"Y C. M. Michael Hill last June, people all over the country were protesting the murder of George Floyd. Advocates in New York City took aim at the NYPD budget, arguing that the city should defund the police and instead use the money for Education, mental health services, housing and food support. But now, a year later, we know the actual cuts to last year's police budget did not add up to the $1 billion local lawmakers had promised. And for the most recent fiscal year, which started yesterday, the NYPD budget actually went up by $200 million. Dr. Christina Greer is a political science professor at Fordham University. And she joins us now by Skype. Dr Greer Welcome back to W N. Y. C. Thanks so much for having me you're most welcome. Last year, people were camping out outside City hall over NYPD funding. But this year, there wasn't much pushback over the increase in the N Y p D's budget. What's changed? Well, I do think some spikes in crime, both petty and and more than petty, have sort of tempered some of the fervor of people wanting to defund the police. I think that's the primary reason but also, you know, Much of the conversation has changed. Sadly, the phrase defund the police has gotten a lot of attention. But what a lot of new Yorkers are asking for is a reallocation of resources. But as we re emerged into the city and people feel a little less safe, whether it's on the subway or in various neighborhoods, I think some of that passion of taking police off of the streets has diminished in particular groups among New Yorkers. Last hour. We interviewed the former NYPD Police Police Commissioner Bill Bratton, who talked about Yes, we should take more money to address some of the social issues in our society. But he says he likes what President Biden is talking about, which is adding more money to police departments. He calls it Refund that is R E hyphen Fund, the police giving it even more money. Your thoughts on that. I mean, so many police departments across the country have obscene budgets where we know if we invested on the front end. We wouldn't have to put so much money on the back end. So if we really did invest in education and supporter, housing and homelessness services, we wouldn't actually need more policing. I think you know so many police departments across the country are invested in buying more toys for various officers. I don't think we need tanks in various cities. I don't think that we need some of the artillery that somebody Least departments across the city or across the country have so there's a fundamental disagreement about what that money should be used for. And I think a lot of taxpayers also frustrated that so much of these budgets goes to paying out families because of police misconduct. I don't think that they mined. The families are getting money. I think it's just the millions upon millions of dollars that we spend every year. Uh, two Compensate families for bad behavior when we could do a much better job at more substantive training, making sure that that money and those resources go into communities so you don't need so many police in the first place. Now the front runner on the Democratic side in the race for mayor appears to be. Eric Adams, a former police captain says he will reform but not defund the N Y P D talk a little bit about his approach. Why would any community that has been over police, one of former police officer for mayor Well, if you look at the map, it's quite interesting. You know. Eric Adams did not do very well and sort of the high voting population of, say, Lower Manhattan, Lower meaning beneath 125th Street or gentrified Brooklyn. But all the other areas of New York Eric Adams had quite a presence, and it's a both and approach. There's so many New Yorkers who want Safe streets. I mean, most most people in cities want that. But they also don't want police officers to come cracking skulls of their loved ones or they themselves. So if many homeowners black, white other agree that There should be police on the streets. They are frustrated with the rise in crime, both minor and major. They also believe that police officers should not run through their communities with reckless abandon and make them less safe. So you can't be afraid of the cops and the robbers. You have to make sure that the policing that is in place is actually there to support the community and not make a community feel threatened, and I think that's something that Eric Adams has tapped into. He's always had this insider outsider status. As both a police officer but someone who's been highly critical of the NYPD over much of his career, and I think there's a level of trust when you look at folks in the outer boroughs, black communities, white communities, immigrant communities where he can say I know that there are good police officers. I know some of the structure of the NYPD. I also know their capacity to do harm. And so having that inside track will make me the best candidate to address some of these calcified issues that have been in the city for quite some time, Doctor. Greed. Thank you. Very much. "Y C. I'm Michael Hill. Pro Palestinian groups have been organizing rallies around the region for years, but the activists say they've noticed a difference in the crowds over the last year. Since George Floyd was murdered and in how people perceive them. W in my Ci's race and justice reporter Joseph Jenny, Um reports on the influence of George Floyd on the protest. Rania Mustafa has been participating in pro Palestinian rallies since she was a child in North Jersey. She could always recognize the faces in the crowd because only a couple 100 people demonstrated. Most of the Arab American, so we always called any protest that we had in Paterson. Kind of like talking to our echo chamber. Mustafa is now the executive director of the Palestinian American Community Center in Clifton, New Jersey. And she says that after George Boy's murder sparked thousands of protests last year that all changed. So this is the first time that I saw a lot