One of them is drove my sick and we appreciate him coming into our Bloomberg interactive broker studio talking about municipal bonds. Joe, it's interesting. There's a lot of stuff going on out there. It was a tough year for a lot of folks, but I want to focus on the metropolitan transportation authority, the MTA. They run the buses and subways of New York. I ride the subway every day. And it's fine, people, the subway works great, it's safe. That's just from my experience. So don't believe the news. But they got to raise rates, don't they? You have to raise the fees because not a lot of people, we're not back to pre-pandemic ridership by any stretch, are we Joe? Best way to get around the city. You're absolutely right. Best way to get around. Yeah, they passed a budget this week that's looking at a big fair increase down the line here. Now, not all board members are on board, so to speak with the increase, but you know, right now we have the average subway fairs with two 75, all kinds of little discounts. You can get in there. But yeah, that's going higher. Because they were looking at a, I think they said a $3 billion budget gap by 2025 because not enough people riding subway. What are we up to about? Maybe 40%. Of course, this week, it's probably a fraction of that. Higher on the weekends, probably a little higher. I think it should be free anyway. You know, if you're really worried about congestion in New York City, which is a huge problem, if you really care about the environment. Well, who's paying for it then? I guess taxpayers pick up the large portion of the bill anyway. Don't they? I mean, you say there's a $3 billion shortfall, right? If that comes to the end of the year, we're picking up the tab no matter what. Right, because it's an essential feature of the city. We might as well get the rest. You know? There it is. Why pick it? If I go to dinner with you, Paul, I say, hey you know what? I'll pay you for 80% of the bill. Why don't I just go and pay for a 100% of it? That's real money. And I don't know where that money's coming from. But again, I read this subway the end of the yard line every day, it works great. It's safe, it's all the kind of stuff. But if you're in the MTA, you essentially get a lot of it back. You do like a wage works thing, don't you? What's that? You can do a wage works. You'll get subsidized by the state, well, for writing the subway. The state has to step in and give more money. So we're not even bigger share of it. Just pick up the whole tab. That's I'll keep going. Problem solved by Matt Miller. All right, here's a good shree Taylor's got a great article out on some of the upgrades to infrastructure around the company. I'm thinking airports train stations. Now, I unfortunately, for my entire lifetime, I've had the commute in and out of Penn station, which is an absolute disaster. It's absolutely so embarrassing. Particularly when you compare it to Grand Central, which is an absolute gem of a railroad station. I'll put that train station up against any around the world. It's a station of kings, Grand Central. So Penn station. That being said, they're putting a 1 billion 6 into this thing, renovating this thing. Are they financing the municipal bond market? Of course. Nice. Oh, you know, all those projects that sweet Taylor wrote about this week. Municipal finance played a big role in each of those. And you know, it's like America, you get new stuff. And so some of this is coming online at long last. You know, you're seeing new terminals in Newark, certainly the Laguardia maker. I haven't been out there yet. I haven't either, but everybody who comes in and says, it's unbelievably great. They did super phenomenal job. So I love it. Love it. Yeah. So, I mean, that's all built by bonds. And just yeah, this is a great article because shriek just kind of goes through each of them with some good photos and good stuff to give you a good so we're getting an upgrade basically or getting an infrastructure upgrade is what you're saying around the country. Exactly. That's because town, cities, municipalities, they're flush with cash after the stemis that they got. And I guess that's good news. The question is, what does it do to the municipal bond market? Does it mean we're going to see a drop in issuance? Does it mean there's not going to be enough out there? And you're going to have to pay more to get the munis that you want? Well, right now, yeah, I would say probably the first quarter we're probably going to see issue drop off a cliff. You know, purely because municipalities, as you say, they're still flush with cash, so they don't have to come to market. And you still do have the fed kicking interest rates higher. It's supposed to meet, I think the FOMC is supposed to meet at the end of the month. So in January, you're probably going to see a very, very low issuance month. "Get into it. Anybody who's run a business in your writing a really big business knows that when you have a problem like this, there are a couple of ways to address it. And typically you do both. You try to raise the revenues, but also cut the costs. What about cost cutting? Where could you save some money? And let me ask you specific, what about service? Could you cut back some? D.C. has a pretty good metro system. They don't run it at night. Yeah. Well, listen, the fundamentally, we looked at during COVID, there was a period of time when we were intensely cleaning in the middle of the night. And we actually cut it back and there was an outcry. There are so many people in New York who rely on mass transit because they don't have automobiles. Remember, more than half of New Yorkers don't have access to an automobile. So a lot of folks who are especially in hospitals and otherwise who are stuck in the late shift said, no, we need 24 hour service. It's kind of in New York to DNA. But there are ways to save money in our operations. And we are attacking that. I've given our operating teams like hundreds of millions of dollars of goals in different areas. We're going to bring that to the table as part of our discussion with the legislature. You mentioned the working from home is hurting your ridership. Yes. For those of us who live in New York and watching the evening news for example, crime seems to also be deterring people. How big a factor is there really? Because every night almost on the evening news, it feels like we see something happen on the subway, which is pretty scary. Yeah, and