"It's a message that we're sending to those that are already here. And those that have plans to come whether it be for spring break or vacation in general. For the next couple weeks, vacation responsibly or you will be arrested. Um there's anything goes type mentality that I think Isa becoming synonymous with South speech is couldn't be further from the truth. And we just want to educate folks beforehand. And also while they're here, be responsible. It's it's a simple is that So some of the we were. We were remarking that some of the messaging has appeared to us is being extremely stern and a little threatening. Maybe, shall we say, And I just wonder, is it Is that the intention here are you You're already seeing the crowds there and you're just concerned about keeping people away or people breaking the rules. What can you say about that? Ernesto. Well, I It's certainly not intended to be threatening. I don't I mean, obviously it's however, anyone interprets it. It's intended to be clear and crystal clear that and again the slogan for the city of Miami beaches, vacation responsibly or you will be arrested, You know, year after year spring break is There's nothing new to our city. But this year in addition to security and safety concerns, we have health concerns that we have that we're dealing with that his entire country this entire the world is dealing with. So we need to be responsible. Everyone. It Z the same. You know, we're in this together. We truly are so in addition to coming down here And not drinking excessively because out of them cause you to behave in a way or do things that you may not necessarily do at home. We also want you to be wearing a face cover because it is a requirement here with the social distancing is necessary. And as a city. We've taken a lot of proactive measures for the next day weeks, and that includes prohibiting even coolers, tables and tents out on our beaches. The open consumption of alcohol is pro is prohibited. Smoking marijuana and public also prohibited all of these, um in all of these measures are actually arrestable. Mm. Wow. So we let me go through this on the beaches, No tables, no coolers, no tents, no loud music, no alcohol. You've got a midnight curfew in effect. Music venues can't even exceed ambient noise levels. You got beach patrols out mask wearing and force. So that kind of stuff and loud music or or drinking on the beach is how How is that going to be enforced? What do you folks gonna do? We have amplified staffing and its officers, not just from the Miami Beach Police Department, but its officers from our neighboring jurisdictions as well will be here. Assisting us all with the with the simple message of Be responsible. It's not that we're discouraging people from coming. We want people to come. I I understand. If we lose officer and I want to be down here in Miami Beach as well, But we have to do so with keeping security in mind and also keeping that keeping in mind that Colbert is very real and still with us. Okay, I hear you. So you're not saying stay away. You're saying come here. If you plan to be responsible, That's a different message. Absolutely. It's come here. We're not discouraging visitors from coming. If we're discouraging anybody, it is the folks who are coming down here to victimize. The people who are here to have a good and responsible time. So those two those criminals or to those who are here to do no good. We don't want to hear. I don't want to mix words. It is simple. We do not want you here. Go somewhere else. Let me ask you because I think spring break week. It's kind of just the season's just starting. Which is why you're putting the word out. Officer Rodriguez. How you noticing so far are people behaving? Are you seeing problems already? Well, it comes in waves for spring break, and for us, it's an eight weeks of planning. So now we're at the very big Actually, we're starting to larger crowds and yes, that we are seeing. As we lead into this weekend March this first weekend in March and for the remaining three additional weekend. That's where we do expect the larger crowds and that's where we'll have. Additional support from our outside agencies to come in to help us ensure that it meant here. Everyone's here having a good time, but doing so responsibly. Officer Rodriguez. We were remembering from about a year ago, maybe just a little later in March, But we saw those videos is the pandemic began of people really partying on the beaches and kind of just doing all the things that you know you do on a normal spring break and be crazy. Do you think those kinds of videos are not going to be emerging this year? It's going to be that strict. I don't. I can't say they're not going to emerge. In fact, I think it's possible they will we're going to do are our best to limit them and not limit them from going viral on social media. I'm saying limit those instances from actually happening because they're dangerous. They put everyone else around. Them in danger, not just those that are involved, so we want to limit it and And again in sure, everyone has a good time. Seven miles of beaches. There is no reason for overcrowding. There's there's no reason to behave in a way that you wouldn't at home. It's come out. Have a good time. Simple is that Put in a good way, and I'm glad we talked. Officer Rodriguez. Thank you for your time cause Chicagoans love Florida. I think you know that people from the Midwest we love going to Florida. And I think a lot of us could be very, very responsible. So you're saying we're welcome. Just don't bring your party and craziness here. Don't and I'll say thank you for the compliment. I'm glad you all love my music. I'm a fan of Chicago. You guys have some of the best food there is and I hope points covered is over to be visiting you guys once again. Come on up here then Officer Rodriguez and I hope everybody stay safe down there. "In addition to the president's of every Greek fraternity sorority, we're cracking down on quality allies offenses. Drinking in public smoking. We had is the Miami Beach police chief he's trying to crack down and excessive partying during spring break. It seems to be a rite of passage and now after two people were shot. There's a push to make the city less fun and cut down on the party crowd. ABC's? Victor oquendo is in Miami joins us live right now. Good morning Victor, good morning. Good to be with you lay off the incidents that have happened. So far that makes Miami Beach police to take these kind of actions. All right. So Miami Beach, obviously, a very popular location for spring break. You've got people descending on the city every single weekend. So Friday through Sunday for the past almost a month. Now, you've just had these huge groups of people coming in and most of them have just kind of taken over the very popular ocean drive locations what they're calling the entertainment district down here. And you've just gone up of a mix of college kids and just south Florida locals coming down here and opening up containers. There's smoking weed they're doing kind of whatever they want out there, and you've all seen the viral videos now, they're. Leading to a bunch of fights that have all been recorded on cellphones. It's been a huge mess. So while they always stop up when it comes to these big weekends like Miami Beach. Police stops up for about six weeks of spring break. It's tough to control these crowds and other absolutely taking a harder line. So now if anyone is caught with an open container police dump it out on the spot if they don't they will be arrested right there. Boy, Victor, this is a tough one down there in Miami. At spring break time, how our city leaders responding. They're setup Miami Beach residents are fed up. So we're business owners to because a lot of the people come in. They aren't exactly coming and spending money at the bars and restaurants, they're bringing their own alcohol wisdom, so they had an emergency meeting yesterday to figure out what they could do even more police officers here. The crowd sides are a third larger arrests have gone up a bit. And you've got thirty percent more calls to fire and rescue. So everyone's trying to get a hold on this right now the other big headache for people here is just the traffic coming in. It's a plan both of the main causeways coming into Miami Beach police actually reduced the lanes that they license plate readers can keep track of everyone coming onto the island. Victor, I know the initiatives you mentioned law enforcement and doing, but this is really going to have to be some sort of cultural shift. So so maybe how does the town of Miami that whole how do they get their arms around it to dissuade people from from coming? We're going to see more efforts. Like this the the crackdown right now. They're going to have police. I think they're gonna have to officers on nearly every corner in all of the busiest areas, but I should point out that here on Miami Beach. The majority of the incidents haven't been major the shooting that you guys talked about earlier then actually happened off Miami Beach in an area outside of downtown Miami, thankfully, they're both in stable condition. Both of the college football players who was shot. They should be okay. Obviously those are incidents that we want to avoid here. But yeah, you're gonna see a much bigger crackdown coming up this weekend, which is expected to be another huge spring break weekend victory. We only have a few seconds left here. But how is the general populace those are two their year round? How are they reacting? It's awful. I was that was commissioned getting's yesterday, and they are fed up. They've had about enough of this. And it's year after year, and it's not just this week. And also see it during Memorial Day weekend. They want to see something done. They don't wanna keep looking through this. It feels like they're being held hostage. ABC's Victor oquendo. Thank you Victor for your report. You got six fifteen. Sports.
