We learn of the conviction of Joaquin Guzman Loria otherwise known as El Chapo, he was the man behind the Sinoloa drug cartel responsible for for murder and mayhem and bringing in unbelievable amounts of illegal drugs to the United States. Well, we now know we hope he's going away for the rest of his life. Ray Donovan is the special agent in charge of the drug enforcement administration's New York division and Ray has been involved in the chapel matter for a number of years during his time with the special operations division. And I I'm just so thrilled that Ray is making some time for us this afternoon Ray, thank you for being here. My pleasure. It's a pleasure to be here. I think it's really great of you to really tell the story of El Chapo and get the word out on behalf of all the different men and women dipping agencies as well. As all the agents and analysts in DA dedicated a lot of time to pursue El Chapo. So let's talk about this Ray, the DA, absolutely. The tip of the spear on this operation. Lay some groundwork for us. Why does El Chapo become a player, and then why does Sinoloa emerge as the most powerful cartel? Well, El Chapo became a player for or focus for the DA going back decades. 'cause when you think about this cartel. They really started rising ranks or becoming more and more powerful going back to eighty s when the Colombian cocaine was king all over the United States. And so the Colombian needed the Mexicans because they share the border with the United States to smuggle drugs into the United States. And so who would do that was a allowance? And so became a cartel. And that's where l shop or row Ceuta ranks starting out as low level rank smuggler and rose to actually lead the cartel at this point solo cartel has vast majority of drug distribution networks all throughout the United States. So talk a little bit. You say the cartel becomes the distribution efforts just means for the Colombian. So was there a connection then to Pablo Escobar and other name that we've heard a lot about? Yes, absolutely Pablo. The other high level Colombian leaders as well different cartels. The oak Wella's, the alot Daniels, the Santa Cruz LA Daniel organization, so there was many organizations that relied or depended on the Mexicans to push their cocaine into the US. And so when you talk about how integral VDA was in the capture chapel wall are cases, there's literally thousands investigations that touch into the lower and specifically into El Chapo side of cartel. So what we did was basically looked at all those cases and started looking for the who's who that really rose through the ranks alongside El Chapo. And who really was his inner circle who did he depend on who? Did he utilize to move drugs from South America into Central America, initially United States that was one of the foundations that we? Established in moving towards developing a timeframe when we can go and capture keep in mind, we did this in conjunction with other agencies as well that also decided to check their egos and share all the information collectively through our special ops division in Virginia. So when we talk about an El Chapo as an example, we and and again, we talk a little bit about Pablo Escobar the phrase plot to applaud comes up, right? Silver or lead? And this was the way these guys operate. I'm either going to own you or I'm going to kill you. Right. That's right. And they'll chapel really in his mind he wanted to rule cartel with an iron fist. He wanted to have complete control control all the drug distribution routes in the United States, really control his territory, which would sit Aloha Sonora Durango states in Mexico, and really really control all the Mexico and all the other Cortel depend on him his access his drugs to move into the United States Ray Donovan is joining us. He is the special agent in charge of the drug enforcement administration's New York division. He was a vital components in bringing down El Chapo as rages talked about the special operations division of the DA headquartered here in Virginia. So so Ray as you develop this information, you surround El Chapo, inner circle. You start bringing people down you start turning people into members of team USA, right? That's right. So essentially over a long period of time we needed to paint a strategic picture of what this cartel. Look like what people may not know was our goal was not only to capture El Chapo. We were looking for the other leaders of the cartel. And it was important for us to have information shared amongst HSI FBI US marshals CB BP as well as DA all the sounds of cases that we had throughout the nation in the world to to allow us to to see what was going on deep in Kuli Khan, low in the mountains of Durango. So that when the time came we can go I in capture him alongside with Mexican marines. So talk a little bit about the capture itself, and how you are able to capture him in Mexico where he had what at least two rather noteworthy escapes from. Custody you capture them in Mexico. You get him back here to the to the eastern district of New York. Well, you know, what people may not know is that there was more than just one capture we captured him in February twenty-second twenty two thousand fourteen after about a year and a half of doing development, meaning really scrutinizing all the investigative data that we had to the point where we felt comfortable that we can launch or a launch a capture operation against him working in conjunction with the Mexican marines. So we finally