listen, there have been some really high profile and really alarming crimes that have definitely upset people and change some folks view of transit. But I think that the bigger issue is not that crime has gone up so dramatically because overwhelmingly the subway is still a safe place in New York is still the safest big city. But what we're hearing from our riders is it's not just the actual crime. It's the sense of disorder. Non compliance with just the everyday rules and also the presence of a lot of folks and who are suffering with mental health issues in the public space. That's true on the streets in New York that sometimes true in the subway. The issue of mental health and disorder in the system as big as crime and we're trying to attack it. The mayor has been great on this issue. The governor is coming in behind him doing a ton of work on the mental health stuff. I'm optimistic. So general finally put this in a bit larger perspective because one of the real goals of so many people in New York City, particularly the business community is to get people back into the office. What role is the MTA play in helping get that done? I do believe there is value in in person work. I accept that there may be hybrid work. We're planning for that, but we just need a new economic model. You have to have mass transit and it needs to operate regularly. And we have to fund it. "Interviewed this morning on Bloomberg surveillance. Speaking of the data, key measure of producer prices unexpectedly fell in July for the first time in more than two years, largely reflecting a drop in energy cost both the overall and core numbers were softer than forecast. Consumer price data out Wednesday also showed a welcome moderation in inflation. As for the fat on the path of those potential rate hikes, SD dweck is chief investment officer at Flo bank. We have 6 weeks till the next head meeting, it feels more like we should get 50 basis points and that will depend on the non farm payrolls and the next inflation number. And then maybe a couple more 25 basis points. But I'm not sure we're going to get those outside rate hikes anymore. And right now we do have the ten year 2.83%, the two year 3.20%, S&P is up 19, a gain of 5 tenths of 1% down industrials up one 74 of 5 tenths of 1% and Aztec up 21 up to ten. If you live in or around New York City, you care about the MTA, the metropolitan transportation authority because they run our subways and so much of our buses and everything else. And the way we get around the city. We welcome now the man in charge of all that. He's general lieber, metropolitan transportation authority, chair, and CEO. So it's really thank you so much for being here. You could be with you. Everybody's going to care about what you have to say right now. Everybody certainly within the New York City area. Let's start with this so called congestion pricing. We have this and environmental assessment that's come out now. That would charge upward up to $23 to understand for people to come into Lower Manhattan to lower part of business protection. Where are you on that? I mean, where does that process stand and what is your position on it? Well, listen, right now, we are going through what is a federally required environmental process, as you said. And what comes out of that process is then going to be evaluated by an expert panel that we created to figure out what the tolls should be and what the exemptions and discounts should be. For example, there's a provision of the law that created congestion pricing that gives a tax credit for low income people who live in the Lower Manhattan district. So they're going to have to turn balance those things more exemptions. If we give more exemptions for whatever reason, the tolls will be higher. But the bigger issue is we need congestion pricing because justice climate change is an existential issue for all of us. And this will help us to deal with the pollution and make New York even greener. So is the fundamental existence of a city where you can get around. Right now, we are choking on congestion. We can not get police vehicles. We can't get buses around. We can't get accessorized power transit around. We can't get all that Amazon ecommerce around. So we have to do something about it. The legislature said we were going to do congestion pricing and we're moving towards it in the next year. You're in favor. Yeah, I mean, we are role is we have to be somewhat neutral as this environmental process unfolds. But the legislature has made this program part of our capital program. It's supposed to fund $15 billion out of our 5 year capital program. So we're counting on it. That's just where I was going to go. How does this fit into your business plan overall? I understand this would raise, we think a $1 billion a year. And that David, that $1 billion is meant to be bonded into $15 billion total for our capital program. So that pays for maintaining that hundred year old system. The basic structure, it will pay for buying new subway cars. It will pay for making the whole system ADA accessible. It will pay for electric buses so we have even less pollution. We need that money and we're counting on it. Yeah, things that no doubt we need a lot. At the same time, you also got an operating expense issue. I mean, quite apart from that capital issue, you've got a big shortfall here. How big is the shortfall? Well, you know, I say to people, we're in $18 billion businesses lost 40% of its customers. Now, we're way up from where we were at the beginning of COVID. At the beginning of COVID, we were down 90% on the subway's 95% on the commuter rails, and we were losing $200 million a week. Right now, way up to over 60% of pre COVID levels. But clearly, it's going to take us a while to get back. We need a new financial plan that will help to fill that gap because transit is really existential for New York. So let me ask you you're up to 60%. That sounds really good. But I'm told that a lot of other big metropolitan and subway systems are doing better, like Paris, for example. Why is New York behind? Is there anything you can do to fix that? In Europe, they are doing a little bit better. They're a little further along in getting people back to look. Look, what happened in New York is people got very accustomed to a lot of remote work. Returned to office has been much slower. But we have done return to offices only at 40%, but we're at 60% because we have so many other New Yorkers who rely on mass transit systems. So having not cutting or trying to cut our way out of this deficit is really important because transit is like Aaron water in New York. It's existential People need it to survive. But let

