So what is behind this spat and is serbia's man in pod. Grits still packing his bags. Well let's get the latest from our man in the balkans delaunay guy. Montenegro kicked this off by throwing out. Serbia's ambassador so let's start there. What had serbia's ambassador done to upset them. He said what they thought the provocative things about the notion of the montenigrin state. And he's like saying they sort of things and he said them once too often it would seem his most recent touch rent so this is a guy called vladimir bolshevik. Choose serbia's man. In montenegro he described this is the raw the flowery way that they not oppressive poverty. That the decision by montenegro authorities in one thousand nine hundred thousand nine to unify with serbia was a liberation and a free expression of people's will to unite with fraternal serbia Now the one thousand nine hundred union of montenegro with the what was then the kingdom of serbs croats and slovenes clue. There's no space for montenegro. In the name of that particular state Has not ever gone down. Well in history with a certain section of people montenegro Least of all those who say that we are an independent state became independent and twenty six and are larger neighbours. Should stop meddling in our as i mean. This is not terrifically. Diplomatic behavior from an ambassador. Was he going anywhere with this. Or was this the consequence of having perhaps over enjoyed one or two receptions. I couldn't possibly say on this. There's a lot of very undiplomatic behavior in this neighborhood. The those one diplomat in in he used to boast about spearheading a digital diplomacy initiative and this digital diplomacy initiative seem to entirely consist of insulting serbia on twitter. So that's that's the level of things. Here and keen. Listeners may have noted that in the past year relations between serbia and montenegro have been a little bit more tense than the normal in large part because of the montenegrin presidents decision to to launch an attack on the serbian orthodox church montenegro. He lived to regret this decision when his party. Then lost the parliamentary election in august. But this this rows being going on all year and the being little pokes and nichols and needles Going backwards and forwards between the two sides. Serbia as i read it has now currently given the montenigrin representative in belgrade. A reprieve at which point. I think we do need to give it up for the montenegrin ambassadors name. How can you refuse. A man called tarzan milosevic willing to in any religion be wrong. Any relation to any relation to either taza and milosevic is what i'm asking. I didn't think so. And this is not unusual. Balkan name by the way so. He's got very unusual parents. All these parents who thought that their son would go on to do unusual things which in some ways he has. I mean serving is montenegro. Ambassador to belgrade is something that wouldn't have been on their minds. Perhaps when taunton was A came into the world as some sixty years ago say but anyway He's got his reprieve. It would seem launch because of serbia's president alexandrovich There was a press conference in belgrade on sunday evening. At which prime minister. John boehner delivered. The word from the president's office said he decided the some things are more important than diplomatic protocol and he would extend the hand of fraternal friendship To montenegro which bearing on everything that's gone before was a little bit ironic. So is this actually going anywhere. This wanna are poised for a new era of rancor between serbia and montenegro or is this more one of your teacup the storms. There's actually something going on behind the scenes. Which is we're bound to have. A new government installed in montenegro. So i mentioned the election in august. We the government hasn't been installed yet. It's due to be installed tomorrow and this new government is fairly serbia friendly. It's it's a funny old coalition. The largest party of which is very friendly towards serbia and russia and they've accused the outgoing administration which is dominated by miller djukanovic. Even though he's the president and not the prime minister of stirring the pump basically they're saying the trying to increase divisions within montenegro society between ethnic serbs and montenegrins and with neighboring serbia before they got booted out of government formerly Tomorrow and i think that's quite a reasonable analysis. Delaunay thanks as always joining us. That was monaco's balkans correspondent god alone

Tens of thousands of people rally against Lukashenko in Belarus

