He announced that most of them. I believe there might still be a couple of exceptions. But we'll check into that to be sure. But those that were in level red will move in to level orange or i should say down to level orange and this includes both weld and larimer counties again moving to level on the state's covid nineteen dial well last wednesday you had mayor gates really mayor gates partnering in an announcement video split screen announcement. This according to a piece by tyler made out of the trip Partnering with greeley area chamber of commerce president. Jaime henning that the city of greeley had officially submitted its application to the state for that coveted five star variants variance if approved would allow establishments like restaurants gyms in the greeley city limits and within the city of evans which by the way joined greeley on the application to apply to the city for slightly eased covid nineteen restrictions relative to the current state public health orders. This was so heartbreaking and it affected the community on. So many levels the awful tragic murder of donell. Matthews back in one, thousand, nine, hundred, eighty four, and you're on the Greeley Police Department when that happened, take us there and a Kudos to everyone who has worked so hard. So diligently over the years to resolve what? appeared to be a case. A no question Gail. I did a few media interviews last evening in this morning and I. Think My. Commentary was that this is proof positive that you really can solve call cases in many cases you can solve them without DNA with diligence and and I could tell you not only from my career with going to push department. But since I've left that they never put this case on the show they continue to work if they continue to get fresh eyes on it and it really paid off with the recent indictment of steep panky and. The A war can police chief Jones outs and asked me yesterday I was in fact, a member of the Police Department Joe L. went missing. was called to the home that evening you know like many officers were when? When a young girls missing? Obviously, it's all hands on deck and you know after a while I think that we realized at some point that. The. Resolution was not going to be good and unfortunately the family and all the police officers that worked on that case. Had to wait almost thirty six years but. the brakes that occurred in recent days as opposed to make an arrest and. It it's so satisfying not only for those individuals, but for our community was polarized on this happened. Nash and Cheap Jones yesterday who participated in that press conference along with the Webb County da Michael Rourke saying to the Matthews Family I. Pray that this news brings you some closure. Hope as we continue to pursue Justice Janelle and his family we have never forgotten joe now and we never will now you've got the attorney and I mean to be getting ahead of myself here but you have the attorney for Steve Panky saying, well, there's a reason why this indictment was so long in coming down because of lack of DNA evidence which you just alluded looted too. But that's not necessarily a maker break in this. No, it's not an ice. I heard the attorneys comments and I would equate those two what I would expect a defendant's attorney but. The fact is that DNA is a fairly recent. Fantastic innovation. But when you're talking called cases of you know thirty, five, thirty, six years ago. It's not likely that you're going to have. DNA and you're not you're not gonNA clear all all cases DNA so I guess I don't quite understand his point maybe he's was suggesting that that's the smoking gun that law enforcement doesn't have but I would suggest in reading the indictment that they have a pretty good case just just one man's opinion. It's interesting because Rourke said yesterday that paints be became person of interest in case in mid twenty eighteen in that his inconsistent and suspicious statements about the case over the years actually heightened law enforcement interest. It seems as though Panky implicated himself over the years if you read through some of the statements that he made in that indictment. Yeah, he he clearly did Pretty much whatever he could do. to put himself in the spotlight. Obviously never said, he said he did anything. But oftentimes when you send away, he was singing you board out information that perhaps only the suspect in the case would know and it appears as though he did that and so I would guess that his. Tactics weren't great and might have got him in the long run but I guess we'll see moving forward. Yeah. Absolutely. Eight, forty, one, thirteen, ten, Kfi K. Thirteen ten, Kfi K. A. dot com I can't imagine how heartbreaking this is for members of law enforcement whenever there's a child involved I, mean, it's just. It it hits you on every single level as you have to go out and you have to do your job and you have to maintain some semblance of professional distance but for anyone that has a child and a coming this close to evil. Must just be really difficult. I think there's no question and you know many many push officers that handle cases of either missing children's sexually abused children, etc. have children of their own and I I've seen officer. So. That that's that's really warning to the point that they get out of policing. That's rare but certainly at a way on this case, weighed on me and I didn't have small children and. Really you know we really quite a bit smaller back in eighty, four and. That really poor is community when you know you have a missing child and it's time goes on. and you don't recover a body. You know that at some point you're on recovery mission. A. Mission to locator. Is is if that is bad enough, you had to wait thirty six years those you know those milestones scale can be tough on the family they wait wait all those years and they have great report over the years with. Contact, I know that for sure and then. July nineteen up way but was the oil and gas worker finds her remains, and that's another milestone