caught him and a year later July eleven two thousand fifteen he escapes out of prison on. So we immediately got the team back together all the different agencies and agents, and we launched the recapture effort it took us about three weeks after his escape two zero back in on him. So January eighth of two thousand sixteen we recapture chapel. And that is the Mexican marines did a phenomenal job of putting pressure on him to locate where he was and then that was it for the capture the next kind of hurdle for us was the extradition. And that's where our embassy in Mexico City and all the different agents and analysts really supported our efforts to have Mexico died at work and went to Mexican government that happened and that worked out great a year later January twenty seventeen he was extradited to Long Island New York Ray Donovan is joining us the special agent in charge of the New York division for the Drug Enforcement Administration. So Ray he comes back now, he's in the United States. The trial is a fascinating one. You have folks who have turned on him, including his his IT guy and somebody during the trial says, oh, by the way, El Chapo paid millions of dollars in bribes to the former president of Mexico, right? Well, the bribes to Mexico corruption is an issue in in Mexico. There's no question about it. Right. But the teams that we work with that are out on our operations. We trust them. We believe in them. We have a lot of confidence in them. And so there no way that we would have been able to do what we have done with the extradition to capture of El Chapo without working closely with our counterparts down there, but the trial really in my perspective was inside a picture of what to send a little cartel. Look like it really spoke to over thirty years three decades of the rise and fall of El Chapo, and the other leaders of the cartel and the effect on the United States. Well, what about the effect on the United States? How much did L Chapo get credit or blame for bringing into the United States in terms of illegal drugs while I'll say this. If you think about what's happening today the opioid. Epidemic shopowners cartel. There wanted to start it. And they started it because they were the first to mix Mexican heroin which spent at all. Bush it all throughout the United States. And so when I think about the verdict is conviction is guilty on all counts. Yep. That's Justice for the many thousands upon thousands of victims overdose. It's Justice for their families for their friends their communities their towns, and that's what it really means to have him be convicted. So on the counts what what exactly was he charged with and convicted of so he was charged of continuing criminal enterprise, which is a CPA. He was charged with all different counts. Drug different counts. Weapons. Charges as well. Money laundering as well as murder. Well, well, so he hasn't been sentenced. Yes. But just your your gut check because you've been around the system for for a day or two. What what what do you think the the final determination is going to be how long does he leave us for a he's gonna get life? Good life in prison and chances are he's going to end up in a supermax. Well, I'm glad to hear that. Now. The question becomes with all of the wonderful work. The DA did on this case. And as you say in conjunction with a variety of other agencies. Are there other parts of the Sinoloa cartel that we're going to be looking to pull down or is the the fall of El Chapo, the end of the Sinoloa cartel. I don't think it's the end of this and a little cartel. But I think the difference is El Chapo was the innovative kind of cunning person within the cartel. He was the one that came up with the idea of utilizing real cards railcars to distribute drugs throughout the United States. It was his idea to dig tunnels underneath the border. So he was. The real kind of, you know, innovative forward thinking drug trafficker if you will. And so it's not that many of the people that really operated like he he has a throughout the decade. So there is going to be a change in Sinoloa. But the one thing I can tell you about the DA we are committed to pursuing the other members as well. The other leaders within that cartel and every other cartel in Mexico and just so everybody is is aware of this as you said more than seventy countries around the world, the DA truly the most international if you will about our American law enforcement agencies trying to find the bad guys wherever they might be. That's right. That's right. I think it's still international relationships and partnerships with all those countries that gave us a global footprint, a global perspective and allows us to share a lot of criminal investigator information with partners throughout the world. Let me ask you this rain. I know that you've got run you're you're you're busy tracking down bad guys left or right. But for a for a kid from New York City like you who spends a couple of years with the border patrol has this Electric's career with the DA. Is it fairly cool to become the SAC there in New York? Oh, it's great to be home. This is where I was born and raised. I always wanted to get back and do do right and do good. And I think this is an opportunity for me to continue doing that here in New York City. Well, listen Ray, we so appreciate you making time for us. I did a six months Spanish immersion corsair, which I tell people I was I was forty eight years old and was able to learn let's just say Jeff passable Spanish, and