I'm Jeff Pooja, and we've looked at how minority rule has been part of this country's government since its inception. But how is it manifesting itself today? Most obvious examples are the U. S. Senate and the Supreme Court. Both institutions, one could argue are acting in a counter majoritarian way. I'm joined once again by Mark Allen Smith, professor of political science at the University of Washington, who says that could lead to people losing faith in the workings of government. I think Chief Justice John Roberts is worried about that very problem. On D he seems to be concerned about the legitimacy of the Supreme Court and not wanting to step too far out of line with what's going to be acceptable to the public at large. There's a chance, especially Jamie Cockney Barrett joining the court that you know, he just might get out. Voted on some of those things so we could see a beam or assertive. Supreme Court than we've seen in a very long time. They could do things like you mentioned in the areas of abortion or gay rights and other things that would be unpopular in large in large chunks of the country. But if you don't have the power to even take control of Congress How do you get to your 22 3rd majority in any chamber plus three quarters of states. You can have that that minority rule and it people might not like some of the outcomes, but they don't necessarily have a mechanism for changing that. I guess the more fundamental level doesn't that's unrest that dissatisfaction with the government. Lead to the potential of revolution. I mean, it did in the American revolution. It could leave there. I think we need to be careful to assume that because we have a certain kind of system right now that will continue indefinitely. Yeah, sure. Monica political scientists, among other people has has has studied this. And if you look at some basic measures, like you know how many how many people would support military rule of the country? I usually a really tiny sliver. But now it's up to something like 15 15%, which still doesn't sound like that much, but it's starting from a very low low base. More recent polling evidence show that I think was about 35% of both Democrats and Republicans said that it was legitimate to use political violence. I think I would say even five years ago. If you were to talk in this much about political violence in this country, I would say yeah, that's that's just not something that zoo really done here. But I wouldn't say that now, you know with like that the current situation of President Trump cleaning massive election fraud. Some of his supporters could well march on state capitals. And you could imagine Cem Cem Cem classes there. It hasn't happened yet, but I think it's It's a realistic possibility. Now, in a way that it wasn't just a few years ago. What changed? I think it's just the level of polarization the level of almost hatred in some cases, for quote the other side kind of, Ah, inability to see the other other side is having you know, legitimate points of their own or or means by which they arrived at their their positions. I'm kind of sensing that they you know they're not like you. They don't belong here. And you know, how do you get along in a diverse country when lots of people think that the people on the other side are reprehensible and pale. Well, those kind of situations we might say, hey, if that other side's doing some loud, crazy things. Well, maybe we might have to use some violence to keep them in check. But I think as the polarization grows on Daz, the country gets segmented in all kinds of ways, including in their their media consumption. It's the case right now that I think about Three quarters of Republicans think that the election was stolen that it it was a result of a fraud. That's that's a really high number, and it's not hard to hard to imagine in that kind of situation, lots of things happening in the Morello of political violence. Do you fear for the future of the country? Do because you know it's it's a large and diverse society. You know, it's easier for your hunter gatherer Society of 50 People, 100 people where everybody knows each other and most of my related but 330 million people, different religions, ethnicities races. Your values, lots of other lines of lines of division and in a situation where there's kind of a lack of a sense of shared mission. I think the Cold War paradoxically helped to stand potential conflict internally. Because there was that external enemy there was a Soviet Union. So there was kind of sense that Hey, we're all Americans. And then we have our We have our divides. But you know, there's something of value in this country. We have it. We have a tradition. We have a constitution We have We have We have a shared shared history on Therefore we're kind of all all in it together. Nowadays, you know, 30 30 years post post Cold War. I just don't since that perception of a shared destiny that there's something that connects all Americans to each other, other than like the random fact that you have to be born on this particular land area and so without something to unify us just becomes tribal warfare. Liking that external enemy people find enemies within the country. On. That's not a pretty picture. We have to take a quick break. Here in the month of September when we get the next job's report a couple weeks, so I think what's happening is people are still losing jobs. Employers are also bring people back. And so there's a lot of volatility. There. You look at the number of the people still getting some sort of assistance. As of early this month, and it's staggering. Want 26 million? You have 26 million. The latest count on basically 1.5 million total new claims When you look at programs from the states as well as the pandemic program, that was part of the care back and hold this course