while it's positive positive mouse don't because it it leads. Towards some sort of closure and then you have another what fifteen sixteen months, and now there's an indictment. So the facts of this case have. Caused. More emotions with each turn. The events that have happened what to the point where they could probably ultimately, it gets some significant closure with this case and you know they know they know out where their daughter sister is unfortunately, they know what happened to her and they know there's a suspect in custody. So those those are all grow positives. Mayor Gates, you've mentioned a couple of times that journal Matthews, a disappearance and tragic death. I guess proof that even cases that are cold that have been unsolved for thirty, four, thirty, five years can be solved with a lot of diligence. Mayor Gates who also serves as chief of safety and security at Greeley Evans School district six as you're well aware spent twenty five. Working. At the Greeley Police Department. He said not only from his experience with the department, but since his retirement. The Greeley PD has never put this case on the shelf. Gates said this case has been actively worked for thirty five years. Probably paid huge dividends I'm happy for the family, the police officers and the community because this is about a thirty six year old case. And when I first heard the news I got goosebumps. I'm happy for everyone involved. It looks like a substantial step towards clearing it all up. Now, the indictment doesn't explain why painting might have targeted Donell but it does detail number of connections between him and the Matthews family and numerous inconsistent and suspicious statements. Panky has made over the years. That includes detail of the crime scene, not previously made available to the public. panky would watch school children walk home from Franklin Middle School. We're matthews went to school according to the indictment. Panky also attended the Sunny View Church of the Nazarene until about June nineteen, seventy eight. and. The Matthews family joined that same church that summer. Now in an interview back in March of Nineteen ninety-five. panky stated. that. Two Police Officers Live in the same block as journal. Which started and? Familiarity, with her neighborhood, the indictment goes on to say panky also discussed the critical piece of evidence from the Matthew's House law enforcement actually withheld from the public. Specifically Rake used to obliterate show shoe impressions in the snow. Prosecutors noted in the indictment that panky intentionally inserted himself in the investigation many times over the years claiming to have knowledge of the crime. Those, claims became inconsistent and incriminating over time. He filed pleadings in many cases that contain direct and veiled statements about Chanel. For example, in one, thousand, nine, hundred, nine, pleading feel filed with the Idaho. Supreme Court he argued that if the court ruled in a certain fashion and these are his words quote, it is reasonable for the appellant to believe he would get the death penalty penalty for revealing the location of Janelle Matthews Body close quote. I you know I've spent a mind Tara adult life dealing with the Red Cross or my times with the law enforcement, and now with the school district, and as you will lead to two on the weight in Now, more than ever there are people all over our state even close to us up with the Cameron peak being displaced by fires, and as you said, got the firefighters that are working hard to keep those fires down but then. The Red Cross steps in of course when many people were just close the Nita central services that we take for granted so I opted to call in because I certainly support the American Red Cross and I will sleep better tonight knowing that I'm going to pledge a hundred dollars to the cause and I reached out to. "If. You can picture the area it is largely undeveloped it's about the One thousand fifty acres of land. what at some point with full build out which would take quite some time. Consist of about thirty seven, hundred residential units, mostly single family. Thirty thousand, feet square feet of commercial property which. Part of town really needs. Frankly there's a lot of build up out there with homes and apartments, but very little commercial. And then. One of the things that that makes certainly makes me happy probably will make the rest of the council. Happy about ten million square feet of parks. Recreation facilities and open space. So Not, not exactly a self contained city out there but they would at full build out be lots of amenities for people to perhaps not even their neighborhood if they want to well, and that goes back to your earlier point in talking about the extension of the city's food sales tax through twenty, twenty, six on the November ballot, what do you want Greeley to look and feel like Beckley? Yeah. All right for those of us see this is this is wonderful for me sitting here behind the run at my bully pulpit I, get to ask all the stupid questions. For those of us, that might be a little hazy on what a Metropolitan District is. Can you give us the Reader's Digest version? Yeah it's basically a subdivision that would be in this case financed by bonds. There's there's there's some over in water valley they worked pretty well, and then they are The residents actually within the division payback the bond. So in in one one way to look at it is that in a Metro district that can be buyer beware because you're going to have more taxes, but that's how those developments get paid back so that it's not entirely on the development, of course, is not on the jurisdiction either if the. with the uncertainty in in our society economy, right? Municipalities wouldn't take a chance on this where they stand to. to lose financially in Greeley would not on this, but it'd be one where the residents would would repay the bonds over time The district mill application on this project is about seventy males and and that's high