of people coming out in large numbers from many different groups from many different walks of life to support in solidarity, she says. A recent protests was the largest in Paterson for Palestinian cause. At least 4000 people gathered the biggest crowd they had before that wasn't 2014 when 1000 people marched to protest the war in Gaza. What happened after the killing of George Floyd really woke up a lot of people specifically the youth and had them started thinking critically about their position. Al it e and their privilege. Kendall Thomas is a Columbia law school professor. He says the George Ford Rally's put a spotlight on human rights issues and inspired people to engage with events around the world. We saw demonstrations in Paris and Berlin in London. We saw the name of George Floyd and the story of what happened to George Floyd. Literally travel around the globe, he says. People watching began connecting the black lives matter marches with conflicts in their own communities. I could make sense of what's happening to me as someone who lives in New York City. Or someone who lives in Ramallah that I couldn't make before because I can watch and listen to stories about events that are similar to and resonate with my own experience. So Har Izzy's is a law professor and Middle East legal expert at Rutgers University in New Jersey. And like Palestinian organized Iranian Mustafa, she says the faces in the crowd are telling the ones showing up to rallies and protests in the last year are no longer just the familiar faces. It's not simply people who are of Arab heritage or people who are Muslim, she says. It's African Americans, Latino Americans. White Americans and Jewish Americans. Joseph Jerry in W. N. Y C news. New York Senator Kirsten Gillibrand says that system does not work. She now has bipartisan support for legislation that would change how criminal cases are handled for service members. But one Democrat is standing in her way. Here's NPR congressional reporter Claudia Chrysalis Night after night. Last week, Democrat Kiersten Gillibrand took to the Senate floor to ask for passage of her bill to reform the military's criminal justice system. I rise today I rise tonight to once again, I rise on behalf of the supporters of this bill. And night after night. Her Democratic colleague who chairs the Armed Services Committee, Rhode Island, Senator Jack Reed has said no, I would object. I object, preserving my writer Jack. It's the latest chapter in a battle that has been years in the making. Since 2013. Gillibrand has sponsored legislation to remove criminal cases such as sexual assault from the chain of command and put them in the hands of trained military prosecutors. I asked for a vote in 2016 2017. 18, 2019 and 2020 and I was denied every single time. But this year, Gillibrand joined forces with Iowa Republican Joni Ernst Ernst is a sexual assault survivor herself before she later became a better in combat company commander in Iraq. It is time we take new action to stop these attacks. To bring justice for the victims and to prevent these actions going forward. Now, the bill has more than 60 co sponsors, a majority that could approve the plan on the Senate floor today. Ernst was a former hold out on the bill, who is now fed up with the military's climbing criminal case Loads. I was tourney We have not seen improvement. Reed wants the legislation put through the committee process for this year's defense bill, which would start later this summer and the top Republican on the panel overseeing the military agrees. When it comes to important issues like this, we should not rush That's Oklahoma Republican Jim Inhofe, a long time opponent of the proposal. Some skeptics have said other serious crimes such as murder and manslaughter should be kept in the chain of command. But supporters of this bill say that would be a move to water it down. Whether it's in the military or whether it's outside the military. A crime is a crime. And it ought to be punished. Well, that's right. Well, you know what we have is love Smith. Who is America's richest black billionaire, Richard, even than than Oprah who gave the commencement speech at Morehouse college traditionally black university. And in the course of the speech, he announced that he was going to cover the student debt of the entire graduating class and that's going to cost an estimated forty million dollars. Right. In other words, somebody could have done to these gestures and so had eleven million dollars. Leftover for the price that. That some billionaire when a hundred percent sure. Which one it is paid for this Jeff Koons artwork. Which was ninety one million the week before, of course, the the deal with for the Kuhn's piece for ninety one million looks as though it was engineered by Steve Mnuchin dad, who of Lucan, who former Goldman Sachs, executive now hangs out shingle as high end. He bought it, he's, he's the purchaser of record for, for one of his clients, the standing room where is that it's Steve Cohn, who's, who's one of the richest hedge fund managers in America, and a collector, and the collector of Jeff Koons artwork. So that's all the connection, you you need. There are billionaires, who do sort of things out. Traditionally with all that money, right? When you think about all the money that actually could be spent on who social advances and social purposes that gets wasted on Benedi projects, vanity purchases. Like, like art work, the high end market globally is worth about thirty billion dollars a year now that's not money that's being spent necessarily with great taste or discernment. It's basically a. It's a rat race to to spend as much as you can and, and show off and we'll move onto the program in a second. But just to just to put a button on this. So this dropping all of this money to at least help this graduating class also points up this issue, and it would be nice to see philanthropy, sort of follow that same stream. Yeah. That's true. You know a lot of big high profile donations by millionaires