How many homeless people did you see in three days in New York City, six six the entire weekend? I see six c six picking up my kid from his day camp today in my small town way more than that. Oh, sure I will see six six walk into my car in the parking lot, honest to God. That's not an exaggeration. Right. New York, I saw Adam as I walked around New York, and nobody got in my face asking for stuff. Well, one might point out that the various beggars that people in west coast city see are almost certainly begging for drug money. Chris Rufo points out in his excellent article and city journal, which we will furnish a link for that. According to the. Office of national drug control policy. The average heavy opioid user consumes little over eighteen hundred dollars in drugs per month. Even if you're a moderate user, then you're spending some around grand, I would guess, and that's what they're begging for on the street corner. Soft heads.

"Touching or interacting with your phone, again, if you can activate the featuring your phone using a voice command or with a single touch, so that, that, that texture that Email is read to you so that you don't have to read it in interact. With that device, that is allowed, however, you cannot interact or have that phone in your hand when you are part of traffic, and that includes being stopped at a stop light or stop in traffic, you know, during rush hour or whatever the case may be. So we want to be very clear on that, that, that those types of things are not allowed if you are still part of traffic. Right. That that's pretty simple. And I suppose people have different attitudes about phone use, once again, if they're driving, sixty or seventy miles an hour down the interstate versus in stop and go traffic, or to stop light or driving around town. But what the data shows it's extremely dangerous to interact with the phone, and I know Mike the last time you visited. I mean, the numbers are overwhelming motor vehicles have never been safer. The technology the airbags all of the things going on collision avoidance systems, all of that sort of thing. But the, the thing that's made it so dangerous as people are distracted, not paying attention. You're, you're exactly right. You know, we, we've got marvelous technology that is making a are driving task easier and safer. The trick is you have to, you have to know how that technology works because it does not replace you as the driver. It just is there as a driver assist, so we're a long way from having fully autonomous vehicles where we can disengage from that driving task at all. You just you cannot do that. And, you know you make a great point when you're, you're driving down the road at at the posted freeway speed limit. You know whether that's fifty five sixty sixty five or seventy on rural interstates. You know, the average the average time that a person looks down, when they're interacting with that electron device. Some studies have shown, you know, three three and a half seconds, the best way to equate that is in the debt that short period of time. You've traveled the length of. Football field without looking at the road or without being aware of what's going on around you now, you know, that should scare the heck out of everybody else. Who's trying to use that road with you in a safe way? And it's only getting worse. There's a number of large scale studies out there that are clearly documenting how we as humans are becoming much, much more dependent and addicted to the technology and to the connectedness that are electron devices bring to us, there's actually a whole new class of, of what they're calling cellphone addicts which these are the class of people who interact without electric device at a rate well, above, what any of us is, you know, in the normal group would and that percentage is continuing to increase at year after year after year. And, you know, these are the significant challenges and the storm clouds on our traffic safety horizon, and this is the hands free law is a great first step. But we have work yet to do and Mike Hansen is joining us. He's director of the opposite traffic safety with the Minnesota department of public safety. Go to the phone lines here. Real quick. Let's bring in Ron, Ron and white bear. You're on the air. Hello. Hi. I talking about distracted driving. I think that people that are driving around with small dogs on their lap have to be as distracted as talking on a cell phone. If not more so. All right. Ron that. That's a good point. We heard that the last time, what does the law say, Mike about that and having pets on your lap while driving? It seems to be a major distraction. Right round makes a very good point. You know, pets by their nature, they're going to be somewhat unpredictable as much as we think that we know. And then love, you know, the, the, those little critters that there are. Her passengers, but they can, and they do provide those distraction opportunities and anything that distracts a driver such as having a pet on the lap or something like that is already covered under the do care statute. And so, you know, the mere presence of a pet may not always rise to the level of a violation of that statute. But if it is effecting, somebody's ability to drive, or your visibility or your ability to move the way you need to move in order to safely operate your motor vehicle, then that is a violation and a driver can be cited for that. And, you