many people are willing to pay that for the amenities they will get but. there's a time when. A lot of jurisdictions including ours kind of turned our head to Metro districts. But as Metro. Districts have the gotten the bugs worked out there still controversial but there are much better now than they used to be but it's Kind of a buyer beware I think municipalities and we certainly weren't number years ago that if you don't at least consider metropolitan districts. You may not get much development in your community so. Assent as as such, we're certainly happy to look adamant. And we'll look at this This is not actually this wouldn't require an approval, per se. It just be a resolution on to move forward so very early in the process but what least gives the developer opportunity to move forward and it's this project is so would take a long time to build out but. But as I picture what he wants to do it. It would certainly be a nice addition to West Greeley. And speaking of he this is. This proposed project according to this piece by Ken Adamson out of the Greeley trip The project is the work of the cash LLC. This company created by ED, war of Order Land Company at or is named quite familiar to Greeley. Yet there isn't any question and I think that helps with any process like this. Not to cast aspersions on outsiders but. Ed Or is Ben Around our community longtime has owned and. and sold and bought a lot of property. So he is not a foreign entity to our community, and that helps a little bit to know that the background of the person just coming in to develop so. Fortunate for that. He's been around a long time. All right. So it's metropolitan districts. Why eight in terms of the cost of the infrastructure what would those KOSPI? The only thing that I remember reading. And it's the developer Only the developer would really know at this point why eight? In Related Metro district's there's there must be an advantage to the bell. I'm not a hundred percent certain but. The. Three, hundred, fifty, thousand, dollar home it may blow in. into these metro districts. Garner about. Going, through meme think I'm right thirty seven hundred dollars yearly in taxes. So they're in there in lies the you know the buyer beware and some of that can be in lieu of HOA. Feast give folks in the neighborhood Lots of amenities in their neighborhood, but we'll find out moving forward. Why exactly? Why would be eight a related Metro district? It's way too large for one. This far as why there's eight I don't know the answer to that at this point, Gail. Well, we will discover when you take this under consideration for further discussion at City Council Meeting Tomorrow Evening. Now, if you're a better man mayor gates, do think that the council will vote to continue discussions. I would say, yes, again had no discussion with anybody. But as you as you look at these things, I mean you've gotta work at him under the lands of will this benefit the citizens ag- really will this Create. A financial hardship to the city. Agree and I would say the answers to the first one is, yes. It could potentially benefit city agree with you in to. Shouldn't be financial hardship to the city you got to look at. You're right, but as the unrest and the breakdown of Civility anti-aids, society and Law and order continues to break down in Portland. You gotTa love this okay. You've got speaker Nancy Pelosi coming out and saying Oh, no, it's! It's not a riot. It's not a breakdown of society. It's nothing more than a graffiti problem. Yes, Speaker Pelosi actually said what they have in Portland is not a failure to communicate, though they have a graffiti problem, I think she has a perception problem myself because it is nothing more than mob rule. Rule and those calls across the nation continue to fund and this band police departments once again across the nation, and begs the question without law enforcement. We would look like chop or chess, or whatever the heck it's called, but those calls are not coming from the Greeley city. Council joined this morning a by Greeley Mayor John Gates. And we If there's any doubt folks should read that statement. As a former member of law enforcement yourself. What is your take on what I refer to as all the insanity here when it comes to how police are being literally and figuratively attacked and the resulting impact that's having on retention on recruitment on morale. I it's huge and I. Frankly don't think we've seen anything yet. With regard to probably good folks waiting enforcement analogy that I've used of course to to the to the folks that are organizing these protests myself in that car completely. There are bad radio announcer there. There are bad there's there's bad in every profession. It's human nature in my experience with really police. only in the twenty five plus years I worked there, but since I've retired is They are really good about getting rid of bad apples The the option in Minneapolis that started this Whole thing you had eighteen or nineteen write ups and and while I. Don't know what those right I don't really care. You know that wouldn't happen around here so I think that law enforcement is much maligned. They're being painted by. the actions of others and. It's it's a nationwide trend and. I just think it's too bad because they shouldn't be mind. You know the the talks of defunding polices. it used to make me mad now. It's comical like seriously folks. were, where would we be without law enforcement, not only that, but where would we be without fully funded law enforcement you know New York City's cut a billion, and nobody could convince me. There's not a quarter between that cut and the massive increase, the crime specifically shooting. They're having right now, so you know. Stop the nonsense on. That would be my my comment. What are you hearing throughout the community? Well I think that. Our Community of communities in Greeley Evans of by and large still strongly support the police of you know there are some that don't as I was out has kind of triple