"Where Can Belarus President Turn Now? Thousands of people were back on the streets protesting this weekend still angry at what they believe was a rigged presidential election President Lukashenko who claimed as he returned to power with an eighty percent approval rate responded by flying over the protesters wearing riot gear with a rifle slung from his shoulder. Well, drained over is L. Editor of Belarus Anna Leasing at the University of Brain and I'm delighted to say she joins us on the line now Auger a very warm welcome to monocle twenty four. These absolutely bizarre scenes of President Lukashenko yesterday. Well. Yes. I was actually also quite as to see you know him banning public with a gun and also his fifteen year old son campaign him so to say so it's the definitely assigned for me that he he's kind of knocked children confidence in front of the people who through testing by his residence, and it's also not you know not that Jerry. Addict from me because the protest is peaceful, protesters will not trying to receive this residents in the state needs. said the wall spread the information that there was some attempt to seek the? Residency so it's quite an emotional psychological reaction from him. I would say and will. Nobody. that. So it's also very strong sign that there is now readiness of from from the official from the state site for any kind of luck that you know this new to build coordination committee by Dehaan Oscar and she team is is trying to do initiate and I think everybody most notably people. In Belarus itself have been absolutely taken aback by the brutality of the reaction by the the Lauren forces to the protesters and the fact that Alexander Lukashenko was was dressed up in riot gear suggests that he doesn't have anywhere to go other than a violent approach. Yes I would also I would also expects it. You know what targeted repressions and they're ready started last week and they continued this week. So what what would serve now is definitely not base wave of unprecedented repression that we. Saw Three days and nights after the elections but still there are targeted repressions and against. Most active people are also criminal case has been initiated against the newly built coordination committee and people. People are invited to some talks with KGB officials until also people actually also bill will try to strike there actually threatened. By the direction openness of the state owned enterprises that they would lose their jobs and so on. So observe already targeted pressure on people, but this wave is still not to the tide because you know. So what international reaction was so the state drives, you know just show from the one handed, it's not ready for the data from the one hand there is the rest of. You know not not to let this protests spread. Within the country how much do you think that's what the foreign observers of said about what's been happening in Belarus for the last couple of weeks is actually forming any decision made by Alexander Lukashenko at the moment. Well I think that it will quite an important aim has been achieved ready and that we actually we have understood that he's not legitimate within the society right within the boat society and I think also problem was that he really did not understand that. Shortly after the elections or before the elections so and. Actually. I think that the reaction was not is at least that. He and his circles really have the distended. Okay. He doesn't have any majority in society, but it has not led so far to his readiness for dialogue just in the all the way he kind of supports the security structures in internal, Misteri Ministry and actually he even gave you know about three hundred medals to those who are actually responsible of for for this incident violence. So he kinds of stresses that the security two structures military is. Actually the most important pillar his powerful for now for the moment, the Steve Kerr show is joining us now he's policy and advocacy. Directorate. Freedom from torture and author of St Spirit Steve. Welcome. Thanks for joining us. Hey On monocle twenty, four Olga a moment ago mentioned the fact that the secret police is still called the KGB I mean, what does that say about the level of influence at Russia's still has in terms of the way that Belarus's going and whether Russia just going to sit this out. Yes I mean I either it reflects influence of Russia, which is August is certainly, very great or it's just almost bizarre retro element to to better under Lukashenko. He doesn't mind thinking in those terms I think it is going to be. So Russia will certainly be an important factor and but at the same time Mosca really doesn't want to be. Getting, further involved in in a very direct since that's going to be difficult for Russia as well. So I think that Lucas. Is playing a very difficult game. If he was giving small confessions, I think he might have some a little bit more success in some homage to blunt things but so far at least the violence has had absolutely opposite effective people become more and more angry the fear obviously quite rightly the last Sunday was absolutely crucial. I would argue that the US huge threats of on ahead of Sunday hoping that people. Would back off and stay at home and actually it was a big rally than ever. So not particular face off. There's no question that Lukashenko loss what happens next we'll still see I'll steve has suggested that Sunday was a pivotal moment some people waiting for what is described as a tipping point when an event causes things to go one way or the other would you say that Sunday was part of that? Tipping Point. Demon this Sunday last Sunday. To Sunday. The Sunday. Just gone when tens of thousands of people came out onto the streets to set by a threat the first Sunday directly after the elections. Yes. I it just completely I mean people never any. Okay. What we're talking about batteries and Ballard who's says, Chris it's not the first Sunday that actions pulses side will have to admit that it also not to the extent that people actually being tortured eating the prisons will have also. took a beast fag, but it's for the first very