And in fact, Helena Hutchins said, I feel like part of my family is leaving me. You know, and the previous Saturday with Saturday before Thursday. There was misfires of guns. There was bad safety procedures. And that's why the crew walked off the set. There was already misfires happening on the set. It was a rushed rushed schedule. Excuse somebody found guilty, but I don't know if they have the power to order no prosecution, but let's say the governor does, and does exercise it? It would truly be a moral scandal. This is a this story is a test of a society's value system. That's the reason that I am speaking about it. Look I could take any of the murders in the inner city that take place every weekend in Chicago. And spend an hour on that. I fully acknowledge that, I do spend time on that. But this this is as clear as it gets that somebody engaged in spectacular negligence. The young woman to die. And that should infuriate people. Simple.

Grisham is with us on the line and we're learning about all the different things she's been doing for the people of new mexico but even more we're learning how governors can make decisions like what she's made around mask wearing and environmental decisions. There's so many more things that governors do and we're gonna learn more about it here on the children's hour. We have time for just a few more questions. let's go to illuminata. I was wondering what can you do to help an house people or homeless people. And what are you doing for the homeless during coleman. How are you helping that. We're seeing across the world but certainly in the united states and right here in my state that too many people are finding themselves and their families without housing so shelter in the basic things that many of us take for granted right food every day. A warm house or shelter place to have our pets. Our brothers and sisters abed kitchen in. It's something that. I don't think this country's done enough about so. Let me tell you where we are in my state so during coveted. We provided food sanitation. So that means hand sanitizer and other supplies and masks. We did testing everywhere and anywhere and we made sure that we were delivering those services to homeless population by bringing mobile vans. And we did that for vaccinations to went to wherever you are wherever you're congregating. If there was a food delivery site if there was a shelter or church we came to you. The big issues for most individuals who find themselves without adequate shelter is affordability in terms of housing right. It's really gotten expensive. Childcare is thousands of dollars of months across this country. Housing is thousands of dollars a month. Food is a thousand or more a month and that's before healthcare costs so those pressures mean people lose the ability to be in housing. We have to do better. So we're building affordable housing. We're changing the way in which we think about that. We're integrating that in many ways to behavioral health. Just means that you know. We didn't get good healthcare access. I might be depressed or don't feel good and it requires counseling and support. Sometimes it requires medication but we don't do have very well in the united states. So we're gonna start doing a whole lot of very specific programs for behavioral health. And we're launching a lot of those right in one of our biggest cities the biggest city albuquerque. Last thing we're doing we're buying up hotels as a state so that we can create immediate safe fair please. Gene housing for kids and their parents rate now. And we're going to build more shelters and we're going to build more service structures and we're going to build more affordable housing and we're going to fix healthcare and the behavioral health is a real challenge because i've got to create lots of new programs to actually meet those needs. What advice do you have brought the little girls listening. All girls just like boys should feel like there's nothing you can't do in the entire world if we just keep telling each other that and supporting each other than it's getting closer to true every day and you can make that happen. You support yourself. You support your girlfriends and you make sure that you think already about. I could be governor. I can be president. I could vice-president. I can be in congress. I can run a business. I can own a business. I can lead a community. I can run at children's hour like katie stone. And you know this is really important. Because if you're gonna have a good government and he has to be about equality and if we don't have more women and more girls who were involved in all of these decisions and all of these leadership roles and this country can't have equality if you can't have quality you don't have what we call a democracy right where it's a government that you create people create and so my advice again is feel powerful. Feel like you can do anything that you want and know that you're smart. Talented amazing brilliant and kind in that. Saying we should require masks doors for all kids and the reason that they're saying that even for backs needed kiddos is. We just have too many kids who aren't That just creates so many challenges with. Let's the virus spread wearing masks. Just that's the meanest thing. In addition to vaccine you can be a virus and the virus deserves that we do everything to kill it. Frankly keep it from transmitting. I think that states are going to get really good evidence that suggests that indoors in the classroom. Everyone should wear masks and we'll probably keep the opportunity because so many new mexicans are vaccinated that you don't have to wear them outside sports and recess in related activities. "I'm Leila Faden and I'm Steve Inskeep States with the lowest vaccination rates in this country are clustered in the South and the Southwest. But there's one exception. In New Mexico. Health officials now say some counties are close to 90% vaccinated 90%. How did they do that? NPR's Kirk Siegler reports from Albuquerque. Shoppers and diners are slowly returning to Albuquerque is trendy Nob Hill neighborhood. Absolutely hopeful. Yeah. Mike and Kathy Holmberg of Arizona are on their first visit back to New Mexico since the start of the pandemic. They typically spend summers here in the mountains where it's cooler. Right now it looks to me like New Mexico is actually a little more cautious than Arizona. You see, A lot of most people are wearing masks at most businesses are requiring it, but Arizona's like wide open restaurants on this strip still require masks. You have to give your name and number for