book, so I was only out there thirty forty five minutes the other day, but it got a lot of cars coming by honking their support. For. Law Enforcement in. And you get you know others that. Way perhaps didn't use all their fingers. So there's you know there's a there's a vaccine people with. Whether it be local or or elsewhere that don't support the voice but I think we're still in a community and experience that when I was in wash forcement, and experienced it now that they were still largely supportive. Can for community no doubt about that? I see what you did there. Mary Gates waving, not using all their finger essentially saying you're still number one. One Way to look at. Eight I, always try to look at the glass half full. All right. Let's talk a little bit about a governor Jerry Boyle is of course issuing that mandate that unenforceable by his own admission mandate flip-flopping on his stance. That mask mandate statewide went into effect on Friday. How is the community how our businesses dealing with this? You know I think most businesses have their businesses appropriately signed. I've heard some stories that most most businesses are enforcing telling people they can't come in. Summer, not enforcing it at all some Mari. Requiring that somebody will enter a store with a mask, and then they're allowed to take it off, so the correspondences I've received have been. kind of all over the map both extremes a lot of. you know that really needs to support the executive order to the extent that you send enforcement out when what is being violated, and then there's a whole faction of others that. You know government can't make all decisions for us in violating our civil liberties so Has. kind of gone over like I thought it would I I made some statements that. And I I I will support the governor's executive order GONNA mask, but at City Council tomorrow night, but it. It is going to be hard to enforce and A few folks took me to task for that, but I think I'm just calling like it is and We don't we don't have nor do I. Think any community says the ability to go on for Sonata rubbing mask patrol, so are the biggest concern that we have with regard to noncompliance with mass that ends right there and these things don't Develop into full-fledged fights or disturbances that would accomplish nothing, and then some other communities law enforcement are having to get involved though so. For those that have driven up and down Tenth Street for the last six months it's a it's. It's a little challenging, but as you folks are seeing from the finished product, we have a nice curb sidewalk and gutter now in that's getting near completion. So that's of course a collaborate collaboration with up because it's A. State Highway Essentially master traffic plan. It's kind of an innocuous resolution that happened been more importantly for us is, or we've entered into an agreement pending council. Decision tonight to go ahead and start design on the two intersections that thirty years thirty, four and thirty Fifth Avenue. Four and forty seventh avenue. As you might recall Gail, we went to our voters. And S for funding to help get those done and those you know it's a lot longer process than I wish it were. That will streamline US thirty four. all the way from the East outside twenty five, and it will not make it safer for. Residents of traveling to Greeley, but it will ease the traffic burden, because those are both gonna be flyovers. There will not be a traffic light on thirty four. Ears Mayor Gates. Crazy I! "Mayor Gates and city council for kind seeing this vision. The way we're doing this year is a little bit different than a lot of other communities. You've seen shutting down again. Created in that sense kind of roped off, everybody claims some territory, and they can't take a drink outta. Here are putting a drink into their. You don't WanNa Bring Food and. greenlees taken a real unique and creative approach to do this in a way that benefits, all of the restaurants and bars, and also the other retail folks downtown as well as hopefully provide the great place for the residents in in folks working downtown To to do business in and have a pleasurable evening. Out on the town, so we couldn't be more pleased. To be a part of Greeley downtown Greeley and and tried to have leaders that are really supportive of small business and and understanding of the difficulty of the situation. Put Him I. Love it to my man, so like I said I've been calling it more like a food court style. So you're telling me that I can go get. A piece of pizza from right coast and get a Margarita for your replace. That sounds like a that sounds like a hell of a plan to me. You know if the wife wants a beer from breakfast and you know it's a way to kind of make everybody happy. "Com by really mayor John Gates Mayor Gates welcome back to the show. Good to be with you good morning to you. I certainly appreciate your taking the time and there's a lot going on. As Greeley of course, as other cities across the state, indeed across the nation, enjoying a return to some semblance of normalcy. Tell us what that looks like. Well you're right. There is some sense normalcy the fact that where we get the restaurants back open. At least to an extent, you know pretty pretty well, said all along that the two entities that have really suffered from the Kobe closures are restaurants and churches. And the church is still are suffering, unfortunately, due to the fifty person rule, but My wife and I've been out several times since we've been able to sit down and Dine I. Guess It's the small things you appreciate because that surely has been nice. It's kind of fascinating when you think about it because we were talking about this just last week, the fact that going out to a restaurant is like. Taking a world cruise or taking a trip to the moon. Again it is a return to the small things that makes such a difference in in our lives. If there's any good, take away from all this. Maybe that's that. Makes, you appreciate the small things never did. I