time that such vast majority of people. So it with their own is is of their families or friends in stone. So you can imagine how many are nets were the strategy when they're where our seven seven thousand arrests. So it's it's quite a big part of the country said it's really I would agree it had an opposite effect and it's also for the first time that you know this special. GRANITZ or gas or a also rubber bullets on there were actually used against own population. It never existed in the history of Belarus in October election protests, people widget shocked and I think it was a shock from the both sides because the state net expected to such mass protest before also before three weeks before the elections would be solved by. About two to five or even six percent of local population came to to railways with Hannele. It's also unprecedented thing was kind of shock from both sides and of course, people people were also by this eighty percent because nobody really believes that anymore I mean. People also really did not quite believe that before I, would say people heading out some kind of feeling that president steelhead had a majority maybe not eighty percent maybe fifty five, maybe sixty but this feeling was there and this style with completely different. So quiet in Jersey, you know quite a big part even I think I would say the majority of people just didn't believe that he actually has any kind of fifty plus and that was the problem that we still have this eighty percents I think people would just. People were just humiliated by that of course, activate shortly afterwards by this unprecedented wave refreshing stave when we look to the further history of batteries, which is being written right now when considering what sort the former eastern bloc countries of have seen in the last three decades. When regime ends, it's generally quite a peaceful affair actually the deleted. is of removed from office. This is unlikely to happen here. Isn't it? Well, I mean, sometimes it has been an sometimes it hasn't been. So when I was a journalist working for the independent, I was the East Europe during the eighty nine revolutions and also join me the fall of Milosevic Milosevic in Serbia and cover dot and there a number of those leaders were ready to use very significant violence and what I'm fascinated by very moved by what was seeing with the courage. A better as protesters today is to see that they are defined vence in the same ways that work very effectively for example, in East Germany where people were threatened with extraordinary for someone particular day in Leipzig in. October nineteen eighty-nine the fact that so many people came out meant regime which had publicly declared its loyalty to force actually back down in Romania I very much. Hope it weren't turn into remain, but we do already see that there are splits within Belarus at the riot police remain loyal. The moment we've seen a number of police units splits off. We've seen a lot of establishment figures putting off in the same way as also does something happened in in Ukraine and the Orange Revolution, and once you see security forces a different security forces splitting away going like enough already as August said, I mean the eighty percent. Claim was was absurdly insulin and the degree of the virus even Grayson seen before and I think this is really interesting. It might end up in huge volumes but I think Lukashenka would lose very very badly that to happen I think it's a regional issue. How if you like bluntly how crazy you are Milosevic. For example, he survived on one occasion ninety seven by giving some concessions and then re clamping down and people just got tired and went back when you use real violence I think it's really difficult. It was a great book written by Richard couple the Polish off I was written about the Iranian revolution. Charlotte. Charlotte's but very much reflected his own country Poland which forty years ago. This month solidarity kind of a huge opposition movement didn't call itself opposition challenge the regime and unthinkable circumstances laying Brezhnev for the very reactionary Russian leader was still in power. They managed to become successful and he said the moment where people stand in front of eastern threatens violence, the pre curry signing backstops, and instead someone stands there and doesn't back down he said, this is where the revolution begins, and after that in effect is the exact the precipice. If you're to violence, you make people more angry if you start making concessions than people go. We have lost our fear and in a sense the certain moment difficult to prediction events but describable. There is no way back to the regime and it still seems a little bit early to say but I think it's very, very difficult to see how Lukashenko come back from this. If he steps back more gently than, of course, it will be peaceful. The protests have been fun tastic peaceful and very, very consciously so far the extended even cleaning up rubbish because I really vary consciously very civic. Minded. So he might just go off and disappear off to Russia for example, and as it will live happily ever after but he tries to bring out all of the guns. Then I think you know all bets are off but I don't think it was a good ending for him whichever way it goes Steve Crozier and Elga agenda over there. Thank you for joining us on monocle twenty four.