and billionaires go to projects that, that are either covered by other programs government programs non-governmental organisation programs or that are sort of secret payoffs for themselves. We see that in mega donations to Stanford University or Harvard University, which already have the biggest endowments in the nation that don't need much more. They certainly don't need donations that the rest of us pay for through the tax deductions that the donors get, but here's a case, where I think, Robert Smith. Donor at Morehouse did actually point to a problem that, that we know exists Elizabeth Warren has has proposed all sorts of remedies for question student debt by graduating. Higher education students, and the, the nation the government hasn't done anything. So here's a case, where this billionaire is stepping in and he'll probably get tax deduction for. But at least that's something that government should be covering, and should be concerned about now to the EPA program, the pro-life administration as you suggest this is the big thing they thump that they're pro-life, and yet they've just killed this EP program, which is targeted specifically at environmental impacts on children's health. Yes, this is this is unique government program. It was co funded by the Environmental Protection Agency, and the national institutes of health dates back to the mid nineteen nineties, and it is. This is basically government funded research into the environmental hazards faced by Prenton mothers and infants and small children, as I said, it's unique. It's discovered things that we would not have known if the program didn't exist is it's basically uncovering threads from pesticides. Household chemicals has hold goods air pollution other aspects of the environment, and all of a sudden no wheel explanation. Trump's EPA has canceled their participation in this program, basically left the H to, to, to continue it. If they can said, we cannot make up the, the millions and millions of dollars that the EPA was providing we're going to have to change the program. We're going to have to shrink it substantially. We're going to have to cancel a lot. This is fifteen centers at universities and other. And other institutions are going to have to cut that number to five centers. That means a lot of researchers are going to be going to be left without funding. A lot of research is going to have to end. And there's, there's no legitimate reason for. This is a program. It costs three hundred million dollars over the last twenty years. It's nothing but note in the federal budget. Yeah. Absolutely nothing. I mean, it's, it's a rounding error of, you know, in this in this budget, this bloated budget. And you know, this is during a time that the EPA is kind of being court out, you know, the EPA is is reversing bans on dangerous pesticides. So you think this is sort of part is it working in concert with that is that one of the reasons they roll this program back? The Trump administration has shown a great deal of hostility to the sort of research that the EPA criticially has done just a few months ago they reverse. But I'm a administration decision on a chemical called core pre, which is a pesticide that the EPA few years ago, recommended be banned. The ban was supposed to go into effect on January first of this year. Scott Pruitt, the former EPA administrator who left under an ethical, cloud, he reverse said decision. So chemical is is about to be put back on the market. It's known to be a hazard to help, especially it's known to interfere with the neurological development of, of infants and small children. And yet the EPA. Seemingly at the behest of the manufacturer DOW Chemical is going to allow it to be put back on the market. So. The dangers of this chemical were uncovered by this very program by a center, Columbia University on funding from the EPA, and that's the sort of thing that he's that this program has achieved, and that sort of thing that's going to end because the doesn't wanna fund it. He just does not want this research, or Trump does not want this research being done anymore. The EPA was a big source of the money for it. So the EPA is, is cutting back. I mean these are toxic pesticides toxic releases into the environment and EPA as I say it's just being cord out. But when you're talking about children's health, you would think, gosh is, is nothing sacred. As you say, it's just not even any money at all. It's almost literally nothing to continue this program. Yes. Of course, the irony here is that as I said, Trump just the other day, paraded himself as a pro-life president. We hear Republicans when they. Enact these antiabortion law say, well, this is all about pro-life, but it's I pointed out there's an old line about how for these people life begins with conception and ends with birth. So there they talk about preserving human life through to abortion restrictions. But then the moment that child is born. They don't care anymore. They're not gonna fund research into children's health. They're not gonna fund research into the health of pregnant mothers. It's, it's pure hypocrisy. Well, the and the other thing too things happen. And I'm glad you mentioned both of them in your piece. It's not only funding that the taking away. And then, of course, the rollback on these bands these toxic pesticides, but it's also personnel changes. They are getting rid of people at the EPA, who were sort of the watchdogs, and you even mentioned one in, in your piece Ruth. That's all she was all as a pediatrician. She was one of the Lee. Leading lights of the children's environmental health movement. She was in charge of these sorts of programs that she was basically fired, or at least suspended indefinitely last year, she's to this day, she's not gotten an explanation. She's not been replaced. And when women happened of the researchers and investigators at many of these centers, many of these projects, so that they said, this is a sign that EPA has really changed like we needed another side.
