Harry and Meghan, the duke and Duchess of Sussex were involved in a car chase with paparazzi in Manhattan last night. The details are a little murky, the couple's spokesperson say it lasted hours the mayor of New York suggesting it might have been closer to ten minutes, either way this was not a safe situation. ABC's Derek Dennis is joining us on the northwest news line to talk more about it. What happened last night? Well, first of all, prince Harry, his wife, Meghan Markle, and her mother, Gloria raglan, are all safe. They were not injured in whatever happened last night. As you said, the details are murky. The royals or not working royals put out a statement saying that they were chased for some two hours in a near catastrophic situation through the streets of New York City, mayor Adams was giving a news conference and made a statement saying he doubted lasted that long, but said it would be inappropriate for any kind of chase to be happening on the streets. And now ABC News has been digging into this, including interviewing a taxi driver who apparently picked up Harry Meghan and Megan's mother after a charity event that they were attending and said, it wasn't nearly a chase lasted just a few minutes, and he never felt unsafe at all. So there are conflicting reports about this. ABC News is looking into it, including going around the route that apparently they traveled looking for surveillance video to try to corroborate whatever happened, but it appears this was made to be more of than it actually was. Yeah, I understood that at some point there was New York police involved in some kind of an escort for them. Right. And the NYPD put out a statement saying that no arrests were made that at no time where the royals placed in harm's way. And said that they arrived at their destination safely. And so again, a lot of conflicting information here. And we're getting to the bottom of it. Well, it's understandable how Harry might be particularly sensitive to the situation. I mean, in light of his mother's death, Princess Diana, it's hard to believe it's been 25 years, and it seems like not a whole lot's changed when it comes to paparazzi. Sure. I mean, paparazzi known to be aggressive or particularly overseas in Britain, but someone aggressive in the states as well. And yes, in 1997, Harry's mother Princess Diana died in a car crash while being chased by paparazzi in Paris. So he, of course, is very sensitive to it. That may be the undercurrent here, but by most accounts, this was nowhere near that kind of situation. And when we have presidential visits, we've got the Secret Service, they're shutting down freeways. Are there any kind of protocols for when royals come to town? Well, we know that they did have their own security with them and also NYPD escort at least for some portion of their evening as they went to and from this charity event. But it does beg the question why they would be in a taxicab after all this. Why not have a private car service? So there are a lot of questions that are surrounding it for sure. And I think about regulation of the industry itself, when we think about paparazzi, their generally independent photographers just hoping they can get a good shot. They can sell to a magazine or a website. I imagine if they were employees of those news outlets, then their bosses might be on the hook for their behavior. So what about any kind of regulation for the industry? Well, and that's a question because we have not seen any of the pictures from this incident from the paparazzi. They haven't appeared anywhere. And so the question is, did they not get a good shot last night during this incident or whether the outlet that they were working for are withholding it? No, there's not a lot of regulation surrounding the paparazzi. Obviously they have to abide by state, local laws in terms of speeding, invasion of privacy. But yeah, curious to see if any pictures from this incident will appear anywhere in tabloids or elsewhere, or if they just don't exist. ABC's Derek Dennis, on the northwest news line. Kane of this came down almost to the wire, the Supreme Court gave itself into a midnight tonight to decide on what to do in this case, and they said, status quo, this is a status quo action by the Supreme Court and the decision itself is only a paragraph with the justices saying that they are going to decline to let those lower court rulings take effect. Those rulings from a Texas judge and the conservative 5th circuit Court of Appeals in New Orleans would have put in substantially restrictive guidelines around the use of men for personal, which is the most widely used abortion method in America. Instead, the justices recognizing, I think, just how sweeping an impact those restrictions would have have put them on ice right now while the legal battle continues. Next month on May 17th, the appeals court in New Orleans is set to your arguments in this case, it will continue this debate and battle will play on, but from now the Supreme Court says the drug can remain available as always with the guidelines that are on the books right now as they've been for the last few years. A huge relief, not only for millions of American women and the Biden administration, but for the pharmaceutical industry Cana which was very concerned about the implications of this decision. Just this past week in Poland, President Biden framed the war in Ukraine as a test of global democracy, he added NATO support for Ukraine won't waiver and Putin's craven lust for land and power will fail. As the Biden administration prepares for the end of regulations tied to the pandemic, it's proposed a rule that could dramatically alter who's allowed to claim asylum at the southern border of the U.S.. Let's go to our northwest news line ABC News consultant John Cohen is with us. He's the former acting undersecretary for intelligence and counter terrorism coordinator at the U.S. Department of Homeland Security. John, make this simple. What is the administration want to change? Well, the administration is proposing in this rule in this world as part of a series of things that they're doing is that they're saying that if you are traveling to the United States in hope in the hopes of achieving or getting asylum and you travel through a country that is safe and that can offer asylum, you're required to apply their first and if you don't, then your asylum claim in the United States will be denied. What the administration is trying to do through this and other actions is to funnel people into legal processes so that they are coming to the United States in an orderly way using legal immigration protocols. And reduce the number of people who are seeking to enter between the ports of entry in an unauthorized manner, which puts incredible strain on local communities at the southern border as well as border patrol personnel working at the border. This proposed rule has sparked a lot of criticism not just from Republicans, but from some Democrat allies too. What does their beef with it? Their beef with it is essentially that it uses not to get too technical, but uses something in policy called the safe third country approach, which is that a asylum can be denied to somebody if they could have requested it in a country that's safe. The debate is that Mexico and Central American countries in which these individuals will be traveling through aren't safe and don't meet the threshold for being considered a safe environment. So both immigration advocates primarily and some on the right have raised concerns about this proposed rule. I think there's also concerns that have been raised particularly from the conservatives that this isn't just shifting where the door is. And they're pointing to other aspects of the Biden the Biden administration approach, which cause for an increase in legal immigration. Haven't some even compare this to former president Trump's policy on immigration? Yes, during the Trump administration, they implemented something called the stay in Mexico. Process. And they tried to invoke what I described earlier, the safe third country concept that is present in immigration law. The big complaint there was that the conditions in Mexico and in other Central American countries did not meet the threshold for that law. They weren't in fact safe. I mean, think of it this way. The primary countries where people were fleeing to come to the United States seeking asylum or Honduras, Guatemala, El Salvador. Those countries, the conditions were very dangerous because of crime because of political violence because of lack of economic opportunities, poverty, under the Trump administration rule. If you were fleeing Guatemala, and you traveled through El Salvador, they're saying you should have applied for asylum in El Salvador. The opponents to that said, but El Salvador is just as unsafe. So it doesn't meet the threshold for the international protocols for asylum. Gotcha. Thank you for helping us sort it out. We appreciate your expertise as always.
