"So, the FDA thinks that this works rate like how effective do they think that this treatment is? That's where it's complicated So the kind of authorization FDA gave is a pretty low bar of evidence. Basically, it's for stuff that is safe and appears that it may be effective. That's a way lower standard than regular approval like when you think of a drug getting like the stamp of approval from a an FDA, like kind of decision. So they do that there suggestive evidence that it could work. And where it's all gotten messy is how firmly people think you can draw that conclusion and whether it was overstated during the press event over the weekend well, before we get into how the results were talked about, let's just talk about the results themselves like what kinds of trials or tests have been have been done so far with this type of treatment and what does the data from those tests say There haven't really been any of the kind of gold standard of evidence in support of this that scientists look for. So when you hear about getting approved, it's almost always because one or more large trials compared the performance of that drug against a placebo like a dummy shot dummy pill, whatever you know if it's a vaccine or a drug so it's like the best tool we. have of kind of understanding whether a drug really works in the case of convalescent plasma. What happened instead is that in the early days of the pandemic, when doctors had nothing a grassroots kind of movement of physicians came together to try and make this available to patients because there is a good rationale for why it would work. There's a history of using against influenza or measles. Other diseases. So there was kind of a hope that it would work but not the kind of clear gold standard evidence that you would want. So they were successful in making it widely available so more than. Seventy thousand people have received plasma. Really that's a lot. Yes. What they do know from that is that it's pretty safe. They didn't have a lot of adverse events that they attributed to the treatment and then they just kind of tried to look for patterns in the data. So if you don't have trial, you laid out in advance you know half of them, get this half get them get that then we see. How the two groups did one way of kind of it's really just a way of generating hypotheses usually is to go back and look at trends be. Looking at if people who ended up getting higher doses of antibodies in the plasma did better than those with lower doses of antibodies and they found a mortality to France there it was like a thirty five percent of rinse mortality. But that is a kind of an exploratory number like most people wouldn't say. That you can extrapolate from that to say x number of lives are saved from from this because president trump has basically been talking about the street like it could be some kind of breakthrough and clearly there are members of the administration that are very excited about it but it sounds like what scientists are gleaning from these numbers so far is much more moderated that it might not be a breakthrough, but it also isn't completely pointless that it somewhere in between yes I think people have a variety of different view obviously even people who are very interested in using this as a tool not a it's. Obviously, not a cure or anything like that, and it's promising but it it's just a an important tool potentially, and that still also does remain to be proven with a better trial even those who who want to use it. Another thing that is a little bit misleading about calling it a game changer or breakthrough is that it was already pretty widely available in the US. So when I talked to a person who works with blood banks, they were saying this will make it a little easier potentially at some hospitals could diminish some of the paperwork burden, but it didn't seem to me from talking to people. That they they imagine. This really. Totally shifting access to this so it may not appear like such a change. You know it was more symbolic for it in many ways to get this authorization and people were pleased about that. It was very divisive in the scientific community I. Think what a lot of people got upset about was the way it was described as a bit over the top and a bit over the evidence of of what we have. But I think that there they're also been concerned about the way that this decision from the FDA was rolled out because they basically made this. Announcement about granting emergency authorization for this plasma treatment they they did that the day after president trump was complaining on twitter about the FDA standing in the way of potential treatments and cures, and so it seems like at least from the timing of it that the FDA might not have been doing this because the scientific evidence was so compelling but more because the president was complaining about them and they were doing this for the benefit of the president. Yes. We are indefinitely a kind of a complicated situation. I mean the thing about plasma that is kind of. That makes us even more. Complicated is that there had been rumors for weeks or even months that the FDA was about to authorize plasma it's been something that many people thought would happen in part because the expanded access per room had just gotten so big, it was never really intended