happens, Tom in the context of, you know, we're at historically elevated unemployment nationally above 8%. Let's get into that. Joining us now is Dina Temple Raston, Investigations correspondent for NPR. Gina. Thank you for coming on today. You bet the military confirms it sought information on using a heat Ray against D C protestors. That's the headline and that would seem concerning all by itself. My first question is, why would the military be seeking to intervene in a domestic protest? Well, it was the military police and this is in Washington, D. C right now Courtland, Oregon, So it's a little bit different, But the National Guard and military police were all involved along with the Metropolitan Police in trying to Not necessarily quell the protest, but certainly control protectors in the nation's capital. What do we know about the capabilities of this heat rate at this point because I assumed the military would be very tight lipped. About any technology, much less his capabilities. Well, not this one. Actually, this has been around for a couple of decades, and they're actually to go on YouTube. You can find quite a number of military promotional videos about it. The heat ray Which makes it sound almost cartoonish, right? It's actually like and or like a like a ray gun that you would see in some sort of space cartoon. It's actually mounted on top of the truck. It looks like a giant satellite dish. And if you go on YouTube, you could find a lot of emotional films about the A D, a system that is put out by the military itself. And basically what it shows is that they use thes millimeter wave, which are different than microwave that basically give a sensation on the skin of heat. And the video there almost oddly comical because they have a high ranking military officials who are sort of stocked with this ray and they immediately it's kind of the sensation you have what they look like. They've just been bitten by something. You know how you kind of start on even didn't that's what it looks like. When you say get the sensation of heat? Does it actually cause physical damage to the Durmus or is it Just a sensation, which registers is the heat, like my understanding of the system is that it gives that sensation. I don't know if they just keep having the ray on you whether or not it blisters skin. I don't think it does. I read both things. I think it's more the sensation of heat and Obviously, if you're protesting all of the sudden you feel the sensation of heat, it's going to surprise you when you're going to sort of stop short of whatever that you're doing, And that's supposed to be the point of it. As far as I know, had never been deployed inside the United States, There was some talk of it being deployed on the fringes of a G eight meeting in Pittsburgh. But like this talk that they did this time. It never really amounted to anything. That was one of the options that they discover is there any indication from your investigation where it has been used around the world? I don't know my understanding that has been used in crowd control overseeing. Let me get a generic example. The idea of it was always that say, For example, you had a crowd outside an embassy from work. Or you had a crowd that was defending on military soldiers who were on the field of battle. That it would be used in that for the contest. Although it's billed as being nonlethal, depending on how it's used, isn't there the possibility of it being lethal? I don't know. The idea behind it is that it isn't little. The idea is that this is something that you would use so that you wouldn't be involved. So what Your option is a burning sensation in instead of bullets. It's not. It's not a great option. But the idea has always been that it would not be a lethal device. But in the same way that there has been another device that they were looking for. From the DC National Guard, it suddenly called an L rat. A long range acoustic device, and an L Rad is very loud. And if you're standing next to it, it could at least temporarily. Definitely you in the same way that if you're standing right next to a siren It would temporarily sort of bring your ears these air all part of these weapons, and I'm not saying that. I mean, this is a militarization of weapons that are being used on demonstrators. I'm not making any excuses for them whatsoever. All I'm saying is that the the idea behind these weapons is that they're non lethal weapons that could be used in crowd control. Is it fair, then to wonder where there is an escalation in the terms of techniques or technologies, which may be employed or are being considered to quell these demonstrations. I get the sense and correct me if I'm wrong, that it's a new class of weaponry, which had not been considered before. Allegedly it was briefly considered on the fringes of the G eight when the G eight within Pickard, But as a general matter, I guess I would take Your supposition that there is a sort of a militarization of this. Ah, militarization of how you respond to protest. I think we've seen that across the board. I don't think it just has to do with the particulars. Weapons systems there these particular devices do you think about it? We have been looking at the way. Police departments have been up armored for years now as concerned about the A T. A PC type vehicles that they drive the kind of weapons that they're using. So this is sort of along that continuing its been a worrisome trend for a while, and this is just a continuation. I started a conversation, highlighting the fact that the military confirmed that it's sought information on using a heat ray. Do We know how the story ends. Big picture in the sense of they thought the information they've likely received the information Do we have an indication of what they plan to do with the information in legitimate terms?