Croatia's ruling conservatives to analyze loss of presidency

"And Croatia's former Prime Minister Zoran on Novic won his country's presidential elections this weekend. The center-left candidate beat the defending center-right incumbent Kalinda grubber Qatar in a second-round round runoff. Mr Milinovic takes the reins just as Croatia takes on the rotating presidency of the European Union at the time of huge change within the EU. So so how will he manageable. This Guy Delone ISM is multiples Balkans correspondent and I'm delighted to say. He joins me on the line now. A guy a very warm welcome. Tell us about this new the president that Croatia has yeah. He's not exactly a newcomer to Croatian politics. He's not a fresh face by any means. He was actually Prime Minister for five years between twenty one ten and two thousand fifteen when he was at that point the leader of the Social Democrat Party And he was emptied out in two thousand fifteen hundred along with his government. Ostensibly I think because he the Presided over the bulk of never ending recession and it lasted for six years this recession. Although he was at pains to point out during the presidential debate that during during his last quarter in power as prime minister of Croatia had started to grow again economically speaking. You know you described him. As centre-left you describe. Kalinda Gra Qatada which is as a centre right. These things are all relative in Croatian politics. you you have both sides appealing at these nationalist tendencies save which have still existed even despite the fact that Croatia achieved its independence during the homeland war of the Nineteen Ninety S. They still think it's A. It's a winner to to drum up nationalist rhetoric. And we certainly saw Mr Milosevic and also script Qatada Mitch doing that during the campaign. Indeed I mean many people were quite surprised the fact that Kalinda grab architectural which has lost the election given the fact that she was extremely popular in so many ways. And also talking about the populist and nationalist point of view many remember her the World Cup final in two thousand eighteen when she was closing cozying up Vladimir Putin. And that's quite a statement to make who can forget those scenes When Kalinda quarterback Catava gloriously decked out in the checkable Jersey of of of Croatia during the World Cup final? As I recall she didn't have an umbrella but some I'm funky was holding an umbrella over over Putin's had but she looks absolutely delighted with the fact Croatia we're in the final and creations enjoyed the fact that not only their country's footballers footballer's but also their country's head of state regaining such an international profile. And you saw many profiles of Qatada in the international press after after that she certainly gained international attention and that was a big boost to her personal popularity For a long while and for much of last year you would have said that she'd be a shoo-in career election because you've really got to do something hitting quite unfortunate in order to lose the presidency and Croatia because it isn't a role the tolls a lot of executive power by any means means it's really a figurehead slash ceremonial role. But she made some missteps. And I think the key one among them was she made some sort of alliance with the mayor of Zagreb Millan Bandage Pitch. Who is currently on trial for corruption? Not the first time that's happened to him and needs to be said. And if there's one thing that voters in Croatia a sensitive about it's the idea idea of politicians troughing it at their expense and that seems to be in the biggest misstep which hit her popularity that she was in second place in in the first round of this. The presidential election to Mr Milosevic many people thought hoover up the right wing votes in in the second round. But it seems that wasn't the case against Milosevic assuming the presidency and a k next month I think as you said the largely ceremonial role but he does have influence when it comes to foreign policy and defense and security plus last Wednesday. Croatia took up the reins in terms of being the The EU presidency. It's assumed the six-month rotating position and has described itself. Is it being a historic event CRATIA and the most difficult test of its maturity since independence. That's an enormous job. I think that's actually Ahah comment because the issue we've seen had highlighted during the presidential campaign is the two candidates still hawking back to the nineteen ninety s and there was a think tank here in Slovenia which was looking at the issue and it said that the the both candidates were trying to prove which was the biggest Croat. And that's that's rather problematic when you think this is now almost thirty years on from the country's independence it's twenty five years on from the end of the homeland wars. They call it in Croatia unless still