to function the way it had at the scale it was. So there was an assumption that they were going to do something to change that, but you know I. Have heard from many scientists that like emergency authorization is a lower standard of evidence than an approval and there are people who think we've really met that standard and that this whole like theater all the his dairy over the politics of it has just been toxic in a different way. It's it's not really about plasma. It's about yeah. All kinds of confusing messaging from the white. House will then I think what you're saying about the insertion of politics into this process really gets to the heart of this because as you said, science is complicated and it's not actually that surprising that there is a potential treatment that is being considered that some people that some scientists are saying are could be more effective. Some scientists are more reticent, but that is part of the. Scientific process is trying to Suss that out and tried to get more evidence and figure out exactly what the deal is or how something like.

You know he demonstrates it in all sorts of ways publicly that we see he will oftentimes credit president trump with difficult decisions that may not necessarily been the president's himself. He often will say you know I, did X Y and Z at the president's direction. And it's become something of a running joke among pence's critics last week at the president's direction this week, the president's direction will be at the president's direction active duty the American. People know At President is, direction. I you know pence really means it and is Ernest. When he it and you know he feels like he is serving the president and Mrs Dash kind of role that the president wants him to play as the loyal number two but it also plays out privately. For example, you know pence's reluctant to make any sort of public statement or even private statement in closed door meetings at the White House until he knows exactly where the president is going to land on any given issue, he doesn't want to get into a situation where he takes a position that's crosswise with that of the president or he gets out ahead of the president on any sort of news events. So is it does that mean that that pence is essentially like the ultimate? Yes. Man that he doesn't really push back on the president and try to. Correct or. Improve decisions. You know as far as we can tell publicly Mike pence absolutely. The ultimate. Yes. Man I know I speak on behalf of the entire cabinet. Of millions of Americans, when I say congratulations and thank you. Thank you for seeing. Through the course of this year. An agenda that the truly is restoring. country. However, Pence's advisers insist that the vice president will sometimes challenge the president in private or offer council in private one on one and may not always agree with what the president is doing. But he never lets on a publicly that there's any disagreement or any space between the two of them pences priority as vice president has been to be on the same page as president trump no matter the issue no matter the day. No matter the crisis. And probably, one of the most high-profile roles for pence. Then he has clearly failed because we the US does not have that sort of control but when talking the pence's defenders his staff. They think he's done an admirable job. They think this crisis was far beyond anything anybody. Could have reasonably been able to contain quickly and consist on the best he could. I think it's interesting to think about vice president pence in the context of of Kamala, Harris and her nomination as a potential democratic replacement for him. There are a lot of moving pieces with this. But what exactly did trump say in the press conference. He said a lot of things. He announced that Mike Pence would be in charge of the US's cove in nineteen response. We're going to get to that in a second but Mostly said the response has been amazing and played down the threat of the virus despite warnings from the. Cdc here's a clip. Cdc said yesterday that they believe it's inevitable that the virus will spread in the United States. And it's not a question of if but when do you agree with that assessment? It's inevitable probably will possibly will be at a very small level or could be at a larger level. What whatever happens. We're totally prepared. Totally is doing a lot of work here. But trump was optimistic about a vaccine coming to save the day. Soon we're rapidly developing a vaccine and they can speak to you. The professionals can speak to you about that The vaccine is coming along well and speaking to the doctors. We think this is something that we can develop fairly rapidly. Okay well the head of infectious diseases at the National Institutes of health. Care as it a little differently so although this is the fastest we've ever gone from a sequence of a virus to a trial it still would not be any applicable to the epidemic. "We're listening to the interview fresh. Air's Dave Davies recorded it with veteran political writer Tom Bianco about the man who is in line to occupy the Oval Office. If president trump were to depart vice president Mike Pence though Bianco has a new book about pence career called piety and power when they left off there were talking about Pence's decision