think I would miss. so much being able to go, sit down, have a cup of coffee with somebody or better yet a meal and while we certainly a lot of carry out. It's not the same as going to sit in a restaurant and catching up on the day and getting warm food versus the. Wolf lukewarm food when the carry out outcome, so that's where they've been great and. I were phone boxes here. Exactly, the Styrofoam box and we're starting to get things open back up the city to the degree that we can which is good. There's a slow rollout occurring today with our fixed up transit buses We're opening municipal court backup today. we've got some Other departments opening drive through or by appointment only so slowly, but surely not quite yet on the cool. The REC centers part of the problem with the pool. and. Even the REC centers is that we've got that fifty person maximum. And we talked a great wink at our city council meeting last night about specifically centennial pool and the to dilemmas. We have one is that we saw that is that at the beginning of this laid off all her stuff seasonal swig. We can obviously get some of them back. To run the pool, but our parks and REC. Director colors that we get. During Summer Day especially these that have been so warm three to four hundred kids centennial pool every day, so if we can only it fifty. That's problematic so while I understand the reason for that in an area that says large as as much square footage of centennial pool. I hope the governor loosens that fairly soon to allow us to adapt at number to a more appropriate number which folks we might be having using them so. Now. We're looking forward to. If I'm not mistaken here under this amended safer at home order, a swimming pools again allowed to reopen. Once those draft guidelines are improved. Final draft of those guidelines will be available on Thursday. Is that what you're hearing is absolutely what I'm hearing. Yeah, so. we're. We're kind of sitting at the ready waiting for some of those. Things to happen I've been A number of local pastors have reached out to me and we feel for them from the standpoint that I spoke to a pastor yesterday. WHO said you know I have eight hundred people in my congregation and I can easily socially distance and keep everybody safe by allowing four hundred in, but the current rules only allow fifty, so they're looking at some things like outside and. And they're really getting the short end right now at a time when people may be more than ever need to services of their church and their pastor, so we're. We're getting there. probably not as quite as quickly as I'd like. We are starting to make some open or Kobe. Numbers really leveled out that we're really happy about that. And what about Jay BS? Swift the meat processing plant in Greeley. What are you hearing about that up? Not very much they're not, they're not yet at full capacity of I'm hearing they've not had any deaths and knock on wood in a couple of weeks. I don't know to what degree they have employs out sick, but. It was certainly tragic. Losing the workers they did and I hope everybody's. Certainly getting better and have not heard anything to the contrary. Now back to restaurants, and again we've talked about this to a great extent, because our return to daily life and living space to lot upon our confidence level, so I'm curious as you've been eating out at restaurants. Are you seen? folks coming to restaurants and being comfortable enjoying the opportunity to just get out and dine again. I I absolutely have The restaurants that that I've been to certainly the restaurants who are following the rules doing everything right there, socially distancing their staffs. Geared up with the appropriate PP HE I. Know People personally and I've seen some commentary from others that said. There's just no way we're ready to go out right now and that that's totally fine. It's the person ought to be able to make some personal choices in life, and for those that aren't comfortable going out that's certainly a decision that they or their families should make I my family is comfortable, going out while adhering to. safety guidelines, but they've not been packed. Of course. The law would know rats that the restaurants that I've been to have certainly had decent amount of people and The restaurant tours is really doing a great job complying with. What they've been asked to comply with so very pleased at this point. What about expansion not only patio dining. Using additional space around restaurants if it indeed is available that seems to be a point of some conversation and debate. It does end up. Council fully supports. A business whether they're downtown or another parts of Greeley the opportunity to expand their turning footprint. It's a what easier for them to do. Downtown because the city owns the real estate Some of the restaurants that aren't downtown are going to have to seek permission from whoever owns the property to expand out, but that doesn't fact gives them the opportunity. To seat more, we've been working closely with the downtown restaurant tours to expand their footprint which would involve alcohol service and be able to get more customers. Be Able to make Starts get back on our feet again financially. And there's. An ordinance pending that would allow the areas on the ninth street plazas to be open container areas. Temporary so. Something I think the council doesn't WANNA do year round Norwood, the restaurant tours in the middle of winter want people to be sitting outside, but it is perhaps not an opportunity for the period from about now until Labor.

