More liberal students say they tended to steer away from southern states with Alabama and Texas leading the way, conservative students avoided California and New York, margin of error for the poll is plus or minus three and a half percent. We have two big stories this afternoon, one surrounds commander's owner Dan Snyder, and a $55 million loan that's got the attention of federal prosecutors. More on that in a minute. But first, a man is dead in southeast D.C. after police say he was shot and killed by a U.S. marshal. Let's go live to WTO's Megan clarity. Sean, this happened around 1 o'clock when D.C. police say U.S. Marshals were staking out an area in an attempt to serve a warrant for an arrest. They were observing an apartment complex on third street southeast, which is near oxen run park when D.C. police say the Marshall saw that man that they wanted to arrest and they approached him. That's when he took off running. Chief Robert Conti, who just gave a press conference says that man ran into a nearby breezeway and tried to climb a fence. But when he was trying to climb that fence, he pulled out a semi-automatic gun, it is unclear how many shots that both officers fired, but we do know both officers fired their service weapons and the man was killed. Police confirmed he is a person who they're intending to arrest, but are they not sharing his identity nor what he was wanted for and D.C. police is leading the investigation as their responsible for any death inside the district. Yet another huge development surrounding Washington commander's owner Dan Snyder. ESPN reports that a secret $55 million loan was behind Snyder's split with the former minority owners of the Washington commanders. And it's the focus of the federal investigation into alleged financial misconduct by Snyder and the team. In an exclusive report, ESPN says the partners were not told about the line of credit even though unanimous consent from the board is needed for the loans to be approved. Turns out NFL commissioner Roger Goodell signed off on that loan for Snyder. When the former partners turned to the NFL to investigate financial wrongdoing, both the commissioner and an arbitrator refused to do so Instead, they pushed the former partners to settle by selling their shares of the team, which shut down their complaints. A federal grand jury subpoenaed documents on the team's finances, including information on that loan. It's three 33 now to Ukraine. The war in Ukraine is closer to Moscow. Today, two Ukrainian drones were shot down near Russia's capital. But others managed to hit targets in southwestern Russia and in Russian occupied Crimea national security correspondent JJ green joins us live with more JJ. Sean, one of those targets was in Belgrade or at least in the western part of Russia. This is a target that was an oil field that was set on fire. Ukraine turned those tables and sent a huge message to the Kremlin. Drones that the Kremlin said were launched flu deep inside Russian territory and one got within 60 miles of Moscow. This was a major breach of Russia's airspace defense. It was Ukraine's way of saying we can get to you. President Vladimir Putin ordered stepped up protection at the border and the airspace was closed in some locations for a time. This all was taking place as air raid sirens were going off around Moscow and Belgrade in southwestern Russia and in occupied Crimea. Moscow said in an emergency alert that their system had been hacked, both of these developments now raise questions about how well Russia's Defense Department can protect the nation. "Good afternoon to you on Ralph Fox top stories we're following for you with this hour, there's a new push underway for additional protection in Montgomery county. After a 25 year old woman lost her life in a fire at a Silver Spring high rise that did not have a sprinkler system, the issue as renewed efforts to get all buildings that don't have those systems to get them installed. But the county exec says getting them all protected could be a challenge. Almost 80 buildings still don't have sprinkler systems Montgomery county. This is going to be extraordinarily expensive to put sprinklers and all these buildings. But the county's executive Mark elridge says you can't just force owners to install them because the expensive price tag for installation could send rents up. We just have to make sure we can come up with a solution to manage the costs. So we don't displace people in the process. He says he wants to look at ways for the county to help pay for the systems. And so that we could do this in a way that it doesn't severely impact rents and lead to more displacements. All high rises have until 2033 to get sprinklers installed, Mike Morello WTO news, a former loudoun county high school teacher is one of $5 million jury award. This over a wrongful case of sex abuse. Kimberly winter sued loudoun county after her 2018 arrest on charges of sexually abusing one of her park view high school students, but prosecutors quickly dropped charges determining the student was 18 years old at the time of his allegations. "And home estimate. It's 7 11, a loudoun county inmate who's awaiting trial on a sexual assault charge is suing the county sheriff's office. He says he was forced to take a shower in dangerously hot water, a warning to you, parts of this report may be disturbing to some listeners. It was on February the fourth when Richard pylon was moved out of his cell at the loudoun county detention center when he refused orders to put his hands through a slot in the cell door. Pepper spray was used according to the sheriff's office, once out of the cell, the sheriff's office says pylon was placed in a chair and taken to a shower to be decontaminated. And that's when, according to the lawsuit, he received first and second degree burn from scalding hot water. In body camera footage, pylon can be heard screaming during the shower. The sheriff's office claims an investigation found a faulty water mixing valve as a sole cause of the burns because it allowed the water to get hotter than the limit of 110°, but pylon's lawsuits as the deputies use unnecessary excessive force and he's suing for $7 million. The perjury trial for the loudoun county public schools spokesman will not be moved to another county. A judge denied wade bayard's request for a change of venue bayard who is on leave from his job was indicted by a special grand jury looking into the school systems handling of two sexual assaults by the same high school student. Bayard argued the accusations of a cover up by Virginia's governor and attorney general tainted the jury pool. The prosecutors say the defense hasn't shown any evidence that bayard won't be able to get a fair trial. A replacement pedestrian bridge is coming to the spot where the previous bridge across D.C. two 95 collapsed. We're learning today when construction will start. There are several pedestrian bridges that allow people to cross over this busy roadway. The one near lane place northeast was demolished back in 2021 after truck slammed into it, hurting 5 people. "Last Friday, the school system in Montgomery county says several more instances of anti semitic messages have been found inside four schools. This news has the superintendent promising action. We've had 9 incidents. Anti semitic incidents happen in our schools since Friday. And superintendent doctor manifa mcknight says the incidents, including drawings, were found at four schools. She's calling the actions unacceptable and says in response, some new steps are being taken, including kids responsible, seeing the axe added to their personal file in a form that has their name and grade level. I think these things are important if you look at the profile of an entire student over time for them currently in their future. And it will identify what the act was. Also for the parents of this dude who get in trouble. We are going to be requesting that our parents come in and be a part of the resolution for that child in the school. Mike Morello, WTO news. An emerging group in Arlington says E scooter parking has gotten out of hand. It has a solution to fix it. It's called purge. The founder spoke to Arlington now under only his first name, will. He says, purge will employ drivers to scoop up illegally parked E scooters and stash them in vans. They'll charge violators $50 to release the scooters.