and twenty twelve to postpone his ambition addition to run for president and instead ran for Governor of Indiana. He barely wins the general election and takes office as governor in two thousand thirteen in his when he moves into the capital his wife. Karen has an office there and a phone that rings on his desk. What was her role in his administration and I guess in his political political career generally I used to think that there was a small circle of a of inner circle for Mike Pence. They consisted of three people. Mike Pence his longtime chief of Staff Bill Smith and and Karen Pants and that was my conception for years and in reporting this book I found out that there's it's even smaller the net it is only Karen Pence in Mike Pence in this inner circle. They're the ones who make decisions together. You know when the trump campaign was vetting pence. They had no problems picking him out. They had no problems getting information on him. Felt like I had a great a great sense of who could find anything bad about him really they could not find information about caring and I've to be honest with you as a reporter I understand why because it took me a long time to find out how she moves the needle. I'll give you two examples from from inside the State House number one was the expansion of Medicaid. She was she was very important. In pushing the idea that the infant mortality tally rate was too high and that they need to address that that was a big item for her that informs him on this decision the other one is starting a pre K. program in the state. you know a couple of state senators go to meet with him and these are conservative state senators very much in line with where he is they say Mike. We don't WanNA pay for this. Is You know there's no money in the budget. you know we just don't want to do that and he looks at me. Says you know guys look. Karen wants me to do it so I'm going to do it so so she often controlled access to him. It sounds like in terms of policy. She pushed him more into a more progressive direction spending money on social services in that instance yes absolutely yeah. I think that here's something I learned in this process. They are not the caricatures that are out there about them. Yes they are one hundred percent conservative and you know look at the one hundred percent oppose abortion and we'll do everything they can to repeal Roe v Wade. That's very clear but in terms of are they fiery Theo Kratz like Jerry Falwell type. I that's not right and I think there's a reason that you don't see them. Knocking it down. This goes to the politics of it. It helps them to have that caricature out there because it keeps that that politicized evangelical base with them and it keeps them from going someplace else like a Nikki Haley or some other political opponent so these caricatures are actually politically beneficial to them so in two thousand sixteen rolls around around Mike Pence Ken run for reelection as governor he would love to enter the presidential race but it's a strong presidential field decides he'll go ahead and and seek reelection as governor and then this prospect of joining the ticket with Donald Trump arises. Why why did the trump camp look to mike pence so they're having trouble getting moderate? Republicans rainy Republicans really to join the ticket by in the beginning of July. It's down to Chris Christie Newt Gingrich and Mike Pence Paul Manafort who is running the campaign pain in this moment and Ryan's Priebus who's taken on more of a role certainly as it became clear that trump would become the nominee are both arguing extensively for pence. It's in for two different reasons. They see Manafort sees a delegate uprising led by the by cruise new supporters ironically enough Cancun Nellie now the acting inhuman acting D H S Terry in the administration and and some others are trying to block the nomination of trumper deny deny the nomination on the floor in delegate battle in the Republican National Convention in Cleveland. previous sees a different reason for wanting him. He sees that pence can bring back your evangelical voters and let me point this out because this is really important. trump already has the support sort of televangelist. Jerry Falwell Junior for instance people who have already gone on board with trump so if the televangelist already support trump. Why do you need the Evangelical voters because because there's televangelist don't represent all of your at politicized evangelical vote. It's not a monolith they no previous news that pence in his different style L. of evangelicalism. It's more quiet mid western style can bring back these quiet midwestern voters and help boost the margins in the rust belt and places like Wisconsin and and Western Michigan so they won for different reasons the problem they face is trying to convince trump to sign up with this guy. Trump sees. He's a loser. That's how I've used them and and he doesn't he doesn't like thinks that he's weird with their religion trump's. Just he just doesn't like pence at all so it's it's. It's it's kind of vexing for them so there's an interesting moment here when it's coming down to the end and Donald Trump has has a just a few choices inform House Speaker Newt Gingrich Chris Christie the governor of New Jersey who very much wants to be on the