I know for sure what day it is and repeat the same routine but during a I'm still boy but it's an interesting life elite right now. Oh definitely so. Tell us The thinking the thought process leading up to that statement being released on Friday on the heels of the Board of Weld County commissioners saying that while you know releasing their but safer at work guidelines city of Greeley saying. Now I think we're going to follow Governor Jared Pulisic safer at home guidelines. Sure that was a Interesting twenty four forty eight hours Gail I certainly know or the commissioners are coming from with regard to we stimulating our economy. I know they're getting a lot of calls and inquiries about folks wanting to open back up. The fact of the matter is that Weld County is large. And I'm guessing there are many spots in weld county that are not hot spots but about four thousand square miles right. Exactly exactly. Greely is a hot spot right now There's no denying that we we have not. I don't know if we've plateaued. We certainly haven't plateaued and then started down. So Council fell unanimously. That the best thing to do was probably the safer at home. Right now. With some phase reopening that will occur Thing that this Friday may first so slow and gradual opening seem like the most appropriate way for businesses to proceed within the city. But I fully recognized that many spots in weld county probably are not hot spots. But there's simply don't know. Denying greely is a hot spot right now and council didn't feel too comfortable Opening any sooner than we did. Because I think we felt like we couldn't would require soft at this thing explodes so had The health leads of the health department. Reach out to me. They reached out the commissioners as well and and said Take it slow if you can. So we're not overwhelmed. Really really tough decision. I think I mentioned in a in a previous interview with you that this is never really easy. Work being an elected official no complaint whatsoever. But it's harder now than has been we're all taxed with trying to make the best decisions we can for our particular community and and I had a A commissioner there'd be being benefit to to name. Who said you know you? You are a different community in Greeley than rural well county and I couldn't have set up every myself right right so many questions. I'm curious. I've had the opportunity to talk with Dr Mark Wallace from the Weld County Department of Public Health and environment about this but curious as to your thoughts. What you're hearing as to why greely is such a hot spot for covert nineteen that answer. Gail I Actually listened in or read. Remember which Dr Wallace you know. Assessed from his perspective while I was Had the pleasure having a fairly long conversation over the weekend with my friend way. Trucks Mayor of Fort Collins and their numbers are just substantially lower than ours and and bless him. He just kind of reached out to manual. Numbers are Kinda. Of course the stay. At home order lapsed yesterday we have the Board of Weld County Commissioners Their guidelines a safer at work. You of course have A chosen city of Greeley to follow Governor Jared police guidelines. And where do we find ourselves confused? We ARE SMACK DAB in the middle of a patchwork quilt. How do we work through? All the confused Cirque. There isn't any any doubt Gail was talking about this with my wife last night. There's a degree of confusion because a lot of cities and counties in the state are doing the same thing you know. The situation we have here is not unique. I was watching the news channels last night and they were talking about that but the other thing that I find really confusing is that The governor stay at home ended last night and safer at home starts today but with with the phase in process the salons in some of the businesses. Can't open 'til this Friday so There's there's probably a lot that confuses people myself included but there is a four day window here where we're probably quite confused because in spite of a safer at home Being the official designation. Now by the governor's policy. I think the only thing that accursed Kenneth starting today as retail curbside. One of the questions. I get repeatedly in the city really comes from Salon Owners What do I do? I thought I could open Monday now. Doesn't look like I can open till Friday and I had about three of those over the weekend. Which isn't a lot. But they're certainly confused wondering when can I open my hair salon by Nail Salon etc? So this guy. This forty parade is certainly in Fox but it is Sort of tiered out as we move forward with the goal but I think we're all really anxious to get restaurants open On a real small scale small number of guests and then work up to it so it's a confusing period and and not everybody has chosen to take the same route. That comes to mind now governor Jerry. Police has readily admitted that though he is referring to well formerly referred to stay at home order the safer at home order even though they're called orders they're not really enforceable. So amidst all the confusion with the patchwork quilt factors Cities Municipalities towns counties. Kind of doing their own thing. In many cases what about enforcement enforcement is ver- very tough We've had literally hundreds of calls at the city over the last couple of weeks about the fact that Many residents felt like the governor's order was that everybody had to wear masks and that was not an order. It was a recommendation and Those those that Wanted everybody wearing masks. Were saying it should have been in order. Those the want more civil liberties are saying that. They want to make their own decision. Whether to wear masks that is really unenforceable. It's much like people that are gathering It'll be a lot like a question that the city manager and the police chief and I had Over the weekend What if businesses opt to open today and we're going to take that on a case by case basis and we don't exactly have a cadre police officers out there on the reading waiting to write people tickets that are open today. We we've got a hundred and eight thousand persons city to protect our police and fire. Have their hands full doing that? So we're GONNA play that by air. Don't know yet if it's GONNA be a problem if it is a problem. It's likely due to the fact that somebody's confused and I D- Per our conversation. I completely understand that it so probably be more along the lines if