trying to prove who's more Croat than the other. The country needs to move beyond that and taking on the presidency of the European Union. Even if it's only for six months is a chance to show that it can be bigger than that and it does have an excellent opportunity to show that it can put all of these ethnic and regional squabbles. Behind it because of course the question of the expansion of the European Union into the Western Balkans is a really big live issue. Both Serbia and Montenegro are in membership negotiations. Albania north Macedonia would dearly like to be and would be were it not for manual macron. Vetoing them a couple of months ago so Croatia really doesn't have an opportunity here to stand up and say it'll be better for all of us in this region and in Europe as a whole if we he gets on the right track with these negotiations. This is the K. Isn't it guy the fact that when you do assume the EU presidency. You almost have to put your national interest to one side and thinking linkin terms of the greater good of the block. How capable do you think Croatia will be in trying this this task given the fact that it's issues of populism listen? Nationalism Migration border control a such a sticky issue for them. I don't want to make Zora Milosevic out to be an angel. He isn't he's he said. A nasty things about Serbia. Bosnia and Croatia has been locked in a border dispute with Slovenia a decades now However the fact that people wanted to vote for him him who is as we settle sensibly centre-left rather than Kalinda robot Qatada? He was supported by a right-wing Nationalist Party the party which founded Croatia the HD Zad that may be indicates that the voters think that they need to do something else. Now that this would be optimistic slammed on this it has to be said but perhaps people are thinking well. It is now time to move beyond that. The the arguments the politics and the ethnic arguments of the nineteen ninety s and try something different so so she would be optimistic in the New Year to think of Croatia moving in that direction. Why not thank you very much? Indeed guide

Examining The Impact Of U.S. Sanctions Against Other Countries

"Support for this podcast and the following message. Come from internet essentials from Comcast. Connecting more than six million low income people to low cost high speed internet at home. So students are ready for homework class graduation and more. Now, they're ready for anything. The United States has sanctions in place against more than two dozen countries and more than seven thousand companies individuals and groups that is more than in any other time in US history. Which seems like a good moment. Ask the question. Do sanctions actually work Stacey Vanik Smith and Cardiff Garcia host of the indicator from planet money tried to find out some of the sanctions, the US has place have really deep roots. US sanctions against Cuba. Go back decades. Some sanctions are really knew our latest sanctions against Iran went into effect. Just a few weeks ago. Dan Dresner is a professor of international politics at the Tufts University school of law and diplomacy. He's also the author of the sanctions paradox. Dan says there are four key elements. That can help sanctions be successful. I is. And I know this sounds banal. But that you're demanded actually specific dances. The current demands on Iran by the Trump administration seem really unclear and really broad when he read them, and he says this might make US sanctions against Iran, much, less likely to be effective. Second rule of sanctions, Dan says is that it helps if you are allies in some way with the country that you are sanctioning or at least that you do some business with that country. Otherwise, there's just not as much to lose because the ties aren't that strong. So that's rule. Number two sanctioned, your friends, or at least, your frenemies. I guess always sanction your friend. He's rule. Number three, go after the money, not the products. So in in many ways, if you try to impose a trade embargo, some kind as I said, you're incentivizing black market activity and local traders are going to be perfectly happy to bus sanctions. And they're not really gonna worry about let's say losing access to the US market on the other hand when you talk about financial sanctions, the dollar is such an important part of Coble. Capital markets that any reputable Bank does not want to risk running afoul of the United States Treasury rule. Number four, make sure you've got a lot of other countries on board all those frenemies checks because otherwise the country being sanctioned can more easily find other ways to do business or even worse. They might start to cut you out of the system. We're sort of approaching the point where if you step back, it seems that we're using this tool an awful lot. And here the concern becomes you're gonna start incentivizing actors to find alternatives to