contact tracing and their capacity limits for businesses. It still feels like the middle of the pandemic and the home burgs were fully vaccinated say they feel safer here. Neighboring Arizona is still near the top in the nation for cases per capita, but closer to the bottom when it comes to vaccinations. Well, and they have a democratic governor here, and we have a Republican in from the beginning, New Mexico Governor Michelle Luhan Grishin, who had previously been the state health secretary, enacted far more restrictive public health orders than surrounding red State governors. The lockdown rules won't get lifted here until after 60% of the population is vaccinated. They're hoping by the end of the month. We have been really cautious in the state to make sure we really contain this virus. Dr. Tracy Collins is the current secretary of the New Mexico Department of Health. I think that we are aware of what it takes to save the state, and that's what we're doing. About 40% of new Mexicans are on Medicaid and a large chunk of the population is considered vulnerable due to pre existing health issues. But the flip side of that is that the state has long invested in its public health system. Collins says they adapted and responded to covid quickly with efficient testing. And when the vaccines came online, there was only one place to sign up, and that eliminated the early confusion and chaos we saw in so many other states. There was a lot of messaging to help people understand the importance of this vaccine. Is finally our way of getting back to something that seems normal after having gone through a year of just, you know. Torment Nationally. Public health experts also credit New Mexico's success to its prioritizing getting the vaccine out to the most vulnerable, often tribal and rural communities. Drive east of Albuquerque. So this year lots of kids have had to spend lots of time online and very little increase in with their teachers breads. Do you think that this is affected student's abilities to learn in one sense. I think a lot of students learning online all the time not have the ability to come in has been tough. It's not the way that they learn best and so there definitely been a may students who have struggled with. I also think that a lot of students have made some pretty remarkable adjustments to be able to to keep the process going things like a learning how to do things more independently A lot of students who have found more resources to connect them so they have questions they're more able to find their answer online and get those answered quickly when they normally would have kind of been waiting for the teacher and so i think there's a different skills that a lot of students have had had to unlock which is good in will serve as well when we get back but certainly it's been a struggle for a good number of students and Which is why. We're pushing so hard to get people to follow all of our covid safe practices get. Our virus counts down. We're excited about the potential for back scenes. 'cause all of it helps us get back to in person learning more quickly. My mom is a teenager. What did you see that pushed? The pushed you to move so quickly. Well two things that you know that this virus is moving, and so it comes with travelers we've got commuters were movie Hijab I was still dealing with folks who were trapped on a cruise and California and I've dealt with the pandemic before and the. You Start and the more aggressively you start, the better control and management efforts you have in. This is the problem because you can't see the pandemic everyone I think falsely assumes it won't come here. Otherwise it rages out of control and we're seeing that all across the country now. What we follow up, you said you've been through a pandemic before. which are you talking Ebola or something else? We had a flu vaccine shortage so when you are in a state where you've got higher. Per Capita. Issues related to chronic issues for children and adults, and that you have a higher death rate then from influenza we'd have a third of the capacity of healthcare providers and hospitalizations I literally had to join with illiinois to. Not every then re agent is available every testing because they're not all. They weren't at the time universal, getting swabs and then chasing. And, then, in my wildest dreams I wouldn't be dealing with the federal government who would literally then take the things that you secured and redistributes them for the country while you want it to be a country focus. Because it wasn't it meant that you were fighting? Frankly with other governors and FEMA to get the adequate supplies into your state, and now we're seeing it occur again because there was without any federal strategies, still now that you have these outbreaks, governors are in the same situation chasing down supplies and P P and trying to adequately cover their first responders is the most outrageous environment I've ever worked on worked in in my entire career.

So we are seeing that and we are going to see that around the country, not Corona. Virus related deaths have not seen a similar surge, but many of the intensive care units are becoming overwhelmed. So Anita. Do we expect to see a surgeon Corona virus Deaths, infections are rising fast in many of the states. Yeah, You know, that's the one thing that the president and others keep saying is people aren't talking about the death rate, which is actually as you mentioned not as high to the infection rate that's going up, But you mentioned the hospitals. You know, with this infection rate being so high, you know, it's the shortage of beds that you know, governors and local officials are worried about. It's the shortage of test. It's the short of supplies. It's because the virus is outpacing the testing. So governor's around the country tried to ramp up their testing throughout the spring, and many of them did, but they still weren't testing enough and in order to stay one step ahead of the virus. You've got to test. The experts say that states should see a positivity rate the percentage of tests coming back positive of 5% or lower. That's how they know they're staying ahead of the virus and keeping it in check. The virus is now spreading. It's spreading through asymptomatic people. The testing isn't keeping up. And that is why that could suspect to the first question. You asked me about restrictions. That's why Governor's air having to re impose restrictions because they not only are they not testing enough to assess the epidemic, they're running out of tests. Now we have a testing shortage.