if necessary again understand you're going to approach this which I think is very prudent and very wise given the fact that so many of us are confused. You know numbers out there breaking the law just for the the joy of breaking the law when it's not even the law see. That's that's why it's even so difficult to have this conversation because once again they're guidelines no matter how you slice it but I think it's very very wise that you're taking that approach. It would probably be more along the lines of when all this started. Seems like eons ago but what are we six seven weeks ago and you have law enforcement issuing letters of well. You might want to do this again. It was more of a warning than it was coming down on people for not doing the right thing. Exactly and we I don't don't believe our police department issued any Tickets with regard to anything that's occurred if so I missed that but that was never go. Still is not article. We want people to be as safe as possible. And if if education's appropriate and they provide education but I know there are some law enforcement agencies at the direction of their mayors of their city. Councils that are being encouraged to enforce we are not encouraging On Force to enforce in Greeley in fact we would prefer they not unless somebody completely defies with. The policy might sell once again really supporting the safer at home policies extending the widespread public closures of city facilities until June. Second in order to best protect the health and safety and the future of the community. this according to a statement that was released by the city on Friday so again. Where CAN WE GET SOME CLARITY? Is this up on the city of Greeley website? It is and we. We have either already or will be issuing a supplemental press release. The June second date ended up being a little confusing Not 'cause we intended to be but I had some folks just completely come out of the woodwork. Friday night thinking we were shut in Greeley down till June. Second as a matter of clarification that'll be that's just city facilities That's a city owned facilities. So we're talking about City Hall Municipal Court the REC Center The family fun plex. So that is not intended to mean that Private businesses restaurants etc have no option of of opening before June second. So we'll we'll we other? Commissioner's Office of the safer at work guidelines coming into play Gayle Fallon morning mornings with Gail joining me as well and I'm getting a lot of tax asking about a lot of specific businesses. What does this mean for restaurants bars? churches was the next one and actually did Just get a did confirm with with Commissioner Freeman is that those specific guidelines are being worked on that. They should be looking for those soon. So there's GonNa be more information coming out but we just wanted to get out there and get ahead of this and joining us. Now is a great friend of the station is mayor. John Gates Mayor. Thanks for taking some time and joining us. Obviously this is some big news set to go and release throughout Weld County of businesses being able to reopen on Monday. It is thank you ten. Okay Oh good evening by the way it strikes me as odd to be talking to you both in the east. Good morning exactly good morning. Yeah no good. It's good to be with you. And yes. This is definitely that news coming out of well. County Saturn in well and. That's exactly what I wanted to go with Mayor Gates when you had this conference call early this morning. I know that this is when these conversations really started to expedite really started to fly. What was the kind of General Reaction? Right off the bat when this even this proposition and talks this happening Started to take place you know. I was not able to make the call the commissioner said with weld mayors. I had another commitment. I did speak to all the commissioners about two thirty six after noon. A believe I've not read the order. It actually just hit my email and I was just starting to read it when you call Having spoken to the commissioners I am aware of what's going to be in the order and And and have a general context. I have not had the opportunity as of yet to converse with any of our city council mayor gates. I can't help but think just based on the content of our previous conversations in the morning and Mayor Gates will be joining me Tomorrow morning as well. I think we decided on what thirty five right God. Here's what I wanted to ask. You know it's funny as we have endured all up the changes all of the upheaval in our lines and well the compromise of the Weld County at Konami. Of course the global economy the state's economy The bottom line is that we hear this mantra over and over and over again this We are together apart. Well I find it very reassuring that you have the Board of Weld County Commissioner saying no we are together we will get through this together and being together and exercising good choices were not picking winners and losers. Very much agree with you. You know the fact is that what officials are having to make tough decisions than ever during this pandemic and the commissioners made a decision that it was likely very tough on. You know I've been involved Eight years as a city councilman and then third year as mayor. And and and I would say as I think almost any Elected officials especially in about two deficient leader. Which say the decisions we've had to make during this are far greater than any of the others that we've had to make so I'm guessing the commissioners made a decision. That was a very tough one for him. And and the key to your to your question. Gail is that. There is not a one-size-fits-all model to address this situation and I think the many many people when they hear what the content of the Commissioner's border. They're going to believe that they've just opened the floodgates and really that's not accurate I think they have Espoused much what I have done both now and on my social media page that we need to do this. Slow gradual responsible with