ticket and then pants and end a weird thing happens the trump campaign wants to is gonNa make a a short stop in Indianapolis but the plane. It has a flat tire. Why does this end up mattering that flat tire ultimately changes history is it's in July twelfth two thousand sixteen they land pops a flat under the fuselage of the trump campaign claim it strands trump in Indianapolis apples in this moment one week before the nominating convention. Newt Gingrich has the upper hand based on my reporting Jared Kushner Kushner Ivanka trump are with gingrich in New York and trump tower. They like Gingrich. They like the way that he meshes with their father. They like that. He's a big ideas person. Christie has a good line directly in with trump but Kushner doesn't like Christie because Christie helped put his father in jail so oh there's a tense in the mix but he is not the top candidate in this moment with that flat tire does it basically relocates the entire campaign to for about forty eight hours to Indianapolis and it forces trump to seriously consider and spend time with with Mike Pence in a way that he hadn't before so they stay overnight in Indianapolis. They get up in the next morning. families have breakfast at the governor's mansion and what's important here. Is that jared. Ivanka have not met Mike Pence. This is their first time meeting them and they go downstairs after practice and the governor's mansion for a meeting in the bunker and it's family room. That's in the basement and Donald Trump is sitting across from Mike Pence and this is the brass tacks smell it and trump looks at him and he says Mike I need killers says why do you want this and he'd killers are you can be a killer and he holds up his phone in commits phone calls from Chris Christie's look Chris Christie. He's a killer and pence looks at him and he says I am not a killer. I can't be that look. I can help you govern. I can help you a lobby congress. I will help you with conservative voters. Evangelical Zelikow voters in the rust belt but I'm not a killer and if you WANNA killer you should find somebody else I will support you and whoever else that is in your effort to change America but I I don't need this and trump `ISMs gobsmacked and afterwards after this eighty eighty. No no he was a objectively. I can tell you that he is a terrible government majer. it's obscene other governors. I work in this is not a comment on his policy or as politics but just on his his handling of the building he was not dialed in with the lawmakers he did not have a sense of things and let me give you the best example of this which is he's so focused on running for president building out his National Network of donors that he doesn't see the religious freedom battle coming in twenty fifteen. He doesn't see how that could bite him and he has nothing to do with it Moore. This is the thing that the basically ends his career. In that moment in twenty fifteen in two thousand fifteen a group of legislators develop a piece of legislation. This is when gay marriage is becoming more accepted. They come up with this piece of legislation. The Religious Freedom Restoration Act which says that I guess no business person has to participate eight and a gay marriage. If it violates their religious beliefs doesn't get involved in drafting the legislation. How does he respond to this. The headwinds look fine for him. Politically in this moment he doesn't see the backlash that he saw the previous year with the same sex marriage a ban that they were trying to put into the constitution solution and he decides well. It looks safe. He sticks his head up out of the bunker. He says I'M GONNA sign. It and I'M GONNA take credit for it. which is something he often liked to do things? They didn't work gone classic politician right things he didn't work on. It was Reagan that said that you know success has a thousand fathers failures in orphan. So you're here we go. Here's one of the one thousand fathers for this and he pops up. It's the exact same time that the the Comic Con Convention is in Indianapolis and what what light this on fire and this is something that is incredible. It's a facebook post from Georgetown K. Mister Sulu he says and he I think he's out at this point. He says that he knows exactly what this law is that Mike Pence assigning because he saw it in the internment camps that his family lived in and he sees it now with the bigotry towards him and his and other lgbt residents this just catches on fire and and it becomes something that pence doesn't know he's never experienced before it becomes a viral moment online at catches on fire and just cashes them flatfooted because he he thought it was safe. He had no idea what he was getting into and this brings him into this fateful interview with George Stephanopoulos where he goes on air and he tries to defend this legislation that ironically enough he had nothing to do with creating he tries to take credit for it and he goes on there and he basically it sounds like he's supporting discrimination in Indiana and it just wrecks his career. That's the end of it after that like it's nobody's even talking about him running for president anymore or after that interview March thirtieth two thousand fifteen they're talking about whether he can survive a bid for reelection as governor.