additional money to do it We made it a priority but those pretty amazing security cameras at both the 36th street and 25th street stations failed to transmit footage back to MTA and NYPD headquarters during the recent mass shooting at a Brooklyn subway station Officials blamed a faulty Internet connection the MTA insists the camera failure rate overall is tiny and that images from other cameras that worked helped catch the suspect But the MTA's acting inspector general recently announced she's launched a probe saying the camera failures raise questions And members of Congress now want to know how federal money has been spent on security cameras how often their checked and maintained and more I want every dollar that we spend or invest to be used to protect people And if you want to make sure that if we fund it it actually functions and the money goes to keep people safe That's representative Eric swalwell a California Democrat who sits on the Homeland Security committee He was one of the signers of a recent bipartisan letter demanding answers Congress members wrote to the MTA given the disturbing and continued rise of subway attacks this year we write to urge you to be more transparent in how you use federal funding The MTA in fact got about $50 million over the last two years from the Department of Homeland securities transit security grant program Representative swalwell is calling for an increase in that grant program and greater accountability The increase if approved he says will help agencies add detection equipment cameras and surveillance training to help harden America's rail bus and ferry networks We also have to make sure that people use the systems that we fund And if they don't feel safe then they're not going to use them And I don't want this to entirely fall on local stretched police departments The New York City shooting raises questions about how federal money is actually being spent by cities and counties and the Biden administration's $1 trillion bipartisan infrastructure jobs act will see the largest infusion of money into American rail and mass transit in a generation That welcomed funding says Sean Jean's Gale needs to come with increased monitoring of spending in New York and everywhere whether it's for upgrading rail infrastructure or security Gene scale is the head of government affairs at the rail passengers association Given the exponential increase in money going towards inner studio rail specifically but also transit there will be a need for strong congressional oversight because otherwise a lot of this money could get further away With transit ridership still down absolute crime numbers on most subway and rail systems are down to But when adjusted for ridership crime in many transit systems including Chicago New York and Philadelphia remain well above pre-pandemic figures Still overall America's transit systems have proved mostly immune from larger attacks such as mass shootings and terrorist strikes but they remain vulnerable and more cameras by themselves some argue are not a cure all There has to be a person behind the camera there has to be someone watching it there needs to be somebody else able to respond in the event that there is a threat Congresswoman Abigail spanberger is a former CIA officer She says for any local security monitoring to be effective it needs to be tied into robust human intelligence and a clear plan Frequently when there's any sort of concern people automatically go towards monitoring or go towards camera systems But that requires humans that requires monitoring them requires people knowing what they're looking for That's training training training and training is expensive expensive expenses No one wants to add anything like the kind of security screenings at subways and trains that we see at airports but critics have long said that the federal transportation security administration or TSA focuses too much on airports The TSA does have roving specialized security teams with a dramatic sounding acronym viper for visible intermodal prevention and response A TSA official says viper teams conduct thousands of operations each year and transportation systems nationwide But the official declined to provide any details of viper size and work citing sensitive security information But multiple government accountability office reports have questioned TSAs and vipers effectiveness One report in 2018 found that the TSA's performance measures for viper failed to show the program's usefulness and how the teams actually You do not only have you written two books, but you co authored a number of award winning papers for The Journal of Portfolio management and for the financial analysts journal. Tell us a bit about how and why you write, you spend an awful lot of time. Putting out well regarded research. What's the motivation? My motivation in particular for the book? Was to build a bridge between investment research, academic research. And the practice of investment. With a focus on asset allocation decisions, so I reviewed over 200 papers. Integrated some insights from my colleagues at T. Rowe Price. As well as from my own 20 years in the business. And one thing I wanted to do bury with this book. Was make it accessible without sacrificing the rigor. And after I had in mind when I started writing is Malcolm Gladwell, you know how he takes deep research and makes it interesting and accessible. I wanted to write something like that for asset allocation. And you know, you could say finances in my DNA to have absolute passion for it and Working on this book. I wouldn't call it work at all. So let's talk a little bit about some of the problems of forecasting especially things like that tails. Black Swan's and other financial disasters. How does the finance industry think about fat tails? Do we pay enough attention to these 100 year floods that seemed to come along? Despite their name, every 10 years or so, yeah, Those are interesting statistics vary and actually have a chapter where I talk about those probabilities. And how they compare in real life versus mathematical models that rely on the normal distribution. Look, The issue of fat tails is actually really well known issue, but I would argue we don't pay enough attention to it.
