Virginia and Maryland are among the states with certain historically black education programs being underfunded now. Senior officials with the Biden administration are urging the governors of 15 states to increase funding for black land -grant universities. The nation's land -grant universities were founded in the 18th century on federal land to further agricultural instruction and research. Federal law requires states to provide an equitable distribution of state funding for all land -grant universities, but new analysis shows it's not happening with many historically black institutions. The largest disparity is in Tennessee. The debate continues now in Prince George's County over rules that say council members have to attend meetings and vote in person. WTOP's John Doman tells us an effort to change that rule so a council member can vote virtually while on paternity leave failed last week. The day started with a rally aimed at pressuring the five county lawmakers to reconsider their vote against changing the rules to allow virtual voting and in a surprise move council member Ingrid Watson read statement a from the five and then finished by saying we will support the resolution with amendments. Council member Crystal Ariata who's due to give birth next month still tore into the five. The time in which they said a woman like me should give birth in a field and go back to pick cotton is over. The matter ended with council chair Tom Dernoga and at large member Mel Franklin clarifying there will be a revote next week and we will have a unanimous support for the resolution. A drug that's meant to put animals to sleep is showing up more often in the illegal drug supply in Maryland. In a report shared exclusively with WTO, xylazine, and zombie drug is now present in nearly half of illicit opioids. Xylazine use is rising fast in Maryland. That's because when it's mixed with opioids, it makes a high last longer, but those who use xylazine often suffer from skin rotting injuries. We're talking about pretty big wounds here exposing both bone and actual muscles, tendons. That's doctor Malik Burnett at Maryland's Department of Health. He says xylazine not only creates these wounds, but it also complicates overdose treatment because it's a tranquilizer, it slows down an overdose patients recovery after being given naloxone, often sold as an arcane. Meghan cloher a WTO news. Have you ever been pulled over by a police officer just because one of your taillights went out on your car? A new bill would prevent officers from making those kind of minor traffic stops in Montgomery county. It's called the safety and traffic equity in policing or the step act. This bill is part of reimagining public safety and kind of focusing our police on the most urgent safety needs, as well as addressing the racial and ethnic disparity. Council member will jawando introduced the legislation.