the dollar. But there's another downside one. That's a lot more human Bronco Milosevic is an economist at the City University of New York and he specializes in inequality blanket sanctions, I think actually are fundamentally wrong day. Punish people who actually don't have any influence over very small influence on what the government does Bronco worries that something similar will happen in Iran, where people were already protesting lack of drinking water and problems affording, basic. Food. Staples. Of course, there's also this idea that sanctions will make conditions in a country really bad and caused the population to revolt and overthrow the leadership. But that can backfire says Bronco they have the opposite effect. All people have great disability down activity government because they're ev-. Everybody is being affected by them. Ultimately, Dan, says the best kind of sanction the most effective kind of sanction is often the sanction that never actually happens. The ideal outcome is to threaten but not impose sanctions as like a horror movie. It's better if you don't actually ever see the monster, you just sort of because once you see it, you know, fight it off things like that. Minuting when you don't see it. Iran Sanctions Explained: US Goals, and the View From Tehran

"Now among the locations where a significant electoral reverse for Donald Trump would be received with especial nerve is Iran languishing ever since yesterday on the sanctions reimposed by the US as a follow on Trump's withdraw from the Iran nuclear deal. So okay lateral, foreign minister of Russia itself on the receiving end of of American sanctions has said that the renewed sanctions on Iran, not legitimate and that Russia and of the European nations will find ways to continue trading with Iran anyway. So they're US secretary of state, Mike Pompeo. Meanwhile, has said that quote, the Iranian regime has a choice can either do a one hundred eighty degree turn from its outlaw or course of action and act like a normal country or it can see it's a colonie crumble Mary first of all on the stated ambition of secretary of state Pompeo. Is there anything wrong as just as an ambition as an idea of with Iran? This this thought of you. Iran acting like a normal country. I mean, I think it's something most rain, Ian, would probably be quite happy to see occur. Well, that's true. But the problem is that in reimposing sanctions. And withdrawing from the new kick remained. The American seemed to have done that absolute utmost to discourage Iran from behaving like normal country because that in a way, which the purpose of the Iran agreement the nuclear agreement and Sephora as everybody else who signed up to that agreement goes that the Europeans and the Russians and Iran has not been in breach of the agreement the problem for the Americans and specifically for Trump and Pompeo seems to be that they say that the agreement as it was as it was concluded was actually a bad agreement. And that's why they withdrawn from it not specifically because of any any breaches Byron. I I have very mixed feelings about sanctions whenever they raised in or imposed in circumstances. Like this. I can't help. But think of a a Mon full friend of mine in Belgrade in. I guess it must have been two thousand towards the end of the the the Milosevic gangsta ship. But just saying what possible good does the west thing is going to come of looking indicate with a maniac. I is that what we're doing to Iran. It's what the Americans are doing to Iran. Yes. I think one of the many things that desperately sad about what the Trump administration is doing is that it strengthens the worst people in Iran weakens, the better people in Iran, the political system in in on his immense de complex immensely fluid. There is no doubt at all. Lots and lots of Iranian voters put their confidence in president Rondi based on his promise that having signed this deal. Their lives would be better the economy would flourish. Sanctions would. Be lifted. What Mr. Trump has done is prove him wrong. Not because the Iranians broke the agreement there is general consensus that they have abided by every dot and comma of the agreement I think I mean, the Iranian economy has already been suffering quite seriously. Even before this latest round of sanctions went into effect, the hardliners in Iran who have always been powerful will now be more powerful, president Ruini who was under pressure is now under more pressure. And I think there's a real risk. It could backfire horribly when things backfire in Iran, they can get quite ugly. Mary do even understand what the American strategy here is or is this just a simple as another manifestation of Donald Trump's absolutely pathological need to undo anything that Barack Obama might have done. Well, as a this probably a large element of that in it. And there's also the fact that I suppose the the Trump himself in the Trump.