a high degree of common sense. And and that's really what they're saying and I'm guessing when I digest disorder when we hang up that Reading that won't change my opinion that in any way shape or form speaking with Mayor John Gates here mayor of Greeley. And you're exactly right this. This order that comes into place of these guidelines are just giving everybody the opportunity to work businesses at a safe and a in a responsible distance and doing those things responsibly mayor in some of our conversations. We talked about how people really did. We followed the guidelines and followed what was put in place. It almost seems like people are itching to get going this leaving it up to consumers and to the individual on if they feel safe to attend these things Really think that this will probably be a positive move and could possibly see other counties following along with this I think. With a high degree responsibility and commonsense ex exactly right the commissioners conversation with me earlier revolved around the fact that many businesses may not be ready to reopen Many citizens may choose to not patronize businesses. Quite yet. Because they don't feel safe and that's going to be one of personal opinion and folks exercise whatever Came in and they want to in that regard so I mean it's it's slow paced. I think I think rushing local businesses and haphazard fashion Will Not be the responsible way to open things up. The commissioners agree with that and I think we have to give our citizens The ability to utilize commonsense and make decisions for their cell for themselves about what they think is safe and what is not safe. And I'm guessing the restaurants that maybe hold a hundred or going to recognize affecting next Monday. They're not going to allow nor do they want a hundred patriots in that. Restaurant situation. That would cause more community spreads so it does. It revolves around personal responsibility. And I think that that's a factor of the commissioners orders going to say when I have a chance to read it here. Well I can't help but wonder. Shouldn't it revolve around personal choice? Isn't that what this nation's all about it it it absolutely should. I mean it's You you take the issue of You know wearing masks to very long time that our communities will told not to wear mass and then they became a priority and in my ventures Where I need to be out in public. There's sort of a mixed bag about those. That are wearing masks. And those aren't as long as they're not An executive order by governor which they were not there are certain people. That aren't going to wear masks and that's one of personal personal opinion personal pleasure. Yeah there's no doubt about it mayor gates as we continue to talk about the safer at work guidelines and and again. I know that there is no game plan. There is no playbook for anything Married you see it with the chance of when you get to go through these guidelines. Do you see The city of Greeley making any adjustments to personalize what might fit the city better. Or do you see this probably in your conversations with the commissioners that you're gonNA fall right along with this and and this is going to be the guideline for city of Greeley as well. No it's too early. To tell I think the order Is actually going to be or is in fact countywide which might take that discretion where for municipalities honoree debit. There are. I know they were able to listen in with the Commissioner Chair Freeman The issue of maybe community REC centers came up. And I think it's a in my conversation just a short time ago city manager. It's not anticipated that we're gonNA open our recreation centers right away And that would of course outside the order. But they're going to be some discretions that municipalities will be able to Lavon regarded and on some may push back on the order. I just don't know at this point there. It sounds like a nanny we may maybe having some technical glitches there with Gail. So I know commissioner a Mayor Gates. Thank you so much. We'll get her reconnected here but I know that there. There are a ton of different people out there that have so many varying views on this that this guidelines really just again it all goes back to the right of people to to choose whether they want to use these businesses. And that's been one of your messages all along as well. Yes yes it has I take. I think that our our residents will be cautious and And you know that the outcome may not be great if they're not cautious and I think the commissioner talked about the fact that they don't want the hospital counts to rise and nobody wants anybody to be to be sick as a result of these decisions so I think personal responsibility will be great way to move forward gates It's interesting because that technical glitch goes to the question that I was going to ask you. I know you like so many others have been well. Telecommuting using zoom for meetings and it goes to the question once again personal choice personal responsibility and I wonder if When you look at the city council I imagine that you'll Kinda poll city council member and say. Are you comfortable comfortable doing meetings again? And if not will. They had the opportunity to participate via zoom. Yeah that's A. That's certainly something haven't had the opportunity even think about it. point It's it's my anticipation that we will continue to do our meetings. We assume that it's actually. I think we have the bugs worked out. It's pretty functional. But that's certainly a decision that that our city council and many other governing bodies bodies Mike Way Moving forward We can in fact pretty well. Socially distanced on our diet The issue becomes Council meetings which may generate a large crowd and it would be hard to socially distance them and they could really actually have more involvement in immediate via zoom. So Y- that's that particular question isn't super high on my list but I just put it on my list because it is going to be pertinent discussion. Move forward absolutely mayor.