know, really our, our pets are a passenger that were responsible for and the safest place for the pets is in a pet carrier or in a secured area of the vehicle where they won't be that distraction to us where they will be safe in the event that something happens. You know, if you have a pet on your lap and for some reason, or other you're involved in a collision that triggers the air bag to go off the consequences, not only for you, as the driver, but for the pet are going to be catastrophic and Mike. My, my daughter's service animal pass a restraint harness that we can attach to a seat belt in the back seats, though, she safely restrained in the vehicle and I know are available for all size animals. Yup. I love I love the idea of the doggie. Seatbelt. It's a great idea. It keeps the pets safe. You know, as a trooper I went to a number of crashes typically, you know, roll over or something like that, where just like an unrestrained human being unrestrained pets are ejected all the time. And, and the results quite often are the same as they are for humans, which is not good. So, you know, if you truly care for your pets restraining them properly. So that they aren't a distraction. And so they are kept safe. That's the best strategy that you can have. All right. Quick update on the weather coming up and then more with Mike Hansen director of the office traffic safety. We're talking about the new hands-free law that goes into effect August. I who want to get in full out for people and answer their questions. And then beyond that, if you have general questions about the rules of the road, Mike, a great resource, former state trouper, and now the director of the off traffic safety here in the state of Minnesota. Once scan will have weather in a moment. "Can go to handsfree M N dot org. And we've got frequently asked questions and options for folks were looking for you know, how do I start to make this transition? And that's the other part of our messaging is. Is don't wait for August? I figure out what your hands reaction is make that Troy's right now today in change your behavior, and we will have safer roads. Because of and some of us, I mean, I recently purchased a car, and it's, you know, one of the two new car, and it's you know, it's got the hands free thing. That's great or other cars are older. And so I guess we're looking at here is one of those devices that goes attached to the windshield. You put your phone on it. And then you can other UCLA or else you can program the directions before you leave your allowed under the new law right to touch the phone once. Yes. Yes. Single touch or voice activation. And you know, you made a couple of good points. There. We always encourage people if you're gonna use an avocation function, which many many people do is to set that navigation function before you depart on your trip, and that way, you don't have to interact with navigation device. While you're on the road, and that will same thing with podcasts, or if you're into a music streaming provider things like that is if you step ahead of time that makes all the difference in the world, you can just concentrate on the driving task right? And even even those, you know, and they do make those those units that you attach on I'm going to have to go and start looking for a couple of those. But even with those newer cars. I mean, I don't really drive it a lot. And I do love, you know, the convenience and the safety aspect of it. But I don't know it well enough that you know, that can be distracting to even when you had those newer cars and dashboard that so fancy in front of you, and you're kind of going, oh, exactly. And again free does not mean distraction free and everybody has to find out, you know, where their comfort level is and and have some familiarity with those in car systems because yes, there is an exemption for. Or some of those systems in the new law. But it kinda comes down to just because you can doesn't always mean you should. And so we just want everybody to make sure here's the question. Really everybody should ask them before they interact with with any latronic place or anything that's going to distract. You is is what I'm about to engage in that important, right at this minute that I need to take my concentration, and my focus away from the driving task is it that important that I need to do this right now. Right. And that's the thing. And I think I think forcing we're so used to it. I also think that they're going to try, and aren't they beefing up the driver's Ed portion for young people. There's a couple of provisions that have been proposed that are continuing to make their way through the legislative process that will include the requirements for expanded distraction training in driver's, Ed. And you know, that's a good idea. We all we do have a couple of modules that we do make available to drivers Ed instructors that they can incorporate into their training. And so, you know, we've already laid the foundation for that. And then building on that we have were in the midst of building a very large statewide robust public education campaign that we're gonna roll out prior to the law going into effect to bring attention to it and help people understand what their options are. And you know, you mentioned, you know, your car you can sink your phone with I drive two thousand seventeen. So that is not an option. So in Mike have to find my own option for that. All right.