then was deployed down south of the border and spent a better part of a about a year year and a half down in Mexico City as the FBI deputy legal attache, and then acting legal attache in charge of FBI operations south of the border. So anything that the FBI director needed to deal with in regards to the Mexican government or law enforcement? I was the guy to handle that. So got a real appreciation for Mexico, and obviously the borders a big issue right now. So I'm sure you're to want to get into that in in regards to El Chapo in the trial. That's going on right now in the eastern district of New York in Brooklyn, New York, so El Chapo was personal secretary or. Or accountant or what have you says? Oh, yeah. El Chapo paid one hundred million dollars as a bribe to the former president of Mexico when you were there. I mean, well, let me say this. I have heard for years about the the bites right it when you travel into Mexico. Everybody wants a taste of something. I'm told that does that travel all the way up to the to the president. Well, so Jeff, this is a tough thing to understand. Because again, when I lived down there, I have a personal experience with that. And then of course, I had the anecdotal experience of kind of what you're a furring to there. So there's a there's an old saying in Mexico when dealing with government officials or law enforcement assume corruption unless proven otherwise now in the United States, we're we're comfortable with presumption of innocence. Right. You're right to show me your thirty before I'm going to think that that's what you are. But in Mexico, again, the saying is assume corruption on unless proven otherwise now anytime. We did operating south of the border that were sensitive meaning going after El Chapo or some of the other senior narcotraffickers there we use the military we dealt with the Mexican marines. "Gretchen Kunar is in Mexico City. She heads up an NGO called the institute for women in migration and has worked with migrants for years. There's a lot of shouting back and forth between Donald Trump. Mexican officials of people working with the migrants like yourself Gretchen as for the Mexican government has taken an official position on this. So called caravan of migrants when the caravan started out Mexico started out by saying that no one would be let in unless they had a visa and then as the caravan started getting closer and closer to Mexico. I think that the officials realized that they needed help. And so just in the last couple of days, they started talking about the right to apply for asylum that it's an individual case by case analysis, and they also realize that they're not going to be able to do that. If there are thousands of people who want to request asylum. So in the last couple of days they made an official request to the UNHCR for support. And also, the national human rights commission. Mexico has called in and went down to the border yesterday. And I think that I saw this morning. There are also Some Marines. Right. So those would be Mexican marines and would the migrants v then applying for asylum in Mexico. Mexican law says that anybody who ride to the border has the right to request asylum and refugee convention, but what's interesting with Mexico is that Mexico has also signed the convention on torture. So anybody who's at the border who expresses that there? There's have some kind of threat of violence, if they go back to their country of origin, then they can be accepted in and they can apply for asylum. But also Mexico has something called complementary protection. So actually the Mexican legistlation is favorable friendly humanitarian to immigrants in general. The problem here is that the Mexican government is under so much pressure. So most of these migrants want across the US Mexico border, get into the US Mexico. Let these migrants travel north through. Mexico or will they try and stop them. Well, it depends. If you've applied for asylum in Mexico, you have pending claim of you have a humanitarian visa, then you can have some sort of mobility with documentation. So those people are gonna have to make a decision on whether they stay and wait for their asylum claim or whether they travel within the country, there is a very severe system of checks throughout the whole entire country in so people who are undocumented who are traveling on the train or a highway system will be stopped and checked many times throughout their trip. And so if they're traveling without documents, they will probably be detained at the port. I mean, you've seen thousands of migrants in Mexico. Not just now, but but over the years realistically, do they make it through to the US or do they end up kind of in limbo in a way in Mexico? Well, it's interesting because you know, the caravans have been organizing for over ten years. Years and as long as there was not so much attention. But on the caravans people couldn't usually cross the border without any problem and travel in a regular undocumented farm within Mexico and reach the United States. If that's what their ideas, this is different now because there's been so much media attention to this caravan in particular and also the attention that Donald Trump has been giving to this caravan. And so I think that places more pressure on the Mexican government to take action at the border, but generally people crossing the Guatemalan Mexican border can get in without any problem what they're undocumented or not and the real detention and deportation occurs
